I reiterate that under the present proposal, water tariffs for domestic users remain unchanged.<\/p>\n<p>Penang has the unfortunate record of the highest domestic water consumption rate in the country of around 286 litres per person per day in 2016. This compares unfavourable to the Malaysian national average of only 209 litres per person per day, the United Nations suggested usage of 165 and Singapore\u2019s usage of only 148 litres per person per day.<!--more--><\/p>\n<p>Penang\u2019s highest domestic water consumption is caused by the lowest water rates of only at average 32 cents for 35,000 litres per consumer per month as compared to Johor\u2019s RM1.32(more than 4 times higher). Domestic water tariffs are so low that water is wasted. Such high domestic water consumption usage is both unsustainable environmentally and financially. Further, PBAPP has to subsidise RM91 million in 2016 to maintain the lowest domestic water rates in Malaysia.<\/p>\n<p>The Penang state government has received many criticisms from NGOs(including both CAP\u2019s S.M. Mohamed Idris and Water Watch Professor Dr Chan) for failing to be serious about conserving water and protecting the environment, by at least doubling or tripling the existing domestic water rates. Clearly the state government\u2019s efforts to educate the public not to waste water but to conserve water has failed.<\/p>\n<p>However the state government does not wish to double or triple existing domestic water tariff. We wish to urge the NGOs to give the state government one more chance by not increasing domestic water tariffs but increasing the penalties for those who waste water or use water excessively.  Presently, a penalty has been imposed on those who waste water or use water excessively called the Water Conservation Surcharge(WCS).<\/p>\n<p>Presently a WCS of 48 cents is imposed  on every extra 1,000 litres of water used above the 35,000 litres. This WCS of 48 cents will be increased to RM 1 to curb water wastage or excessive use of water.<\/p>\n<p>Consumers with large households are also taken care of because those with 8 or more family members are given a 60% discount on the WCS charges. The number of large households(8 or more family members) are small because there are less than 1,000 households enjoying the 60% discount of WCS charges.<\/p>\n<p>Penang is proud of our record as the only state in Malaysian history that has never conducted any water rationing. This is due to efficient water supply management by PBAPP in laying pipes and building water infrastructure. To ensure that the no water rationing record can be maintained 10 years from now, there must be efficient water demand management too, to ensure there is no water wastage or excessive water usage. We urge domestic water consumers to help the state government achieve its no water rationing policy by not wasting water or excessively use water.