Destroying Academic Freedom Will Also Stifle Academic Excellence Where Malaysian Universities Continue To Deteriorate, Exemplified By The Fact That No Single Local University Managed To Enter The Top 100 Time Higher Education Asia University Rankings 2014.<\/p>\n
In a further blow to academic freedom in Malaysia, Professor Datuk Dr Mohamad Redzuan Othman was forcibly removed as the head of University Malaya\u2019s Centre for Democracy and Elections (UMCEDEL), while his tenure as the dean of the Faculty of Arts and Social Sciences in the university was not removed. Redzuan\u2019s removal is a repeat of the removal of academics punished for speaking the truth. <\/p>\n

A recent case of interference by Putrajaya included the suspension of constitutional law expert Dr Aziz Bakri from the International Islamic University of Malaysia (IIUM) for questioning the Sultan of Selangor’s decree in the raid of the Damansara Utama Methodist Centre in October 2011. Aziz was denied natural justice and suspended even before the probe against him had been completed. <\/p>\n
In solidarity with Prof Redzuan, former deputy Education Minister Dato\u2019 Saifuddin Abdullah announced his resignation as a senior research fellow at University Malaya. Following this, Saifuddin also revealed on his Facebook that Prof Redzuan had been removed by \u201corders from certain quarters in the Education Ministry.\u201d <\/p>\n
Saifuddin had told The Malaysian Insider that he had learnt of the ministry’s interference about two months ago where Professor Redzuan was called by the management of the university. Redzuan was informed that the Education Ministry was not very happy with him and he was asked to resign. Saifuddin later confirmed this with the university’s vice-chancellor (VC) who was contacted by the Education Ministry that Redzuan should not continue as the director of UMcedel. <\/p>\n
DAP lauds Saifuddin for his principled stand that education, fighting corruption and unity cannot be compromised because these issues are fundamental and cannot be seen from a partisan perspective. Saifuddin\u2019s remarks further strengthen suspicion that Prof Redzuan\u2019s removal from his university posts was politically motivated. It is now clear that Prof Redzuan has been punished for being professional, factual and simply doing his job as a non-partisan researcher, and removed because his findings do not concur with the government of the day. <\/p>\n
Even though Saifuddin is a BN leader, DAP fully supports his stance in standing up for Prof Redzuan and the principles of academic freedom. DAP condemns the BN Federal government for the increasingly oppressive manner in which students and academics are treated. <\/p>\n
Since the beginning of this year alone, disciplinary action has been taken out against 25 university students for various reasons including attending public assemblies, demonstrating with anti-TPPA placards and posting anti-GST comments on Facebook. Meanwhile, three final year students from Universiti Malaysia Sabah were suspended and barred from sitting for their final examinations after demonstrating on campus against a university management decision. <\/p>\n
Even overseas Malaysian students are not spared or exempt from oppressive treatment by the Education Ministry. The Public Services Department recently issued a show-cause letter to final-year Australian National University student Aslam Abdul Jalil simply for taking part in a university forum that featured DAP MP Tony Pua. <\/p>\n
Clearly, academic freedom does not appear in the lexicon of the Malaysian Education Ministry. Draconian laws such as the University and University Colleges Act 1971 (AUKU) and the Educational Institutions (Discipline) Act 1976 must be abolished and there must be immediate cessation of tactics of intimidation and oppression on academics. Failure to do so will not only destroy academic freedom but also stifle academic excellence where Malaysian universities continue to deteriorate, exemplified by the fact that no single local university managed to enter the top 100 Time Higher Education Asia University Rankings 2014.<\/p>\n

Kenyataan media oleh Setiausaha Agung DAP merangkap Ahli Parlimen Bagan, Lim Guan Eng di Kuala Lumpur pada 2 Julai 2014.<\/p>\n
