Whilst opening the Wisma REHDA (Real Estate and Housing Developers&#8217; Association Malaysia) yesterday, Najib urged all states to ensure that low-cost housing was available to those who needed it and to not see it as a profitable business venture<\/p>\n<p><!--more--><\/p>\n<p>The Penang state government agrees with Najib that it is wrong, irresponsible and against public interest for government agencies to profit from building such homes. Unfortunately federal agencies such as PERDA and JKP Sdn Bhd intend to profit hugely, with an estimated profit of RM 32 million by JKP Sdn Bhd from 8 projects and RM117 million by PERDA from 7 projects throughout Penang (see table).<\/p>\n<p>How can federal agencies like PERDA be helping the poor or even bumis by building luxury homes selling at a price of RM 1.85 million in Teluk Kumbar, Daerah Barat-Daya? This shocking fact was revealed in a letter to me dated 30 September 2014 by Penang UMNO Chair and Penang Federal Action Council Chairman, Dato Zainal Abidin Osman:-<\/p>\n<p> \tKeluasan<br \/>\n        (Ekar)\tKomponen Pembangunan Projek\tUnjuran  Keuntungan<br \/>\n                Kos RendahKos Sederhana\tKomersial\t(RM)<br \/>\nPERDA\t514.18\t1656\t  4246\t        401\t116,950, 877. 00<br \/>\nJKP\t91.6\t791       2300\t        50\t32,038, 291.24<br \/>\nJumlah\t605.78\t2447\t  6546\t        451\t148,989, 168.24<\/p>\n<p>Unlike both JKP and Perda, the Penang state government will be losing RM 500-800 million from building public and affordable housing. The Penang state government follows the Federal government\u2019s guidelines to price public housing at below RM 72,500, whilst affordable housing are between RM 72,500 to RM 400,000 on Penang island and between RM 72,500 to RM 250,000 on the mainland of Seberang Perai. No homes built by the Penang state government, are sold at more than RM 400,000, much less the RM 1.85 million homes sold by PERDA.<\/p>\n<p>Najib should advise both JKP and PERDA to focus on building low-cost and low-medium cost housing as well as to stick to the guidelines of not selling houses exceeding RM 400,000 and not make such a huge profit of RM 150 million from the 15 housing projects. Failure to do so would either expose Najib as being insincere and that the Federal government is hypocritical by not practicing what they preach when they are willing to profit from such so-called public and affordable housing projects.<\/p>\n<p>LIM GUAN ENG <\/p>\n<p>&#8212; BM version &#8212;<\/p>\n<p>Kenyataan Media Ketua Menteri Pulau Pinang, Lim Guan Eng di Komtar, Georgetown pada 6.11.2014.<\/p>\n<p>Perdana Menteri Datuk Seri Najib Razak perlu memastikan bahawa agensi-agensi Persekutuan seperti Lembaga Kemajuan Wilayah Pulau Pinang (PERDA) dan JKP Sdn Bhd memimpin dan tidak mendapat keuntungan daripada membina kos rendah dan projek perumahan mampu milik apabila PERDA dan JKP menjangkakan keuntungan RM 150 juta daripada 15 projek di Pulau Pinang.