DAP condemns MAS for holding the special screening of “Tanda Putera” to celebrate its 41st anniversary as a “special treat” for MAS staff. What motivation from this hugely unpopular and discredited film can inspire MAS staff to scale greater heights, especially in turning around its huge losses?

MAS Managing Director’s announcement of the special screening of “Tanda Putera” to commemorate Malaysian Airlines(MAS) 41st anniversary celebrations insults all MAS customers who are gravely offended by the lies that is not only historically wrong but also racially offensive and derogatory. Even Tanda Putera had admitted to lying with the weak excuse that they were using “creative license” in film-making.

For instance, Tanda Putera producers have admitted they made a mistake accusing DAP veteran Lim Kit Siang of urinating on a flagpole in a Facebook posting last year. In their facebook posting Tanda Putera even unreservedly apologise to DAP leader Lim Kit Siang for the embarrassment caused by the such lies. Utusan Malaysia had also apologised to Lim Kit Siang and me for making similar lies.

SEMPENA MAJLIS PENYAMPAIAN INSENTIF TAMBAHAN KEPADA PEMENANG-PEMENANG PINGAT KONTINJEN NEGERI PULAU PINANG

Salam sejahtera dan selamat tengah hari kepada semua, rakan-rakan seperjuangan daripada Majlis Sukan Negeri Pulau Pinang, dan wakil-wakil dari kesemua Persatuan-Persatuan Sukan negeri Pulau Pinang serta para atlet yang diraikan.

Terlebih dahulu saya mengambil kesempatan ini untuk mengucapkan tahniah dan syabas sekali lagi kepada Kontinjen Negeri Pulau Pinang yang telah berjaya membawa pulang sebanyak 8 pingat Emas, 19 pingat Perak dan 21 pingat Gangsa daripada 17 jenis sukan yang disertai semasa Sukan Malaysia Ke-16 Kuala Lumpur 2013. Setinggi-tinggi tahniah juga saya ucapkan kepada Pasukan Judo, Silambam, Lawan Pedang, Renang Berirama, Ping Pong, Softbol, Futsal, Ekuestrian, Kriket, Woodball dan Muay Thai yang telah berjaya mengharumkan nama negeri Pulau Pinang di persada Sukan Malaysia.

Beberapa bulan yang lalu, saya telah dijemput untuk turut bersama memeriahkan Majlis Penyampaian Insentif kepada para atlet, jurulatih dan persatuan sukan yang telah berjaya membawa pulang pingat ketika Sukan Malaysia Ke-16 Kuala Lumpur 2013. Melihat kepada segala usaha dan kejayaan yang diperoleh oleh para atlet cemerlang, saya semakin yakin bahawa Pulau Pinang mampu melahirkan lebih ramai lagi atlet bertaraf antarabangsa. Sebagai tanda penghargaan Kerajaan Negeri Pulau Pinang, adalah diputuskan bahawa mereka yang cemerlang ketika temasya Sukan Malaysia 2013 akan diberikan insentif tambahan sebanyak 50% daripada insentif awal yang telah ditetapkan ketika Majlis Penyampaian Insentif Sukan Malaysia bagi Kontinjen Pulau Pinang pada 19 Julai lalu. Maka pada hari ini, bayaran tambahan 50% seperti yang telah saya janjikan akan dikotakan pada hari ini kepada atlet-atlet yang berjaya. Bayaran berjumlah RM61,700.00 ini merupakan bayaran tambahan 50% daripada jumlah keseluruhan RM123,400.00 yang telahpun disampaikan pada bulan Julai yang lalu.

Adalah diharapkan bahawa bayaran tambahan insentif ini dapat mendorong para atlet untuk mengekalkan dan meningkatkan lagi prestasi masing-masing, dan terus berusaha untuk meningkatkan lagi kecemerlangan sukan negeri Pulau Pinang.

我促请方天兴勿再“挂羊头,卖狗肉”,滥用华总平台行维护马华政治利益之实,让华总最终沦为国阵工具,辜负华社的期许。

身为总会长,方天兴不仅没有严守领导人的基本守则来进行利益回避,让华总秉持“不超越政治,但超然于政党之上”的立场,反而一而再地以“华社领袖”的姿态一面倒倾靠马华,难不成,这就是他所谓对华总、华社的“公平”?

Syarikat Prasarana Negara Berhad(Prasarana) could reduce its RM 763 million losses in 2011 by accepting RM10 million annually offered by the Penang PR State government to provide free bus rides for 7 hours in Penang during peak hours. The RM10 million would have given 1.6 million Penangites free bus rides from 6-9am and 4.30-8.30pm. Prasarana is responsible for the country’s LRT and Monorail systems as well as operates RapidKL and RapidPenang.

