Ground breaking ceremony for Public and Affordable Housing Scheme in Jalan SP Chelliah, on Friday, 6th March at 10 am.
\nSpeech by YAB Lim Guan Eng, Chief Minister of Penang <\/p>\n
I am honoured to be here today, to officiate the ground breaking ceremony for this much-awaited Public and Affordable Housing Scheme at Jalan SP Chelliah, George Town.<\/p>\n
In this regard, I would like to congratulate Penang Development Corporation (PDC), Majlis Perbandaran Pulau Pinang (MPPP) and Developer Zubicon Sdn Bhd for working together, in the spirit of public private sector partnership, in bringing this project to fruition, for the people of Penang.<\/p>\n
The state government has established the Public Housing Fund and Affordable Homes Fund, the largest by a state government in Malaysian history, worth RM 500 million to build 22,545 public housing units ( less than RM 72,500 ) and affordable housing units ( less than RM 400,000 ). <\/p>\n
In support of the State Government\u2019s efforts to develop more affordable homes for the State of Penang, MPPP which is the registered proprietor of the land, and PDC had planned for the development of 2,093 units of medium cost and low medium cost affordable homes on lot 1053 and part of lot 758, comprising approximately 11.04 acres, at Jalan S.P. Chelliah, George Town, Penang. <\/p>\n
MPPP had appointed PDC as its attorney and Project Administrator to administer and manage the development of the land into affordable homes.<\/p>\n
PDC then called for Open competitive tender for the Request for Proposal for this project, which was awarded to Zubicon Sdn Bhd. as the developer to develop this land into medium cost and low medium cost affordable homes.<\/p>\n
The State Government and PDC would like to ensure that the project is fast track so that the people of Penang can enjoy the benefits of affordable home in George Town itself. In this regard the development schedule of the entire development of AHS on this land is expected to be fully completed by November 2019.<\/p>\n
I am pleased to inform that the 2,093 units of affordable homes for this project will comprise the following components:<\/p>\n
\u00b7 275 units of minimum 1000 sq ft at maximum selling price of RM 400,000.00 per unit;<\/p>\n
\u00b7 165 units of minimum 900 sq ft at maximum selling price of RM 300,000.00 per unit;<\/p>\n
\u00b7 883 units of minimum 800 sq ft at maximum selling price of RM200,000.00<\/p>\n
\u00b7 770 units of minimum 700 sq ft LMC at maximum selling price of RM 72,500.00 per unit.<\/p>\n
The Gross Development Value ( GDV ) for the entire project is RM 600 million . <\/p>\n
Out of the number of units to be built, the State Government through Penang Bumiputera Housing Trust Accounts, the State Government will channel RM52.9 million as cost to provide 320 units of low medium cost houses solely for Bumiputera buyers. These units are equipped with car parks and proceeds from the sale of these units totalling RM 23.2 million will be returned to the same Bumiputera Housing Trust Account to enable the Penang State Government to provide more units for Bumiputera buyers. <\/p>\n
Penang Bumiputera Housing Trust Account now stands at RM 69.3 million as of January 31, 2015 with a balance of RM 16.4 million after the Bumiputera Housing project valued at RM 52.9 million. The State government will continue with study and provide more Bumiputera public housing upon RM 23.2 million being channeled into the Penang Bumiputera Housing Trust Account following completion of these units within 3 years. <\/p>\n
It is to be emphasised that the state government complies with the guidelines and housing regulations drawn by the federal government. Lies or accusations thrown against the state government alleging that the state government practices discrimination or oppresses certain race are evil and baseless as these unwelcomed groups should also admonish the federal government which bears responsibility for setting out these guidelines. <\/p>\n
The State Government and PDC would like to ensure that good community infrastructure and amenities\/facilities will be built in this project. In this regard, the facilities planned include a pavilion, linear park, community park, riverfront point, market street, big tree skyway, bus terminal, taxi hub, Chelliah Square, civic center, surau as well as upgrading of the existing road of S.P. Chelliah.<\/p>\n
