Press Statement By Penang Chief Minister Lim Guan Eng In Kuala Lumpur On 15.10.2016.<\/p>\n
The Penang state government wishes to vigorously rebut BN\u2019s lies about the so-called \u201cwoeful\u201d financial and economic performance of the Pakatan state government\u2019s, to distort our success in turning around Penang\u2019s economy into one of the most dynamic in Malaysia. BN cannot turn black into white and white into black when the annual Auditor-General Reports prove the following:-<\/p>\n
\u00b7 Over the last 8 years since the Pakatan government took over, Penang has recorded annual budget surpluses with accumulated surpluses of RM574 million over the last 8 years of 2008-2015, more than the accumulated surpluses under BN over the last 50 years from 1957-2007 of RM373 million. We have done better in 8 years than BN has done in 50 years!
\n\u00b7 Our asset reserves have nearly doubled over the 8 year period from RM850 million to RM1.6 billion.
\n\u00b7 Most significantly our state\u2019s debts has been reduced by 90% over the same period and at RM69 million by end 2015, is the lowest in the country. This RM69 million debt compares with the total RM16.8 billion of debts owed by all 13 states, with Pahang owing the most at RM2.9 billion, followed by Sabah RM2.6 billion, Sarawak RM2.5 billion, Kedah RM2.3 billion and Kelantan RM1.3 billion.<\/p>\n
Compare this economic performance of Penang with the Federal government that has recorded annual budget deficits for the 18th consecutive year since 1998, federal government debts increasing by 3 times since 2007 to RM800 billion. Tell me then – which government\u2019s economic performance is woeful?<\/p>\n
The results of the economic success of Penang can be seen with the revival of abandoned housing projects and even revitalisation of dead tourist sites such as the Komtar building, Penang Hill, George Town, the Penang International Sports Arena(PISA) and even Seberang Perai. Further 1.6 million Penangites have benefited with cash aid of RM400 million distributed yearly such as the yearly RM100 for senior citizens, single mothers, housewives, disabled and students as well as one-off payments of RM1,000 funeral expenses, RM200 for each child born and RM1,000 for first-year local university students.<\/p>\n
BN has tried to obliterate Penang\u2019s singular success in financial management and clean governance, including practicing open competitive tenders, that has attracted praise from the annual Auditor-General\u2019s Reports as well as Transparency International by alleging that,
\n\u201cthe National Statistics Department showed the per capita GDP for Penang recorded a 44 % increase from RM31,039 in 2007, to RM44,847 in 2015, which is the lowest growth recorded. BN even praised the poorest state in Malaysia, Kelantan. The GDP per capita in Kelantan for 2015 was at its lowest, but the growth rate for the East Coast state for the same period from 2007-2015 far outstripped Penang at 73.9 %.\u201d<\/p>\n
BN fails to mention that they were the culprits and the reason for Penang recording the lowest growth rate for per capita GDP in the first place. For the year 2006-2007, Penang was the bottom state, recording the lowest growth rate for per capita GDP in the country at only 5.9%. When the Pakatan government took over in 2008, we had a huge task to turn around the economy that recorded the lowest growth rate for per capita GDP.<\/p>\n
The Pakatan government succeeded in overcoming this challenge as shown by the same figures released from the National Statistics Department(see attached). Penang coming out third highest nationally in growth rate per capita GDP for 2012-2013, second for 2013-2014 and finally national champions for 2014-2015. Whilst it took us 8 years, the Pakatan government succeeded finally in turning around what was the bottom state in the country in 2006-2007 to be the No. 1 national champion in growth rate for per capita growth in GDP in 2014-2015.<\/p>\n
This is what the Pakatan government is capable of doing, turning deficits to surpluses, bottom states to national champions, high debts to low debts. The secret to Penang Pakatan\u2019s success is our integrity and clean governance. Contrast Penang as the cleanest state government in Malaysia praised by Transparency International with the BN Federal government accorded the most corrupt government in the world.<\/p>\n
Instead of praising us for turning around Penang\u2019s economy, we are asked to learn from BN who have destroyed our reputational risk globally with the RM53 billion 1MDB and RM4.2 billion donation scandals. For those who lies as easily as we breathe, are clearly unfit to lead the country.<\/p>\n

Dalam masa lapan tahun, Kerajaan Pakatan telah berjaya mengubah Pulau Pinang, negeri tercorot di bawah pentadbiran BN pada tahun 2006-2007, menjadi juara nombor satu dalam kadar pertumbuhan KDNK per-kapita bagi tahun 2014-2015.<\/p>\n
Kerajaan Negeri Pulau Pinang membantah keras pembohongan BN kononnya prestasi ekonomi dan kewangan Kerajaan Negeri Pakatan sangat menyedihkan, dan memutarbelit kejayaan kita mengubah ekonomi Pulau Pinang menjadi salah satu yang paling dinamik di Malaysia. BN tidak boleh menukar hitam jadi putih, atau putih menjadi hitam apabila laporan tahunan Ketua Audit Negara membuktikan perkara-perkara berikut:-<\/p>\n
– Sepanjang lapan tahun sejak kerajaan Pakatan mengambil alih, Pulau Pinang telah mencatatkan lebihan belanjawan tahunan dengan lebihan terkumpulan sebanyak RM574 juta sepanjang lapan tahun 2008-2015, lebih banyak berbanding BN sepanjang 50 tahun antara 1957-2007 yang setakat RM373 juta. Kita telah berjaya melakukan lebih baik dalam tempoh lapan tahun berbanding apa yang BN lakukan dalam masa 50 tahun.
