Speech By DAP Secretary-General Lim Guan Eng During The 15th DAP National Conference In Ipoh On 17 January 2010:
When I first took over as DAP Secretary-General in 2004, my colleagues and I were determined to lead a party that aspires not to be in perennial opposition but to be in government. A political party that has no aspirations for political power to implement programs beneficial to the people has no right to exist.
When DAP first put forth this vision in 2005 on being a full partner in power within 10 years, few shared our hopes. But we had pinned our hopes on ordinary Malaysians yearning for change. DAP had persevered since 1966 due to our faith in Malaysians whether Muslims or non-Muslims wanting a fair deal, live in peace and harmony, prosper together and their children to grow up in a better world than they lived in.

PR must gear up to face the 13th General Elections after yesterday’s unprecedented success of the first Pakatan Rakyat(PR) Convention, complete with a PR Common Policy Framework(CPF) endorsed by all 3 parties of PAS, DAP and PKR. The DAP expects the next general elections to be held the latest by the middle of 2011 as this is the time frame announced by the Second Finance Minister Ahmad Husni Hanadzlah for the proposed implementation of the proposed Goods and Services Tax (GST) of 4%. The BN government would not risk holding the 13th general elections when the GST is imposed fully as this may incur the wrath of the voters.
In view of the differences between all 3 parties, the PR CPF paper is a remarkable achievement and reflects the mutual commitment of the 3 parties to each other and our common goal of replacing the present BN government in Putrajaya. For instance after intense last-minute discussions, DAP was willing to agree to our allies’ request to replace of the term “local government elections” with “strengthening local government democracy”, after we extracted a commitment that strengthening local government democracy would also include holding local government elections.

Penang’s UMNO is running scared following the decision by Penang Chief Minister Lim Guan Eng to declassify decisions made by the Penang State EXCO and Land Committee minutes on PDC Heritage Hotel Sdn Bhd (PHH) status following UMNO false and baseless attacks to try to undermine the Pakatan Rakyat state government’s credibility. Instead of welcoming this declassification in line with the state government’s CAT principles of competency accountability and transparency, Pulau Betong assemblyman Muhamad Farid Saad is not interested but continues to harp on false allegations whether Lim had lied.

The focus on cronies by BN and not the people was one of the principal causes of the political tsunami in 2008 that brought in the PR government in Penang with a 2/3 majority. Prime Minister Datuk Seri Najib Tun Razak said voters in Bagan Pinang should choose wisely and pick the candidate who would be best able to serve them because the seat would not affect the Negeri Sembilan state government. However, service to the people is not limited to drains, roads and money but also in establishing political morality, integrity in administration and CAT(competency, accountability and transparency) governance.
The choice of BN and UMNO candidates for the two by-elections of Permatang Pasir and Bagan Pinang shows that for BN, winning power at all costs is the only criteria for leadership. Private scandal, public misconduct or issues relating to money politics and integrity are irrelevant as long as victory is assured.

Dato’ R. Ganesan is not the Legitimate Speaker of the Perak State Legislative Assembly. Even if he had been legitimately elected, he is now disqualified by virtue of the Perak State Constitution as Dato’ R. Ganesan continues in his profession as an Advocate & Solicitor
We all know that Dato’ R. Ganesan was never properly elected as the Speaker of the Perak State Legislative Assembly at the sitting on 7/5/2009 where the lawful and legitimate Speaker YB V. Sivakumar was illegally and forcibly removed from the State Assembly.
The purported election of Dato’ R. Ganesan by the BN elected representatives holding a sub-assembly within the Assembly was carried out before the opening of the session of the Legislative Assembly i.e before the opening speech of his Royal Highness the Regent of Perak. How can a proceeding or a decision made prior to the commencement of a meeting be valid? Moreover, at the material time the legitimate speaker YB V. Sivakumar was still holding the chair of the Speaker at the State Assembly sitting.

DAP Penang state leaders and members will not seek state awards of titles and medals in this year’s state honours list. Penang DAP will only recommend the state awards and medals to civil servants, NGOs and those actively contributing to society and not to DAP leaders and members who are active politically.
This internal DAP policy was instituted last year to highlight that serving the community is the basis of joining the DAP and not the expectation of rewards of titles or medals. To highlight the difference between DAP and other political parties especially BN, this policy by DAP will be continued to be applied this year. However those DAP members who are also active or serving as leaders in NGOs that serve the community can qualify if they are recommended by NGOs on their basis of community service and not political involvement.
As Penang Chief Minister I wish to record my appreciation to Penang DAP State Chair Sdr Chow Kon Yeow for making this recommendation to the state government for this year’s Governor’s state awards. Clearly this selfless approach by DAP leaders and members conforms with DAP’s credo of public service of “Public Interests above Private Benefit”.
In the one year that DAP has been in the Penang state government, no DAP leaders have approached or harrassed me for state awards, medals or lobbied directly or indirectly to be made the YDP of MPPP or MPSP. I wish to records my gratitude to all DAP members and leaders for making this sacrifice again this year who has made not only the party but all our supporters proud; in realising DAP’s ideals, ideas and principles that political power is not about posts nor about medals/awards but about the placing of public interests over private benefit.