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;-BM version &#8212;<\/p>\n<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang di Komtar, George Town pada 24.4.2017<\/p>\n<p>Saya kesal dengan beberapa laporan berita yang tidak tepat berikutan cadangan untuk menaikkan penalti kepada pengguna domestik yang membazir air atau menggunakan air secara berlebihan, telah salah dilaporkan sebagai kenaikan tarif air. Saya menegaskan bahawa di bawah cadangan ini, tarif air untuk pengguna domestik adalah kekal tidak berubah.<\/p>\n<p>Pulau Pinang mempunyai rekod yang kurang baik dengan kadar penggunaan air domestik paling tinggi di negara ini iaitu sekitar 286 liter seorang setiap hari pada tahun 2016. Berbanding purata penggunaan kebangsaan hanya 209 liter seorang sehari, Persatuan Bangsa-Bangsa Bersatu (PBB) mencadangkan penggunaan sebanyak 165 liter dan penggunaan di Singapura adalah sebanyak 148 liter seorang setiap hari.<\/p>\n<p>Penggunaan air domestik yang tinggi di Pulau Pinang adalah disebabkan oleh kadar air yang paling rendah dengan hanya purata 32 sen untuk 35,000 liter setiap pengguna sebulan berbanding RM1.32 di Johor (lebih daripada 4 kali lebih tinggi). Tarif air domestik adalah begitu rendah sehingga air dibazirkan. Penggunaan air domestik yang tinggi seperti ini adalah tidak mesra alam dan sukar didokong dalam aspek kewangan. Di samping itu, PBAPP perlu mengeluarkan subsidi sebanyak RM91 juta pada tahun 2016 bagi mengekalkan kadar air domestik yang paling rendah di Malaysia.<\/p>\n<p>Kerajaan Negeri Pulau Pinang telah menerima banyak kritikan daripada NGO (termasuk CAP S.M. Mohamed Idris dan Pengerusi Water Watch Profesor Dr Chan) kerana gagal memandang serius pemuliharaan air dan pelindungan alam sekitar, dengan sekurang-kurangnya menggandakan sekali ganda atau menaikkan tiga kali ganda kadar air domestik yang sedia ada. Jelas, usaha Kerajaan Negeri untuk mendidik orang ramai supaya tidak membazirkan air tetapi menjimatkan air telah gagal.<\/p>\n<p>Walau bagaimanapun, Kerajaan Negeri tidak berhasrat untuk menggandakan atau menaikkan tarif air domestik sebanyak tiga kali ganda. Kami menggesa agar pihak NGO memberi Kerajaan Negeri satu lagi peluang untuk tidak menaikkan tarif air tetapi menaikkan penalti kepada mereka yang membazirkan air atau menggunakan air secara berlebihan. Pada masa ini, penalti telah dikenakan ke atas mereka yang membazir air atau menggunakan air secara berlebihan yang dipanggil Surcaj Pemuliharaan Air (WCS).<\/p>\n<p>Pada masa ini, WCS yang dikenakan adalah sebanyak 48 sen untuk setiap tambahan 1,000 liter air yang digunakan melebihi 35,000 liter. WCS sebanyak 48 sen ini akan dinaikkan kepada RM1 untuk membendung pembaziran air atau penggunaan air secara berlebihan.<\/p>\n<p>Pengguna dengan isi rumah yang besar juga akan dilindungi kerana mereka yang mempunyai 8 atau lebih ahli keluarga akan diberi diskaun sebanyak 60% ke atas caj WCS. Bilangan isi rumah yang besar (8 orang atau lebih ahli keluarga) adalah kecil kerana terdapat kurang daripada 1,000 isi rumah yang menikmati diskaun 60% daripada caj WCS.