Membunuh kebebasan akademik akan turut membantutkan kecemerlangan akademik institusi pengajian tinggi negara yang terus merudum, diperlihatkan melalui hakikat bahawa tiada satu pun universiti tempatan layak tersenarai dalam ranking Top 100 Time Higher Education 2014 bagi universiti di Asia.<\/p>\n
Dalam satu lagi serangan terhadap kebebasan akademik di Malaysia, Profesor Datuk Dr Mohamad Redzuan Othman diberhentikan secara paksa sebagai Pengarah Pusat Kajian Demokrasi dan Pilihanraya Universiti Malaya (UMCEDEL), manakala tempoh khidmatnya sebagai dekan Fakulti Sastera dan Sains Sosial di universiti tersebut dikekalkan. Pemecatan Redzuan adalah ulang tayang langkah memecat ahli akademik sebagai hukuman kerana mengatakan yang benar.<\/p>\n
Kes masuk campur Putrajaya baru-baru ini termasuklah dalam hal penggantungan pakar undang-undang perlembagaan Dr Aziz Bari dari Universiti Islam Antarabangsa Malaysia (UIAM) kerana mempersoalkan titah Sultan Selangor terhadap serbuan ke atas Damansara Utama Methodist Center pada bulan Oktober 2011. Aziz dinafikan keadilan dan digantung poerkhidmatannya sebelum siasatan terhadapnya selesai.<\/p>\n
Sebagai tanda solidariti bersama Prof Redzuan, bekas timbalan menteri pengajian tinggi Dato\u2019 Saifuddin Abdullah mengumumkan perletakan jawatannya sebagai felo penyelidik utama di Universiti Malaya. Berikutan ini, Saifuddin turut mendedahkan di laman Facebook rasminya bahawa Prof Redzuan telah dipecat melalui arahan daripada pihak tertentu di dalam Kementerian Pendidikan.<\/p>\n
Saifuddin memberitahu The Malaysian Insider bahawa beliau mendapat tahu tentang campurtangan kementerian tersebut sekitar dua bulan lalu apabila Prof Redzuan dipanggil oleh pihak pengurusan universiti. Redzuan dimaklumkan bahawa Kementerian Pendidikan tidak senang hati dengannya dan beliau diminta meletakkan jawatan. Saifuddin kemudiannya mengesahkan hal ini dengan naib canselor universiti yang dihubungi Kementerian Pendidikan dan memberitahu bahawa Redzuan tidak perlu terus menjadi pengarah UMCEDEL.<\/p>\n
DAP memuji Saifuddin di atas pendiriannya yang berprinsip bahwa pendidikan, melawan rasuah dan perpaduan tidak boleh dikompromi kerana isu-isu tersebut adalah asas dan tidak boleh dilihat dari sudut pandang kepartian. Kenyataan Saifuddin menambah kekuatan syakwasangka bahawa pemecatan Prof Redzuan daripada jawatan universitinya adalah bermotifkan politik. Kini jelas bahawa Prof Redzuan dihukum kerana bertindak secara profesional, berasaskan fakta dan kerana beliau melaksanakan tugas sebagai seorang penyelidik yang tidak berpihak kepada parti politik, dan beliau dipecat kerana penemuan beliau tidak dipersetujui kerajaan hari ini.<\/p>\n
Walaupun Saifuddin merupakan seorang pemimpin Barisan Nasional, DAP menyokong penuh pendirian beliau untuk membela Prof Redzuan dan prinsip kebebasan akademik. DAP mengutuk kerajaan persekutuan BN atas layanan buruk dan penindasan yang semakin melampau terhadap mahasiswa dan ahli akademik.<\/p>\n
Sejak permulaan tahun ini sahaja, tindakan disiplin telah diambil terhadap 25 orang mahasiswa atas pelbagai alasan termasuk menyertai perhimpunan awam, berdemonstrasi dengan plakad anti-TPPA dan meletakkan komen anti-GST di Facebook. Dalam pada itu, tiga orang mahasiswa tahun akhir Universiti Malaysia Sabah digantung pengajian dan dihalang menduduki peperiksaan akhir setelah berdemonstrasi di kawasan kampus menentang keputusan pihak pengurusan universiti.<\/p>\n
Mahasiswa Malaysia di luar negara juga tidak terkecuali daripada layanan menindas pihak Kementerian Pendidikan. Jabatan Perkhidmatan Awam baru-baru ini memberi surat tunjuk sebab kepada seorang mahasiswa tahun akhir di Australian National Universiti Aslam Abdul Jalil hanya kerana menyertai forum universiti yang menampilkan Ahli Parlimen DAP Tony Pua.<\/p>\n
Jelas sekali \u2018kebebasan akademik\u2019 tidak wujud dalam kosa kata Kementerian Pendidikan Malaysia. Undang-undang lapuk seperti Akta Universiti dan Kolej Universiti 1971 (AUKU) dan Akta Institusi Pendidikan (Disiplin) 1976 mesti dimansuhkan, manakala taktik menakut-nakutkan dan menindas ahli akademik mesti dihentikan segera. Kegagalan berbuat demikian bukan hanya akan memusnahkan kebebasan akademik malah akan turut membantutkan kecemerlangan akademik institusi pengajian tinggi negara yang terus merudum, yang diperlihatkan melalui hakikat bahawa tiada satu pun universiti tempatan layak tersenarai dalam ranking Top 100 Time Higher Education 2014 bagi universiti di Asia.<\/p>\n
