The Penang State Government will increase its annual allocation to Chinese Primary & Secondary schools and Missionary School from RM 5.8 million in 2010 to RM 6.5 million this year

Penang Chief Minister Lim Guan Eng announced that the Penang Pakatan Rakyat State Government will increase the annual allocation of partially assisted schools to the Chinese primary (SRJK (C) ), Chinese secondary (SMJK (C)) and Missionary schools from RM5.8 million in 2010 to RM6.5 million in 2011.

Since coming to power in March 2008, the Penang Pakatan Rakyat State Government has started the “institutional allocation” to Private schools, Chinese primary schools, Chinese Secondary schools, Missionary schools and Religious Schools (Sekolah Agama Rakyat).

DAP wishes to extend our congratulations to the Royal Malaysian Navy for its success in capturing 18 Somali pirates and preventing their attempted hijack of a Malaysian chemical tanker near the Gulf of Aden. This successful operation in saving the tanker and their crew without any loss of life inspires confidence in a professional navy that justifies the people’s faith.

Not Just Petronas But BN Must Come Clean On The Scandal Of Huge Illicit Capital Outflows Of RM888 Billion From Malaysia In 9 Years From 2000-2008, The Fifth Highest In The World Amongst Developing Countries.

Whilst our navy boys are heroes for their successful capture of Somali pirates in international waters, DAP regrets that land “pirates” are allowed to roam freely in Malaysia. The US-based financial watchdog Global Financial integrity (GFI) reported that illicit money outflows from Malaysia tripled to US$68.2 billion (RM208.1 billion) in 2008, from US$22.2 billion in 2000.

Only A Two-Party System That Upholds Freedom, Justice, Truth, Democracy And Public Integrity Can Ensure That Sarawak’s Rich Natural Resources Benefit Sarawakians.

Only a two-party system that upholds freedom, justice, truth, democracy and public integrity can ensure that Sarawak’s rich natural resources benefit Sarawakians. A two-party system requires a strong opposition which can not only deny BN’s its customary two-thirds majority but also able to form the government.

The coming state general elections is a crucial crossroad for Sarawakians to choose between BN’s politics of patronage, cronyism and corruption or PR people’s government. PR people’s government is centered on 3Es of enabling the people with skills and education, empowering them with rights or opportunities and enriching the people by ensuring an equal share of the fruits of economic success.

Why are so many Sarawakians still poor and Sarawak not the richest state in Malaysian when it is blessed with natural resources of timber, oil and gas and land?Unfortunately Sarawak is also full of “crocodiles of the two-legged kind”. BN’s politics of patronage, cronyism and corruption has robbed Sarawak of their birthright.

Is The Proxy Voting System The Newest Strategy By The Election Commission(EC) To Assist BN To Defend Putrajaya At All Costs And Win The 13th General Elections?

DAP express shock at the latest proposal by the EC to implement a proxy voting system that would empower individuals to cast ballots on behalf of other registered voters. EC chairman Tan Sri Abdul Aziz Mohd Yusof even said that this was amongst some proposed 30 amendments to election laws in the country that the commission hoped to table in the coming Parliament sitting in March.

Are these and the proxy voting system the newest strategy by EC to assist BN to defend Putrajaya at all costs and win the 13th General Elections? By revealing as many 30 proposed changes without first discussing with opposition parties indicates that the EC wants to surprise and handicap PR who may not have the time, manpower and resources to cope with the latest changes. How then can EC by trusted as a credible body that is free, fair, neutral and independent in conducting elections?

Without proper consultation and feedback from both the public and PR the latest strategy which may well cripple or even strike a possibly fatal blow to PR general election campaign and hopes of victory. Tan Sri Abdul Aziz’s explanation that the proxy voting system was aimed at enabling those who were unable to be present on polling days to have their votes cast by approved proxies, would be open to abuse and encourage vote-buying. If EC is sincere, why then did EC not sanction Malaysians living overseas to register and vote in our foreign missions?

