UCAPAN ALU-ALUAN OLEH KETUA MENTERI PULAU PINANG DI MAJLIS PELANCARAN “Peti 3R Setiap 100 Langkah” DI PERSIARAN GURNEY PADA 30 APRIL 2011 (SABTU)

Saya ingin mengucapkan terima kasih kepada Ahli-Ahli Yang Berhormat, Ahli-Ahli Majlis Perbandaran Pulau Pinang, tuan-tuan dan puan-puan sekalian kerana sudi meluangkan masa untuk menghadiri majlis pada hari ini.

Saya juga mengambil kesempatan ini untuk mengucapkan terima kasih kepada Yang Di Pertua Majlis Perbandaran Pulau Pinang kerana telah menjemput saya untuk merasmikan dan melancarkan pemasangan Peti 3R setiap 100 langkah di Persiaran Gurney.

UCAPAN OLEH YAB TUAN LIM GUAN ENG KETUA MENTERI PULAU PINANG SEMPENA ISTIADAT MENGANGKAT SUMPAH PELANTIKAN YANG DIPERTUA NEGERI PULAU PINANG TUAN YANG TERUTAMA TUN DATO’ SERI UTAMA (Dr) HAJI ABDUL RAHMAN BIN HAJI ABBAS

1. Pada saat yang bersejarah dan penuh gilang-gemilang ini, saya bagi pihak kerajaan dan rakyat Negeri Pulau Pinang dengan segala hormat dan sukacita menzahirkan ucapan setinggi-tinggi tahniah sempena lanjutan perkhidmatan Tuan Yang Terutama Tun Dato’ Seri Utama (Dr) Haji Abdul Rahman bin Haji Abbas sebagai Yang Di Pertua Negeri Pulau Pinang untuk kali ke-empat. Sesungguhnya, kami berasa amat bersyukur dan gembira kerana Tuan Yang Terutama Tun dan Yang Amat Berbahagia Toh Puan berdua akan terus menjadi payung kepimpinan kepada Kerajaan Negeri dan rakyat negeri ini.

2. Pada kesempatan ini, sukacita dinyatakan bahawa semenjak Kerajaan Pakatan Rakyat memrintah Negeri Pulau Pinang, Tuan Yang Terutama Tun telah banyak memberi nasihat, pandangan dan tunjuk ajar dalam membantu pentadbiran Kerajaan Negeri Pulau Pinang. Sehingga kini, rakyat Negeri Pulau Pinang berpuas hati di atas keprihatinan Tuan Yang Terutama Tun. Pentadbiran Kerajaan Negeri juga amat menyanjung tinggi sikap mengambil berat Tuan Yang Terutama Tun yang sentiasa mendampingi seluruh lapisan masyarakat.

3. Negeri Pulau Pinang telah mencapai kejayaan yang cemerlang dalam pelbagai bidang di samping kemajuan yang pesat lagi membanggakan. Ini terbukti apabila Pulau Pinang berjaya mencatat pertumbuhan Keluaran Dalam Negara Kasar (KDNK) yang melebihi KDNK Malaysia pada kadar 8.1 peratus bagi tahun 2010. Prestasi kewangan 2010 juga memberangsangkan dengan lebihan Belanjawan sebanyak RM33.5 juta berbanding dengan anggaran Belanjawan Defisit sebanyak RM79 juta. Dengan kata lain, Kerajaan Negeri telah mencapai “turnaround” sebanyak RM112.5 juta. Perpaduan di kalangan rakyat berbilang kaum semakin erat bagi mewujudkan kestabilan dan keamanan di negeri ini yang membolehkan pentadbiran Kerajaan Negeri menumpukan usaha sepenuhnya terhadap pembangunan.

Only PR will place more importance on the people’s health and public safety than the blind pursuit of corporate profits by ensuring that there are no nuclear facilities or rare earths mines in Penang. Shocking online revelations that the Perak state government had secretly agreed to allow a Hong Kong company to explore and mine for rare earths in the state, even as controversy is raging over the Lynas refinery in Gebeng, Pahang.