The Auditor-General’s Report 2012 revealed that seven Government-linked corporations(GLCs) rewarded their employees with bonuses despite recording combined losses amounting to RM2bil in 2011. Prasarana paid its employees between 1.5 months to two months bonus despite suffering a loss of RM763 million in 2011, whilst Cyberview paid its staff two and a half months bonus despite losing RM 254 million as shown below.

Ernest & Young’s recent survey of business executives that Malaysia is highly corrupt will only be confirmed by the excesses, wastage and financial wrongdoings exposed in the 2012 Auditor-General(AG) Report amounting to RM 6.5 billion. DAP Member of Parliament for Serdang Ong Kian Ming had estimated a total of RM 6.5 billion was involved in the 64 cases of questionable dealings in Federal government agencies studied under the 2012 AG report.

The 2012 AG’s Report had highlighted the repeated annual problems of overspending, under-utilised, sub-standard or paid well above market prices in the procurement of works, goods and services such as:-
•RM1.3 milion worth of equipment by the police force that went missing, including 156 handcuffs, 44 weapons and 29 vehicles were missing.
•the Department of Broadcasting’s purchase of 20 wall clocks at RM3,810 each, 38 times more than the estimated RM100 each, and three A4 size scanners at RM14,670 a unit, more than 70 times the estimated price of RM200 each;
•the Customs Department’s having to destroy RM600,000 worth of shoes it had purchased because they did not suit its officers;
•the Melaka state government’s illegal building of its Customs and Immigration Quarantine Complex on private land, which eventually cost it an extra RM10.8 million to compensate the landowner, plus an extra RM40 million in building costs that had shot up because of the delay;
•Ministry of Youth spending RM3 million excessively and imprudently for the National Youth Day celebrations, including RM 1.6million to bring in K-Pop groups from Korea.
•RM1.3 billion in additional costs over the USD 2.3 billon Bakun Dam project and paying USD$133 million (RM430 million) in compensation to two foreign contractors for losses incurred which suffered delays of up to four years in civil engineering works; and
•“significant weaknesses” in the standard of the guards although the Education Ministry spent RM2.052bil on security services from 2010 to 2012.

对于近来通讯及多媒体部长阿末沙比里对总稽查司批评青年与体育部在去年百万青年日韩星表演的事情做出激烈反应时,我在此提醒阿末沙比里要专注履行通讯及多媒体部长的职责,正视我国宽频网路速度与素质问题。

联合国旗下机构国际电信联盟(ITU)在美国纽约发布《2013年资讯社会分析》(2013 edition of Measuring the Information Society)报告,显示马来西亚在资讯工艺ICT发展指数(IDI)从去年世界第57下跌至第59。该报告指出,同在亚洲的韩国排名世界第一,香港(10)、澳门(14)与新加坡(15)名列前20名,而邻国汶莱处于第58名。

Secondly, I would like to thank all the owners and developers who have made time to come and receive the Certificates of Appreciation. Penang is the first state to acknowledge and appreciate the effort put in by them to make their buildings green, and in the process, promoting sustainability in the state.

PREMIER SHOPPING OUTLET TO OPEN IN BATU KAWAN, PENANG

George Town, Penang, Friday, 11 October 2013 – Penang’s Chief Minister Mr. Lim Guan Eng today announced the setting up of a premium retail shopping outlet in Batu Kawan, the latest component in the State Government’s plan to develop Batu Kawan with new attractions towards a quality place to work, live, learn, shop and play.

The Penang state government hopes that the Premier Shopping Outlet will help to make residential living in Batu Kawan more attractive for affordable homes built by the Penang Development Corporation (12,000 units). The Penang state government wishes to dispel negative perceptions that this new satellite township in Batu Kawan is inferior to living on the island.

Malaysians have more confidence that Auditor-General Tan Sri Ambrin Buang was telling the truth and that Home Minister Datuk Seri Ahmad Zahid Hamidi and former youth and sports minister(presently the Minister of Communication and Multimedia) Datuk Seri Ahmad Shabery Cheek was lying. Both UMNO Minsters should apologise to all Malaysians after Tan Sri Ambrin Buang exposed their lies that RM1.6 million to bring in K-Pop groups was fully sponsored and that the police had explained the missing RM1.3 million of equipment including guns to Audit Department.

Ambrin stressed there was no reply from the police on the issue of the missing items, which included 44 firearms, 29 vehicles, 26 walkie-talkies, 22 radios and other equipment worth RM1.3 million. So far the public has been informed by the Inspector General of Police and Home Minister that the missing guns were likely to have fallen into the sea, even though there were no such police reports made of the missing guns. Have the 29 missing police vehicles also fallen into the sea?

