This follows public calls not to increase the first band of water tariff of \u201c0-20 m3 at 22 sen\/m3\u201d (No change) to reward those who save water. <\/p>\n<p>I have reiterated to Penang Water Supply Corporation(PBAPP) General Manager Jaseni Maidinsa that the water tariff hike must reduce the high water usage in Penang and yet neither overburden the poor nor penalise conscientious water users. After the tariff hike, PBAPP has been directed to ensure that Penang\u2019s domestic tariffs for the first 35,000 litres would still be the lowest in Malaysia. <\/p>\n<p><!--more-->PBAPP records the most efficient water supply management in Malaysia with water loss calculated in terms of Non-Revenue Water at 17.6%, the lowest in Malaysia compared to the national average of 36.4%. PBAPP has still managed to remain profitable yearly despite the country\u2019s lowest domestic water tariff that cost nearly RM 70 million in subsidies. <\/p>\n<p>Unfortunately the lowest water tariffs in the country has resulted in domestic water consumption in Penang to be the highest in the country at  311 liters per capita per day(l\/c\/d).  Penang\u2019s water usage is 50% above the national average of 212  l\/c\/d. Singapore uses 151 whilst the United Nation\u2019s recommendation is 100. In addition, no project has been deferred because of water shortage or rationing despite the stronger pace of development in Penang during the last 6 years as compared to the previous 18 years. <\/p>\n<p>So far Penang has been fortunate to avoid water rationing unlike some states, but is concerned at the forecast by the Meteorological Department of a prolonged drought of 5 months from May to September. Under such challenging circumstances, we cannot continue with \u201cbusiness as usual\u201d. The Penang state government has to act responsibly to take all measures, including water tariff hike to reduce high water usage, to avoid water rationing. <\/p>\n<p>These efforts on the water demand side has led to some mainstream media to question why there is no similar focus on the water supply side by searching for new and additional sources of water to avoid water rationing. By seeking additional water supply there would be no need to reduce consumption through increasing water tariffs Clearly some mainstream media had overlooked the state government\u2019s efforts to implement the RM 2 billion Sungai Perak Raw Water Scheme(SPRWS) to source additional water supply from Sungai Perak. <\/p>\n<p>Unfortunately the state government had been unsuccessful in trying to get the Federal government to inject RM300 million to implement the SPRWS, with the remainder RM1.7 billion spent by PBAPP to build the required water treatment plants. In a letter dated 18 September 2013 to me, Minister of Energy, Green Technology and Water Datuk Seri Dr Maximums Ongkili rejected granting RM300 million for the SPRWS and said that the state government should focus on reducing the high domestic water consumption instead of the SPRWS. <\/p>\n<p>PBAPP had tried water awareness and education programmes and introducing the water conservation surcharge (WCS) penalising those who use excessive water to promote water saving. Unfortunately these efforts failed and domestic water consumption rose from 285 l\/c\/d in 2011 to 311 as at 1 March 2014. <\/p>\n<p>If it takes higher domestic water tariffs to reduce domestic water consumption so that Penang can avoid water rationing and succeed in implementing the RM 2 billion SPRWS, then this has to be done. The point is this: \u201cEven if the people who are suffering from water rationing in other states are willing to pay more now, they cannot pay more to avoid water rationing because there is not enough water to supply\u201d. Let us therefore ensure that \u201cNo Water Rationing in Penang\u201d policy can be successfully sustained.&#8211; BM Version &#8212;<\/p>\n<p>&#8212;&#8212;-BM Version &#8212;-<\/p>\n<p>Kenyataan Media Ketua Menteri Pulau Pinang Lim Guan Eng di Komtar, George Town Pada 24.4.2014.<\/p>\n<p>Jika Tarif Air Yang Lebih Tinggi Dapat Mengurangkan Penggunaan Air Domestik Bagi Memastikan Pulau Pinang Boleh Mengelakkan Catuan Air Dan Berjaya Melaksanakan SPRWS Yang Bernilai RM 2 Billion, Maka Tindakan Ini Mesti Dilaksanakan.<\/p>\n<p>Sebagai kerajaan yang mengutamakan rakyat, kerajaan negeri PR Pulau Pinang akan mengambil kira pandangan rakyat dan NGO apabila merumuskan kenaikan tarif air sebagai salah satu daripada langkah untuk mengelakkan catuan air. Ini berikutan permintaan awam untuk tidak meningkatkan band pertama tarif air sebanyak &#8220;0-20 m3 pada 22 sen\/m3&#8221; (tiada perubahan) untuk memberi ganjaran kepada mereka yang menjimatkan air.