Press Statement By DAP Secretary-General Lim Guan Eng In Penang On 24.4.2018.<\/p>\n

BN Penang candidates announced today, must explain to their voters why the BN Manifesto has no plans for the Light Rail Transit(LRT) from Penang to Seberang Perai, which \u201cmoves people, not vehicles. Or why the BN manifesto does not talk about abolishing toll for all vehicles in the first Penang Bridge. BN Penang Chairman Teng Chang Yeow has not only stubbornly refused to explain why he opposes the construction of a LRT in Penang, except to say that BN is intent on cancelling the Penang Pakatan state government\u2019s proposal to finance and build our own LRT.<\/p>\n

Clearly, the Penang BN manifesto is only interested in \u201ctaking revenge\u201d by cancelling all infrastructure projects like the undersea tunnel and public transportation plans like the LRT proposed by the Penang Pakatan state government. Without any plans by BN for a LRT or public transportation projects, how is BN going to avoid Penangites choking to death in traffic congestion?<\/p>\n

Any party that has no LRT or public transportation system is not qualified to be a government in Penang. Similarly BN candidates that opposes the proposal to build a LRT, is not deserving of any support from the people of Penang.<\/p>\n

LRT as a form of public transport is important to Penang. Only by winning power in Putrajaya, can we reverse the decision by the BN Federal government to sabotage our LRT project. Pakatan proposed LRT is not only limited to the island, but also links the island to Butterworth, Seberang Jaya, Bukit Mertajam and Batu Kawan.<\/p>\n

By refusing to explain why there is no LRT in BN\u2019s manifesto, Teng has instead tried to distract attention by asking DAP\u2019s position on Chinese investment. DAP welcomes all foreign investment to Malaysia so long that it is in the interests of Malaysians and conforms to the international norms of transparency and accountability. There is also Chinese investment in the manufacturing electronic industry which is widely welcomed by the Penang state government.<\/p>\n

Contracts entered into must be honoured but what is wrong with renegotiating unfair contracts, whether from China or from other countries, to extract a better deal for Malaysians. For instance the RM55 billion East Coast Railway Link(ECRL) project was granted without an open tender, whereas the Penang undersea tunnel project was through an open competitive tender. Why is there a problem with the undersea tunnel when it is granted by open competitive tender but no problem with the ECRL when there is no open tender?<\/p>\n

Penang has enjoyed buoyant economic growth over the last 10 years with investment increasing by 90% to RM70 billon and tourist arrivals doubling as compared to the previous 10 years under BN. Without a LRT or public transportation system, Penang\u2019s future economic growth will be stunted. As an interim measure, Penang Pakatan state government is providing free buses in targeted areas.<\/p>\n

However without a LRT linking both the island and the mainland, Penang can not move forward and be a developed state. Further why should the residents in Seberang Perai Utara(SPU) be denied a link to the island in the form of an undersea tunnel when Seberang Perai Tengah has the first Penang bridge and Seberang Perai Selatan has the 2nd Penang Bridge?<\/p>\n

Barisan Calon BN Perlu Menjelaskan Kenapa Manifesto BN Enggan Memansuhkan Tol Jambatan Pertama Pulau Pinang Kepada Semua Jenis Kenderaan Dan Tiada Perancangan Untuk Mewujudkan Pelan Pemajuan Transit Aliran Ringan (LRT) Dari Bahagian Pulau Ke Seberang Perai Sebagai Menyurai Kesesakan Lalu Lintas.<\/strong><\/p>\n

Barisan calon BN Pulau Pinang yang diumumkan hari ini, mesti menjelaskan kepada para pengundi mereka mengapa Manifesto BN tidak mempunyai rancangan untuk pemajuan LRT dari bahagian pulau ke Seberang Perai, iaitu ke arah polisi “menggerakkan orang, bukan kenderaan.\u201d Atau, mengapa manifesto BN tidak bercakap mengenai pemansuhan tol untuk semua jenis kenderaan di Jambatan Pertama Pulau Pinang. Pengerusi BN Pulau Pinang Teng Chang Yeow bukan sahaja mengelak untuk menjelaskan mengapa beliau menentang pembinaan LRT di Pulau Pinang, sebaliknya mengatakan bahawa BN berhasrat membatalkan cadangan Kerajaan Negeri Pakatan Harapan Pulau Pinang untuk membiayai kos serta membina LRT kita sendiri.<\/p>\n

