Do not let the toll rates of 12 highways be increased this year by denying BN victories in the Kuala Kangsar and Sungai Besar Parliamentary by-elections. <\/p>\n
DAP is disappointed at Works Minister Datuk Seri Fadillah Yusof\u2019s refusal to openly state that toll rates of eight tolled highways will not be increased this year, with four more scheduled to be increased next year. The eight highways to be increased their toll rates on 1.1.2016 are North-South Expressway, Linkedua, Kesas, Elite, LDP, Butterworth-Kulim Expressway (BKE), Seremban-Port Dickson Highway (SPDH), and New North Klang Straits Bypass Expressway (NNKSB). <\/p>\n
The government would need to fork out at least RM 1 billion in compensation to toll concessionaires if the toll rates are not increased later this year, higher than the RM500 million set aside earlier. Fadillah said from 2008 to 2014, the government, more than RM2.2 billion in compensation has been made by the Federal government to the concessionaires in exchange for not increasing toll rates. <\/p>\n
Compensation received by the toll concessionaires included RM 214 million for the North-South Highway, RM 8.24 million for the Second Link Expressway and RM 79.44 million for the Elite Highway, RM 3.11 million for the Butterworth Kulim Expressway, RM 1.95 million for the Seremban Port Dickson Highway, RM 92.8 million for the KESAS Highway, RM 7.8 million for the North Klang Straits Bypass and RM 185.9 million for the LDP. This amounted to RM597.24mil, which exceeded the amount set aside by the government for compensating toll concessionaires. <\/p>\n
Worse there are four more highways whose toll is to be increased next year namely GCE (Guthrie Corridor Expressway), LEKAS (Lebuhraya Kajang Seremban), SDE (Senai Desaru Expressway) and EDL (Eastern Dispersal Link). Of the 12 highways with toll hikes increases, 7 of them are from Selangor, which is why the Sungai Besar voters can play an important role in shaping the debate on unjustifiable and unfair toll hikes. <\/p>\n
The fact that BN can consider increasing toll rates of 8 highways this year and 4 more next year even before polling day for the 2 by-elections on 18 June, shows how BN will sacrifice the many at the expense of the few cronies. Clearly, BN is so confident of victory in the two by-elections, following the enhanced strength of UMNO after their co-operation with PAS and the support of PAS\u2019 14 MPs. <\/p>\n
If the people do not want toll hikes then they should send a strong message by rejecting BN in the 2 by-elections. In fact, the toll for the North-South Highway should be abolished since the concession holder has already got back all his investment cost in building and maintaining the highway. This is the difference between BN and Pakatan. BN wants to maintain and even hike up toll rates, whereas Pakatan wants to abolish the North-South Highway toll. <\/p>\n
Last year, a total of eighteen highways across Malaysia saw toll rate hikes, all on one day, October 15. These include AKLEH, Besraya, DUKE, Grand Saga, Guthrie Corridor Expressway, Kajang SILK, Karak, LATAR, LEKAS, LKSA, MEX, NPE, SMART tunnel, Senai-Desaru Expressway, SKVE, Butterworth Outer Ring Road (BORR), Sprint Expressway and the LDP<\/p>\n

Membantah Kenaikan Tol Di 12 Lebuhraya Dengan Menafikan Kemenangan BN Di Pilihanraya Kecil Parlimen Kuala Kangsar dan Sungai Besar, Yang Hanya Akan Memperkukuhkan Kedudukan UMNO Yang Sudah Pun Ditambah Dengan Kerjasama 14 Orang Ahli Parlimen PAS. <\/p>\n