How can Ahmad Shabery openly lie that the private sector had sponsored the RM1.6 million paid by the Youth and Sports Ministry to bring three K-pop groups for the World Youth Day celebrations here when Tan Sri Ambrin said the ministry’s officials did not challenge the fact that the money came from government allocations? Clearly both Ministers should immediately apologise or else Prime Minister Datuk Seri Najib Tun Razak should take action if he wants to retain any remaining public trust that his Ministers are honest, competent and professional.

The failings and financial wrongdoings exposed in the 2012 Auditor-General’s(AG) Report highlights the criminal breach of compliance in 5 key principles required in managing public funds namely, on the need for public accountability, transparency, value for money, open and fair competition as well as fair dealings. These failings and financial wrongdoings in government works is critical for Malaysia’s economy because the annual procurement of goods, works and services comes to 25% of the nominal Gross Deomestic Product(GDP)compared to other developed economies whose annual procurements is only 12% of the GDP.

These excesses, wastage and financial wrongdoings have a negative impact on the economy’s growth rate. In other words, Malaysia is losing twice more than developed nations for any corruption or wastage of public funds. BN leaders should not be in a state of denial but address the weaknesses identified in the Auditor-General’s Report which are:-

· Inadequate procurement planning and poor drafting of specifications;

· Insufficient use of open competitive tendering;

· Failure to disclose budget ceiling; and

· Lack of monitoring and evaluation.

Adakah 29 buah kenderaan polis itu juga turut ke laut perginya?

Bagaimana Ahmad Shabery sanggup berbohong bahawa ada pihak swasta yang menaja RM1.6 juta yang dibayar oleh Kementerian Belia dan Sukan untuk membawa tiga kumpulan K-Pop untuk sambutan Hari Belia sedangkan Tan Sri Ambrin memberitahu bahawa pegawai-pegawai kementerian pun tidak menafikan bahawa wang tersebut datang daripada peruntukan kerajaan? Jelas sekali bahawa kedua-dua menteri mesti segera meminta maaf; jika tidak Perdana Menteri Datuk Seri Najib Tun Razak mestilah bertindak sekiranya beliau mahu mengekalkan sebarang sisa keyakinan awam terhadap kejujuran, kemahiran dan profesionalisme menteri-menterinya.

Kegagalan dan salahlaku kewangan yang didedahkan Laporan Ketua Audit Negara 2012 menyerlahkan pelanggaran kepatuhan berbentuk jenayah dalam 5 prinsip asas yang diperlukan dalam menguruskan dana awam iaitu; keperluan akauntabiliti awam, ketelusan, nilai ringgit, persaingan secara terbuka dan adil serta transaksi yang adil. Kegagalan dan salahlaku kewangan dalam urusan kerajaan adalah amat kritikal terhadap ekonomi negara kerana perolehan dari segi barangan, kerja dan perkhidmatan setiap tahun membentuk 25% daripada kadar nominal KDNK berbanding ekonomi negara maju lain di mana perolehan tahunannya hanyalah 12% daripada KDNK.

Ketirisan, pembaziran dan salah laku kewangan ini memberi kesan buruk terhadap kadar pertumbuhan ekonomi. Dengan kata lain, Malaysia rugi dua kali ganda berbanding negara maju dalam hal rasuah atau pembaziran dana awam. Pemimpin BN tidak patut menafikan hakikat ini tetapi mengambil langkah-langkah untuk menangani kelemahan-kelemahan yang disebutkan dalam Laporan Ketua Audit Negara, iaitu:

· Pelan pemerolehan yang tidak mencukupi dan penyusunan spesifikasi yang lemah;

· Penggunaan tender terbuka yang tidak mencukupi;

· Kegagalan untuk menyatakan belanjawan maksima;

· Kurangnya pemantauan dan penilaian.