<\/p>\n<p>Pulau Pinang bangga dengan rekod kami menjadi satu-satunya negeri dalam sejarah Malaysia yang tidak pernah mengenakan sebarang catuan air. Ini adalah disebabkan oleh pengurusan bekalan air yang cekap oleh PBAPP dengan memasang paip dan membina infrastruktur air. Bagi memastikan bahawa rekod tanpa catuan air dapat dikekalkan dalam tempoh 10 tahun dari sekarang, perlu ada pengurusan permintaan air yang cekap, bagi memastikan tiada pembaziran air atau penggunaan air yang berlebihan. Kita menggesa pengguna air domestik dapat membantu Kerajaan Negeri mencapai dasar tiada catuan air dengan tidak membazir air atau menggunakan air secara berlebihan.<\/p>\n<p>LIM GUAN &#8212;<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2017\u5e744\u670824\u65e5\u5728\u4e54\u6cbb\u5e02\u5149\u5927\u53d1\u8868\u6587\u544a\uff1a<\/p>\n<p>\u9488\u5bf9\u6211\u5efa\u8bae\u63d0\u9ad8\u7f5a\u91d1\u4ee5\u60e9\u5904\u6d6a\u8d39\u6c34\u6e90\u7684\u7528\u6237\u4e00\u4e8b\uff0c\u5374\u88ab\u4e00\u4e9b\u5a92\u4f53\u9519\u8bef\u62a5\u9053\u6210\u63d0\u9ad8\u6c34\u8d39\uff0c\u8ba9\u6211\u611f\u5230\u5341\u5206\u9057\u61be\u3002\u6211\u91cd\u7533\uff0c\u6839\u636e\u73b0\u6709\u7684\u8ba1\u5212\uff0c\u6c34\u8d39\u4fdd\u6301\u4e0d\u53d8\uff0c\u5e76\u6ca1\u6709\u63d0\u9ad8\u3002<\/p>\n<p>\u69df\u57ce\u5f88\u4e0d\u5e78\u7684\u662f\u56fd\u5185\u7528\u6c34\u91cf\u6700\u9ad8\u7684\u5dde\u5c5e\uff0c\u6839\u636e2016\u5e74\u7684\u8d44\u6599\u663e\u793a\uff0c\u69df\u57ce\u7684\u4eba\u5747\u7528\u6c34\u91cf\u4e3a\u6bcf\u5929286\u516c\u5347\uff0c\u8fdc\u8fdc\u8d85\u8fc7\u5168\u56fd\u7684\u4eba\u5747209\u516c\u5347\u3002\u8054\u5408\u56fd\u5efa\u8bae\u7406\u60f3\u7684\u4eba\u5747\u7528\u6c34\u91cf\u4e3a\u6bcf\u5929165\u516c\u5347\uff0c\u800c\u65b0\u52a0\u5761\u5219\u5df2\u662f\u6bcf\u4eba\u6bcf\u5929148\u516c\u5347\u3002<\/p>\n<p>\u69df\u57ce\u4eba\u7684\u7528\u6c34\u91cf\u5982\u6b64\u9ad8\uff0c\u539f\u56e0\u662f\u6211\u4eec\u7684\u6c34\u8d39\u662f\u6700\u4f4e\u7684\uff0c\u5e73\u57473\u4e075000\u516c\u5347\u624d32\u4ed9\u3002\u5728\u67d4\u4f5b\uff0c\u4e00\u6837\u7684\u6c34\u91cf\u662f\u69df\u57ce\u7684\u56db\u500d\uff0c\u8981\u4ef71\u4ee4\u540932\u4ed9\u3002\u6211\u4eec\u7684\u6c34\u8d39\u5982\u6b64\u4f4e\u5ec9\u4ee5\u81f4\u88ab\u6d6a\u8d39\uff0c\u5927\u91cf\u7528\u6c34\u5176\u5b9e\u5bf9\u6211\u4eec\u7684\u73af\u5883\u53ca\u8d22\u52a1\u800c\u8a00\u662f\u4e0d\u6c38\u7eed\u7684\u3002\u518d\u8005\uff0c\u69df\u57ce\u6c34\u4f9b\u673a\u6784\u57282016\u5e74\u6d25\u8d34\u4e869100\u4e07\u4ee4\u5409\uff0c\u4ee5\u4fbf\u7ef4\u6301\u6211\u4eec\u7684\u6c34\u4ef7\uff0c\u6210\u4e3a\u5168\u56fd\u6c34\u8d39\u6700\u4f4e\u7684\u5dde\u5c5e\u3002<\/p>\n<p>\u69df\u5dde\u653f\u5e9c\u591a\u6b21\u53d7\u5230\u975e\u653f\u5e9c\u7ec4\u7ec7\u7684\u975e\u8bae\uff0c\u5305\u62ec\u6765\u81ea\u6d88\u8d39\u4eba\u534f\u4f1a\u4e3b\u5e2d\u83ab\u54c8\u9ed8\u4f0a\u5fb7\u91cc\u65af\u3001\u69df\u57ce\u6c34\u6e90\u7ba1\u64e6\u8d1f\u8d23\u4eba\u9648\u6bc5\u8363\u6559\u6388\u7b49\u7684\u6279\u8bc4\uff0c\u6307\u5dde\u653f\u5e9c\u65e0\u6cd5\u8282\u7ea6\u7528\u6c34\u53ca\u4fdd\u62a4\u73af\u