<\/p>\n<p>Perdana Menteri Datuk Seri Najib Razak perlu memastikan bahawa agensi-agensi Persekutuan seperti Lembaga Kemajuan Wilayah Pulau Pinang (PERDA) dan JKP Sdn Bhd memimpin dan tidak mendapat keuntungan daripada membina kos rendah dan projek perumahan mampu milik apabila PERDA dan JKP menjangkakan keuntungan RM 150 juta daripada 15 projek di Pulau Pinang. Ketika merasmikan Wisma REHDA (Real Estate and Housing Developers&#8217; Association Malaysia) semalam, Najib menggesa semua pihak memastikan perumahan kos rendah yang tersedia untuk mereka yang memerlukannya dan tidak melihatnya sebagai usaha perniagaan yang menguntungkan.<\/p>\n<p>Kerajaan Negeri Pulau Pinang bersetuju dengan Najib bahawa adalah salah, tidak bertanggungjawab dan bertentangan dengan kepentingan awam bagi agensi-agensi kerajaan untuk mendapatkan keuntungan melalui pembinaan rumah tersebut. Malangnya agensi persekutuan seperti PERDA dan JKP Sdn Bhd bercadang untuk mengambil keuntungan besar, dengan anggaran keuntungan sebanyak RM 32 juta oleh JKP Sdn Bhd daripada 8 projek dan PERDA dengan RM117 juta daripada 7 projek di seluruh Pulau Pinang (lihat jadual).<\/p>\n<p>Bagaimana agensi-agensi persekutuan seperti PERDA dapat membantu warga miskin bahkan Bumiputera dengan membina rumah-rumah mewah yang dijual pada harga RM 1.85 juta di Teluk Kumbar, Daerah Barat-Daya? Fakta mengejutkan itu terungkap dalam surat kepada saya bertarikh 30 September 2014 oleh Ketua UMNO Pulau Pinang dan Pengerusi Majlis Tindakan Persekutuan Pulau Pinang, Dato Zainal Abidin Osman: &#8211;<\/p>\n<p> \tKeluasan<br \/>\n        (Ekar)\tKomponen Pembangunan Projek\tUnjuran  Keuntungan<br \/>\n                Kos RendahKos Sederhana\tKomersial\t(RM)<br \/>\nPERDA\t514.18\t1656\t  4246\t        401\t116,950, 877. 00<br \/>\nJKP\t91.6\t791       2300\t        50\t32,038, 291.24<br \/>\nJumlah\t605.78\t2447\t  6546\t        451\t148,989, 168.24<\/p>\n<p>Tidak seperti JKP dan Perda, kerajaan negeri Pulau Pinang akan kerugian RM 500-800 juta apabila membina perumahan awam dan mampu milik. Kerajaan Negeri Pulau Pinang mengikuti garis panduan kerajaan Persekutuan untuk harga perumahan awam di bawah RM 72,500, manakala rumah mampu milik adalah antara RM 72,500 hingga RM 400,000 di Pulau Pinang dan antara RM 72,500 hingga RM 250,000 di Seberang Perai. Tiada rumah yang dibina oleh kerajaan negeri Pulau Pinang, yang dijual melebihi daripada RM 400,000, berbanding rumah RM 1.85 juta yang dijual oleh PERDA.<\/p>\n<p>Najib harus memberitahu JKP dan PERDA untuk memberi tumpuan kepada membina kos rendah dan perumahan kos sederhana rendah dan juga untuk tetap berpegang pada garis panduan tidak menjual rumah melebihi RM 400,000 dan tidak membuat apa-apa keuntungan yang besar sehingga RM 150 juta daripada 15 perumahan projek. Kegagalan untuk berbuat demikian sama ada akan mendedahkan Najib sebagai tidak ikhlas dan kerajaan Persekutuan adalah munafik dengan tidak mengamalkan apa yang mereka dakwa apabila mereka bersedia untuk mendapatkan keuntungan dari projek-projek perumahan awam dan mampu milik. <\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212; CN version &#8212;<\/p>\n<p>\u69df\u57ce\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2014\u5e7411\u67086\u65e5\u5728\u4e54\u6cbb\u5e02\u5149\u5927\u53d1\u8868\u7684\u6587\u544a.<\/p>\n<p>\u9996\u76f8\u62ff\u7763\u65af\u91cc\u7eb3\u5409\u5e94\u8be5\u786e\u4fdd\u8054\u90a6\u653f\u5e9c\u673a\u6784\u5982\u69df\u5dde\u533a\u57df\u53d1\u5c55\u5c40\uff08PERDA\uff09\u53ca\u623f\u5c4b\u53d1\u5c55\u5c40\u6709\u9650\u516c\u53f8\uff08JKP SDN.
