Eight Measures To Transform Penang From A Sweat Shop To A Smart Shop And Reinvent The Economy For Sustainable Growth And Prosperity.

The theme of the 4th Asia Economic Summit of “Reinventing Asian Economies for Sustainable Growth & Prosperity” is apt and timely following the global financial crisis that has threatened both the growth and prosperity of both developed country and emerging economies. There is also a need to reinvent as the conditions that made prosperity and growth possible either do not exist or are not applicable any more.

The most popular measures to counter the current recession includes an expansionary budget and government guarantees for financial institutions. However we need to look beyond the recession and be bold enough to undertake fundamental reforms and reinvent the economy to allow Asia is to continue enjoying sustainable growth and prosperity. Asia is too diverse to be presented in a singular case. So allow me to present the perspective of Penang, the problems, successes and failures of a middle income state.

Penang is a key trading post that successfully evolved into one of the largest electronics manufacturing hub in the world during the last century. Penang’s success from the 70s to the 80s made Penang the leading state in Malaysia with GDP per capita of RM 28,851, double that of Malaysia at RM 19,189 for 2008. Despite being the second smallest state in Malaysia and with a population of only 1.4 million, Penang’s exports alone amounted to 27% of Malaysia’s total exports.

Umat Islam di seluruh dunia hari ini menyambut Aidil Adha atau turut dikenali dengan Hari Raya Korban dan Hari Raya Haji. Hari Raya Korban kali ini disambut pada 10 Zulhijjah 1429 Tahun Hijrah di mana jutaan umat Islam turut menunaikan ibadah Haji di Makkah.

Irresponsible And Immoral For The Federal Government Or Any Other Party To Earn RM 16 Million A Day By Manipulating Petrol Prices

Malaysians would consider it irresponsible and immoral for the Federal Government or any other party to earn RM 16 million a day at the people’s expense by merely manipulating petrol prices that does not reflect the plunging international price of oil which is currently at around USD 40 per barrel.

Since July 11 when a barrel of oil hit a record $147.27, oil has fallen 72% to USD 40.81 per barrel in less than five months, The expected economic recession following the global financial crisis has caused the drop in petrol prices to its lowest level in four years since December 2004. A front-page report in The Star estimated The Government is set to get windfall gains of up to RM 16 million per day based on crude oil price of US$44 per barrel and a consumption estimate of 27.5 million litres per day. This would work out to extraordinary gains of RM 6 billion a year at the expense of Malaysians. But for whose benefit?

1. When I took over the helm of the State Government on March 9, 2008, I made a pledge to the people of Penang that we will be fair, just and not discriminate against anyone. The people of Penang had created history by allowing the opposition parties to form the State Government and we have formed a government based on unity and respect for basic human rights and political equity.

2. The new State Government will not disappoint the people of Penang and we want to turn a new chapter. We were determined to do better in drawing in more investments.

Dato Supiah Bt Md. Yusof Akan Menjalankan Siasatan Dan Memberikan Laporan Bebas Tentang Skendal Kehilangan RM 223.7 Juta Rizab MPSP.

Kenyataan Di Persidangan Akhbar Oleh Ketua Menteri Pulau Pinang Lim Guan Eng Di Ibupejabat MPSP Di Bandar PERDA Pada 1.12.2008:

Pegawai Kewangan Negeri Dato’ Supiah Bt. Md. Yusof dilantik oleh EXCO Negeri Pulau Pinang untuk menyandang Pemangku Yang di Pertua MPSP semasa En. Farizan bin Darus bercuti sehingga 31 Disember 2008. Saya datang bersama dengan Ahli EXCO untuk Kerajaan Tempatan, Pengurusan Lalulintas dan Alam Sekitar Chow Kon Yeow untuk menyaksikan upacara angkat sumpah Dato’ Supiah, yang akan diminta menjalankan siasatan bebas tentang pengurusan kewangan MPSP yang menyebabkan skendal kehilangan rizab MPSP sebanyak RM 223.7 juta dalam tempoh masa 9 tahun.

Daripada lebihan Kumpulan Wang Baki sebanyak RM 230.1 juta pada 1.1.2000 dan tinggal hanya RM 6.4 juta pada 31.12.2008, di antara faktor utama kehilangan RM 223.7 juta dalam tempoh masa 9 tahun adalah seperti berikut:-
• Peruntukan kawasan sebanyak RM 50.3 juta kepada ADUN BN di Seberang Perai dan RM 8.6 juta kepada ahli-ahli MPSP menjadi keseluruhannya RM 59 juta wang MPSP digunakan sebagai politik wang;
• Terus membina Ibupejabat MPSP sebanyak RM 84.3 juta di Bandar Perda tanpa tender terbuka kepada Syarikat Aseania Development Sdn. Bhd(ADSB) sungguhpun pilihan lebih murah wujud bila kerajaan negeri memperuntukkan sebidang tanah seluas 30 ekar di Ampang Jajar; dan
• Penyelenggaraan sistem hawa dingin dengan kos mahal kepada Aseania Linear District Cooling System Sdn. Bhd.

