Baik JKKK, Baiklah Kerajaan Negeri, Buruk JKKK, Buruklah Kerajaan Negeri yang memerintah negeri ini

MAJLIS PENYAMPAIAN WATIKAH PELANTIKAN PENGERUSI JAWATANKUASA KEMAJUAN DAN KESELAMATAN KOMUNITI (JKKK) NEGERI PULAU PINANG (BAGI KAWASAN PULAU) PADA 11 JULAI, 2010 (AHAD)

1. Terlebih dahulu saya ingin mengucapkan ribuan terima kasih kepada semua kerana dapat menghadiri majlis Kerajaan Negeri pada hari ini. Majlis ini diadakan bagi menyampaikan watikah pelantikan kepada tambahan 75 pengerusi-pengerusi JKKK bagi Daerah Timur Laut dan Barat Daya untuk tempoh 6 bulan iaitu mulai 1 Julai 2010 hingga 31 Disember 2010 yang mana telah dipilih dan ditentukan oleh Kerajaan Negeri.

2. Adalah menjadi tanggungjawab Kerajaan Negeri PR yang berjiwa rakyat 3P untuk memastikan kesejahteraan hidup setiap rakyat terutama masyarakat desa dapat dipelihara dan dipertingkatkan iaitu

• Perkasakan Rakyat dengan ilmu pengetahuan dan kepakaran;

• Perkuasakan Rakyat dengan hak dan kebebasan peluang dan

• Perkayakan Rakyat agar hasil ekonomi dapat dinikmati oleh semua.

3. JKKK merupakan sebuah institusi yang menjadi sebahagian daripada jentera pentadbiran Kerajaan Negeri di peringkat akar umbi iaitu di peringkat kampung atau komuniti. Bagi menjayakan prinsip 3P ini, Kerajaan Negeri amat komited untuk memastikan pembangunan ekonomi di kawasan bandar, luar bandar dan desa diurus dengan sebaik mungkin dengan bantuan yang padu daripada JKKK. Dengan itu, ia diharapkan dapat membantu Negeri Pulau Pinang menjadi sebuah negeri yang dinamik dan bersih bukan sahaja di peringkat tempatan malahan antarabangsa.

Tun Dato’ Seri Utama (Dr.) Haji Abdul Rahman bin Haji Abbas, Yang di-Pertua Negeri Pulau Pinang dan Yang Amat Berbahagia Toh Puan Dato’ Seri Utama Hajah Majimor binti Shariff kerana sudi meluangkan masa untuk bersama-sama meraikan ulangtahun kedua George Town sebagai Tapak Warisan Dunia yang dinobatkan oleh UNESCO hari ini.

George Town World Heritage Message

7 July 2010 is a historic day for Penang in commemorating the inscription of George Town by UNESCO as a world heritage site. The historical and cultural imprint of the traders remains significant in the George Town as evidence in architectural styles, the tangible heritage and cultures or way of life as an intangible heritage. The presence of the tangible and intangible heritage till today form the justification for the serial inscription of Melaka and George Town, Historic Cities of the Straits of Malacca, on the World Heritage List in 2008. Melaka and George Town together represent Malaysia’s first cultural heritage site.

To mark the importance the Penang state government has declared 7 July as a public holiday and wishes to record our appreciation to the Education Ministry for recognising this as a holiday. 7 Elements Of Change Towards Retaining Penang’s Premier Position As The Most Livable And Vibrant City In Malaysia.

Speech by Hon. Lim Guan Eng, Chief Minister of Penang, at World Cities Summit’s Ministerial Dialogue on “Leading the change: building liveable and vibrant cities” in Singapore on 30th June 2010.

