It is the first pilot project of its kind in Malaysia which has been planned and designed based on Green Building Index (GBI) Interior Tool criteria.<\/p>\n<p>The ceremony today is also held coinciding with The World Environment Day 2014, which has just passed on the 5th of June themed, \u201cRaise your voice, not the sea level\u201d.  World Environment Day this year focuses on the risk and challenges faced by Small Island Developing States (SIDS) especially the rising of sea level in the context of climate change. Penang Island possess most of the small island characteristic. As a small size island, Penang Island itself expose to climate change as well as natural and environmental disasters.<\/p>\n<p><!--more--><\/p>\n<p>Ladies and Gentlemen,<\/p>\n<p>Signs of climate change have becoming more obvious, for example the prolonged drought that occurred earlier this year (Feb \u2013 April) and the recurring thunderstorms which caused flash floods at the Penang International Airport early April. These extreme weathers are highly unpredictable and they are devastating to us all. Environmental disasters not only cause millions of ringgit in losses but also affect the social-economy of the state.<\/p>\n<p>The main culprit of global warming and climate change is the ever-increasing levels of greenhouse gases emission such as carbon dioxide and methane gas. The concentration of carbon dioxide has now increased to 400 parts per million compared to 200-300 parts per million historically. What is far more worrying is that this number is still increasing constantly, worsen global warming!<\/p>\n<p>Honourable guests,<\/p>\n<p>In order to reduce the impact of development on the environment, Penang aspires to be the first green state in Malaysia with a variety of initiatives such as \u201cNo Free Plastic bags\u201d campaign, banning the use of polystyrene containers or better known as the \u201cWhite Coffin\u201d and the introduction of Car Free Day every Sunday morning at Beach Street. Aside from that, the rates of recycling in Penang has also increased to an average of 30% as of September 2013, making it the highest in the whole of Malaysia. All these efforts were conducted based on the goal of reducing greenhouse gases, reducing carbon footprint and last but not least, making Penang a more liveable and sustainable city.<\/p>\n<p>In line with the vision of the state, PGC now introduces their office with the concept of sustainable development. We are now gathered in the First Pilot Project in Malaysia, which is fully designed based on GBI interior tool, with GOLD Certification. Congratulations to PGC for this achievement!<\/p>\n<p>Ladies and Gentlemen,<\/p>\n<p>This Pilot Office is the first of its kind to use environmental-friendly raw materials. For instant, the cement floor and wall paints contain very low levels of VOC (volatile organic compound). The list does not stop here as the furniture are recycled while the working tables and cubicles are made from recycled wooden pallets.<\/p>\n<p>The concept of the office was also planned in order to reduce energy consumption. Here, energy saving electrical appliances were installed, while the office is naturally lit. This office also practises the use of recycled paper and has installed water efficient fixtures.<\/p>\n<p>Honourable guest,<\/p>\n<p>In year 2012, I launched Penang\u2019s Green Office Certification project. Today, PGC has risen to the challenge and achieved a remarkable milestone by becoming the First Pilot Project in Malaysia to receive Gold Certification of GBI Interior Tool. I hope that this office will be an example to more of its kind in the whole of Penang and Malaysia. As the saying goes, &#8220;We do not inherit the earth from our ancestors, but borrow it from our children\u201d. I would like to urge everyone to work together for a better future. Be it a small initiative from home or work, we all are capable of making a significant change to the environment.