Najib Should Allow The People To Benefit From The RM 10 Billion In Fuel Subsidy Savings

Domestic Trade and Consumer Affairs Minister Datuk Shahrir Abdul Samad’s revelation that the government no longer need to subsidise petrol with the drastic fall in global oil prices highlights BN’s lack of responsibility in refusing to further reduce petrol prices from RM 2 to RM 1.62 per litre.

Shahrir said that at US$65 (RM235) per barrel or at RM 2 per litre the Government would not be paying subsidies and the price can return to RM 1.92 per litre. Instead of paying subsidies, the government will save more than RM 10 billion if prices remained stable. At current prices, the government is making about 30 sen per litre.

The Federal Government must approve a Rm200Million interest-free loan and Rm5Million grant to preserve and promote George Town

The Federal Government must approve a Rm200Million interest-free loan and Rm5Million grant to preserve and promote George Town which belongs not only to Penang alone but also all Malaysians and the world. On its own the Penang state government will allocate Rm1Million state money to provide education and measures to preserve, protect and promote George Town as a World Heritage Site.

As custodians of this cosmopolitan city that is of outstanding universal value, there are two important ingredients that has ensured us our world heritage status. The first is humanity, or the human values that we celebrate in our everyday life. Multiculturalism is the basis for Penang’s success and George Town has been built on non-partisan cooperation.

Urge The Federal Government To Adopt Anti–Recessionary Measures

The Penang State Government is willing to work with the business community to urge the Federal government to adopt anti-recessionary measures by implementing a RM 48 billon fiscal stimulus plan, reduce wasteful spending on non-essentials and remove red-tape to increase revenue, cut down costs and improve productivity.

In this regard, I welcome the move made by our Prime Minister to defer the purchase of 12 Eurocopter helicopeters costing RM 1.6 billion so that the money can be used to assist the people affected by the economic recession following the global financial crisis. More such cuts should be made as many wage-earners and businesses are hurting. The Penang state government has already implemented cuts by cancelling the purchase of new cars, flying economy on investment missions, holding government functions in government buildings and deferring all renovation works.

Malayan Banking Bhd May Have to Make Higher Loan Provisions Of Up To RM 5 Billon

Maybank may have to make a higher loan provisions of up to RM 5 billion from the over-priced purchase of Pakistan’s MCB Bank and BII and not only the RM 242 million for its investments in MCB. Maybank had paid RM 10.8 billion to purchase two distressed foreign banks at twice their present value – the RM 8 billion acquisition of BII and RM 2.8 billion purchase of a 20% stake in Pakistan’s MBC Bank.

TEKS UCAPAN MENGENAI RANG UNDANG-UNDANG PERBEKALAN DAN USUL ANGGARAN PEMBANGUNAN 2009

PENDAHULUAN

Y.B. Tuan Speaker,

1. Sebelum saya membentangkan Bajet Negeri Pulau Pinang bagi Tahun 2009 di Dewan yang mulia ini, saya ingin mengambil kesempatan di sini untuk mengucapkan ribuan terima kasih kepada Tuan Yang Terutama Yang Dipertua Negeri yang amat prihatin terhadap kesejahteraan Negeri Pulau Pinang serta sentiasa memberi inspirasi kepada saya dan Kerajaan Negeri dalam menjalankan pentadbiran negeri ini dengan jayanya. Saya juga ingin mengambil kesempatan ini untuk menzahirkan ucapan terima kasih kepada seluruh anggota Kerajaan Negeri dan Persekutuan yang telah memberi kerjasama dan sokongan kepada kerajaan baru ini.

2. Ini adalah Bajet pertama Kerajaan Pakatan Rakyat (PR) sejak tsunami poltik pada 8hb Mac 2008 yang menumbangkan kerajaan BN selepas memerintah selama 30 tahun. Dengan sokongan hampir 60% pengundi sebanyak 319,757 rakyat Pulau Pinang, PR memperolehi majoriti 2/3 memenangi 29 kerusi berbanding dengan UMNO 11. Ini bukan sahaja menjaminkan kedudukan politik yang kukuh dan stabil tetapi mencerminkan hasrat rakyat yang mahukan perubahan berlandaskan urustadbir baik.

