Press Conference Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 24.11.2016.

I have instructed my lawyers to send a notice of demand for defamation against The Star for printing lies by Penang BN Chairman Teng Chang Yeow that I had rejected a joint-venture agreement in 2013 between PDC and Ideal Property Group, causing PDC to lose about RM 220 million in profit guarantees. The Star has consistently not only published lies but also created lies especially about one flood victim who died when all other newspapers reported the death as an accident because at the time of death, there was no rain yet.

I had not revealed to anyone that I had instituted legal proceedings against The Star but yet Teng knew and announced it in his press statement yesterday. Only The Star and me would be privy to this information. This only further validates suspicion that the mainstream media and BN have such a close rapport, that they fail to demand the same degree of truth, documentary proof, investigative reporting and public accountability as they demand from the Penang Pakatan state government.

The defamatory lies and false allegations on 16 November are as follows:-
“The rejection of the joint-venture agreement caused PDC to lose about RM220mil in profit guarantee and also the authority over its land on Pulau Jerejak,” said Teng.

Quoting “reliable” PDC sources, he said the agreement inked in December 2013 had a potential profit guarantee of up to RM450mil based on a gross development value of RM1.5bil.

He said the Chief Minister, who is also PDC chairman, had, however, rejected the 2013 agreement between TIRSB and Ideal Property.

“Why did Lim keep silent over his rejection of the joint-venture agreement but decided to sell PDC’s 49% stake in Pulau Jerejak to Ideal Property’s subsidiary?”

To date Teng had failed to show proof that I had rejected a deal worth RM220 millon of profit guarantee to PDC. The public in Penang would like to know why the mainstream media failed to press BN Penang Chairman Teng Chang Yeow to show proof that I had rejected a joint-venture agreement between PDC and Ideal Properties in 2013 on Tropical Island Resort Sdn Bhd(TIRSB), that would have generated a profit of RM220 million. Instead my statements have been either downplayed or even blacked out.

In Disposing PDC’s 49% Stake In TIRSB That Had Recorded Book Losses Of RM 40 Million Losses At End 2015, PDC Secured A Profit Of RM140.6 Million That Is Nearly 10 Times Over The Initial Investment Of RM 15.44 Million.

TIRSB was formed in 1997 with PDC taking a minority 49% stake with an investment of RM15.44 million and UDA the remainder 51%. In 2001, BN and Gerakan betrayed Penangites by selling 80 acres of land out of 895 acres in Pulau Jerejak at RM12.95 million to TIRSB, when the then market price was RM 47.6 million, a loss of RM 34.6 million.

Once again the Pakatan state government had rehabilitated and saved a failed BN project as well as recouped our investment, loans and losses. We recoup back our RM4.4 million loan and the amount invested of RM15.44 million by selling for RM156 million. We also disposed off our 49% stake in a loss-making company, TIRSB that had recorded book losses of RM 40 million losses at end 2015, to secure a profit of RM140.6 million that is nearly 10 times over our initial investment.

This is clear case of sour grapes when Gerakan attacks the sale because they failed to do what we have done by recouping the RM15.44 million investment and the RM4.4 million loan. More importantly Gerakan should be ashamed of themselves for selling out Pulau Jerejak as early as 1997.

This is a classic case of a “thief shouting thief”! Despite this remarkable turnaround of also recording a profit of RM140.6 million that is nearly 10 times the amount invested, Gerakan and BN Penang continues to attack us for selling out on Pulau Jerejak to the BN Federal Government. Are they not part of BN?

槟州首席部长林冠英于2016年11月24日在乔治市光大发表声明:

我已经指示我的律师提告《星报》诽谤,因为他们刊登槟城国阵主席邓章耀的谎言,指我在2013年否决了一项槟州发展机构及宏升产业集团的联营投资合约的签署,导致槟城发展机构亏损2亿2000万令吉的保证盈利。《星报》持续地刊登荒言也制造谎言,特别是他们报道说槟城有一名水灾死者,而其它报章皆报道为意外逝世,因为在死者发生意外去世的当儿还没有下雨。

我没有向任何人透露我已对《星报》采取法律行动,但是邓章耀却已经知道,并在他昨日的新闻稿里公布此事。只有《星报》和我才是这个消息的当事人。这进一步验证了主流媒体及国阵的关系是何其的密切,密切到他们不会以要求槟州政府那样的力度,来同样要求国阵交代真相、出示文件证明、展开调查报导及要求政府有公信力。

有关诽谤性谎言及虚假指控刊登于11月16日 :

邓章耀说:“由于联营合约被否决,导致槟州发展机构损失2亿2000万令吉的保证盈利,也失去了其木蔻山地皮的拥有权。”

他引述槟州发展机构的“可靠消息”称,上述在2013年12月签署的合约,总发展价值为15亿令吉,并有高达4亿5000万令吉的保证盈利。

他说,身为槟州发展机构主席的首席部长,却否决了这项2013年热带岛屿度假村有限公司和宏升产业集团联营投资的合约。

“为什么林冠英针对他否决上述联营投资合约默不作声,却决定出售槟州发展机构在木蔻山49%股权给宏升产业集团的子公司?”

迄今为止,邓章耀都没有办法拿出证据,证明我曾经拒绝上述可以为槟州发展机构带来2亿2000万令吉盈利保证的交易。槟城人民想要知道,为什么主流媒体不向槟城国阵主席邓章耀施压,要他拿出证据,证明我曾经在2013年否决槟州发展机构和宏升产业在热带岛屿度假村有限公司的联营合约,有关合约将带来高达2亿2000万令吉的盈利?反之,我的声明都不受重视甚至遭封杀。

尽管TIRSB在2015年年杪面对4000万令吉的账面亏损,但槟州发展机构在脱售了TIRSB的49%股权后,从中赚取了1亿4060万令吉,也即是当初投资的近10倍。

TIRSB是在1997年成立,PDC挹注了1544万令吉、占49%股权;而城市发展局则握有剩余的51%股权。2001年,国阵及民政党出卖了槟州人民,将木蔻山总面积895英亩当中的80英亩地皮,以1295万令吉出售予TIRSB,而当时的市价实为4760万令吉,亏损了3460万令吉。
再一次,希联州政府成功恢复及拯救国阵的失败计划,同时填补回我们的投资、贷款及亏损。我们以1亿5600万令吉出售股权,不只成功收回借出去的440万令吉贷款,也收回了当初所注资的1544万令吉的投资。我们也成功地脱售了连年亏损、截至2015年年杪为止账面亏损额高达4000万令吉的TIRSB公司之49%股权,并从中获得1亿4060万令吉的利润,这可是我们当初投资的近10倍呢!

民政党就这项脱售股权而展开的攻击,很明显的是酸葡萄心态,因为他们当权的时候,无法像我们一样也收回当初所注资的1544万令吉的投资,以及收回借出去的440万令吉贷款。更重要的是,民政党应为他们早在1997年就卖掉木蔻山而感到羞耻。

这是一个典型的“做贼喊贼”案例!这个显著的周转,让我们成功从中获得1亿4060万令吉的利润,也即是当初投资的近10倍。槟州民政党及槟州国阵却继续攻击我们,说我们将木蔻山出售给国阵联邦政府。难道他们不是国阵的一份子吗?
