However foreign workers should not benefit from this ruling for at least 5 years to allow local employers, especially Small and Medium entreprises (SMEs), time to adjust.<\/p>\n<p>With the rising cost of living and the extra costs posed by the implementation of GST, the present minimum wage of RM1,000 for Peninsular Malaysia and RM920 for Labuan, Sabah and Sarawak is too low. If government servants\u2019 salary can also be adjusted to be higher than RM1,200 monthly, there is no reason why workers in the private sector cannot benefit.<!--more--><\/p>\n<p>The Federal government should also offer generous financial assistance to local employers and SMEs to overcome the higher cost from the higher minimum wage. Without the costs associated with the RM50 billion 1MDB scandal, funding for local employers and local workers can be easily available.<\/p>\n<p>Historic First Time Ever Default Of A USD 1.75 Billion Bond By A Government Entity(1MDB) May Lead To Debt Payouts Equivalent To 0.5% Of GDP.<br \/>\nDAP condemns the historic first time ever default by a government entity, 1MDB, of a USD 1.75 billion bond that may lead to debt payouts equivalent to 0.5% of GDP.  International Petroleum Investment Corporation(IPIC) had guaranteed USD 3.5 billion of bonds for 1MDB and promised to pay regular interest payments of USD 50 million. There was a default as this USD 50 million payment was not paid on time.<\/p>\n<p>In exchange, 1MDB is supposed to transfer some assets and make payments amounting to billions of US dollars to IPIC\u2019s Aabar, which IPIC shockingly claimed never to have received them.  The statement by 1MDB confirming the default of a USD 1.75 billion bond has ramifications beyond the immediate holders of the bonds. This is an unprecedented and historic default by a government entity, whose advisory body is chaired by the Prime Minister himself, because it will trigger cross-defaults of  billions of US dollars in other government bonds and loans.<\/p>\n<p>Moody\u2019s Investors Service estimates that Malaysia might have to pay out the equivalent of 0.5% of GSP. Worse if Malaysia\u2019s contingent liabilities under the default by 1MDB are taken into account, Moody estimates could amount to about USD 7.5 billion (RM 30 billion). This is equivalent to about 2.5% of Malaysia\u2019s GDP in 2015.<\/p>\n<p>For this reason, 1MDB RM 50 billion scandal is a huge cost to Malaysians. Without 1MDB, Malaysia would not have to impose GST. (Tidak terpakai kepada warga asing)<\/p>\n<p>DAP menggesa supaya gaji minimum dinaikkan kepada RM1,200 setiap bulan dan dilaksanakan secara sama rata di kedua-dua Semenanjung serta Sabah dan Sarawak. Namun, pekerja asing tidak seharusnya tertakluk kepada peraturan ini untuk sekurang-kurangnya 5 tahun bagi membolehkan majikan tempatan, terutamanya dalam perusahaan kecil dan sederhana (SME) mempunyai masa untuk menyesuaikan diri.<\/p>\n<p>Dengan kenaikan kadar kos sara hidup dan kos tambahan yang diakibatkan oleh pelaksanaan GST, gaji minima sekarang sebanyak RM1,000 bagi Semenanjung dan RM920 bagi Labuan, Sabah dan Sarawak adalah terlalu rendah. Sekiranya gaji penjawat awam boleh dilaraskan secara bulanan untuk menjadi lebih dari RM1,200, tidak ada sebab kenapa pekerja sektor awam tidak boleh mendapat manfaat yang serupa.