I regret some incorrect news reports of the proposed increase in penalties for domestic consumers who waste water or use water excessively, has been wrongly reported as an increase in water tariffs. I reiterate that under the present proposal, water tariffs for domestic users remain unchanged.
Penang has the unfortunate record of the highest domestic water consumption rate in the country of around 286 litres per person per day in 2016. This compares unfavourable to the Malaysian national average of only 209 litres per person per day, the United Nations suggested usage of 165 and Singapore’s usage of only 148 litres per person per day. First of all, thank you for gracing our event today to celebrate Earth Day with us. Earth Day is observed by many countries on April 22 each year to broaden and diversify the environmental movement worldwide. And we are of no exception this day, every year, to demonstrate support to build a healthy, sustainable environment, address climate change, and protect the Earth for future generations.
Today, Earth Day coincides with the Final Round of Penang Green Idol Public Speaking Competition. This competition is a pre-event of the Penang International Green Carnival which will be held on 9 & 10 September 2017, we hope this learning platform equips the young with skills to speak persuasively and to listen to opinions on environmental issues and concerns, critically and constructively. Malaysia’s economic crisis of confidence continues with March 2017 showing the highest inflation rate since November 2008 when the world was reeling from the global financial crisis. The inflation rate in March 2017 rose to 5.1%, the highest since touching 5.7% in November 2008. The only other occasion that inflation rate was higher, was in 1998 when Malaysia was also caught up in the Asian financial crisis caused by currency depreciation.
What is unique about this high inflation rate is that there is no global or regional financial crisis unlike in 1998 or 2008. This hike in inflation rate is specific only to countries facing socio-economic crisis caused by autocratic governments lacking accountability, entrenched corruption, failed economic policies and financial mismanagement without transparency. Adalah dikesali bahawa BN suka membuat fitnah bahawa kerajaan negeri Pakatan Harapan Pulau Pinang tidak menjalankan tender terbuka, bila yang tidak mengamalkan tender terbuka adalah kerajaan BN sendiri. BN mudah lupa bahawa Pulau Pinang merupakan satu-satu negeri dalam sejarah Malaysia yang dipuji oleh Transparancy International semata-mata kerana dasar tender terbuka. Sea reclamation works holding up the feasibility study for the under seabed tunnel project, is on the Butterworth side and reclamation work has still not commenced despite being awarded by the BN Penang state government in 1999. This Butterworth sea reclamation project is entirely different from the present reclamation project now undertaken by E&O Bhd group on the island since last year.
Works Minister Datuk Seri Fadillah Yusof should not mix up the E&O reclamation project on the island with the one on the mainland, located near to Penang Port in Butterworth involving 650 hectares, granted to Rayston Consortium Sdn Bhd. To date, Rayston is still carrying out its land reclamation master plan and the state government can only hope that they can complete it over the next 6 months.