Mengapa Projek RM 84.3 Juta Ibupejabat MPSP Dibuat Tanpa Tender Terbuka

Dalam skendal kehilangan rizab MPSP sebanyak RM 223.7 juta dalam tempoh masa 9 tahun, bekas ahli EXCO Kerajaan Tempatan Datuk Dr Teng Hock Nan mesti jelaskan mengapa projek pembinaan ibupejabat MPSP sebanyak RM 84.3 juta dibuat tanpa tender terbuka dan satu sistem penghawa dingin diberikan kepada Aseania Linear District Cooling System Sdn. Bhd dengan kos yang begitu tinggi dipakai.

A New RM 50 Billion Expansionary Economic Plan That Is Pro-Growth, Pro-Jobs And Pro-Poor To Fight The Recession And Prepare For A More Prosperous Future.

We meet in a spirit of hope and optimism. For the first time in a generation, it is the BN that appears lost and disillusioned. From marginalised opposition parties, DAP have finally attained our objective of becoming a full partner in government with our allies PKR and PAS in Pakatan Rakyat.

Let me congratulate everyone of you, especially the members who worked tirelessly without any expectations of reward for making history possible. This people’s victory belongs to you, who kept faith in the party during those difficult 42 years.

Malaysia economic growth in the third quarter this year, with a real gross domestic product (GDP) growth of 4.7% compared with 6.3% and 7.1% in the second and first quarter, respectively, is the lowest quarterly growth in three years. The BN government and Bank Negara Governor Tan Sri Dr Zeti Akhtar Aziz must take heed of these warning signals and wake up from its denial mode that Malaysia will not slip into recession following the global financial crisis.

The Public Shall Judge Whether MPSP’s Expenditures Benefited Public Interest.

Details of Seberang Perai Municipal Council’s (MPSP) shocking RM 223.7 million losses in reserve funds over nine years from 2000 to 2008 are revealed together with significant development expenditures. The public shall judge whether such expenditures benefited public interest or is just another sad example of BN’s cronyism, mismanagement and money politics. From an accumulated surplus of RM 230.1 million at 1.1.2000 to only a budgeted surplus of only RM 6.4 mllion at 31.12.2008, RM 223.7 million has been lost over 9 years.

Public Discourse Must Be Based On Facts, Reason and Principles

The Penang State Government regrets that Barisan Nasional leaders, Utusan Malaysia and some publications stubbornly persist in refusing to publish the vandalisation of the BM/Arabic road sign in Lebuh Acheh two days ago.

By continuing to provoke racial sentiments in opposing the BM/Mandarin and BN/Tamil usage of road signs and not BN/Arabic road signs, Barisan Nasional leaders, Utusan Malaysia and some publications are practicing double standards and dangerously politicising this issue to divide Malaysians.

The Penang State Government believes in freedom of expression and is willing to hear public criticism of its policy.

However, such public discourse must be based on facts and not falsehood, reason, not emotion and principles, not prejudice.

The Penang State Government believes that the people believe in facts, reason and principles and will not allow these irresponsible elements undermine their confidence in the Penang State Government’s effort to promote their welfare.

Stop Vandalising.Multi-lingual Road Signs Put Up As Part Of Our Efforts To Promote Tourism In The UNESCO World Heritage Site Of Georgetown.

I have directed State EXCO member for Local Government, Traffic and Environment Chow Kon Yeow to instruct MPPP to lodge police reports over the vandalisation of the Bahasa Malaysia/ Arabic Road signs in Lebuh Acheh to prevent further sabotage of the 5 Bahasa Malaysia multi-lingual road signs put up by the state government as part of our efforts to promote tourism in the UNESCO world heritage site of Georgetown.

The 2 Bahasa Malaysia/Arabic signboards were vandalised early yesterday morning whilst the other two Bahasa Malaysia/Mandarin and one Bahasa Malaysia/Tamil signboards were not disturbed. Both signboards vandalised by being sprayed with red paint has been cleaned up by MPPP. The police report by MPPP is necessary to indicate the government views such vandalisation seriously as an effort to prevent a repeat of such sabotage by irresponsible elements opposed to national unity within a multi-cultural setting of Georgetown. As a heritage site, Georgetown belongs not only to Penang but also to the world and all Malaysians.

