The Malaysian chapter of Transparency International had even described this as most &#8220;unusual&#8221;, unique only to Malaysia as political parties in other countries were not perceived to be \u200eas corrupt as here. <\/p>\n<p>Of the 2,000 respondents surveyed, 45% of Malaysians perceive political parties to \u200ebe the most corrupt, followed by the police (42%), public officials and civil servants (31\u200e%) and parliament and legislature (23%). In last year&#8217;s Global Corruption Barometer, \u200e78% of Malaysians perceived the police to be the most corrupt followed by political parties at 69% in Malaysia . <\/p>\n<p><!--more--><\/p>\n<p>Only 28 % believe that the government is effective in tackling corruption, the lowest in 5 years as compared to 31% last year. Clearly BN continues to turn a blind eye to corruption and even the appointment of Paul Low, a former president of TI-M, as Malaysia&#8217;s first so-called governance and transparency minister has not made any difference. <\/p>\n<p>This is because Paul Low has refused to make any institutional changes to establish integrity and structural changes to combat corruption. Paul Low has rejected DAP\u2019s call for renewal in fighting corruption by adopting these 6 steps of integrity:-<\/p>\n<p>1.       Instituting public declaration of assets of the Prime Minister, Ministers, Chief Minister and the EXCO members vetted by an international accounting firm.<br \/>\n2.       Implementing open competitive tenders.<br \/>\n3.       Bar family members from involvement in government contracts.<br \/>\n4.       Protect genuine whistleblowers.<br \/>\n5.       Remove leaders with extravagant lifestyles.<br \/>\n6.       Come clean on political donations.<\/p>\n<p> The latest constitutional crisis in Terengganu when 3 UMNO Assemblymen quit the party but returned within 24 hours causing UMNO to lose its majority at the Terrengganu State Assembly have raised questions amongst Electoral Bersih  and Datuk A. Kadir Jasin former group chief editor of The News Straits Times of underhand tactics and dirty politics. Datuk Kadir even predicted that the three Umno assemblymen turned independent candidates could change their minds if the \u201cprice is right\u201d. Kadir Jasin\u2019s \u201cprice is right\u201d prediction turned out to be proven right. <\/p>\n<p>No one believes that the 3 Terengganu UMNO Assemblymen quit because of unhappiness over the former Terengganu Menteri Besar daughter\u2019s wedding, which the Prime Minister today even publicly promised that he would attend. It is such unprincipled UMNO politicians that leads the public to consider that trustworthy politicians don&#8217;t exist anymore. BN must be reminded that if they continue to trivialise the climate of fraud, bribery and corruption that is presently at a \u201crather dangerous\u201d trend, Malaysia will not be able to eliminate poverty and remain stuck in the middle-income trap. <\/p>\n<p>How serious corruption is in Malaysia can be seen when The Wall Street Journal and Transparency International have declared Malaysia as the world champion of corruption with RM1.2 trillion of illicit funds outflow over 10 years from 2002-2011, as well as no action against wrongdoings and excessive spending exposed in the 2012 Auditor-General\u2019s Report involving RM6.5 billion.