<\/p>\n<p>Kerajaan Persekutuan juga wajar menawarkan bantuan kewangan yang sebaiknya kepada majikan tempatan dan SME untuk menangani kenaikan kos daripada pelaksanaan gaji minima. Tanpa kos yang terlibat dengan skandal RM50 bilion 1MDB, dana untuk majikan dan pekerja tempatan pastinya mudah didapati.<\/p>\n<p>Keingkaran pertama kali dalam sejarah sebanyak USD1.75 bilion oleh sebuah entiti kerajaan (1MDB) boleh membawa kepada pembayaran hutang sebanyak 0.5% daripada KDNK<\/p>\n<p>DAP mengecam keingkaran pertama kali dalam sejarah oleh sebuah entiti kerajaan, 1MDB sebanyak USD1.75 bilion yang boleh membawa kepada pembayaran hutang sebanyak 0.5% daripada KDNK, International Petroleum Investment Corporation (IPIC) telah menjamin USD3.5 bilion daripada bon 1MDB dan berjanji untuk membayar faedah sebanyak USD50 juta. Wujud keingkaran apabila USD50 juta ini tidak dibayar tepat pada masanya.<\/p>\n<p>Sebagai ganti, 1MDB pula sepatutnya memindahkan beberapa aset dan membuat bayaran berjumlah berbilion dolar kepada Aabar milik IPIC, yang anehnya tidak pernah diterima oleh IPIC. Kenyataan 1MDB mengesahkan keingkaran bon USD1.75 bilion membawa kesan melampaui pemegang bon sahaja. Ini adalah keingkaran yang tidak pernah terjadi dalam sejarah sebuah entiti kerajaan, yang badan penasihatnya dipengerusikan Perdana Menteri sendiri, kerana ia akan memulakan keingkaran bersilang berjumlah berbilion dolar dalam bon dan pinjaman kerajaan yang lain.<\/p>\n<p>Moody\u2019s Investor Service menganggarkan Malaysia mungkin akan terpaksa membayar jumlah yang bersamaan dengan 0.5% daripada KDNK. Lebih teruk lagi jika liabiliti luar jangka negara akibat keingkaran 1MDB diambil kira, anggaran Moody itu boleh mencecah USD 7.5 bilion (RM30 bilion). Ini bersamaan 2.5% daripada KDNK Malaysia bagi tahun 2015. <\/p>\n<p>Atas sebab ini, skandal RM50 bilion 1MDB adalah kos yang sangat besar bagi rakyat Malaysia. Tanpa skandal RM50 bilion 1MDB, tidak ada keperluan untuk GST. Tanpa skandal RM50 bilion 1MDB, gaji minima boleh ditingkatkan kepada RM1,200 setiap bulan untuk semua rakyat Malaysia termasuk Sabah dan Sarawak (dengan tempoh penangguhan lima tahun pengeculian pekerja asing), bersama bantuan kewangan bagi membolehkan majikan tempatan menyesuaikan diri.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8211;\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2016\u5e744\u670830\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u52b3\u52a8\u8282\u732e\u8f9e\uff1a<\/p>\n<p>\u8981\u662f\u6ca1\u67091MDB\u7684 500\u4ebf\u4e11\u95fb\uff0c\u6211\u4eec\u5c31\u53ef\u4ee5\u4e0d\u9700\u8981\u6d88\u8d39\u7a0e\uff0c\u800c\u4e1c\u897f\u9a6c\u4e24\u5730\u7684\u6700\u4f4e\u85aa\u8d44\u4e5f\u80fd\u540c\u65f6\u8c03\u9ad8\u81f3\u6bcf\u67081\u5343200\u4ee4\u5409\uff08\u4e0d\u5305\u62ec\u5916\u56fd\u79fb\u5de5\uff09\u4e86\u3002<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u4fc3\u8bf7\u6709\u5173\u5f53\u5c40\u5c06\u4e1c\u897f\u9a6c\u4e24\u5730\u7684\u6700\u4f4e\u85aa\u8d44\u4e00\u81f4\u8c03\u9ad8\u5230\u6bcf\u67081\u5343200\u4ee4\u5409\uff0c\u5916\u56fd\u79fb\u5de5\u5219\u65b9\u9762\u5219\u53e6\u5f53\u522b\u8bba\uff0c\u81f3\u5c11\u8ba9\u672c\u5730\u96c7\u4e3b\uff0c\u7279\u522b\u662f\u6765\u81ea\u4e2d\u5c0f\u578b\u4f01\u4e1a\u7684\u8001\u677f\u67095\u5e74\u7684\u7f13\u51b2\u65f6\u95f4\u6765\u8fdb\u884c\u8c03\u6574\u3002<\/p>\n<p>\u968f\u7740\u751f\u6d3b\u8d39\u65e5\u6e10\u4e0a\u6da8\uff0c\u52a0\u4e0a\u5b9e\u65bd\u6d88\u8d39\u7a0e\u540e\u6240\u5e26\u6765\u7684\u989d\u5916\u538b\u529b\uff0c\u76ee\u