Press Statement By DAP Secretary-General And MP For Bagan Lim Guan Eng In Kuala Lumpur On 27.3.2016.
Inspector-General of Police Tan Sri Khalid Abu Bakar can display police professionalism by admitting to mistakes made and apologising for the public misfeasance and wrongful killing of 14 year-old schoolboy Aminulrasyid Amzah. His words that “There is not one instance when we have not been professional”, may yet return to haunt him in cases of police misconduct such as police custodial deaths or even police brutality highlighted by the beating up of Datuk Seri Anwar Ibrahim by the then IGP Tan Sri Rahim Nor.
DAP disgrees with the Inspector-General of Police(IGP) that the police have always been professional when he assured me that the police will not act differently while investigating corruption allegations against me by BN over the purchase of my house at lower than market value. The IGP had publicly responded unusually quickly barely 48 hours after UMNO Youth lodged a report against Ms Phang Li Koon, who sold her house to me, allegedly for making a false statutory declaration (SD).
DAP hopes that the IGP can demonstrate a similar unusually quick response when police reports are made by the opposition against BN leaders. As a fresh start to demonstrate police professionalism, Tan Sri Khalid Abu Bakar should reverse his position that he does not owe an apology to the family of a schoolboy shot dead six years ago, despite a recent court ruling that found the Inspector-General of Police guilty of public misfeasance.
The Shah Alam High Court on 24 March 2016, had ruled in favour of Aminulrasyid’s family in their civil lawsuit, against the police officer who fired the killing shot, the IGP and the federal government. Judge Datuk Ahmad Zaidi Ibrahim pointed out that there was no proof to substantiate Khalid’s claim that the police acted after discovering a machete(parang) in the car Aminulrasyid was driving.
He had ordered the defendants, including Khalid, in the civil suit to pay a total of RM 414,800 in damages to Aminulrasyid’s family. Khalid was ordered to pay RM 100,000 in damages to the family for public misfeasance. Even though a public apology will not bring back Aminulrasyid, the IGP will help to bring some sort of closure to the grief suffered by the family over these last 6 years.

总警长丹斯里卡立应展示警队的专业精神,承认疏于职守,同时为误杀14岁男童阿米奴拉昔一事道歉。只是,他却回应“并没有一件实例证明我们不专业”,这样的一句话,在警局扣留所内死亡事件频传,或是安华遭拉欣诺总警长殴打致伤等累累前科前,卡立无疑是在自我打脸。
民主行动党不认同总警长的说法,即警队时时刻刻都是专业的。总警长一边厢向我保证,警方在调查国阵指控我低于市价购屋的涉贪案件时,会和平时办案时一样。另一边厢,他在巫青团报警指我前屋主彭丽君在法定声明上造假后的48小时,以不寻常的迅速公开回应。
民主行动党委实希望当反对党报警指控国阵领袖时,总警长也可以展现一样不寻常的高效能,迅速采取行动。此刻,若要复兴警队专业,总警长也许应该因应法庭的宣判,在6年前误杀男童一事上,公开向家属道歉,并承认疏于职守。
沙阿南高庭是在2016年3月24日宣判阿米奴的家属胜诉,开枪警官、总警长及联邦政府需对此负责。法官拿督阿末再迪指出,卡立宣称当时阿米奴的车上有一把巴冷刀,但由始至终并没有证据显示有这把刀的存在。
法官已谕令包括卡立在内的众被告,需赔偿414千800令吉予阿米奴的家属。当中,卡立因疏于职守而被谕令赔款10万令吉。尽管总警长的公开道歉并不能让阿米奴回来,但却能慰藉家属在过去6年来所承受的种种思念之苦。
