I am surprised that MACC appears “comfortable” with extensive press reports in the BN mass media, of MACC investigations into the tunnel and 3 main highways project, which is supposed to be confidential, given statutory protection to prevent investigations from being prejudiced and those leaking information of investigations can be severely punished. Despite the repeated failures of the BN media such as The Star, Berita Harian and Utusan Malaysia, to show proof of their false allegations, they continue to print reports of MACC investigations quoting MACC sources. Penang is the first state government in Malaysia to implement the practice of open competitive tenders, an achievement that earned commendation from Transparency International(TI). Irresponsible elements ignore this excellent record when trying to run down and smear the state government’s image that there is no open tender system.
Open competitive tender system is one of the mainstays of CAT governance in Penang of competency, accountability and transparency, that has allowed the state government to record savings in expenditures. Open competitive tender system is one of the principal factors that led to annual Budget surpluses since 2008, a doubling of our asset reserves and a record 90% reduction of state government debt that allows Penang to have the lowest debts in the country. I wish to clarify my comments yesterday, which reported me stating that there will be no worker retrenchments in Penang, in reference to Malaysian Employers Federation(MEF)’s expectation of 50,000 retrenchments of workers in 2018. This is not correct. What I meant is that any worker retrenchments in Penang will not affect Penang, because there will be more jobs chasing workers than worker chasing jobs. Penang has one of the lowest unemployment rates in the Malaysia at 2%. Last January, I had the pleasure of announcing that Penang hosted 1251 events, with an estimated economic impact of RM808 million. Semua Ahli Majlis perlu memastikan pembayar cukai mendapat perkhidmatan terbaik serta manfaat daripada hasil yang diterima oleh Majlis melalui pelaksanaan program dan projek pembangunan.
Majlis Bandaraya Pulau Pinang (MBPP) mengamalkan perbelanjaan berhemah dan urus tadbir berasaskan prinsip CAT (Cekap, Akauntabiliti dan Telus). Ini bermakna segala hasil yang dikutip daripada rakyat akan digunakan untuk membiayai perkhidmatan yang terbaik kepada pembayar cukai. Majlis telah mencatatkan lebihan dalam penyata kewangan untuk 2 tahun berturut-turut iaitu sebanyak RM177.95 juta untuk tahun 2014, RM146.04 juta untuk 2015 dan telah mencatatkan ‘defisit’ sebanyak RM1.41 juta untuk tahun 2016. The Bishop of Penang, Rt. Rev. Dato’ Sebastian Francis has given a wonderful historical background of the Penang Church which dates back to 236 years since 1781 and to the construction of this beautiful church around 157 year old ago. The church is the embodiment of unity as can be seen by the many people of all races and religions who helped to contribute and work to make the restoration of the Church of the Assumption a success and the setting up of the Roman Catholic Museum, Diocese of Penang a reality. The “never say die” spirit of the Penang people will let us bounce back from setbacks to allow Penang to be on course to be a developed economy and the first green state in Malaysia in 5 years. This spirit is evident from the worst natural disaster in history on 4-5 November 2017, when a heavy rainstorm lashed Penang with 40 mph winds that lifted a ferry up from the sea and pushed it inland, and 372 mm or one and a half months of rain fell in a mere 15 hours.