Jelasnya sekali, manifesto BN Pulau Pinang hanya sekadar untuk “membalas dendam” dengan membatalkan semua projek infrastruktur, seperti projek terowong bawah dasar laut dan pelan pengangkutan awam seperti LRT yang dicadangkan oleh Kerajaan Negeri Pakatan Pulau Pinang. Tanpa sebarang rancangan oleh BN untuk LRT atau projek pengangkutan awam, bagaimanakah BN akan menghalang rakyat Pulau Pinang daripada terus tercekik di dalam kesesakan lalu lintas?<\/p>\n

Mana-mana parti yang tiada hasrat (membina) LRT atau sistem pengangkutan awam adalah tidak layak untuk menjadi Kerajaan di Pulau Pinang. Begitu juga dengan calon BN yang menentang hasrat membina LRT, tidak sepatutnya mendapat sebarang sokongan daripada rakyat Pulau Pinang.<\/p>\n

LRT merupakan suatu bentuk pengangkutan awam yang penting untuk Pulau Pinang. Hanya dengan memenangi mandat di Putrajaya, kita boleh menghalang pendirian Kerajaan Persekutuan BN untuk mensabotaj projek LRT kita. Cadangan Pakatan bukan hanya mahukan LRT terhad di bahagian pulau, bahkan juga menghubungkan pulau ke Butterworth, Seberang Jaya, Bukit Mertajam dan Batu Kawan.<\/p>\n

Dengan mengelak daripada menjelaskan mengapa tiada LRT di dalam manifesto BN, Teng cuba untuk mengalih perhatian (rakyat) dengan meminta pendirian DAP berhubung pelaburan (asing langsung dari) China. DAP mengalu-alukan semua pelaburan asing ke Malaysia selagi ia adalah demi kepentingan rakyat Malaysia serta mematuhi norma-norma antarabangsa seperti transparency dan akauntabiliti. Direkodkan juga, terdapat pelaburan China dalam industri pembuatan elektronik yang disambut baik oleh Kerajaan Negeri Pulau Pinang.<\/p>\n

Kontrak yang dimeterai mesti dihormati tetapi apa yang salah dengan kontrak perundingan semula yang tidak adil, sama ada dari China atau pun negara lain, untuk mendapatkan perjanjian yang lebih baik untuk rakyat Malaysia. Sebagai contoh Projek Landasan Keretapi Pantai Timur (ECRL) bernilai RM55 bilion yang telah diberikan tanpa tender terbuka, manakala projek terowong bawah dasar laut Pulau Pinang adalah melalui tender terbuka kompetitif. Mengapa terdapat masalah dengan projek terowong bawah dasar laut apabila ia diberikan secara tender terbuka kompetitif tetapi tiada masalah dengan ECRL apabila tiada tender terbuka?<\/p>\n

Pulau Pinang telah menikmati pertumbuhan ekonomi yang memberangsangkan dalam tempoh 10 tahun lalu dengan peningkatan pelaburan sebanyak 90% kepada RM70 bilion dan ketibaan pelancong berganda berbanding 10 tahun sebelumnya di bawah BN. Tanpa sistem LRT atau sistem pengangkutan awam, pertumbuhan ekonomi masa depan Pulau Pinang akan terhenti. Sebagai langkah lanjut, Kerajaan Negeri Pakatan Pulau Pinang telah menyediakan bas-bas percuma di kawasan yang disasarkan. <\/p>\n

Walau bagaimanapun, tanpa rangkaian LRT yang menghubungkan pulau dan Seberang Perai, Pulau Pinang tidak dapat bergerak ke hadapan dan menjadi negeri maju. Tambahan pula, mengapa penduduk di Seberang Perai Utara (SPU) dinafikan rangkaian hubungan ke pulau dalam bentuk terowong bawah dasar laut sedangkan Seberang Perai Tengah mempunyai Jambatan Pertama Pulau Pinang dan Seberang Perai Selatan mempunyai Jambatan Kedua Pulau Pinang?<\/p>\n