DAP vehemently opposes and condemns proxy voting which will only open up another avenue of abuse for the well-equipped BN to exploit. Based on BN’s abysmal record of perverting the clean conduct of the electoral process and EC atrocious failure to monitor and ensure compliance, there are serious concerns that proxy voting will only serve to “legitimatise” the practice of employing phantom voters.

When proxy voting is permitted, we can neither be sure that the proxies are genuine or that the voters they purport to represent are genuine. Further, proxy voting can only encourage vote-buying. BN already enjoys overwhelming advantage in 3Ms – Money politics, Media control and misuse of government Machinery. Allowing proxy voting will only add on to BN’s arsenal of weapons against PR to defend Putra Jaya at all costs.

The public has no confidence that PR will ensure that there will be no abuses in the proxy voting system when the EC has systematically rejected complaints of 3Ms, malpractices in postal voting, refusal to allow automatic registration of voters and permitting Malaysians overseas to register and vote. DAP will direct our top party leaders National Vice-Chair YB Tan Kok Wai and DAPSY chief YB Anthony Loke to meet with the EC to register our objections in the strongest possible terms.

DAP leaders are also reminded to be wary and monitor closely the possibility that the EC will conduct a constituency redelinenation exercise under Article 113 of the Federal Constitution. In a possible “gerrymandering” exercise, EC will redraw all parliamentary and state constituencies in favour BN to the detriment of PR. In such a scenario, PR would have lost even before the contest begin because the constituencies would be like a “loaded” dice.

Even though BN has lost its two-thirds majority in Parliament, there is a likelihood that the constituency redelineation exercise would still proceed. EC would argue that such a constituency redelineation exercise is valid under Article 113 and there is a no need for a constitutional amendment as the exercise does not involve an increase in the number of seats, only the boundaries. However PR would vigorously oppose such interpretation to prevent EC from “loading the dice” to favour BN.

Hampir RM2 Juta Untuk Mewujudkan Setiap Pekerjaan Baru Menunjukkan Ketirisan(Leakages) Ekonomi Dalam Bentuk Amalan Rasuah Dan Penyelewengan Kewangan Yang Hanya Boleh Diatasi Dengan Kemenangan PR Dalam Pilihanraya Besar Akan Datang.

Kerajaan BN telah mengumumkan 19 lagi projek permulaan (EPP) di bawah Program Transformasi Ekonomi yang akan menjana pelaburan hampir RM67 bilion, RM36 bilion pendapatan negara kasar dan mewujudkan 35,000 pekerjaan baharu untuk menjadikan Malaysian sebagai negara berpendapatan tinggi. Dengan kata lain RM 67 bilion diperlukan untuk mewujudkan 35,000 pekerjaan baru ataupun hampir RM2 juta untuk setiap satu pekerjaan baru.

MPPP Will Be Paying A Net Sum Of RM 11.5 Million Cash In Exchange For A Penang People’s Park(PPP) That Will Give Penangites A sub-terranean New Convention Centre(sPICE) Worth RM300 Million, A New 7 Acre Public Park, Upagraded and Refurbished PISA And Aquatic Centre.

Majlis Perbandaran has approved by open tender the construction of a Malaysia’s first sub-terranean convention center costing RM300 million known as sub-terranean Penang International Convention & Exhibition(sPICE) Centre. There were 3 companies that submitted a formal Request for Proposal under an open tender system beginning in 2009, and the best offer and design was awarded to a subsidiary company of listed company and renowned property developer, S.P Setia Bhd.

Skandal Pulau Jerejak Sebenarnya Melibatkan Kerugian Kepada Rakyat Pulau Pinang Sebanyak RM30 Juta Dengan RM10.6 Juta Premium Tanah Masih Tidak Dibayar Oleh Syarikat Tropical Island Resort(TIR) Disamping Kerugian PDC Sebanyak RM19 Juta.