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;&#8211;BM Version &#8212;-<\/p>\n<p>Kenyataan Media oleh Setiausaha Agung DAP merangkap Ahli Parlimen Bagan, Lim Guan Eng di Kuala Lumpur pada 15 Mei 2014.<\/p>\n<p>Tiada seiapa yang percaya bahawa tiga orang ADUN UMNO Terengganu keluar parti kerana tidak puas hati dengan soal kenduri kahwin bekas Menteri Besar Terengganu, yang Perdana Menteri sendiri secara terbuka hari ini telah berjanji akan hadir.<\/p>\n<p>DAP tidak terkejut dengan penemuan Barometer Rasuah Malaysia (Malaysian Corruption Barometer, MCB) 2014 yang menyatakan bahawa parti-parti politik telah memintas pihak polis sebagai institusi yang dilihat sebagai paling korup di Malaysia. Transparency International Malaysia malah mengulas hal ini sebagai sangat aneh, dan hanya terjadi di Malaysia kerana parti politik di negara lain tidak dilihat korup sebagaimana di negara ini.<\/p>\n<p>Daripada 2,000 orang responden, 45% rakyat Malayasia mempunyai persepsi bahawa parti politik adalah yang paling korup, diikuti pihak polis (42%), pegawai kerajaan dan penjawat awam (31%) serta parlimen dan badan legislatif (23%). Dalam laporan Global Corruption Barometer tahun lalu, 78% rakyat Malaysia menilai pihak polis sebagai paling korup diikuti parti politik di Malaysia (69%).<\/p>\n<p>Hanya 28% percaya bahawa kerajaan menangani rasuah dengan berkesan, nilaian terendah dalam masa lima tahun berbanding 31% tahun lalu. Jelas sekali BN terus menutup mata terhadap rasuah; malah pelantikan Paul Low, mantan presiden TI-Malaysia, sebagai menteri ketelusan dan pentadbiran pertama di Malaysia tidak membawa sebarang perubahan.<\/p>\n<p>Ini adalah kerana Paul Low enggan membuat sebarang perubahan terhadap institusi untuk membenihkan integriti dan perubahan struktur demi membanteras rasuah. Paul Low turut menolak seruan DAP untuk melakukan pembaharuan dalam melawan rasuah dengan menggunakan enam langkah integriti:-<br \/>\n1. Menginstitusikan pengisytiharan harta secara terbuka bagi aset Perdana Menteri, Jemaah Menteri, Menteri Besar dan anggota EXCO yang diperiksa oleh firma perakaunan antarabangsa.<br \/>\n2. Melaksanakan tender terbuka.<br \/>\n3. Melarang penglibatan ahli keluarga dalam kontrak-kontrak kerajaan.<br \/>\n4. Melindungi pemberi maklumat yang asli.<br \/>\n5. Menggugurkan pemimpin yang mempunyai gaya hidup mewah melampau.<br \/>\n6. Jujur tentang derma politik.<\/p>\n<p>Krisis perlembagaan di Terengganu yang terjadi apabila tiga orang ADUN UMNO meninggalkan parti tetapi kembali semula dalam jangkamasa 24 jam mengakibatkan UMNO kehilangan majoriti di Dewan Undangan Negeri Terengganu menimbulkan persoalan di kalangan ramai pihak termasuk Datuk A. Kadir Jasin, bekas ketua pengarang kumpulan The New Straits Times tentang taktik politik kotor. Datuk Kadir malah meramalkan bahawa ketiga-tiga ADUN UMNO yang menjadi wakil bebas itu boleh mengubah fikiran masing-masing \u2018jika kena dengan harganya\u2019. Ramalan \u2018jika kena dengan harga\u2019 Kadir Jasin itu nyata menjadi kebenaran.<\/p>\n<p>Tiada sesiapa yang percaya bahawa tiga orang ADUN UMNO Terengganu itu keluar parti kerana tidak puas hati dengan soal kenduri kahwin anak bekas menteri besar Terengganu, yang mana Perdana Menteri sendiri hari ini telah berjanji untuk turut hadir. Ahli Politik UMNO yang tidak berprinsip seperti ini lah yang menyebabkan orang ramai merasakan ahli politik yang jujur sudah tidak wujud lagi. BN mesti diingatkan jika mereka terus mengambil ringan soal penipuan, rasuah dan korupsi yang nampaknya sedang menjadi trend berbahaya, Malaysia tidak akan dapat membanteras kemiskinan dan terus tersekat dalam perangkap pendapatan pertengahan.