阿末沙比里怎能够在青年及体育部支付160万令吉邀请韩国K-Pop 团体前来世界青年日演出后,却公然撒谎,称这笔费用是由私人界所赞助的?安比林说,该部的官员并没有挑战这个“钱是由政府拨款支付”的事实。很明显的, 这两名部长应该立刻向全民道歉。若首相拿督斯里纳吉还想要保留公众对他的信任,也即是他的部长们都是诚实、有能力和专业的,他就必需采取行动对付这些撒谎的部长。

2012年国家总稽查报告所揭发的疏漏及财务不当,突显了违法不服从五大原则,也即是:公信力、透明度、物有所值、公开及公平竞争、公平交易。政府的疏漏及理财不当对马来西亚的经济有着关键影响,我国政府每年采购、工程及服务占了国民生产总值的25%,与其它发达经济体只占12%。

过度挥霍、浪费及理财不当对于我国经济成长起着负面的影响。换句话说,马来西亚因为贪污及浪费公款,而比其他发展中国家的亏损多了两倍。因此,国阵领袖不应该继续否认,而应该正视他们的缺点:
 不恰当的采购计划、不恰当的规格说明
 没有足够的公开竞争竞标;
 没有揭露预算顶限; 以及
 缺乏监督及评估

Any failure to act against UMNO leaders such as Datuk Seri Ahmad Zahid Hamidi and Ali Rustam for their racist taunts and hatred against non-Malays is not only proof that Prime Minister Datuk Seri Najib’s 1Malaysia is dead, but also that UMNO will make no apologies for being corrupt and spreading lies to demonise their opponents. At the rate that UMNO leaders are abandoning the ideal of a Malaysian nation and spewing racial hatred, UMNO will in future be no different from the Nazi stormtroopers who advocated racial purity and supremacy.

DAP is not surprised at the racial hatred from a openly corrupt UMNO leader like former Melaka Chief Minister Datuk Seri Mohd Ali Rustam, who was previously barred from contesting in the UMNO party elections for being involved in money politics. Ali had continued to blame the Chinese voters for his surprise defeat in the Bukit Katil parliamentary seat by a large margin in the 13th General Elections, even though Malays form a majority 53% of the voters.

DAP supports Opposition leader Dato Seri Anwar Ibrahim’s condemnation of those who spread dangerous lies that DAP has tried to propagate Christianity to set up a Christian state in Penang. DAP is consistent in opposing any establishment of a theocratic state, including opposing a Christian state.

Anwar is correct that there was no truth in such lies against the DAP and me because both DAP and myself has been unwavering in our support for the position in the Federal Constitution of Islam as the religion of the Federation. These lies were made by UMNO groups and Utusan Malaysia against the DAP merely on the flimsy ground that DAP leaders had attended a closed-door meeting with Christian pastors.

The failings and financial wrongdoings exposed in the 2012 Auditor-General’s(AG) Report highlights the criminal breach of compliance in 5 key principles required in managing public funds of public accountability, transparency, value for money, open and fair competition as well as fair dealings.These failings and financial wrongdoings in government works is critical for Malaysia’s economy because the annual procurement of goods, works and services comes to 25% of the nominal Gross Deomestic Product(GDP)compared to other developed economies whos aanual procurements is only 12% of the GDP.

In other words, the excesses, wastage and financial wrongdoings can have a negative impact on the economy’s growth rate. The AG’s Report highlighted the repeated annual problems of overspending, under-utilised, sub-standard or paid well above market prices in the procurement of works, goods and services such as:-

Zeniths Signs Preliminary Agreement on Undersea Tunnel Project With Penang State Government (en/cn)

ZENITH SIGNS PRELIMINARY AGREEMENT ON UNDERSEA TUNNEL PROJECT WITH PENANG STATE GOVERNMENT

Penang, 6 October 2013: The Penang State Government today signed a preliminary agreement with Consortium Zenith BUCG Sdn Bhd jointly with China Railway Construction Corporation International (CRCC) and Beijing Urban Construction Group to undertake feasibility studies and detailed design works (FSDD) for the planned RM6.3 billion Penang highway and traffic mitigation projects involving 3 major inland road works and an undersea tunnel linking Gurney Drive and Bagan Ajam in Butterworth.

The signing ceremony was witnessed by Penang Chief Minister Lim Guan Eng and President and Chairman of CRCC International Co.Ltd. Zhuo Lei.

The New China’s Consulate-General Office In Penang Reflects The Burgeoning Increase In Chinese Arrivals By 50% For Tourism And Business Air Travellers At The Penang International Airport.(en/bm/cn)

The Penang state government welcomes the announcement by Chinese President Xi Jinping that a new China Consulate-General office will be set up in Penang. The new China’s Consulate-General Office in Penang reflects the burgeoning increase in Chinese arrivals by 50% for tourism and business air travellers at the Penang International Airport.

The 50% increase was recorded for the period between 2012 compared to 2011 and again another 50% increase for the first 6 months of 2013 compared to the corresponding period in 2012. The involvement of Chinese contractors in the RM 4.5 billion 2nd Penang Bridge project and the RM 1.2 billion expansion of the Mengkuang Dam is a strong indication of the growing presence of Chinese companies.