We will also ensure the building of additional car parks for low medium cost (LMC) affordable homes, which in total will cost RM 29 million.<\/p>\n
More importantly, in line with the State Government\u2019s aspiration of being No 1 in the country for a Cleaner, Greener and Safer environment in Penang, the development of SP Chelliah shall comply with the Green Building Index (GBI) of Gold Class for Medium Cost affordable homes and Certified for Low Medium Cost (LMC) and shall consist of seventy percent (70%) green area of the entire development. This certification of GBI will become a model and benchmark for future AHS and other related projects. <\/p>\n
In this regard, I would also like to compliment Zubicon Sdn Bhd which has shown great enthusiasm and commitment to the success of this project and in working closely with the State Government and PDC, MPPP in ensuring that this project meets the State Government\u2019s aspirations of good quality in a clean, green and safe environment <\/p>\n
Ladies and Gentlement, in terms of plans for affordable housing for the State of Penang, I am pleased to inform that the State Government is embarking on a total of 12 affordable housing schemes (inclusive of SP Chelliah), with the PDC which will comprise 22,545 units of affordable homes in all 5 districts in Penang.<\/p>\n
The sites for the 12 affordable housing projects comprise this SP Chelliah project, as well as in Teluk Kumbar, Jelutong, Pintasan Cecil and Sandilands (on the island) and Bandar Cassia, Kampung Jawa, Ampang Jajar, Bukit Mertajam, Juru, Mak Mandin and Ujung Batu on the mainland. As you are aware, works have started for 2 projects ie Bandar Cassia, Batu Kawan and Teluk Kumbar.<\/p>\n
In this regard, I am pleased to note that the future supply of quality affordable housing projects in the State of Penang by the State Government, PDC as well as the private sector, comprising good facilities and community infrastructure, is very promising.<\/p>\n
With this optimistic note, I now have the pleasure of officiating the ground breaking ceremony for this affordable housing scheme at SP Chelliah.<\/p>\n

Saya amat berbesar hati berada di sini pada hari ini, untuk merasmikan majlis pecah tanah yang dinanti-nantikan iaitu Skim Perumahan Awam dan Mampu Milik di Jalan SP Chelliah, George Town.<\/p>\n
Sehubungan dengan ini, saya ingin mengucapkan tahniah kepada Perbadanan Pembangunan Pulau Pinang ( PDC ), Majlis Perbandaran Pulau Pinang ( MPPP ) dan pemaju Zubicon Sdn Bhd atas kerjasama, dalam semangat perkongsian sektor awam dan swasta, kerana telah membuahkan hasil projek ini, untuk rakyat Pulau Pinang.<\/p>\n
Kerajaan negeri telahpun menubuhkan Tabung Perumahan Awam dan Mampu Milik yang terbesar oleh mana-mana kerajaan negeri dalam sejarah Malaysia sebanyak RM 500 juta untuk membina 22,545 rumah awam (kurang daripada RM 72,500) dan rumah mampu milik ( kurang daripada RM 400,000).<\/p>\n
Dalam menyokong usaha Kerajaan Negeri untuk membangunkan rumah mampu milik bagi Negeri Pulau Pinang, MPPP yang merupakan pemilik berdaftar tanah ini telah merancang dengan PDC untuk membina sebanyak 2,093 unit rumah-rumah kos sederhana dan kos sederhana rendah yang mampu dimiliki di atas lot 1053 dan sebahagian daripada lot 758, yang terdiri daripada kira-kira 11.04 ekar, di Jalan SP Chelliah , George Town, Pulau Pinang .<\/p>\n
MPPP telah melantik PDC sebagai wakilnya dan juga sebagai \u201cPentadbir Projek\u201d untuk mentadbir dan mengurus pembangunan rumah mampu milik di atas tanah ini.<\/p>\n
Sehubungan dengan itu, PDC telah memanggil secara tender terbuka suatu Permintaan Untuk Cadangan\u201d (RFP) untuk projek ini yang diawadkan kepada Zubicon Sdn Bhd berdasarkan merit, sebagai pemaju untuk membangunkan rumah-rumah mampu milik kos sederhana dan kos sederhana rendah.<\/p>\n
Kerajaan Negeri dan PDC ingin memastikan bahawa projek ini akan berjalan dengan lancar dan mengikut jadual supaya rakyat Pulau Pinang boleh menikmati faedah daripada rumah mampu milik di George Town sendiri. Dalam hal ini jadual pembangunan keseluruhan rumah mampu milik di atas tanah ini dijangka siap sepenuhnya pada November 2019.<\/p>\n
Saya dengan sukacitanya ingin memaklumkan bahawa jumlah keseluruhan 2,093 unit rumah mampu milik untuk projek ini adalah terdiri daripada komponen-komponen berikut :<\/p>\n
275 unit, minimum 1000 kaki persegi pada harga jualan maksimum RM 400,000.00 seunit ;<\/p>\n
165 unit, minimum 900 kaki persegi pada harga jualan maksimum RM 300,000.00 seunit ;<\/p>\n