Penang’s focus is on Penang’s human resources to propel Penang forward as an international city, high-income & knowledge economy with a GDP of USD20 billion and per capita income of USD15,000 by 2020. Penang GDP has grown from approximately RM1.3 billion in 1970 to RM33billion to date and this increase is largely due to the expanding manufacturing sector that now accounts for 39% of Penang’s economy, with the services sector 57%. Penang contributes nearly one third of Malaysia’s exports value and more than 50% of electronic exports. From March 2008, Penang has attracted investments of nearly USD 3bilion and is the Silicion Valley of Malaysia with quality companies such as Intel, Dell, Agilent, Motorola, Sony, Honeywell Aerospace Avionics Malaysia, Philips, Osram, National Instruments, B Braun and St. Jude Hospital.

Don’t Cover Up RM5.4 million False Claim Scandal In The Contruction Of The RM65 million Swettenhem Pier Redevelopment Project

In a written reply to my question in Parliament on 14 June 2010 Minister in the Prime Minister Department Dato’ Seri Mohamed Nazri Abdul Aziz said that investigations into the RM5.4million false claim scandal was still ongoing. He said the investigation papers have yet to be forwarded to the Attorney General chambers as investigators were still working on the case.

The Penang State Government is calling upon the Attorney-General’s Chambers, the Transport Ministry and the Penang Port Commission to reveal what transpired in the RM5.4million progressive payment fraud two years ago in the construction of the RM65 million Swettenhem Pier redevelopment project and not try to cover it up.

The Penang State Government opposes the RM9.40 toll rate

The Penang state government will call for an all party meeting to mobilize and unite support amongst all Penangites against the proposed RM9.40 toll rate for both the Penang first and second bridge. I’m surprised at Gerakan’s opposition to the increase in toll rate to RM9.40 by 2013 for both bridges when the Cabinet, including Gerakan president Tan Sri Dr. Koh Tsu Koon, has already approved the toll increase.

Does it mean that Barisan National component party do not know what they are doing in Cabinet or the tail does not know what the head is doing. Or is this another example of double faced politics?

Safety Of Places Of Religious Worship In Penang Secure And Under Control.

Penang police have given assurances that the safety of places of religious worship in Penang are secure and under control. Penang state government is deeply concerned about press reports that places of religious worship in Penang has been targeted by terrorist militants with links to Al Qaeda and Jemaah Islamiah(JI).

As Penang possesses the largest number of temples in Malaysia, it was reported in English papers that some of the prominent ones such as the internationally renowned Kek Lok Si Temple in Ayer Itam has been targeted by militants led by Indonesian Muslim cleric Abu Bakar Bashir.

Visiting Germany

Press Statement by Cheong Yin Fan Press Secretary to Chief Minister of Penang:

Penang Chief Minister YAB Lim Guan Eng will be visiting Germany on 8th- till 13th June 2010 to attend the PhotoVoltaic (PV) InterSolar 2010 Exhibition.

This visit will include 30 delegates of local Malaysian companies and MIDA senior officers. The Malaysian delegates will attend the Intersolar 2010 Exhibition where they will network and explore business opportunities with German counterparts who are in the solar industry. The Chief Minister will also meet some other Solar energy industrialists while in Germany.

Besides that, delegates will also have the opportunity to visit Solar Parks located at Munich and Freiburg (Solar City) where they will have first hand information of how the German cities are utilizing the state of the art solar energy to power their communities and industries.

The Chief Minister will then be visiting B.Braun corporate Headquarters at Mulsungen on 10th June 2010 to reciprocate the visit made by CEO/Chairman Dato’ Prof. Dr. Braun last year to Penang. During this visit, The Chief Minister will meet Board of Directors and senior management staff of B.Braun to know more of the comprehensive roadmap of B.Braun’s future directions in Penang. To date, B. Braun has invested RM1 billion to provide more than 4,700 employment opportunities in Penang. B. Braun will continue to invest RM1.75 billion in 5 years by 2013 as part of its expansion plans in its Penang plant. B. Braun has also committed to investing RM500 million into its R&D capabilities last year.

The Chief Minister will be accompanied by his wife, YB Betty Chew, Yang Berbahagia Dato Lee Kah Choon, Executive Chairman for InvestPenang, Miss Anna Ong , Senior Manager – Corp and Knowledge Management and Events and Communications for InvestPenang and Jeffrey Chew, Special Officer to the Chief Minister (Investment/Manufacturing).

