The Issue Facing The PR Leadership Council Is No Longer Just PAS Stubborn Insistence To Trust And Co-Operate With UMNO To Implement Hudud Laws But Also Their President\u2019s Utter Contempt For PR By Repeatedly Breaking His Own Promises To PR Issued Personally.<\/p>\n
PAS President Datuk Seri Abdul Hadi Awang unilateral decision to table a private members\u2019 bill to allow hudud implementation in the current Parliament sitting which ends on April 9, once again is a further act of treachery by PAS in breaching the PR consensus agreed to by him personally during the PR Leadership Council meeting on 8 February 2015. This was the final PR meeting chaired by Datuk Seri Anwar Ibrahim before Anwar was imprisoned on 10 February, held at the PAS headquarters and attended by Hadi himself.<\/p>\n
However, Hadi had served notice to Parliament on March 18, to implement hudud on Muslims in Kelantan by amending Act 355, which is the shariah court\u2019s (Criminal Jurisdiction) Act 1965. The hudud laws in Kelantan was only passed unanimously by the Kelantan State Assembly on 19 March 2015. By serving notice even before the bill was passed shows that Hadi has again broken his promise made personally by him during the 8 February meeting that any attempt to move a private member\u2019s bill would be first discussed by the PR leadership council.<\/p>\n
The issue facing the PR Leadership Council is no longer just PAS stubborn insistence to trust and co-operate with UMNO to implement hudud laws but also their President\u2019s utter contempt for PR by repeatedly breaking his own promises to PR issued personally. Such serial acts of treachery by the PAS top leader is untenable and is a deliberate act of provocation to break up PR, or threaten DAP and PKR to either submit to PAS or face a break-up of PR.<\/p>\n
Such an approach by Hadi of either it is my way or the highway, can not be part of and violates the consensus approach adopted by PR towards a healthy democratic and functional coalition. It is no longer DAP leaders feeling angry and betrayed by PAS Kelantan and several of its pro-UMNO national leaders for their dishonesty, deceit and treachery in turning its back on PR and instead willing to trust UMNO to implement the Shariah Criminal Code II Enactment or hudud laws.<\/p>\n
Non-Muslim and moderate Muslim voters who supported PAS in the last general elections are also angered by such betrayal. For Hadi to claim that non-Muslim still have a place in their hearts for PAS is sad not only because it is untrue but that he is so delusional to believe that PAS support amongst non-Muslims have not disappeared.<\/p>\n
DAP firmly opposes the implementation of hudud laws not because it is Islamic, but because hudud is unconstitutional and contrary to our Federal Constitution. This is reflected by the Merdeka Center\u2019s survey amongst Malays in April 2014 where 58% of Malay respondents thought that the country is not ready for hudud implementation, and the recent survey of Malay respondents where 81% Malay\/Muslim prefer support for flood rescue and repairs over hudud laws.<\/p>\n
For those UMNO and MCA apologists in the BN-controlled media in both the Chinese and non-Chinese press, they should take heed of former MCA President Tan Sri Dr Chua Soi Lek\u2019s comments in Malaysiakini today that MCA can not issue statements attacking DAP when UMNO had also supported the hudud laws. These UMNO media apologists in the Chinese media have forgiven UMNO for supporting hudud laws but continue to blame the DAP despite DAP opposing hudud laws.<\/p>\n
These UMNO media apologists in the Chinese press have also chosen to ignore former MCA Vice-President Datuk Gan Ping Shieu\u2019s statement that MCA should punish UMNO\u2019s support for hudud by severing ties with UMNO as well as that it was UMNO Minister in the Prime Minister’s Department Jamil Khir Baharom who had instigated PAS in Parliament on March 27 2014, to implement hudud laws on Muslims in Kelantan by promising the Federal government\u2019s support.<\/p>\n
PAS appears to have painted itself into a corner by being willing to lose all, not just the end of PR but also its electoral prospects in the next general elections, to place its trust in UMNO to implement hudud laws. At the coming DAP emergency Central Executive Committee meeting on Monday night, the latest action by Hadi will be considered together with the hudud laws passed by PAS Kelantan.<\/p>\n