<\/p>\n<p>Betapa seriusnya korupsi di Malaysia boleh dilihat apabila The Wall Street Journal dan Transparency International mengumumkan bahawa Malaysia juara dunia dalam hal rasuah dengan RM1.2 trilion aliran keluar wang haram sepanjang 10 tahun antara 2002 &#8211; 2011, selain daripada tiadanya tindakan terhadap salah laku dan perbelanjaan melampau yang didedahkan dalam Laporan Ketua Audit Negara bagi tahun 2012 yang melibatkan dana berjumlah RM6.5 bilion.<\/p>\n<p>Lim Guan Eng<br \/>\n&#8212;&#8211; Mandarin Version &#8212;-<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u6ca1\u6709\u4eba\u4f1a\u76f8\u4fe1\u4e09\u4e2a\u767b\u5609\u697c\u5deb\u7edf\u5dde\u8bae\u5458\u9000\u515a\u662f\u56e0\u4e3a\u4e0d\u6ee1\u524d\u5dde\u52a1\u5927\u81e3\u5973\u513f\u7684\u5a5a\u793c\uff0c\u5c31\u8fde\u9996\u76f8\u4e5f\u5df2\u7ecf\u5728\u4eca\u5929\u516c\u5f00\u8868\u660e\u4ed6\u5c06\u51fa\u5e2d\u5a5a\u793c\u3002<\/strong> <\/p>\n<p>\u884c\u52a8\u515a\u4e00\u70b9\u4e5f\u4e0d\u60ca\u8bb6\uff0c\u9a6c\u6765\u897f\u4e9a\u8d2a\u6c61\u8d8b\u52bf\u6307\u6570\uff08MCB\uff092014\u6307\u51fa\u516c\u4f17\u5370\u8c61\u4e2d\u7684\u653f\u515a\u8d2a\u6c61\u7a0b\u5ea6\u5df2\u7ecf\u8d85\u8d8a\u8b66\u65b9\uff0c\u6210\u4e3a\u6211\u56fd\u6700\u8d2a\u6c61\u7684\u7ec4\u7ec7\u3002\u9a6c\u6765\u897f\u4e9a\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u751a\u81f3\u5f62\u5bb9\u8fd9\u79cd\u5370\u8c61\u662f\u6700\u4e0d\u5bfb\u5e38\u7684\uff0c\u7279\u522b\u662f\u5728\u5927\u9a6c\uff0c\u5176\u5b83\u56fd\u5bb6\u7684\u653f\u515a\u7ec4\u7ec7\u7684\u8d2a\u6c61\u5370\u8c61\u90fd\u4e0d\u50cf\u6211\u56fd\u90a3\u6837\u4e25\u91cd\u3002<\/p>\n<p>\u57282000\u540d\u63a5\u53d7\u6c11\u8c03\u7684\u4eba\u58eb\u5f53\u4e2d\uff0c45%\u7684\u9a6c\u6765\u897f\u4e9a\u4eba\u76f8\u4fe1\u653f\u515a\u7ec4\u7ec7\u662f\u6700\u8d2a\u6c61\u7684\uff0c\u5176\u6b21\u4e3a\u8b66\u65b9\uff0842%\uff09\u3001\u653f\u5e9c\u5b98\u5458\u53ca\u516c\u52a1\u5458\uff0831%\uff09\u3001\u56fd\u5dde\u7acb\u6cd5\u8bae\u5458\uff0823%\uff09\u3002\u53bb\u5e74\u5168\u7403\u8d2a\u6c61\u5370\u8c61\uff0c78%\u7684\u9a6c\u6765\u897f\u4e9a\u4eba\u76f8\u4fe1\u8b66\u65b9\u662f\u6700\u8d2a\u6c61\u7684\uff0c\u5176\u6b21\u4e3a\u653f\u515a\u7ec4\u7ec7\uff0869%\uff09\u3002<\/p>\n<p>\u53ea\u670928%\u7684\u53d7\u8bbf\u8005\u76f8\u4fe1\u653f\u5e9c\u5728\u675c\u7edd\u8d2a\u6c61\u65b9\u4fbf\u7684\u6548\u7387\uff0c\u4e3a5\u5e74\u5185\u6700\u4f4e\uff0c\u6bd4\u53bb\u5e7431%\u8fd8\u4f4e\u3002 \u5f88\u660e\u663e\u793a\u5730\uff0c\u56fd\u9635\u7ee7\u7eed\u7eb5\u5bb9\u8d2a\u6c61\uff0c\u7741\u53ea\u773c\u3001\u95ed\u53ea\u773c\uff0c\u751a\u81f3\u5728\u59d4\u4efb\u6211\u56fd\u524d\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u4e3b\u5e2d\u5218\u80dc\u6743\u4e3a\u6211\u56fd\u7b2c\u4e00\u540d\u65bd\u653f\u900f\u660e\u90e8\u957f\u540e\uff0c\u8fd8\u662f\u6ca1\u6709\u4ec0\u4e48\u5dee\u522b\u3002<\/p>\n<p>\u8fd9\u662f\u56e0\u4e3a\u5218\u80dc\u6743\u62d2\u7edd\u8fdb\u884c\u5236\u5ea6\u6027\u7684\u6539\u53d8\uff0c\u6765\u5efa\u7acb\u5ec9\u6b63\u53ca\u7ed3\u6784\u6027\u6539\u53d8\u675c\u7edd\u8d2a\u6c61\u3002\u5218\u80dc\u6743\u5df2\u7ecf\u62d2\u7edd\u6c11\u4e3b\u884c\u52a8\u515a\u7684\u547c\u5401\uff0c\u6211\u4eec\u66fe\u7ecf\u63d0\u51fa\u516d\u5927\u8083\u8d2a\u7684\u5ec9\u6b63\u63aa\u65bd\uff1a<br
