DAP Wanita Chief and Penang state EXCO member Chong Eng had made the proposal on the basis that many young working parents, especially those without family support in the cities, are struggling between paid jobs and caring for their children and family.<\/p>\n<p>In a patriarchal society that follows the traditional model of gender division of family responsibilities, the father takes care of family livelihood whilst the mother takes care of the children and household. The burden of caring for a sick child invariably falls on the mother. Motherhood and caring for off springs are the main reason that women drop out from the career path, being paid less and discriminated in promotion.<!--more--><\/p>\n<p>This also partly explains why despite there being more female than male graduates from universities every year for last two decades, female labour participation rate in the work force is still low at 54% in Malaysia, one of the lowest in South East Asia. Malaysia\u2019s hopes of becoming a developed nation and high-income economy will come to naught if we cannot achieve more than a 60% labour participation rate. All developed nations have a female labour participation rate of more than 60%.<\/p>\n<p>The 3 days annual paid parental leave will be granted to both mothers and fathers for children under 12 years of age. This is to stress the equal importance of both parents in caring for and bringing up their children. Also, the 3 days paid annual parental leave will encourage mothers to work or stay on paying jobs after marriage.<\/p>\n<p>More can be done for dual working parents to balance paid work and family commitments. But for this Labour Day 2017, DAP will start off with 3 days of annual paid parental leave for parents who have children below 12 years old.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;- BM Version&#8212;<\/p>\n<p>Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng pada 28.3.2017 di Kuala Lumpur. <\/p>\n<p><strong>DAP Menyokong Cuti Bergaji Untuk Ibu Bapa (Parental Leave) Selama  3 Hari Setahun Untuk Menjaga Anak Sakit Yang Berusia Bawah 12 Tahun<\/strong><\/p>\n<p>Jawatankuasa Eksekutif Pusat (CEC) DAP dalam mesyuaratnya malam tadi telah membuat keputusan bersejarah bagi menerima pakai cuti untuk ibu bapa seperti yang dicadangkan oleh Wanita DAP . Ketua Wanita DAP yang juga Ahli EXCO Kerajaan Negeri Pulau Pinang, Chong Eng telah membuat cadangan itu atas dasar bahawa ramai ibu bapa muda yang bekerja terutama mereka yang tidak mempunyai sokongan keluarga di bandar-bandar sedang bergelut antara pekerjaan berbayar dan menjaga anak-anak dan keluarga. <\/p>\n<p>Dalam masyarakat patriarki yang berdasarkan model peranan gender tradisional dalam tanggungjawab keluarga, bapa akan menguruskan kelangsungan hidup keluarga manakala ibu pula akan menguruskan anak-anak dan rumah tangga. Beban menjaga anak yang sakit selalunya akan jatuh kepada ibu. Dunia keibuan dan tugas menjaga anak adalah sebab utama ramai wanita tercicir daripada landasan kerjaya menjadikan mereka menerima gaji rendah dan berdepan diskriminasi dalam kenaikan pangkat. <\/p>\n<p>Ini juga menjelaskan mengapa walaupun ramai graduan wanita berbanding graduan lelaki dihasilkan universiti pada setiap tahun sepanjang dua dekad yang lalu, kadar penyertaan pekerja wanita dalam tenaga kerja masih rendah iaitu pada kadar 54% di Malaysia, antara yang terendah di Asia Tenggara. Harapan Malaysia untuk menjadi sebuah negara maju dengan ekonomi berpendapatan tinggi akan menjadi sia-sia jika kita tidak boleh mencapai lebih daripada 60% dalam penyertaan tenaga kerja. Semua negara-negara maju mempunyai kadar penyertaan tenaga kerja wanita lebih daripada 60%. <\/p>\n<p>Cuti bergaji selama 3 hari akan diberikan kepada kedua-dua ibu bapa untuk anak-anak yang berusia bawah 12 tahun. Ini adalah untuk menekankan kepentingan sama rata di antara kedua-dua ibu bapa dalam menjaga dan membesarkan anak-anak mereka. Dan juga, cuti bergaji selama 3 hari setahun untuk ibu bapa ini akan mengalakkan ibu-ibu untuk bekerja atau kekal bekerja selepas berkahwin. <\/p>\n<p>Lebih banyak boleh dilakukan untuk ibu bapa yang bekerja dalam mengimbangi antara kerjaya dan komitmen keluarga.