3. Urustadbir baik adalah berdasarkan sistem Cekap, Akauntabiliti dan Telus atau CAT. Kita berazam mendirikan sebuah kerajaan bercorak demokrasi, ketuanan rakyat dan kepimpinan beretika yang bersatu di bawah panji nilai-nilai teras universal yang diterima semua iaitu, 5K: kebebasan, keadilan, kebenaran, keluhuran undang-undang dalam Perlembagaan Persekutuan dan ketaqwaan kepada Tuhan. Barulah boleh belajar dari pemimpin agung Islam Khalifah Sayidinia Umar Abdul Aziz; Maharaja Empayar Rom, Marcus Aurelius; atau Maharaja Cina, Kang Xi dan LiXiMin.

MASYARAKAT MADANI MEMERLUKAN SISTEM DEMOKRASI YANG SIHAT DENGAN PERANAN KETUA PEMBANGKANG YANG DIPERAKUI

Saya memohon mencadangkan supaya Dewan ini meluluskan Enakmen Anggota Pentadbiran dan Ahli Dewan Undangan Negeri (Saraan) (Pindaan) 2008 dengan memasukkan perkataan ‘Elaun Ketua Pembangkang’ yang telah dibaca pada kali yang kedua.

YB. Tuan Speaker,

Seperti mana yang kita sedia maklum, negara kita Malaysia dan Negeri Pulau Pinang telah mengamalkan sistem demokrasi berparlimen semenjak pilihan raya yang pertama pada tahun 1959.  Melalui proses pilihan raya, rakyat berhak memilih wakil-wakil mereka ke Dewan Rakyat (Parlimen) di peringkat Persekutuan dan di Dewan Undangan Negeri di peringkat negeri.

Parti atau gabungan parti-parti yang memperolehi majoriti diberi mandat untuk membentuk dan menerajui kerajaan yang merupakan cabang eksekutif bagi negara atau negeri masing-masing.  Manakala Dewan Rakyat atau Dewan Undangan Negeri berfungsi sebagai Penggubal Undang-Undang di peringkat persekutuan atau di peringkat negeri.

Abdullah didesak supaya meluluskan peruntukan sebanyak RM10.26 Billion kepada negeri Pulau Pinang.

Saya sebagai Ketua Menteri Pulau Pinang mendesak YAB Dato’ Seri Abdullah Bin Haji Ahmad Badawi, Perdana Menteri Malaysia supaya meluluskan peruntukan sebanyak RM10.26 Billion kepada negeri Pulau Pinang sebelum menyerahkan jawatan Perdana Menteri kepada YAB Najib Tun Razak pada bulan Mac tahun depan.

Selepas menerima penamaan yang secukupnya dari UMNO, Najib Tun Razak menang tanpa bertanding sebagai Presiden UMNO yang seterusnya. Oleh yang demikian, saya berharap YAB Perdana Menteri sebagai anak watan Pulau Pinang dapat memberi sumbangan kepada rakyat jelata Pulau Pinang sebelum penyerahan tugas.

Saya telah menghantar surat rasmi kepada YAB Dato’ Seri Abdullah Bin Haji Ahmad Badawi, Perdana Menteri Malaysia pada 26 Sept, 2008 yang lalu, bagi memohon peruntukan persekutuan sebanyak RM10.26 billion untuk 18 projek/ program kritikal di Pulau Pinang yang semuanya dirancang bagi menjamin kesejateraan rakyat. Kesemua projek adalah sebahagian yang dijanjikan di bawah RMKe-9.

Dalam surat rasmi sepanjang lima belas (15) muka surat tersebut, Saya telah menyenaraikan projek-projek yang memerlukan peruntukan tersebut, jumlah dan tujuan peruntukan serta maklumat terperinci bagi setiap projek tersebut.

Speech during The Penang DAP State Ordinary Convention

Completing The Economic, Political And Ethical Transformation Of Penang Into An International City That Serves As An Enduring Symbol Of Hope And Optimism For The Nation – That Even During The Bleakest Of Times, People Have Faith In The Future.

We meet in a spirit of hope. For the first time in a generation, it is the BN that appears lost and disillusioned. From marginalised opposition parties, DAP have finally attained our objective of becoming a full partner in government with our allies PKR and PAS in Pakatan Rakyat.