Skandal pemberian Pulau Jerejak kepada Urban Development Authority(UDA) oleh Tan Sri Dr Koh Tsu Koon di bawah pemerintahan kerajaan BN sebenarnya melibatkan kerugian kepada rakyat Pulau Pinang sebanyak RM30 juta. Ini adalah kerana selain daripada kerugian RM 19 juta yang ditanggung oleh PDC, kerajaan negeri pun rugi bila RM10.6 juta premium tanah masih tidak dibayar oleh TIR kepada Pejabat Pentadbir Tanah Pulau Pinang.

Koh Tsu Koon Tidak Harus Mempersalahkan PR Atas Pengurusan Jeti Berlepas Bayan Bay dan Pulau Jerejak

Koh Tsu Koon Tidak Harus Mempersalahkan PR Atas Pengurusan Jeti Berlepas Bayan Bay dan Pulau Jerejak Serta Syarikat Tropical Island Resort(TIR) Sedangkan Ia Diluluskan Di Bawah BN Oleh Beliau Dari 1992-2007 Kepada UDA Menyebabkan PDC Mengalami Kerugian Sebanyak RM19Juta .

Menteri di Jabatan Perdana Menteri, Tan Sri Dr. Koh Tsu Koon telah membuat tuduhan ke atas Kerajaan Negeri PR Pulau Pinang tentang salah pengurusan jeti berlepas Pulau Jerejak dan Bayan Bay serta syarikat Tropical Island Resort(TIR) semasa menghadiri bengkel BN pada hari Ahad lepas. Beliau tidak puas hati kerana tidak ada kunci bot dan terdapat ular di dalam bilik stor.

Adakah BN Dan Gerakan Pulau Pinang Sedia Menyokong Penuh Inisiatif Kerajaan Negeri PR Tanpa Beg Plastik Percuma Setiap Hari Sepanjang Tahun Serta Menolak Kempen Pro-Plastik Oleh Malaysian Plastic Manufacturers Association(MPMA)?

Selaras dengan hasrat Kerajaan Negeri Pulau Pinang menjadikan Pulau Pinang negeri hijau pertama di Malaysia dan mengurangkan tapak kaki karbon(carbon footprint), inisiatif “Tanpa Beg Plastik Percuma Setiap Hari” telah dimulakan pada 1.1.11. Kerajaan negeri harap boleh dapat kerjasama daripada semua pihak termasuk pihak kerajaan persekutuan untuk menjayakan inisiatif ini yang diadakan buat pertama kali di Malaysia.

Tidak hairanlah dengan bantahan kuat daripada MPMA ke atas inisiatif tanpa beg plastik percuma kerana menjejaskan perniagaan mereka. Tetapi kerajaan negeri hairan mengapa BN dan Gerakan Pulau Pinang enggan menyokong inisiatif hijau kerajaan negeri Pulau Pinang dan berdiri bersama dengan MPMA.

Whilst welcoming the New Year, we should not forget the contributions of our past leaders.The PR Penang state government has marked Tun Dato Seri Utama Tun Dr Lim Chong Eu’s immense contributions by renaming longest Expressway in Penang of 18km and the PDC Building in Jalan Mayang Pasir after him.The personal tribute by me to Tun Dato Seri Utama Dr Lim Chong Eu is reminder to all that in embracing the new, we should not forget the old. After all we must understand the past to be connected to the present so that we can peer confidently into the future.

Let Us Teach Our Children Hope And Build Their Confidence That They Can Be As Good As They Want And Not Be Inferior Merely On Account Of The Colour Of Their Skin.

In capping 2010 with a glorious victory in the regional AFF-Suzuki cup for the first time in 21 years, football gives all Malaysians a strong reminder that there is no substitute for excellence and performance. An ASEAN football trophy that once belonged to Malaysia, football became the laughing-stock for Malaysia when we forgot the importance of striving for performance and the need to deliver excellence where there are no corrupt practices or favouritism.