<\/p>\n<p>Ladies and Gentlemen,<\/p>\n<p>We appreciate the efforts from individuals and organizations who had contributed to the improvement of Penang\u2019s environment. In the second half of the year, PGC is going to organise Penang International Green Carnival in September and Green Pinang 3A Gala in November. We welcome contributors of climate change solutions to take part in the Carnival, be it your ideas or technologies.  In line with 3A Gala Night held by PGC, the State Government is giving out certificates of appreciation to all those contributors. I would like to call upon everyone to nominate any known contributors at PGC\u2019s website.<\/p>\n<p>Before I end, I would like to give very special thanks to our GBI facilitator, Mr Baylon Tham, who mooted this idea for PGC new office and bridge the communication between PGC and MGBC (Malaysian Green Building Confederation). Sambutan Hari Alam Sekitar Sedunia tahun ini berfokus kepada risiko dan cabaran di Negara-negara Pulau Kecil  Membangun terutamanya peningkatan aras laut dalam konteks perubahan iklim.  Pulau Pinang mempunyai kebanyakan ciri-ciri pulau kecil. Pulau Pinang sebagai pulau yang bersaiz kecil terdedah kepada perubahan cuaca serta bencana alam dan persekitaran.<\/p>\n<p>Sidang Hadirin Yang Dihormati,<br \/>\nTanda-tanda perubahan iklim kini semakin ketara, contohnya musim kemarau yang berlanjutan pada awal tahun ini (Feb &#8211; April) dan kekerapan hujan ribut yang meningkat seperti kes banjir kilat di Lapangan Terbang Antarabangsa Pulau Pinang pada awal bulan April. Fenomena cuaca ekstrem dan tidak menentu ini akan melanda semua lapisan masyarakat. Bencana persekitaran seperti ini telah membawa kerugian dari segi sosio-ekonomi Negeri. <\/p>\n<p>Salah satu punca berlakunya pemanasan global dan perubahan iklim adalah pelepasan gas rumah hijau seperti karbon dioksida dan gas metana yang meningkat secara mendadak. Kini, kepekatan karbon dioksida di atmosfera telah meningkat ke 400 bahagian per juta berbanding kepada 200 &#8211; 300 bahagian per juta pada zaman dahulu. Yang lebih membimbangkan adalah jumlah ini masih meningkat! <\/p>\n<p>Tuan \u2013 tuan dan Puan \u2013 puan,<br \/>\nUntuk mengurangkan impak pembangunan ke atas alam sekitar, Pulau Pinang telah berhasrat untuk menjadi negeri hijau pertama di Malaysia dengan inisiatif-inisiatif seperti kempen \u201cTiada Beg Plastik Percuma\u201d, larangan Keranda Putih atau bekas makanan polisterin dan Hari Tanpa Kereta di Lebuh Pantai. Pulau Pinang telah mencapai kadar kitar semula yang paling tinggi di Malaysia iaitu secara puratanya 30% (September 2013). Usaha-usaha ini dijalankan berasaskan matlamat mengurangkan pelepasan gas rumah hijau, menurunkan kesan tapak kaki karbon dan seterusnya menjadikan Pulau Pinang sebuah negeri yang sesuai diduduki dalam konteks kelestarian.<\/p>\n<p>Seiring dengan visi negeri, PGC kini memperkenalkan pembangunan secara mampan di persekitaran pejabat PGC. Kita sekarang berada di Projek Perintis Pertama di Malaysia yang direkabina berdasarkan GBI Interior Tool, dan telah mendapat pengiktirafan emas daripada agensi pengiktirafan yang bertauliah. Tahniah kepada PGC atas pencapaian ini!<\/p>\n<p>Hadirin sekalian,<br \/>\nPejabat perintis ini adalah pejabat pertama yang menggunakan bahan mentah mesra alam. Sebagai contoh, lantai simen dan cat dinding yang mengandungi VOC yang rendah (low volatile organic compound). Selain itu, perabot yang diguna dalam pejabat ini adalah perabot terpakai dan ruang kerja yang disediakan adalah diubahsuai daripada kayu \u2018pallet\u2019 yang dikitar semula. <\/p>\n<p>Konsep pembinaan pejabat ini turut dirancang untuk mengurangkan penggunaan tenaga elektrik. Contohnya: pemasangan peralatan elektrik yang jimat tenaga (energy saving) dan pengunaan sumber cahaya semula jadi di dalam pejabat. Pejabat ini turut mengamalkan penggunaan kertas kitar semula dan pemasangan kelengkapan air yang efisien.