Failure by the BN Federal government to upgrade the Penang International Airport for around RM 600 million but spend at least RM 2 billion to build a new international airport in Kulim will be seen as a vindictive act to punish Penang for supporting PR and rejecting BN with the largest mandate in history when PR garnered 68% of the popular vote in the Penang.<\/strong><\/p>\n

Can Penang BN tell Penangites what is their real stand following the contradictory position of UMNO Penang\u2019s support against Gerakan\u2019s opposition of the plan by Kedah state government to build a new International Airport next to Penang in Kulim? UMNO Penang had said that Penang should not feel threatened by a new international airport in Kulim with Penang UMNO Chairman Datuk Zainal Abidin Osman even asking what is there to fear since I had developed Penang well. On the other hand Penang BN Chairman Teng Chang Yeow had opposed the proposed Kulim International Airport. <\/p>\n

The Penang International Airport is in urgent need of an upgrade and expansion following the sterling double-digit passenger growth over the last 6years to 5.5 million passengers in 2013. Passenger growth is expected to exceed the Penang International Airpot\u2019s capacity of 6.5 million passengers by next year. This is a testimony to the success of the efforts by the state government to attract tourists and investors to make Penang as the preferred location of choice. <\/p>\n

<\/p>\n

The focus of the Federal Government would be to naturally develop and intensify its core competencies and advantages and the logical conclusion would be to further expand the Penang International Airport. This includes having 2 runways, an integrated air cargo facility and a MRO(maintenance, repair, overhaul) hub. Such upgrade of the Penang International airport is sorely needed when Penang is the top destination for Foreign Direct Investment in Malaysia from 2010 to August 2013 with RM 19.7 billion, or nearly 20% of Malaysia total figures. <\/p>\n

Further the growing services sector in Penang which has been intensified after the launching of the RM3.3 billion Business Process Outsourcing(BPO) hub this year and the signing of a RM11.3 billion Joint-Venture agreement between Temasek Holdings of Singapore and Penang Development Corporation, must be complemented by an upgrade of the Penang International Airport that is compatible with its international status. Amongst the top companies in the services sector already in Penang include Air Asia, food edible giant Wilmar, US company IHS, Germany\u2019s SAP and Citigroup with the latter\u2019s global credit financial hub processing 25 million transactions with a value of nearly USD 6 trillion annually. <\/p>\n

If the BN Federal government still feels that a new international airport is needed in Kulim after this upgrade of the Penang International Airport is completed, then the BN Federal government can go ahead. Penang is not afraid of competition provided the upgrade is done, but the BN Federal government should be mindful of wasteful \u201cwhite elephant\u201d projects such as the empty RM250 million Melaka airport that is empty of flights. <\/p>\n

Kegagalan kerajaan Persekutuan BN untuk menaik taraf Lapangan Terbang Antarabangsa Pulau Pinang dengan kos sekitar RM600 juta tetapi membelanjakan sekurang-kurangnya RM2 bilion untuk membina lapangan terbang antarabangsa baru di Kulim akan dilihat sebagai tindakan membalas dendam untuk menghukum Pulau Pinang kerana menyokong PR dan menolak BN dengan mandat terbesar dalam sejarah apabila PR mendapat 68% undi popular di Pulau Pinang.<\/strong><\/p>\n

Bolehkah BN Pulau Pinang memberitahu rakyat Pulau Pinang pendirian sebenar mereka berikutan kedudukan yang bercanggah antara UMNO Pulau Pinang yang menyokong dan Gerakan yang membangkang pelan oleh kerajaan negeri Kedah untuk membina Lapangan Terbang Antarabangsa baru di sempadan Pulau Pinang di Kulim? UMNO Pulau Pinang berkata Pulau Pinang tidak harus berasa terancam dengan sebuah lapangan terbang antarabangsa yang baru di Kulim dengan Pengerusi UMNO Pulau Pinang, Datuk Zainal Abidin Osman bertanyakan apa yang perlu dikhuatirkan kerana saya telah membangunkan Pulau Pinang dengan baik. Sebaliknya, Pengerusi BN Pulau Pinang Teng Chang Yeow telah menentang pelan Lapangan Terbang Antarabangsa Kulim yang dicadangkan.<\/p>\n

Lapangan Terbang Antarabangsa Pulau Pinang perlu segera dinaik taraf dan diperbesarkan berikutan pertambahan penumpang dua digit dalam tempoh 6 tahun lepas kepada 5.5 juta penumpang pada tahun 2013. Pertambahan penumpang dijangka melebihi kapasiti Lapangan Terbang Antarabangsa Pulau Pinang akan melepasi had penumpang sebanyak 6.5 juta penumpang tahun depan . Ini adalah bukti kepada kejayaan usaha kerajaan negeri untuk menarik pelancong dan pelabur untuk menjadikan Pulau Pinang sebagai lokasi pilihan.<\/p>\n

Fokus Kerajaan Persekutuan adalah untuk membangunkan serta meningkatkan kecekapan dan kelebihan, maka kesimpulan logik adalah untuk membesarkan lagi Lapangan Terbang Antarabangsa Pulau Pinang. Ini termasuk pembinaan 2 landasan, kemudahan kargo udara bersepadu dan hub MRO (penyelenggaraan, pembaikan, baik pulih). Menaik taraf Lapangan Terbang Antarabangsa Pulau Pinang adalah amat perlu memandangkan Pulau Pinang merupakan destinasi utama bagi Pelaburan Langsung Asing di Malaysia dari tahun 2010 hingga Ogos 2013 dengan RM 19.7 bilion, atau hampir 20% daripada jumlah pelaburan Malaysia.<\/p>\n

Tambahan pula, sektor perkhidmatan yang semakin meningkat di Pulau Pinang dan yang dipergiatkan selepas pelancaran hab Business Process Outsourcing (BPO) yang bernilai RM3.3 bilion tahun ini serta majlis menandatangani perjanjian usahasama RM11.3 bilion antara Temasek Holdings Singapura dan Penang Development Corporation, harus dilengkapkan dengan menaik taraf Lapangan Terbang antarabangsa Pulau Pinang yang serasi dengan status antarabangsanya. Antara syarikat-syarikat terkemuka dalam sektor perkhidmatan yang telah bertapak di Pulau Pinang termasuk Air Asia, syarikat makanan gergasi Wilmar, syarikat AS IHS, SAP dari Jerman dan Citigroup dengan pemprosesan hab kewangan kredit global berjumlah 25 juta transaksi dengan nilai hampir USD6 trilion setahun.<\/p>\n

Jika kerajaan Persekutuan BN masih merasakan bahawa sebuah lapangan terbang antarabangsa yang baru diperlukan di Kulim selepas menaik taraf ini di Lapangan Terbang Antarabangsa Pulau Pinang selesai, maka kerajaan Persekutuan BN boleh meneruskan idea tersebut. Pulau Pinang tidak takut persaingan jika naik taraf telah dilaksanakan, tetapi kerajaan Persekutuan BN harus sedar pembaziran projek-projek gajah putih seperti lapangan terbang kosong bernilai RM250 juta di Melaka yang tiada pesawat.<\/p>\n