\n– Aset rizab kita telah meningkat hapir dua kali ganda sepanjang tempoh lapan tahun ini, daripada RM850 juta menjadi RM1.6 bilion.
\n– Lebih signifikan ialah hutang kerajaan negeri telah dikurangkan sehingga 90% dalam jangkamasa yang sama pada jumlah RM69 juta menjelang hujung 2015, yang terendah dalam negara. Hutang RM69 juta ini perlu dibandingkan dengan sejumlah RM16.8 bilion oleh 13 negeri, dengan Pahang yang berhutang hampir RM2.9 bilion, diikuti Sabah sebanyak RM2.6 bilion, Sarawak RM2.5 bilion, Kedah RM2.3 bilion dan Kelantan RM1.3 bilion.<\/p>\n
Bandingkan prestasi ekonomi Pulau Pinang dengan Kerajaan Persekutuan yang telah merekodkan belanjawan tahunan berdefisit untuk 18 tahun berturut-turut sejak tahun 1998, dan hutang Kerajaan Persekutuan yang meningkat tiga kali ganda sejak 2007 menjadi RM800 bilion. Jadi beritahu saya – prestasi ekonomi kerajaan manakah yang menyedihkan?<\/p>\n
Hasil kejayaan ekonomi Pulau Pinang boleh dilihat dengan kembali hidupnya projek-projek perumahan yang terbengkalai dan pemulihan pusat-pusat pelancongan yang telah mati seperti bangunan Komtar, Bukit Bendera, George Town, Penang International Sports Arena (PISA) dan malah Seberang Perai. Bahkan 1.6 juta rakyat Pulau Pinang telah mendapat manfaat daripada bantuan tunai sebanyak RM400 juta yang diagihkan saban tahun seperti pemberian RM100 setiap tahun untuk warga emas, ibu tunggal, surirumah, orang kelainan upaya dan para murid sekolah, serta bayaran one-off RM1000 untuk perbelanjaan kematian, RM200 untuk anak-anak baru lahir dan RM1000 untuk mahasiswa tahun pertama.<\/p>\n
BN telah cuba untuk memusnahkan kejayaan Pulau Pinang dalam pengurusan kewangan dan tadbir urus yang bersih, termasuk amalan tender terbuka, yang telah mendapat pujian daripada laporan tahunan Ketua Audit Negara dan juga Transparency International dengan mendakwa bahawa:

BN gagal menyebutkan bahawa merekalah penyebab kenapa Pulau Pinang merekodkan kadar pertumbuhan terendah bagi KDNK per-kapita. Bagi tahun 2006-2007, Pulau Pinang adalah negeri tercorot, merekodkan kadar pertumbuhan KDNK per-kapita pada hanya 5.9%. Apabila kerajaan Pakatan mengambil alih pada tahun 2008, kita mempunyai tugasan yang besar untuk mengubah ekonomi yang direkodkan pada kadar terendah bagi KDNK per-kapita.<\/p>\n
Kerajaan Pakatan telah berjaya mengatasi cabaran ini seperti yang ditunjukkan angka-angka yang diberikan Jabatan Statistik (lihat lampiran). Pulau Pinang menduduki tempat ketiga seluruh negara bagi pertumbuhan KDNK per-kapita bagi tahun 2012-2013, tempat kedua bagi tahun 2013-2014 dan johan pada tahun 2014-2015. Meski kita mengambil masa 8 tahun, kerajaan Pakatan telah berjaya mengubah negeri tercorot dalam negara bagi tahun 2006-2007 menjadi negeri nombor satu dalam pertumbuhan KDNK per-kapita bagi tahun 2014-2015.<\/p>\n
Inilah kemampuan kerajaan Pakatan, menukarkan defisit menjadi lebihan, negeri corot menjadi juara, hutang yang tinggi bertukar rendah. Rahsia kejayaan kerajaan Pakatan Pulau Pinang ialah integriti dan urustadbir bersih. Bezakan Pulau Pinang sebagai negeri paling bersih di Malaysia yang dipuji Transparency International dengan kerajaan persekutuan BN yang diberi gelaran kerajaan paling korup dalam dunia.<\/p>\n
Daripada memuji kami kerana mengubah ekonomi negeri Pulau Pinang, kami disuruh belajar daripada BN yang telah menjahanamkan reputasi negara di mata dunia dengan skandal RM53 bilion 1MDB dan skandal derma RM4.2 bilion. Mereka yang berbohong semudah bernafas nyata tidak layak memimpin negara.<\/p>\n