Isu yang didepani Majlis Pimpinana Pakatan Rakyat bukan setakat kedegilan PAS yang mahu percaya dan bekerjasama dengan Umno demi melaksanakan undang-undang hudud tetapi juga penghinaan presidennya terhadap Pakatan Rakyat dengan memungkiri janji yang dinyatakannya sendiri kepada Pakatan Rakyat.<\/strong><\/p>\n Keputusan unilateral Presiden PAS Datuk Seri Abdul Hadi Awang untuk membentangkan usul persendirian bagi membolehkan pelaksanaan hukum hudud, di sidang Parlimen yang bakal berakhir pada 9 April, adalah satu lagi tindakan khianat oleh PAS melanggar konsensus Pakatan Rakyat yang dipersetujui sendiri olehnya ketika mesyuarat Majlis Pimpinan Pakatan Rakyat pada 8 Februari 2015; yang merupakan mesyuarat Majlis Pimpinan terakhir dipengerusikan oleh Datuk Seri Anwar Ibrahim sebelum beliau dipenjarakan pada 10 Februari. Ia diadakan di ibu pejabat PAS, dan dihadiri oleh Hadi sendiri.<\/p>\n Pun begitu, Hadi telah mengemukakan notis kepada Parlimen pada 18 Mac, untuk melaksanakan hudud ke tas orang Islam di Kelantan dengan meminda Akta 355, iaitu Akta Mahkamah Syariah (Bidangkuasa Jenayah) 1965. Undang-undang hudud di Kelantan baru sahaja diluluskan secara sebulat suara oleh sidang DUN Kelantan pada 19 Mac 2015. Dengan mengemukakan notis pada ketika rang pindaan enakmen tersebut belum pun diluluskan, ia menunjukkan bahawa Hadi sekali lagi telah memungkiri janji yang dibuatnya sendiri pada mesyuarat 8 Februari, bahawa sebarang usaha untuk mengemukakan usul persendirian harus terlebih dahulu dibincangkan dalam mesyuarat Majlis Pimpinan.<\/p>\n Isu yang didepani Majlis Pimpinana Pakatan Rakyat bukan setakat kedegilan PAS yang mahu percaya dan bekerjasama dengan Umno demi melaksanakan undang-undang hudud tetapi juga penghinaan presidennya terhadap Pakatan Rakyat dengan memungkiri janji yang dinyatakannya sendiri kepada Pakatan Rakyat. Pengkhianatan bersiri oleh kepimpinan utama PAS ini adalah satu tindakan provokasi yang dilakukan secara sengaja untuk memecahkan Pakatan Rakyat, atau demi mengugut DAP dan PKR supaya menyerah kepada PAS atau sebaliknya melihat Pakatan Rakyat berpecah.<\/p>\n Pendekatan sedemikian oleh Hadi tidak boleh menjadi sebahagian daripada pendekatan konsensus yang digunakan Pakatan Rakyat demi demokrasi yang sihat dan koalisi yang berfungsi dengan baik, malah ia mencabuli pendekatan konsensus tersebut. Bukan sahaja pimpinan DAP berasa marah dan dikhianati oleh PAS Kelantan dan beberapa pimpinannya yang pro-Umno atas sikap tidak jujur, licik dan khianat mereka membelakangi Pakatan Rakyat, tetapi juga kerelaannya untuk percaya dengan Umno bagi melaksanakan undang-undang hudud.<\/p>\n Pengundi bukan Islam dan muslim moderat yang telah menyokong PAS dalam pilihanraya umum yang lalu turut berasa marah dengan pengkhianatan ini. Amat menyedihkan jika Hadi mendakwa bahawa masih ada tempat untuk PAS di hati orang bukan-Islam kerana ia bukan sahaja tidak benar malah beliau sebenarnya berkhayal jika menyangkakan bahawa sokongan kalangan bukan-Islam terhadap PAS masih belum hilang.<\/p>\n DAP dengan tegas membantah pelaksanaan undang-undang hudud bukan kerana ia Islamik, tetapi kerana ia bertentangan dengan Perlembagaan Persekutuan. Ini dicerminkan oleh maklumbalas yang dikendalikan oleh Merdeka Center di kalangan warga Melayu pada April 2014 di mana 58% responden Melayu merasakan bahawa negara masih belum bersedia untuk melaksanakan hudud, dan maklumbalas terbaru pula menunjukkan bahawa 81% responden Melayu\/Islam lebih mengutamakan bantuan dan pemulihan banjir berbanding undang-undang hudud.<\/p>\n Bagi para pembela Umno dan MCA di dalam media yang dikawal BN, di kedua-dua akhbar Cina dan bukan Cina, mereka sepatutnya mendengar nasihat bekas presiden MCA Tan Sri Dr Chua Soi Lek di Malaysiakini hari ini dan MCA tidak boleh mengeluarkan kenyataan menghentam DAP sedangkan Umno juga turut menyokong undang-undang hudud. Apologis media Umno di dalam media berbahasa Cina ini telah memaafkan Umno kerana menyokong hudud tetapi terus menyalahkan DAP walaupun DAP menentang undang-undang hudud.<\/p>\n Apoligis media Umno di akhbar Cina juga turut memilih untuk tidak menghiraukan kenyataan bekas Naib Presiden MCA Datuk Gan Ping Sieu bahawa MCA sepatutnya menghukum Umno kerana menyokong hudud dengan memutuskan ikatan dengan Umno, kerana menteri Umno di Jabatan Perdana Menteri Jamil Khir Baharom lah yang telah menghasut PAS di Parlimen pada 27 MAc 2014 untuk melaksanakan hudud ke atas orang Islam di Kelantan dengan menjanjikan sokongan Kerajaan Persekutuan.<\/p>\n PAS nampaknya telah meletakkan dirinya di satu sudut dengan kerelaan untuk hilang segala-galanya, bukan sahaja menamatkan Pakatan Rakyat malahan juga prospek dalam pilihanraya akan datang, dengan meletakkan kepercayaan kepada Umno demi melaksanakan undang-undang hudud. Dalam mesyuarat Jawatankuasa Eksekutif Pusat (CEC) DAP Isnin malam nanti, tindakan terkini oleh Hadi ini akan dipertimbangkan sekali bersama undang-undang hudud yang telah diluluskan oleh PAS Kelantan.<\/p>\n LIM GUAN ENG