Let me congratulate everyone of you, especially the members who worked tirelessly without any expectations of reward for making history possible. This people’s victory belongs to you. We have won the last general elections for three reasons:-
• Discipline and a shared purpose towards realising our vision of transforming Penang into a dynamic state that leads again based on public integrity, competency and an ethical leadership;
• Intellectual confidence in offering new ideas based on principles, innovations and sound logic; and
• A common purpose of realising a people-centric government that can win over detractors, fence-sitters and skeptics that we can rule as a democracy based on the principles of justice, freedom, truth, social welfare and universal values.

DAP has the ideas, ideals and imagination that has inspired the electorate to vote and gave us and Pakatan Rakyat a resounding 2/3 majority in the last general elections by winning 29 out of 40 seats with DAP winning all our seats and increasing from one to 19 state seats. Our ideas of civil liberties and political equality, ideals of socio-economic justice and equal opportunities and imagination of empowering all through democracy and integrity has captivated and inspired Malaysians especially the young.

In contrast BN, UMNO MCA and Gerakan suffer from AIDs – Acquired Intellectual Ideals, Ideas and Imagination Deficit syndrome. For the past 50 years BN has exploited racial extremism to win votes where only the ruling BN elites from UMNO, MCA and MIC dominate.

A Testimony Of The Confidence Of Korean Investors In Penang’s Future

The US$ 100 Million Golf Course In Batu Kawan Is A Testimony Of The Confidence Of Korean Investors In Penang’s Future Despite The Global Financial Crisis And Belief In Our Commitment To Transforming Penang Into An International City.

The Penang state government welcomes the signing of the MOU between PDC and DK ENC to build a US$ 100 million golf course in Batu Kawan as a testimony of the confidence of Korean investors in Penang’s future in spite of the global financial crisis. By proceeding ahead with the golf project during such uncertain times, Korean investors have also signalled their belief in the new government’s commitment to transforming Penang into an international city.

To transform Penang into an international city, we want participation from all nationalities. We have investors from many countries. But we need to work harder to get more investors from some countries such as Korea, without which Penang can not claim to be a truly international city.

Korea has achieved tremendous success in growing its economy from a poor war-torn state to a developed nation. The success of Korea can be seen by its per capita GNP of only US$130 as compared to Malaysia’s US$350 in 1966. Korea’s GNP per capita is now more than US$18,000 as compared to Malaysia’s US$6,000/-. From almost three times better off than Korea 42 years ago, Malaysia is now three times worse than Korea.

The remarkable economic success of Korea was achieved without any natural resources such as oil and commodities, except for its people. There is much to learn from the success of Korea’s economic transformation based on a culture of excellence, a strong work ethic, openness to new ideas and mastery of technology.

CM to promote Penang in South Korea

Penang Chief Minister, Lim Guan Eng is leading a strong 52 member delegation on a trade and investment promotion mission to Seoul, South Korea from October 28 to November 1, 2008. The delegation will participate in the Asia Pacific Tourism Investment Conference and EXPO (APTIC) where the Penang Pavilion will be set up to showcase Penang’s value propositions.

The objective of Penang’s participation in APTIC is to promote Penang as an ideal home for MM2H participants from Korea. Private sector companies in Penang that are participating in the Penang Pavilion include the Eastern & Oriental Berhad, SP Setia Berhad, Hunza Properties Berhad, Ideal Property Intelligence Sdn Bhd and the Penang Health Association. The Chief Minister is scheduled to present a paper entitled “ Sustainable Tourism Development in a Heritage Environment- the Penang Story” on October 30, at the APTIC. Why did govt give only RM 36 tax cuts per year to working Malaysian but is willing to put RM 5b of EPF to bailout listed companies?

Why did the government give only a RM 364.2 million tax cuts to 10 million working Malaysians or a mere RM 36 per year but is willing to put workers funds at risk by using RM5 billion of Employees Provident Fund (EPF) to bailout selected listed companies?

The drop in the Kuala Lumpur Composite Index (KLCI) to 859 points, its lowest close in four years, is a clear indication of the failure of the BN government economic response to the global financial crisis by injecting RM 5 billion into Valuecap Sdn Bhd, a company set up by the Government in 2003 to invest in undervalued companies. What is RM 5 billion to buy shares in a few counters compared to the Bursa Malaysia’s capitalization of around RM 700 billion?