UCAPAN PENGGULUNGAN DEWAN UNDANGAN NEGERI (PART 3)

37. Telah menjadi amalan penyediaan bajet di Negeri Pulau Pinang sejak dahulu lagi menyediakan Bajet Berdefisit kerana berasaskan kepada kedudukan ekonomi dan kewangan negeri. Penelitian ke atas penyediaan Bajet di Negeri Pulau Pinang sejak tahun 1990 mendapati bahawa tidak pernah Bajet Surplus disediakan di negeri ini walaupun dalam keadaan ekonomi negeri yang amat memberangsangkan di mana negeri ini pernah mencapai tahap pertumbuhan ekonomi tujuh tahun berturut-turut melebihi 7 peratus setahun.

38. Jika dihalusi Bajet Mengurus Negeri yang disediakan, Ahli-ahli Yang Berhormat akan mendapati bahawa sebahagian daripada perbelanjaan pembangunan adalah dibiayai daripada Bajet Mengurus iaitu secara caruman kepada Kumpulan Wang Pembangunan sebanyak RM40 juta yang diambil daripada B.16 40000 : Jabatan Kewangan Negeri – Pemberian dan Kenaan Bayaran Tetap. Oleh itu dalam kegawatan ekonomi global sekarang ini yang dijangka akan memberi kesan kepada pertumbuhan ekonomi negeri tidak lama lagi, Kerajaan Negeri perlu lebih berhati-hati dan dengan demikian anggaran Bajet Berdefisit perlu disediakan termasuklah menyediakan peruntukan dalam bentuk caruman kepada Kumpulan Wang Pembangunan. 18. Bagi menjawab persoalan yang dibangkitkan oleh YB Tanjung Bungah dan Teluk Bahang, Kerajaan Negeri akan menubuhkan Tabung Pembangunan Latihan Semula Industri Negeri Pulau Pinang untuk membantu pekerja yang dijangka kehilangan pekerjaan ekoran daripada krisis ekonomi dunia menjalani latihan semula. Dijangkakan seramai 50,000 orang pekerja sektor swasta akan menghadapi risiko ini sekiranya keadaan ekonomi terus tidak menentu. Latihan dan kemahiran adalah amat penting bagi melahirkan guna tenaga yang berkebolehan terutamanya dalam sektor terkini seperti LED, bioteknologi dan kejuruteraan mahir supaya mereka ini masih employable dan memastikan tenaga mereka tidak akan disia-siakan. Kerajaan Negeri juga telah memohon peruntukan berjumlah RM 500 juta daripada Kerajaan Persekutuan untuk tujuan tersebut.

UCAPAN PENGGULUNGAN DEWAN UNDANGAN NEGERI (PART 1)

Saya ingin mengucapkan berbanyak terima kasih kepada semua Ahli Yang Berhormat yang telah mengambil bahagian dalam perbahasan ke atas Ucapan Bajet 2009 Negeri Pulau Pinang yang telah saya bentangkan di dewan yang mulia ini pada 14 November 2008. Seperti yang semua Ahli Yang Berhormat sedia maklum, bajet 2009 telah menggariskan tiga teras utama iaitu :

Pertama : Merancakkan pertumbuhan ekonomi (Pro-Growth);

Kedua : Mewujudkan peluang-peluang pekerjaan (Pro-Jobs); dan

Ketiga : Menjamin keadilan sosio-ekonomi (Pro-Poor).

TERAS PERTAMA: MERANCAKKAN PERTUMBUHAN EKONOMI

A. Pelaburan

1. YB Pulau Tikus dan Telok Bahang telah menyentuh mengenai garis panduan pelaburan di Pulau Pinang. Pada masa sekarang, garis panduan yang digunapakai oleh Kerajaan Negeri adalah berdasarkan garis panduan MIDA. Garis panduan ini adalah bertujuan untuk memudahkan pelabur dan bersifat mesra-perniagaan. Kerajaan Negeri akan terus meneliti prosedur sedia ada dari semasa ke semasa supaya prosedur ini mengikut arus perkembangan. Berdasarkan kepada semua usaha-usaha di atas, pihak Kerajaan Negeri berharap agar Pulau Pinang akan terus menjadi lokasi utama pilihan bagi para pelabur.

Najib Should Allow The People To Benefit From The RM 10 Billion In Fuel Subsidy Savings

Domestic Trade and Consumer Affairs Minister Datuk Shahrir Abdul Samad’s revelation that the government no longer need to subsidise petrol with the drastic fall in global oil prices highlights BN’s lack of responsibility in refusing to further reduce petrol prices from RM 2 to RM 1.62 per litre.

Shahrir said that at US$65 (RM235) per barrel or at RM 2 per litre the Government would not be paying subsidies and the price can return to RM 1.92 per litre. Instead of paying subsidies, the government will save more than RM 10 billion if prices remained stable. At current prices, the government is making about 30 sen per litre.