Penang State Government Directs The Two Local Councils MPPP & MPSP To Exercise Section 101(v) Of The Local Government Act To Bar Sports Betting In Penang Given By BN To Ascot Sports Sdn Bhd.

In the spirit of peace and tranquility, I wish a very happy Wesak day to all Buddhists in Penang and Malaysia. On this auspices day, we are reminded of the teachings of Lord Buddha who among other things has preached enlightenment and tolerance.

The Penang Government in conjunction with Wesak Day celebrations would like to express our intent to promote a healthier and more responsible lifestyle for Penang families. We are concerned at the excessively high number of draws -12 draws or special draws conducted weekly by the three gaming companies licensed by the BN government, which should be reduced.

The Penang state government is not opposed to betting or gaming outlets in Penang. However we are concerned at the excessive number of draws and special draws being conducted by these licensed operators have placed a very heavy burden on many families. Many of the breadwinners feel obliged to ‘chase’ after each draw with all three operators resulting in substantial loss of income to the family and their children.

THE REQUEST FOR PROPOSAL FOR CRAG HOTEL

Crag Hotel was the first hotel on Penang Hill which is situated on a hilltop at an altitude of 2,400 ft. above mean sea level surrounded by cool, fresh, highland air with 360° panoramic view overlooking the island and mainland. It was first used as a hotel in 1929 and later converted into a boarding school under the name Uplands School in 1955. It fulfilled this function until a sudden increase in rental forced the school to be relocated to Burmah Road in 1977. Crag Hotel has not been utilised since then.

The State Government had issued a tender for the redevelopment of Crag Hotel on 1st June 2009. The tender was closed on September 1, 2009 but later cancelled due to financial and technical reasons. Since then various discussions were held and a decision was made to offer this redevelopment by means of Request For Proposal (RFP). This is to allow for creative and innovative ideas from companies participating in the RFP rather than to be restricted to certain specifications as stipulated in the tender documents.

Penang Science Council Logo and Mascot Competition

Kementerian Perumahan dan Kerajaan Tempatan Masih Berhutang 48 CCTV Kepada Kerajaan Pulau Pinang Sejak 2007

Tiga tahun lalu, pada tahun 2007, di bawah Rancangan Bandar Selamat, Kementerian Perumahan dan Kerajaan Tempatan (KPKT) telah membuat janji membekalkan 48 CCTV untuk dipasang di kawasan-kawasan hitam dikenalpasti Polis Di-raja Malaysia (PDRM) di seluruh negeri Pulau Pinang. Jumlah tersebut termasuk pemasangan 24 CCTV di bahagian pulau dan 24 di Seberang Perai, Pulau Pinang.

Berasaskan jawapan bertulis Menteri Perumahan dan Kerajaan Tempatan berhubung soalan lisan saya di Dewan Rakyat pada 13 April 2010 menyatakan bahawa di dalam fasa 1, sebanyak 496 bilangan CCTV di 25 Pihak Berkuasa Tempatan (PBT) Semenanjung Malaysia akan dipasang. Kontrak telahpun ditawarkan kepada Syarikat GTC Global Sdn. Bhd. melalui tender terbuka dan kerja telahpun bermula pada 15 Februari 2010 dan kerja pemasangan dijangka siap pada 15 Julai 2010. Pemasangan CCTV adalah dibuat secara sewaan selama 5 tahun bermula 2010 hingga 2015.

Investigate RM5.4 million False Claim Scandal In The Contruction Of The RM65 million Swettenhem Pier Redevelopment Project

The Penang State Government is concerned over inaction by the Attorney- General Chambers and the Transport Ministry over the scandal of a contractor who was allegedly involved for falsifying claims amounting to RM5.4 million in the RM65 million Swettenhem Pier redevelopment project.

The case was highlighted in the newspaper on 16 August, 2008 by Transport Minister, Datuk Ong Tee Keat who said the Port Commission Authorities uncovered the case in March 2008.

Earth Day 2010 Coastal Cleanup