In a filing to the Hong Kong Stock Exchange dated April 18, CVM Minerals Limited announced it had entered into a memorandum of understanding (MoU) with the Perak State Development Corporation (PSDC) to carry out the project in Bukit Merah, Ipoh.

The Hong Kong company, through its local subsidiary CVM Metal Recycle Sdn Bhd, has applied to the state’s land and mineral office for a licence to explore the area, covering 250 hectares, for rare earths.

MCA Would Claw Back Lost Electoral Support If He Can Pluck Up 10% Of His Bravery In Fighting DAP To Fight BN’s Corruption And Cronyism And UMNO’s Racist Policies As Such As 1Melayu, 1 Bumi.

MCA President Chua Soi Lek would claw back MCA’s lost electoral support if he is can pluck up 10% of his bravery in fighting DAP to fight BN’s cronyism, and corruption as well as UMNO’s racist policies such as 1Melayu, 1Bumi. DAP does not see Chua’s enthusiasm or courage in fighting corruption, cronyism or racist policies of 1Melayu,1 bumi in the same emotional manner as he fights DAP with self-contradictory slogans of ‘Chinese should not be fighting Chinese’.

By also claiming that the DAP’s participation in election and victories against MCA will result in reduced Chinese representation in the Government, Chua Soi Lek has revealed that his party is unable to comprehend the basic nature of democracy. Not only that, he is also disrespecting the right of voters to choose the best representative for themselves, regardless of race.

The DAP rejects the philosophy of race-based politics, and strongly believes that elections should not be racialised. Unlike the MCA, the DAP believes that elections empower voters to exercise their democratic rights to choose representatives based on the principles of justice, truth, freedom and good governance. Elections is about democracy not about race; it is about choosing the best candidate who can best serve and represent voters not about race; it is about whose policies promotes justice, freedom and truth not about race.

Jumlah Pampasan kepada 27 Syarikat Konsesi Lebuhraya sudah RM2.05 bilion Belum Kira Jaminan Bank, Subsidi dan Insentif Cukai

Jawapan bertulis kepada Ahli Parlimen Bagan Lim Guan Eng mendedahkan jumlah pampasan kepada 27 syarikat konsesi lebuhraya sudah meningkat kepada RM2.05 bilion. Jumlah ini belum mengambil kira jaminan bank, subsidi dan insentif cukai ataupun jumlah tol yang dikutip daripada pengguna jalanraya.

Itulah sebabnya BN didesak mengkaji semula perjanjian syarikat konsesi lebuhraya demi kepentingan awam.

Soalan dan jawapan adalah seperti berikut:-

“Soalan:
YB Tuan Lim Guan Eng (Bagan) minta Menteri Kerja Raya menyatakan jumlah jaminan bank, subsidi atau insentif yang diberikan dan pampas an yang dibayar oleh Kerajaan Persekutuan kepada setiap syarikat konsesi tol tiap-tiap tahun sejak ia bermula pada tahun 1980-an. Berikan pecahan syarikat, kos pembinaan dan tempoh masa konsesi.

Jawapan
Untuk makluman Ahli Yang Berhormat, sehingga 31 Disember 2010, jumlah pampas an dalam bentuk tunai yang telah dibayar oleh Kerajaan kepada syarikat-syarikt konsesi lebuh raya ialah sebanyak RM2.05bilion.

Pampasan tersebut perlu dijelaskan berikutan dari keputusan Kerajaan untuk menangguhkan kenaikan kadar tol bagi lebuh raya-lebuh raya yang sedang beroperasi, sebagaimana yang telah ditetapkan dalam Perjanjian Konsesi. Di samping itu Kerajaan juga perlu membayar pampas an disebabkan oleh faktor-faktor lain, antaranya seperti penghapusan kutipan tol di Plaza Tol Salak Jaya, Leburaya Sungai Besi, Penetapan diskaun 50% kadar tol untuk bas bagi lebuh raya-lebuh raya di bawah kendalian PLUS Expressways Berhad dan Pampasan kerana tidak melaksanakan restriction order di Lebuh Raya Selat Klang Utara Baru.