5883\uff0c\u5e76\u5efa\u8bae\u53cc\u500d\u6216\u4e09\u500d\u589e\u52a0\u73b0\u6709\u7684\u6c34\u8d39\uff0c\u4ee5\u4fbf\u4ee5\u4ef7\u5236\u91cf\u3002\u663e\u7136\u7684\uff0c\u5dde\u653f\u5e9c\u5728\u6559\u80b2\u6c11\u4f17\u8282\u7ea6\u7528\u6c34\u3001\u7231\u60dc\u6c34\u6e90\u4e00\u4e8b\u4e0a\u5df2\u7ecf\u5931\u8d25\u3002<\/p>\n<p>\u5c3d\u7ba1\u5982\u6b64\uff0c\u5dde\u653f\u5e9c\u5e76\u4e0d\u5e0c\u671b\u4ee5\u53cc\u500d\u6216\u4e09\u500d\u7684\u5e45\u5ea6\u589e\u52a0\u6c34\u8d39\u3002\u6211\u4eec\u5e0c\u671b\u975e\u653f\u5e9c\u7ec4\u7ec7\u518d\u6b21\u7ed9\u4e88\u5dde\u653f\u5e9c\u673a\u4f1a\uff0c\u6682\u4e14\u4e0d\u589e\u52a0\u6c34\u8d39\uff0c\u800c\u662f\u4ee5\u589e\u52a0\u6d6a\u8d39\u6c34\u6e90\u7684\u60e9\u7f5a\u8d39\u6765\u89e3\u51b3\u95ee\u9898\u3002\u76ee\u524d\uff0c\u5bf9\u4e8e\u6d6a\u8d39\u6c34\u6e90\u7684\u7528\u6237\uff0c\u5fc5\u987b\u7f34\u4ea4\u7f5a\u91d1\uff0c\u79f0\u4e3a\u201c\u6d6a\u8d39\u6c34\u6e90\u60e9\u7f5a\u8d39\u201d \uff08Water Conservation Surcharge\u6216WCS\uff09\uff0c<\/p>\n<p>\u4eca\u5929\uff0c\u4e00\u6237\u4eba\u5bb6\u82e5\u7528\u6c34\u91cf\u8d85\u8fc73\u4e075000\u516c\u5347\uff0c\u5219\u63a5\u4e0b\u6765\u7684\u6bcf1000\u516c\u5347\u5c06\u88ab\u7f5a\u6b3e48\u4ed9\u3002\u539f\u672c\u6bcf1000\u516c\u534748\u4ed9\u7684\u6d6a\u8d39\u6c34\u6e90\u60e9\u7f5a\u8d39\uff0c\u672a\u6765\u5c06\u63d0\u5347\u81f31\u4ee4\u5409\uff0c\u4ee5\u4fbf\u51cf\u5c11\u5927\u4f17\u7684\u7528\u6c34\u91cf\u3002<\/p>\n<p>\u81f3\u4e8e\u90a3\u4e9b\u5bb6\u5ead\u6210\u5458\u4f17\u591a\uff0c\u6bcf\u6237\u62e5\u67098\u540d\u6216\u4ee5\u4e0a\u6210\u5458\u8005\uff0c\u5c06\u4f1a\u83b7\u5f97\u7279\u522b\u5904\u7406\uff0c\u4ed6\u4eec\u7684\u6d6a\u8d39\u6c34\u6e90\u60e9\u7f5a\u8d39\u5c06\u80fd\u5f97\u523060%\u7684\u6298\u6263\u3002\u4e0d\u8fc7\uff0c\u8fd9\u4e9b\u80fd\u5f97\u5230\u6d6a\u8d39\u6c34\u6e90\u60e9\u7f5a\u8d3960%\u6298\u6263\u7684\u5bb6\u5ead\u7528\u6237\uff08\u62e5\u67098\u540d\u6216\u4ee5\u4e0a\u7684\u5bb6\u5ead\u6210\u5458\uff09\u7684\u6570\u5b57\u5e76\u4e0d\u591a\uff0c\u5171\u5c11\u4e8e1000\u6237\u3002<\/p>\n<p>\u6211\u4eec\u611f\u5230\u5f88\u9a84\u50b2\uff0c\u56e0\u4e3a\u69df\u57ce\u662f\u622a\u81f3\u76ee\u524d\u4e3a\u6b62\uff0c\u5386\u53f2\u4e0a\u4ece\u672a\u5b9e\u65bd\u914d\u6c34\u7684\u5dde\u5c5e\u3002\u8fd9\u4e00\u5207\u4e43\u5f52\u529f\u4e8e\u69df\u5dde\u6c34\u4f9b\u673a\u6784\u7684\u9ad8\u6548\u7387\uff0c\u94fa\u4e0b\u826f\u597d\u7684\u6c34\u7ba1\u53ca\u505a\u597d\u6c34\u6e90\u57fa\u8bbe\u3002\u4e3a\u4e86\u8ba9\u672a\u6765\u5341\u5e74\u6211\u4eec\u4e5f\u80fd\u4fdd\u6301\u4e0d\u914d\u6c34\u7684\u826f\u597d\u8bb0\u5f55\uff0c\u6211\u4eec\u5c31\u5fc5\u987b\u505a\u597d\u6c34\u6e90\u9700\u6c42\u7ba1\u7406\uff0c\u786e\u4fdd\u6c34\u6e90\u4e0d\u4f1a\u88ab\u5e73\u767d\u6d6a\u8d39\u3002\u6211\u4eec\u4e5f\u4fc3\u8bf7\u6240\u6709\u7528\u6237\u52a0\u4ee5\u914d\u5408\uff0c\u5728\u4e0d\u6d6a\u8d39\u6c34\u6e90\u7684\u60c5\u51b5\u4e0b\uff0c\u8ba9\u5dde\u653f\u5e9c\u80fd\u591f\u8fbe\u6210\u4e0d\u914d\u6c34\u7684\u76ee\u6807\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press