<\/p>\n<p>Sidang Hadirin Yang Dihormati<br \/>\nPada tahun 2012, saya telah melancarkan projek Pejabat Hijau Pulau Pinang. Tahun ini, PGC telah mencecah satu lagi pencapaian yang memberangsangkan melalui Projek Perintis Pertama Di Malaysia Yang Berjaya Memperolehi Pengiktirafan Emas \u2018GBI Interior Tool&#8217;. Saya berharap agar pejabat PGC ini boleh menjadi contoh kepada lebih banyak pejabat di seluruh Pulau Pinang dan Malaysia demi pemuliharaan alam sekitar. Umpamanya, &#8220;Kita tidak mewarisi bumi daripada nenek moyang, tetapi meminjam daripada kanak- kanak kita&#8221;. Saya menyeru semua pihak supaya bekerjasama demi generasi akan datang. Sama ada inisiatif kecil dari rumah tangga ataupun tempat kerja, kita mampu memberi impak yang siknifikan kepada alam sekitar. <\/p>\n<p>Tuan\u2013tuan dan Puan\u2013puan,<br \/>\nKerajaan Negeri amat menghargai sumbangan individu dan organisasi atas peningkatan kualiti alam sekitar Pulau Pinang. Pada separuh kedua tahun ini, PGC akan menganjurkan Penang International Green Carnival pada bulan September dan Green Pinang 3A Gala pada bulan November. Kita mengalu-alukan penyumbang-penyumbang penyelesaian perubahan iklim dari segi idea ataupun teknologi. Sejajar dengan Malam Gala 3A yang dianjurkan oleh PGC, Kerajaan Negeri akan menyampaikan Sijil Penghargaan kepada semua penyumbang hijau. Tuan-tuan dan puan-puan digalakkan mencalon mereka yang telah menyumbang ke arah perubahan hijau melalui laman web PGC.<\/p>\n<p>Sebelum saya mengakhiri ucapan saya, saya ingin merakamkan penghargaan kepada En. Baylon Tham, fasilitator GBI pejabat ini. Beliau telah mencetuskan idea untuk pejabat baru PGC, serta menjalinkan jaringan komunikasi di antara PGC dan MGBC (Malaysian Green Building Confederation). Tool\uff09\u91d1\u7ea7\u8ba4\u8bc1<\/strong><\/p>\n<p>\u9996\u5148\uff0c\u6211\u8981\u611f\u8c22\u62bd\u7a7a\u51fa\u5e2d\u4eca\u5929\u65e9\u4e0a\u5f00\u5e55\u4eea\u5f0f\u7684\u5609\u5bbe\u4eec\uff0c\u4e00\u8d77\u89c1\u8bc1\u69df\u5dde\u7eff\u8272\u673a\u6784\u529e\u516c\u5ba4\u8f6c\u578b\uff0c\u90a3\u5c31\u662f\u6210\u4e3a\u9a6c\u6765\u897f\u4e9a\u9996\u4e2a\u4f9d\u636e\u7eff\u8272\u5efa\u7b51\u7269\u6307\u6807(Green Building Interior Tool \u6807\u51c6\u800c\u5efa\u8bbe\u7684\u7eff\u8272\u529e\u516c\u5ba4\u524d\u950b\uff0c\u800c\u8fd9\u529e\u516c\u5ba4\u4e5f\u5df2\u7ecf\u5f97\u5230\u76f8\u5173\u6743\u5a01\u5355\u4f4d\u7684\u6761\u4ef6\u8ba4\u8bc1\u3002<\/p>\n<p>\u8fd9\u4e2a\u7eff\u8272\u529e\u516c\u5ba4\u524d\u950b\u4e5f\u662f\u9996\u4e2a\u91c7\u7528\u4e0d\u542b\u5371\u5bb3\u7269\u54c1\u53ca\u4e0d\u5371\u5bb3\u73af\u5883\u7684\u6750\u6599\u7684\u529e\u516c\u5ba4\uff0c\u4f8b\u5982\u77f3\u7070\u5730\u53ca\u201c\u6325\u53d1\u6027\u6709\u673a\u5316\u5408\u7269\u201d\u542b\u91cf\u975e\u5e38\u4f4e\u7684\u5899\u58c1\u6f06\u6599\u3002\u9664\u6b64\u4e4b\u5916\uff0c\u8fd9\u529e\u516c\u5ba4\u91c7\u7528\u7684\u5bb6\u5177\u4e5f\u662f\u518d\u5faa\u73af\u5bb6\u5177\uff0c\u800c\u529e\u516c\u684c\u5219\u662f\u91c7\u7528\u518d\u5faa\u73af\u4f7f\u7528\u7684\u8fd0\u8f93\u6258\u677f\u3002<\/p>\n<p>\u63a5\u4e0b\u6765\uff0c\u5404\u4f4d\u6765\u5bbe\u4e5f\u53ef\u7559\u610f\u8fd9\u95f4\u529e\u516c\u5ba4\u7684\u5efa\u7b51\u6982\u5ff5\uff0c\u901a\u8fc7\u5b89\u88c5\u8282\u80fd\u7684\u7535\u6c14\u8bbe\u5907\u88c5\u7f6e\u6765\u8282\u80fd\u3001\u91c7\u7528\u81ea\u7136\u900f\u5149\u53ca\u5b89\u88c5\u96f6\u6c1f\u6c2f\u70c3\uff08HCFC\u2013free\uff09\u7684\u51b7\u6c14\u673a\uff0c\u6765\u5b9e\u8df5\u8282\u80fd\u6982\u5ff5\u3002\u8fd9\u7eff\u8272\u529e\u516c\u5ba4\u4e5f\u4f7f\u7528\u518d\u5faa\u73af\u7eb8\u5f20\u3001\u5b89\u88c5\u9ad8\u6548\u8282\u6e90\u7684\u6c34\u6e90\u8bbe\u5907\uff0c\u4ee5\u53ca\u7528\u5269\u4f59\u7684\u5efa\u7b51\u6750\u6599\u6765\u5efa\u9020\u51b7\u6c14\u538b\u7f29\u673a\u623f\u7684\u95f4\u9694\u5899\u58c1\u3002<\/p>\n<p>\u6211\u57282012\u5e74\u63a8\u4ecb\u4e86\u69df\u5dde\u7eff\u8272\u529e\u516c\u5ba4\u8ba1\u5212\uff0c\u4eca\u5e74\uff0c\u69df\u5dde\u7eff\u8272\u673a\u6784\u518d\u521b\u9ad8\u5cf0\u3002\u5728\u53ef\u6301\u7eed\u6027\u53d1\u5c55\u5efa\u7b51\u7269\u6982\u5ff5\u4e2d\uff0c\u69df\u5dde\u7eff\u8272\u673a\u6784\u91c7\u7eb3\u7eff\u8272\u63aa\u65bd\u6210\u4e3a\u5168\u9a6c\u9996\u4e2a\u6210\u529f\u83b7\u5f97 GBI Interior