Maklumat mengenai jumlah pecahan pampasan tol, kos pembinaan dan tempoh konsesi mengikut lebuh raya ialah seperti berikut:

Untuk Makluman Ahli Yang Berhormat, maklumat mengenai jumlah jaminan bank, subsidi dan insentif cukai kepada syarikat-syarikat konsesi yang berkenaan adalah di bawah bidang kuasa Agensi Pusat, iaitu Unit Perancang Ekonomi di Jabatan Perdana Menteri dan Kementerian Kewangan.”

Press Conference Statement by DAP Secretary General Lim Guan Eng on the DAP’s share of the non-Chinese support in the 2011 Sarawak state election in DAP National HQ on 26 April 2011:

The 2011 Sarawak State election was a historic election in that it was the first time in more than 20 years in which the opposition managed to achieve a double digit representation in the state assembly by winning 15 out of 71 seats (or 21% of total seats), not including the one independent who won the seat of Pelagus.

The DAP emerged as the biggest winner by winning 12 out of the 15 seats which it contested in.

While the DAP could not have achieved this win without the overwhelming support of the urban voters, it would be a mistake to say that DAP’s support was only present among the Chinese voters. In many of the seats in which DAP contested in which had a significant percentage of non-Chinese voters, the DAP managed to win at least 30% of the vote among the non-Chinese voters. In some of these seats, the DAP far exceeded the 30% mark among the non-Chinese voters.

Easter Message 2011

In this holy Easter celebration to mark the crucification of Jesus Christ and the Lord Jesus resurrection, is also an occasion to to renew Christians’ vows of faith in truth, hope and love.

Christians regardless of skin colour have prayed for peace and prosperity. Christians have also prayed for wisdom and compassion in our leaders. Most important of all Christians pray for truth to guide Malaysians in our daily affairs.

All religions celebrate these common values of truth, unity in diversity, freedom of choice and peace. We must seek truth from facts and not allow sentiments to be ruled by blind emotion.

To all Christians, I wish you a very happy and blessed Easter.

Urban voters in Sarawak voted for PR and DAP not on race but because they wanted good governance, an end to widespread corruption and Sarawak Chief Minister Tan Sri Taib Mahmud’s misrule. DAP would not have won the four seats of Kidurong, Meradong, Batu Kawah and Dudong without strong Iban support as these seats have either slightly more than 50% of Chinese voters or even slightly more than 50% of Iban voters.

If there is any generalisation of the Sarawak general elections is to be done it should not be based on demographic trends based on race but geographical trends based on location.

Those fanning racial sentiments by accusing DAP of playing racial politics should cease immediately. The results of the 2011 Sarawak Election have proven that the desire and movement for change is not confined to one community alone but spread across the various communities of Sarawak.

Just Do It Chua Soi Lek! Tell UMNO To Direct Its Paper Utusan Malaysia To Withdraw The 1Melayu, 1 Bumi Movement Or MCA Would Withdraw From BN.

Will MCA President Dato Seri Chua Soi Lek dare to ask UMNO to direct its paper Utusan Malaysia to withdraw and apologise to all Malaysians for practicing a form of apartheid by inciting racial segregation and hatred in calling for 1Melayu, 1 Bumi movement? Just Do It, Chua Soi Lek. Tell UMNO to direct Utusan Malaysia to withdraw and apologise for the 1Melayu, 1Bumi movement or MCA would withdraw from BN.

UMNO’s paper call for 1Melayu, 1Bumi movement is a grievous insult to all Malaysians because it serves to be exclusive and dominate other races to the extent of reducing these Malaysian citizens, including non-Malay bumis from East Malaysia, as 2nd or 3rd-class citizens.

