Speech By Penang Chief Minister and DAP Secretary-General Lim Guan Eng At The DAP Pahang State Annual Convention In Raub On 9.9.2012.
Pahang must punish BN for breakin gits promises of building an independent Chinese school in Kuantan, protecting the people’s health in the Lynas Rare Earth Plant in Kuantan and the use of cyanide by the Raub Australian Gold Mining Sdn Bhd(RAGM) in Bukit Koman before the general elections.
In Johor the Pengerang Integrated Petroleum Complex (PIPC) project is causing grave problems to the villagers, including eight old Chinese cemeteries. In Pahang, the problem is even more acute as a result of a powerful BN that has become arrogant and forgot to listen to the people.
How arrogant BN is that BN can promise to permit an independent Chinese school to be built and then issue a permit for a national secondary school that does not mention using Mandarin as a medium of instruction. Clearly BN is so confident of winning Pahang again that it can openly lie and mislead Pahang voters.
The voters have given their support in vain for their MCA elected representatives who are Cabinet Ministers in their areas. Being a Cabinet Minister does not give one the right to betray their voters interests and break their promises for the benefit of the few at the expense of ordinary people of Pahang.
What is the use of having a Minister that spends more time travelling overseas than resolving the problems in her constituency? What is the point of having a Health Minister that supports the establishment of Lynas rare earth plant abnd RAGM that harms our health.
BN has failed to protect the people’s health by allowing RAGM to continue in Raub despite the toxic harm caused by cyanide and also issued a 2 year temporary operating license(TOL) for the Lynas rare earth plant. The Atomic Energy Licensing Board (AELB) said Lynas’ commitment to ship out all of its Water Leach Purification (WLP) wastes from its rare earths processing plant in Gebeng, Kuantan, is non-binding on its temporary operating licence (TOL).
If it was non-binding and not even a condition of the license what guarantees are there that it would comply with shipping out the radioactive wastes. In other words the AELB can not withdraw the TOL if the wastes are not shipped out of Malaysia as it is not even a condition of the license. There are genuine fears that one of the 2 nuclear reactors proposed by BN may even be built in Pahang.
The time has come to elect a people-centric government that listens to the people, do the people’s work and gives hope to the people. DAP would listen to the people by ensuring that PR close down both the Lynas rare earth plant in Kuantan and the RAGM in Raub as well as approve a Chinese independent school in Kuantan and give yearly allocation to all schools as in Penang and Selangor.
DAP would do the people’s work by adopting a people-centric land policy that gives automatic renewal of land leases that expire with a 90% discount of land premium. Landowners would be able to renew their lease by only paying 10%.
DAP would ensure that PR gives hope to the people by adopting CAT governance of competency, accountability and transparency to end the decade long Budget deficits in Pahang and reduce its debts. In Penang, our anti-corruption policies have allowed Penang to record not only budget surpluses but also reduced our debt by 95% from RM630 million at 3.8.2008 to RM30 million at 31.12.2011

在柔佛，边佳兰石化工业综合发展计划严重影响当地村民，包括八个华人义山。彭亨州的问题更加严重，这是因为国阵权力太大，变得越来越自大、不愿听人民的话。
国阵甚至自大到他们可以先答应发出准证兴建独中，可以有关准证是用来兴建国中，而且没有提到中文为教学媒介语。很明显地，国阵非常有信心可以再一次赢得彭亨州，所以他们敢敢讲骗话，误导彭亨州选民。
选民支持当地马华议员、内阁部长也没有用了。身为内阁部长，他们没有权利背叛选民的利益，为了几个人的利益，违背诺言，牺牲彭亨州人民的利益。
支持一个花更多时间在国外旅游而不解决选区议题的部长有什么用？我们为什么还有一个支持稀土厂和山埃采金的卫生部长？这些工业危害人民健康。
国阵不顾人民死活，继续让澳洲金矿公司在劳勿进行山埃采金、也发出2年的临时执照给莱纳斯稀土厂。原子能执照局到今天都还没有获得莱纳斯说明，他们将把格宾稀土提炼厂的水沥滤净化固体废料运到哪一个国家。如果没有任何国家愿意接受他们的废料，莱纳斯的保证是空谈、没有意义的。由于彭亨已经批准了那么多危害环境的有毒工业，我们有理由担心国阵政府所建议的两座核能发电厂可能会建在彭亨州。
是时候选民一个民本政府，这个政府将是听人民的话、做人民的事、给人民希望。行动党将会听人民的话，确保民联执政后关闭莱纳斯稀土厂及劳勿山埃采金、阻止核能发电厂、批准关丹独中，像槟州、雪州那样，每年制度化拨款给全部学校。
行动党会采纳以民为本的土地政策，让地契自动更新，地价折扣90%。园丘、甘榜及新村的地主只需要缴付10%地税就可以更新地契，像槟城那样。
行动党会保证民联给人民希望，打造肃贪的廉洁政府，秉持能干、公信及透明的良好施政。良好施政可以终结彭亨州几十年的赤字预算、减少债务。在槟城，我们的反贪政策让槟城不只有预算盈余，还将我们的债务减少95%，从2008年3月8日的6亿3000万令吉减少至2011年12月31日3000万令吉。