524d\u897f\u9a6c1\u5343\u4ee4\u5409\u3001\u7eb3\u95fd\u3001\u6c99\u5df4\u53ca\u7802\u62c9\u8d8a920\u4ee4\u5409\u7684\u6700\u4f4e\u85aa\u8d44\uff0c\u5df2\u663e\u5f97\u4e0d\u8db3\u5e94\u4ed8\u4eca\u5929\u6c89\u91cd\u7684\u8d1f\u62c5\u3002\u5982\u679c\u516c\u52a1\u5458\u7684\u6bcf\u6708\u85aa\u8d44\u53ef\u4ee5\u8c03\u9ad8\u81f3\u8d85\u8fc71\u5343200\u4ee4\u5409\uff0c\u5b9e\u5728\u770b\u4e0d\u51fa\u79c1\u4eba\u754c\u7684\u5458\u5de5\u6709\u4f55\u7406\u7531\u4e0d\u80fd\u53d7\u60e0\u3002<\/p>\n<p>\u5728\u975e\u5e38\u65f6\u671f\uff0c\u8054\u90a6\u653f\u5e9c\u4e5f\u5e94\u8be5\u63d0\u4f9b\u8d22\u52a1\u63f4\u52a9\u4e88\u672c\u5730\u96c7\u4e3b\u53ca\u4e2d\u5c0f\u578b\u4f01\u4e1a\uff0c\u8ba9\u4ed6\u4eec\u53ef\u4ee5\u9762\u5bf9\u63d0\u9ad8\u6700\u4f4e\u85aa\u8d44\u540e\u6240\u5e26\u6765\u7684\u66f4\u5927\u5f00\u9500\u3002\u8d44\u52a9\u672c\u5730\u96c7\u4e3b\u4e0e\u5458\u5de5\u539f\u672c\u5e76\u4e0d\u662f\u4e00\u4ef6\u96be\u4e8b\uff0c\u5374\u56e0\u4e3a1MDB\u4e11\u95fb\u62bc\u4e0a500\u4ebf\u7684\u5de8\u5927\u6210\u672c\uff0c\u5bfc\u81f4\u56f0\u96be\u91cd\u91cd\u3002 <\/p>\n<p>\u53f2\u4e0a\u7b2c\u4e00\u6b21\u53d1\u751f\u7684\u5927\u9a6c\u653f\u5e9c\u4e3b\u6743\u57fa\u91d1\uff081MDB\uff09\u786e\u8ba417.5\u4ebf\u7f8e\u5143\u503a\u52b5\u8fdd\u7ea6\uff0c\u5176\u503a\u52a1\u6d3e\u606f\u5c06\u7b49\u540c\u56fd\u5185\u751f\u4ea7\u603b\u503c\u76840.5%\u3002<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u8c34\u8d23\u53f2\u4e0a\u7b2c\u4e00\u6b21\u53d1\u751f\u7684\u5927\u9a6c\u653f\u5e9c\u4e3b\u6743\u57fa\u91d1\uff081MDB\uff09\u786e\u8ba417.5\u4ebf\u7f8e\u5143\u503a\u52b5\u8fdd\u7ea6\u4e00\u4e8b\uff0c\u5176\u503a\u52a1\u6d3e\u606f\u5c06\u7b49\u540c\u56fd\u5185\u751f\u4ea7\u603b\u503c\u76840.5%\u3002\u503a\u52a1\u62c5\u4fdd\u65b9\u963f\u5e03\u624e\u6bd4\u56fd\u9645\u77f3\u6cb9\u6295\u8d44\u516c\u53f8\uff08IPIC\uff09\u66fe\u8868\u793a\uff0c\u4f1a\u4e3a 1MDB\u4ef735\u4ebf\u7f8e\u5143\u7684\u503a\u52b5\u652f\u4ed85\u5343\u4e07\u7f8e\u5143\u7684\u5229\u606f\u3002\u4f46\u8fd9\u7b145\u5343\u4e07\u7f8e\u5143\u7684\u6b3e\u9879\u5374\u6ca1\u6709\u51c6\u65f6\u652f\u4ed8\u3002<\/p>\n<p>\u4f5c\u4e3a\u4ea4\u6362\u6761\u4ef6\uff0c1MDB\u7406\u5e94\u5728\u8f83\u65e9\u524d\u8f6c\u79fb\u8d44\u4ea7\u53ca\u7f34\u4ed8\u6570\u5341\u4ebf\u7f8e\u5143\u4e88\u963f\u5e03\u624e\u6bd4\u56fd\u9645\u77f3\u6cb9\u6295\u8d44\u516c\u53f8\uff0c\u4f46\u4ee4\u4eba\u8be7\u5f02\u7684\u662f\u5bf9\u65b9\u5374\u5b8c\u5168\u6ca1\u6709\u6536\u5230\u30021MDB\u968f\u540e\u627f\u8ba417.5\u4ebf\u7f8e\u5143\u503a\u52b5\u8fdd\u7ea6\u7684\u58f0\u660e\uff0c\u65cb\u5373\u6380\u8d77\u4e07\u91cd\u6d6a\uff0c\u5bf9\u503a\u52b5\u6301\u6709\u4eba\u5e26\u6765\u6df1\u8fdc\u7684\u5f71\u54cd\u3002\u5927\u9a6c\u653f\u5e9c\u4e3b\u6743\u57fa\u91d1\u53f2\u65e0\u524d\u4f8b\u7684\u8fdd\u7ea6\uff0c\u800c\u5176\u80cc\u540e\u7684\u987e\u95ee\u56e2\u6070\u6070\u5c31\u662f\u7531\u9996\u76f8\u7eb3\u5409\u6240\u9886\u5bfc\uff0c\u8fd9\u8d77\u4e8b\u4ef6\u89e6\u53d1\u4e86\u4e0e\u4ed6\u56fd\u653f\u5e9c\u4e4b\u503a\u52b5\u53ca\u8d37\u6b3e\u4ea4\u53c9\u8fdd\u7ea6\uff0c\u5fc5\u987b\u8d54\u4e0a\u6570\u5341\u4ebf\u7f8e\u5143\u3002<\/p>\n<p>\u7a46\u8fea\u6295\u8d44\u8005\u670d\u52a1\u516c\u53f8\u9884\u6d4b\uff0c\u9a6c\u6765\u897f\u4e9a\u5c06\u4f1a\u56e0\u6b64\u8d54\u4e0a\u7b49\u540c\u56fd\u5185\u751f\u4ea7\u603b\u503c0.5%\u7684\u91d1\u989d\u3002\u66f4\u7cdf\u7684\u662f\uff0c\u7a46\u8fea\u63a8\u7b97\u5927\u9a6c\u7684\u6216\u6709\u503a\u52a1\uff08contingent
