Pengalaman Pulau Pinang: Perpaduan Kaum

Ucapan Ketua Menteri Pulau Pinang Lim Guan Eng Di Konvensyen Pakatan Rakyat Di Syuen Hotel, Ipoh:

Perpaduan Rakyat Malaysia Berasaskan Kerajaan Berjiwa Rakyat Dan Kemakmuran Ekonomi Yang Berteraskan Prinsip Keadilan, Kebebasan, Kebenaran, Kebajikan Dan Ketakwaan Kepada Tuhan.

Seringkali disebutkan bahawa perpaduan kaum adalah asas pembangunan negara dan ekonomi, kemakmuran dan kemajuan, demokrasi dan keadilan sosio-ekonomi. Saya lebih suka gunakan istilah perpaduan rakyat Malaysia daripada perpaduan kaum kerana secara halusnya ini memperlihatkan perbezaan kaum lebih pentingnya daripada sifat kemalaysiaan kita.

Itulah sebabnya Kerajaan PR selalu tekankan ketuanan rakyat dan menganggap semua warga sebagai insan bermaruah bukannya warna kulit. Dengarlah komitmen kami – Bahawa kerajaan PR akan memberikan bantuan sama kepada semua rakyat tanpa kira kaum, agama, jantina dan latarbelakang.

Malaysia Hanya Berjaya Menjadi Ekonomi Berpendapatan Tinggi Dengan Mendemokrasikan Ekonomi, Reformasikan Perkhidmatan Awam Dan Membebaskan Daya Kreativiti Dan Innovasi Sumber Manusia.

Ucapan Belanjawan Setiausaha-Agung DAP Dan Ahli Parlimen Kawasan Bagan Lim Guan Eng Di Dewan Rakyat Pada 26.10.2009

Malaysia hanya boleh berjaya menjadi ekonomi berpendapatan tinggi dengan mendemokrasikan ekonomi, reformasikan perkhidmatan awam dan membebaskan daya kreativiti dan innovasi sumber manusia. Syor-syor mendemokrasikan ekonomi telahpun dibukukan awal bulan ini oleh DAP dalam Belanjawan Alternatif DAP yang menggariskan strategi untuk menjana transformasi kepada ekonomi berpendapatan tinggi.

Reformasi perkhidmatan awam adalah perlu dengan ratio 4.68% anggota perkhidmatan awam dengan penduduk paling tinggi berbanding dengan Jepun 3.23%, Thailand 2%, Korea Selatan 1.85%, Filipina 1.8% dan Indonesia 1.8%. Emolumen sebanyak RM 38 bilion pada tahun ini telah meningkat kepada RM 42 bilion tahun depan ataupun meningkat 23.7% kepada 30.5% perbelanjaan mengurus. Sekiranya pencen ditambah adalah RM 46 bilion pada tahun ini telahpun meningkat kepada RM 53 bilion ataupun meningkat daripda 28.8% kepada 38.3% keseluruhan perbelanjaan mengurus.

Emolumen dan pencen merupakan komponen paling besar dalam perbelanjaan mengurus. Itu tidak menjadi masalah sekiranya kita dapat hasil atau imbuhan balik daripada perbelanjaan RM 53 bilion. Yang diharapkan ialah menjadi penggerak dan pemangkin ekonomi dan bukan sebaliknya. Di antara masalah ialah sikap acuh tak acuh, silo mentaliti yang menggagalkan etika kerja berpasukan, amalan kerja yang tidak sihat dan tidak berintegriti, fikiran jumud yang tidak mahu berubah serta juga menghalang penjawat kerajaan muda yang bermentaliti antarabangsa.

Dato Dr Teng Hock Nan should apologize for lying that the maintenance cost for PG1, the official car for the Penang Chief Minister Lim Guan cost RM50,000 per month.

According to report by the State Finance Department (Jabatan Kewangan Negeri), maintenance cost for PG1, the official car for the Penang Chief Minister Lim Guan Eng cost only RM17,003.75 for year 2009 as at 7 October 2009, which means RM1,700 monthly averagely and not RM50,000 a month as what Dato Dr Teng Hock Nan claimed through the media. This work out to a shocking and ridiculous sum of RM600,000 a year which costs more than a new Mercedes.

“No Plastic Mondays” a success

“No Plastic Mondays” have reduced plastic bag consumption by more than 580,000 plastic bags over 13 Days.

Based on the data provided by 11 super/hypermarkets and other retailers, starting from 6 July until 30 Sept 2009, Penangnites have saved about 580,000 plastic bags on 13 “No Plastic Mondays”. Last year alone, the 6 major groups of super/ hypermarkets in Penang distributed as much as 25.2 million pieces of plastics bags or 2.1 million pieces monthly. We have become the first state in Malaysia that had cut down the usage of plastic bags through such voluntarily program.

We have also collected RM 8783 from the charges of 20 cents per bags. These charges have been donated to the Partners Against Poverty (PAP) fund to assist in eradicating hard-core poverty in Penang. Penang became the first state in Malaysia to ensure that every family receives at least RM500 per month. The hard-core poor is defined as families receiving monthly income of less that RM 430.

Malaysia Can Only Achieve The 6% Annual Growth Rate Needed From 2010 To Achieve Developed Nation Status By 2030 And Not 2020 By Wiping Out Corruption.

Prime Minister Datuk Seri Najib Tun Razak said voters in Bagan Pinang should choose wisely and pick the candidate who would be best able to serve them because the seat would not affect the Negeri Sembilan state government. However, service to the people is not limited to drains, roads and money but also in establishing political morality, integrity in administration and CAT(competency, accountability and transparency) governance.

The choice of BN and UMNO candidates for the two by-elections of Permatang Pasir and Bagan Pinang shows that for BN, winning power at all costs is the only criteria for leadership. Private scandal, public misconduct or issues relating to money politics and integrity are irrelevant as long as victory is assured.

Lim Guan Eng Prepared To Have A Nationally Televised Debate With Koh Tsu Koon Without Any Buts Anytime, Anyplace Anywhere Even In The Gerakan Headquarters

Penang Chief Minister Lim Guan Eng is prepared to have a nationally televised debate with Gerakan President and Minister in the Prime Minister’s Department Tan Sri Dr Koh Tsu Koon without any ‘buts’ anytime, anyplace, anywhere even in the Gerakan Headquarters. DAP is disappointed that Koh has shown his trademark indecisiveness and evasiveness by setting pre-conditions to Lim before this nationally televised debate can happen.

To ensure that Koh does not wriggle out of the nationally televised debate with evasive tactics, Lim has unreservedly agreed to debate Koh without any conditions, even if it is held in the Gerakan headquarters, on the Kampung Buah Pala and any land issues.