WHEN the Penang government announced late last month that it had eradicated hardcore poverty within its borders, the news raised quite a few eyebrows. It seemed an incredible, if not impossible, task to achieve. On hindsight, however, when one looks at what the Pakatan Rakyat government executed, the solution seems common-sense.
But though it may appear simple, the move was instituted with such impudence and guts it could only come from a political element that is part of the origins and makeup of the DAP – its democratic socialism.

This annual national leadership political retreat is an exclusive conclave for MPs, ADUNs, CEC members and key state leaders to
1. Review past performance, identify mistakes and steps taken to correct them;
2. brain-storm and map out the party’s growth strategies for the new year; and
3. exchange views and interact with distinguished speakers selected from various fields on how to improve the performance of the party.

Excerpt from Speech During Sarawak State Annual Convention
DAP Opposes The Judicial Appointments Commission (JAC) Bill That Does Not Promote Judicial Independence And Affects The Constitutional Rights Of Sabah And Sarawak In The Appointment Of Judges.
Similarly, DAP opposes the JAC bill that does not promote judicial independence and affects the constitutional rights of Sabah and Sarawak in the appointment of judges, including the Chief Judge of Borneo. The JAC is still a body controlled by the Prime Minister who decides not only appointments of its members but also who to recommend for consideration.
There have been concerns that by establishing a new body that decides on judicial appointments, Sabah and Sarawak’s rights have been affected without due consideration to the constitutional provisions under Article 122B and Article 161E(2)(b). These two articles in the Federal Constitution serves to preserve, protect and promote the rights of Sabah and Sarawak over the appointment, removal and suspension of judges for the High Court of Sabah and Sarawak. In other words the rights of Sabah and Sarwawk are not consulted or taken into account as required under the Federal Constitution as agreed to when Sabah and Sarawak joined to form Malaysia in 1963.

The Malaysia Anti-Corruption Commission (MACC) Bill Should Outlaw Closed Or Negotiated Tenders And Clause 58 Amended Or Removed So That The Public Prosecutor or Attorney-General (AG) Can Not Interfere In The Prosecution Of Corruption Cases By The MACC.
The MACC Bill should outlaw closed or negotiated tenders and Clause 58 amended of removed so that the Attorney-General can not interfere in the prosecution of corruption cases by the MACC. Clause 58 states that a prosecution for an offence under the MACC Act “shall not be instituted except by or with the consent of the Public Prosecutor(AG)”.
DAP opposes clause 58 to establish the MACC Chief Commissioner’s sole powers of the prosecution to ensure MACC’s independence from executive interference and the integrity of its investigations without external influence. Even though DAP is inclined to support the MACC, the removal or amendment of Clause 58 would go a long way towards full and unqualified support from the public.

Speech During The DAP Sabah State Annual Convention In Kota Kinabalu On 13.12.2008:
DAP proposes a RM 50 billion economic stimulus plan to fight the recession instead of BN’s puny RM 7 billion plan that Malaysians cannot see, can not touch and can not feel. No one knows how this BN RM 7 billion expansionary economic plan is going to help 27 million ordinary Malaysians. What we know is that the few BN cronies will benefit from a failed system that permits financial malpractices and abuses of power.
Malaysia economic growth in the third quarter this year, with a real gross domestic product (GDP) growth of 4.7% compared with 6.3% and 7.1% in the second and first quarter, respectively, is the lowest quarterly growth in three years. The BN government must wake up from its denial mode that Malaysia will not slip into recession following the global financial crisis.
Malaysia must follow China’s aggressive fiscal and monetary measures of both fighting the oncoming economic recession and looking beyond towards economic recovery. China announced the largest economic stimulus plan of USD 586 million over 2 years. However its 30 local governments has announced a larger USD 3.5 billion spending over 5 years. With total USD 4 trillion spent by China, this is almost double its international reserves of USD 2 trillion.

We meet in a spirit of hope and optimism. For the first time in a generation, it is the BN that appears lost and disillusioned. From marginalised opposition parties, DAP have finally attained our objective of becoming a full partner in government with our allies PKR and PAS in Pakatan Rakyat.
Let me congratulate everyone of you, especially the members who worked tirelessly without any expectations of reward for making history possible. This people’s victory belongs to you, who kept faith in the party during those difficult 42 years.
Malaysia economic growth in the third quarter this year, with a real gross domestic product (GDP) growth of 4.7% compared with 6.3% and 7.1% in the second and first quarter, respectively, is the lowest quarterly growth in three years. The BN government and Bank Negara Governor Tan Sri Dr Zeti Akhtar Aziz must take heed of these warning signals and wake up from its denial mode that Malaysia will not slip into recession following the global financial crisis.