DAP and PR parties have never fought any elections on the basis of Malay unity, Chinese unity, Iban unity or Kadazan unity. Instead it is BN parties that tries to divide and rule by stressing on Malay unity, Chinese unity or Indian unity and merely paying lip service to bangsa Malaysia. At every election DAP and PR parties have stressed on Malaysian unity.

RM50 Million Should Be Spent On Providing Free Wifi Instead Of Spending RM50 Million On Duplicating Efforts In Giving Free Email Accounts Is Typical Profile Of BN Government Being Penny Wise Pound Foolish

Malaysians hope that the Prime Minister Datuk Seri Najib Tun Razak will heed the voice of the rakyat and Malaysian netizens to cancel the provision of free 1Malaysia email accounts and give free wifi instead. Even though this is now not a government initiative but a private sector initiative, spending RM50 million on duplicating efforts of Gmail, Yahoo, Hotmail etc to provide free email accounts is typical profile of a BN government being penny wise pound foolish.

Giving free email accounts is not the most important service in the world. Somehow the government is missing the wood from the trees. Just like the RM52 billion bumi shares scandal, where RM52 billion worth of shares supposed to be given to ordinary Malays/bumiputera natives went missing. Instead of setting up a Royal Commission of Inquiry(RCI) to serve public interest by investigating and taking action against the culprits responsible for running of RM52 billion worth of shares, the BN government appears more interested in setting up a RCI over some dubious sex video tapes by individuals seeking political vengeance.

MCA President Datuk Seri Dr Chua Soi Lek should not follow Utusan Malaysia’s tactics of racialising the results of the recent Sarawak state general elections when the key issue is about change not about whether voters want Chinese representation in government. UMNO paper, Utusan Malaysia, had asked BN to ignore Chinese voters just because they supported the opposition.

I wish to reiterate that DAP’s theme and focus in this Sarawak state general elections is not SUPP but on Sarawak Chief Minister Tan Sri Taib Mahmud; not about whether the Chinese want representation in government but whether all voters want change;. DAP won 12 out of 15 seats in Sarawak because voters want change and prefer a two-party system over one-party rule, people’s power over one-man rule, and good governance over Taib’s misrule.

BN has suffered not only a loss of 16 seats but more importantly an 8% reduction in popular votes by BN from 63% in 2006 state general elections to 55% now. What type of democratic elections allow a party that wins 55% of the popular vote and yet garner more than 77% of the total seats? Clearly this is a mockery of democracy, in complete defiance of the principle of one-man, one-vote.

Sarawak Deserves Better: Make Sarawak Cleaner, Greener, Safer And Fairer.

Speech By DAP Secretary-General And MP For Bagan Lim Guan Eng During The Final Day of Campaigning In Sibu On 15.4.2011.

Pakatan Rakyat’s vision for Sarawak is to provide free wifi in population centers, wipe out hard-core poverty, implement open tenders for government contracts and land sales, give state land back to the people, establish institutionalised yearly allocations for schools, provide infrastructure of electricity and roads, abolish unfair bridge tolls and give all senior citizens RM 600 annually.

There will be zero corruption in Sarawak. An open tender system will ensure that only those that offer the best price, best quality and with the necessary experience and track record be chosen. All will be treated fairly regardless of race, religion, gender or political background.

Prime Minister Datuk Seri Najib Tun Razak should extend the benefit of income tax rate of 15% for five years under the Returning Experts Programme (REP), not just to experienced professional Malaysians working overseas, but also to those working here in locally. By only limiting this 15% flat income tax to professionals overseas is highly discriminatory to those Malaysians working here.

Whilst tax is an important factor, a lower tax rate alone is not a sufficient inducement when there are other important considerations such as pay, quality of life, promotion prospects, racial quotas and discrimination. Since Merdeka, an estimated 2 million Malaysians, mostly highly skilled talents, have migrated and left Malaysia.