Jangan biarkan kadar tol di 12 lebuhraya dinaikkan tahun ini dengan menafikan kemenangan BN di pilihanraya kecil Parlimen Kuala Kangsar dan Sungai Besar. <\/p>\n
DAP kecewa dengan keengganan Menteri Kerja Raya Datuk Seri Fadillah Yusof untuk menyatakan secara terbuka bahawa kadar tol di 8 lebuhraya tidak akan dinaikkan tahun ini, dengan empat lagi dijadual akan dinaikkan tahun hadapan. 8 lebuhraya yang akan dinaikkan kadar tol pada 1.1.2016 adalah Projek Lebuhraya Utara Selatan (PLUS), Linkedua, Lebuhraya Kesas, Elite, LDP, Lebuhraya Butterworth-Kulim (BKE), Lebuhraya Seremban-Port Dickson (SPDH), dan New North Klang Straits Bypass Expressway (NNKSB). <\/p>\n
Kerajaan akan terpaksa membayar pampasan sekurang-kurangnya RM1 bilion kepada syarikat konsesi tol, sekiranya kadar tol tidak dinaikkan lewat tahun ini, lebih tinggi berbanding RM500juta yang telah diasingkan sebelum ini. Menurut Fadillah, sejak 2008 hingga 2014, Kerajaan telah membayar lebih daripada RM2.2 bilion pampasan kepada syarikat konsesi sebagai ganti untuk tidak menaikkan kadar tol. <\/p>\n
Jumlah pampasan yang diterima oleh syarikat tol termasuklah RM214 juta untuk PLUS, RM8.24 juta untuk Linkedua, RM79.44 juta untuk Elite, RM3.11 juta untuk BKE, RM1.95 juta untuk SPDH, RM92.8 juta untuk KESAS, RM7.8 juta untuk NNKSB dan RM185.9 juta untuk LDP. Ini semuanya berjumlah RM597.24 juta, yang melebihi amaun yang telah diasingkan oleh kerajaan sebagai pampasan kepada syarikat konsesi tol. <\/p>\n
Lebih teruk lagi, 4 lebuhraya lagi akan dinaikkan kadar tolnya iaitu GCE (Guthrie Corridor Expressway), LEKAS (Lebuhraya Kajang Seremban), SDE (Senai Desaru Expressway) dan EDL (Eastern Dispersal Link). Daripada 12 lebuhraya yang meningkat kadar tolnya, 7 daripadanya adalah di Selangor, dan menjadi sebab kenapa pengundi Sungai Besar boleh memainkan peranan penting dalam membentuk acuan perdebatan tentang peningkatan kadar tol secara tidak adil dan tanpa justifikasi. <\/p>\n
Hakikat bahawa BN boleh mempertimbangkan kenaikan kadar tol di 8 lebuhraya pada tahun ini dan 4 lagi lebuhraya pada tahun depan menjelang hari pengundian dua pilihanraya kecil pada 18 Jun nanti, memperlihatkan bahawa BN sanggup mengorbankan rakyat demi kepentingan segelintir kroni. Jelas sekali, BN begitu yakin akan menang di kedua-dua pilihanraya kecil, berikutan bertambahnya kekuatan UMNO selepas kerjasama mereka dengan PAS serta sokongan 14 Ahli Parlimen PAS. <\/p>\n
Sekiranya rakyat tidak mahukan peningkatan kadar tol, maka mereka harus menyampaikan mesej yang tegas dengan menolak BN dalam dua pilihanraya kecil ini. Malah sebenarnya, tol Lebuhraya PLUS sepatutnya dimansuhkan memandangkan pemegang konsesi telah pun mendapat pulangan kos pelaburan membina dan menyelenggara lebuhraya terbabit. Inilah perbezaan antara BN dan Pakatan. BN mahu mengekalkan malah menaikkan kadar tol, sedangkan Pakatan mahu memansuhkan tol PLUS. <\/p>\n
Tahun lalu, sejumlah 18 lebuhraya seluruh negara menyaksikan kenaikan kadar tol, dalam masa satu hari sahaja pada 15 Oktober. Ini termasuklah AKLEH, Besraya, DUKE, Grand Saga, lebuhraya Guhtrie Corridor, Kajang SILK, Karak, LATAR, LEKAS, LKS, MEX, NPE, terowong SMART, lebuhraya Senai-Desaru, SKVE, Butterworth Outer Ring Road, lebuhraya Sprint dan LDP. <\/p>\n