883 unit, minimum 800 kaki persegi pada harga jualan maksimum RM200,000.00 dan,<\/p>\n
770 unit, minimum 700 kaki persegi Kos Sederhana Rendah (LMC) pada harga jualan maksimum RM 72,500.00 seunit.<\/p>\n
Nilai Pembangunan Kasar (GDV) untuk seluruh projek ini adalah RM 600 juta.<\/p>\n
Untuk makluman semua, daripada jumlah unit-unit yang akan dibina ini, Kerajaan Negeri menerusi Akaun Amanah Perumahan Bumiputera Pulau Pinang akan menyalurkan kos sebanyak RM52.9 juta untuk menyediakan 320 unit rumah kos sederhana rendah khas untuk golongan pembeli Bumiputera sahaja. Unit-unit ini juga akan dibekalkan tempat letak kereta dan hasil daripada jualan unit-unit ini sebanyak RM 23.2 juta akan disalur balik ke dalam Akaun Amanah Perumahan Bumiputera yang sama supaya Kerajaan Negeri Pulau Pinang dapat menyediakan lebih banyak unit untuk golongan Bumiputera.<\/p>\n
Akaun Amanah Perumahan Bumiputera Pulau Pinang kini berjumlah RM 69.3 juta setakat 31 Januari 2015 yang bermakna akan berbaki RM 16.4 juta selepas projek ini untuk perumahan bumi sebanyak RM 52.9 juta. Kerajaan negeri akan terus mengkaji dan menyediakan lebih banyak perumahan awam bumi selepas jumlah RM 23.2 juta diperolehi bila rumah ini siap dalam masa 3 tahun lagi disalurkan balik kepada Akaun Amanah Perumahan Bumiputera Pulau Pinang.<\/p>\n
Perlu ditegaskan bahawa kerajaan negeri mengikut garis panduan dan peraturan perumahan yang ditetapkan oleh kerajaan persekutuan. Fitnah atau tohmahan terhadap kerajaan negeri bahawa kerajaan negeri bersikap diskriminasi atau menindas kaum tertentu adalah jahat dan tidak berasas kerana golongan yang tidak diingini ini harus juga mengecam kerajaan persekutuan yang merupakan pihak yang menetapkan garis panduan tersebut.<\/p>\n
Kerajaan Negeri dan PDC ingin memastikan infrastruktur yang baik untuk masyarakat dan kemudahan-kemudahan lain dibina dalam projek ini. Kemudahan yang dirancang termasuklah pavilion , taman linear, taman komuniti , \u201criverfront point\u201d, \u201cmarket street\u201d, \u201cbig tree skyway\u201d, terminal bas, hab teksi, \u201cChelliah Square\u201d, pusat sivik, surau serta menaik taraf jalan sedia ada Jalan SP Chelliah.<\/p>\n
Kerajaan Negeri juga akan memastikan pembinaan tempat letak kereta tambahan untuk kos sederhana rendah ( LMC ) rumah mampu milik yang secara keseluruhan akan menelan belanja sebanyak RM 29 juta .<\/p>\n
Lebih penting lagi, selaras dengan hasrat Kerajaan Negeri untuk menjadi negeri pertama (N0. 1) dalam negara ini untuk persekitaran yang Bersih, Hijau dan Selamat di Pulau Pinang. Pembangunan SP Chelliah hendaklah mematuhi Indeks Bangunan Hijau atau Green Building Index ( GBI ) Kelas Emas untuk Rumah Mampu Milik Kos Sederhana dan Sijil untuk Kos Sederhana Rendah ( LMC ) dan hendaklah terdiri daripada tujuh puluh peratus ( 70 % ) kawasan hijau keseluruhan pembangunan. Pensijilan GBI ini akan menjadi model dan penanda aras untuk masa depan Skim Perumahan Mampu Milik dan projek-projek lain yang berkaitan.<\/p>\n
Dalam hal ini, saya juga ingin memberi pujian kepada Zubicon Sdn Bhd yang telah menunjukkan semangat yang besar dan komitmen untuk menjayakan projek ini dan bekerjasama dengan Kerajaan Negeri, PDC dan MPPP bagi memastikan projek ini memenuhi aspirasi Kerajaan Negeri yang berkualiti dalam persekitaran yang bersih, hijau dan selamat.<\/p>\n
Para hadirin sekalian, dari segi perancangan untuk perumahan mampu milik bagi Negeri Pulau Pinang, saya dengan sukacitanya ingin memaklumkan bahawa Kerajaan Negeri sedang melaksanakan sejumlah 12 skim rumah mampu milik (termasuk SP Chelliah ), dengan PDC yang akan terdiri daripada 22,545 unit rumah mampu milik di semua 5 daerah di Pulau Pinang.<\/p>\n
Tapak untuk 12 projek perumahan mampu milik ini, terdiri daripada projek SP Chelliah, dan juga di Teluk Kumbar, Jelutong , Pintasan Cecil dan Sandilands (di kawasan Pulau) dan Bandar Cassia, Kampung Jawa, Ampang Jajar, Bukit Mertajam, Juru , Mak Mandin dan Ujung Batu di Seberang Perai. Seperti yang anda sedia maklum, kerja-kerja telah dimulakan untuk 2 projek iaitu Bandar Cassia di Batu Kawan dan Teluk Kumbar .<\/p>\n
Dalam hal ini, saya dengan sukacitanya ingin memaklumkan bahawa pembinaan projek-projek perumahan mampu milik yang berkualiti pada masa hadapan di Negeri Pulau Pinang oleh Kerajaan Negeri, PDC dan juga sektor swasta, yang akan merangkumi kemudahan dan infrastruktur yang baik untuk masyarakat, adalah sangat cerah.<\/p>\n