<\/p>\n<p>Saya telah mengingatkan Pengurus Besar Perbadanan Bekalan Air Pulau Pinang (PBAPP), Jaseni Maidinsa bahawa kenaikan tarif air perlu mengurangkan penggunaan air yang tinggi di Pulau Pinang tetapi dalam masa yang sama tidak membebankan golongan berpendapatan rendah dan tidak menghukum pengguna air yang cermat. Selepas kenaikan tarif, PBAPP telah diarahkan untuk memastikan bahawa tarif domestik 35,000 liter air yang pertama di Pulau Pinang masih lagi yang terendah di Malaysia.<\/p>\n<p>PBAPP mencatatkan pengurusan bekalan air yang paling cekap di Malaysia dengan kehilangan air dari segi Air Tanpa Hasil atau Non-Revenue Water pada kadar 17.6%, iaitu kadar terendah di Malaysia berbanding dengan purata negara sebanyak 36.4%. PBAPP masih berjaya mengekalkan keuntungan tahunan walaupun mempunyai tarif air domestik yang paling rendah di negara ini serta menelan belanja subsidi sebanyak RM70 juta.<\/p>\n<p>Malangnya, tarif air paling rendah di negara ini telah menyebabkan penggunaan air domestik di Pulau Pinang menjadi yang tertinggi di negara ini pada kadar 311 liter per kapita sehari (l\/c\/d). Penggunaan air di Pulau Pinang adalah 50% melebihi purata negara sebanyak 212 l\/c\/d. Singapura menggunakan 151 manakala cadangan Bangsa-bangsa Bersatu ialah pada kadar 100. Selain itu, tiada projek yang ditangguhkan kerana kekurangan air atau catuan meskipun pembangunan di Pulau Pinang dalam tempoh 6 tahun yang lalu sangat pesat berbanding dengan 18 tahun yang lepas.<\/p>\n<p>Setakat ini, Pulau Pinang bernasib baik kerana dapat mengelakkan catuan air, tidak seperti beberapa negeri lain, tetapi hal yang merunsingkan adalah ramalan Jabatan Kaji Cuaca berkenaan kemarau yang berpanjangan selama 5 bulan dari Mei hingga September. Dalam keadaan yang mencabar ini, kita tidak boleh terus dengan cara lama. Kerajaan Negeri Pulau Pinang mesti bertindak secara bertanggungjawab untuk mengambil segala langkah, termasuk kenaikan tarif air untuk mengurangkan penggunaan air yang tinggi bagi mengelakkan catuan air.<\/p>\n<p>Tumpuan berkenaan permintaan air ini telah membuatkan beberapa media arus perdana untuk mempersoalkan mengapa tidak ada tumpuan yang sama terhadap bekalan air dengan mencari sumber-sumber baru dan tambahan air untuk mengelakkan catuan air. Dengan adanya bekalan air tambahan, maka tidak akan ada keperluan untuk mengurangkan penggunaan melalui peningkatan tarif air. Jelas beberapa media arus perdana telah mengabaikan usaha kerajaan negeri untuk melaksanakan Skim Air Mentah Sungai Perak atau Sungai Perak Raw Water Scheme (SPRWS) untuk mendapatkan bekalan air tambahan dari Sungai Perak.<\/p>\n<p>Malangnya, kerajaan negeri gagal dalam usaha meminta kerajaan Persekutuan untuk menyuntik RM300 juta bagi melaksanakan SPRWS tersebut, sementara baki RM1.7 bilion, akan dibelanjakan oleh PBAPP untuk membina loji rawatan air yang diperlukan. Dalam surat bertarikh 18 September 2013 kepada saya, Menteri Tenaga, Teknologi Hijau dan Air, Datuk Seri Dr Maksimal Ongkili menolak pemberian RM300 juta untuk SPRWS dan berkata bahawa kerajaan negeri perlu memberi fokus kepada mengurangkan penggunaan air dalam negeri yang tinggi dan bukannya SPRWS.<\/p>\n<p>PBAPP telah berusaha untuk meningkatkan program pendidikan penjimatan air dan memperkenalkan surcaj pemuliharaan air (WCS) bagi menghukum mereka yang menggunakan air yang berlebihan untuk menggalakkan penjimatan air. Malangnya usaha-usaha ini gagal dan penggunaan air domestik meningkat daripada 285 l\/c\/d pada 2011 kepada 311 pada 1 Mac 2014.<\/p>\n<p>Jika mengenakan tarif air domestik yang lebih tinggi dapat mengurangkan penggunaan air domestik supaya Pulau Pinang boleh mengelakkan catuan air dan berjaya melaksanakan SPRWS bernilai RM2 billion, maka tindakan ini perlu dilakukan. Pokoknya: \u201cWalaupun mereka yang mengalami catuan air di negeri-negeri lain sanggup membayar lebih sekarang, mereka tidak boleh membayar lebih untuk mengelakkan catuan air kerana tidak ada air yang mencukupi untuk dibekalkan\u201d. Sebab itu, marilah kita memastikan bahawa dasar \u201cTidak ada catuan air di Pulau Pinang\u201d berjaya dikekalkan.<\/p>\n<p>&#8212; Mandarin Version &#8212;<br \/>\n\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2014\u5e744\u670824\u65e5\u5728\u4e54\u6cbb\u5e02\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u5982\u679c\u8981\u8abf\u9ad8\u6c34\u8cbb\u624d\u80fd\u964d\u4f4e\u5bb6\u5ead\u8017\u6c34\u91cf\u3001\u8b93\u6ab3\u5dde\u907f\u514d\u914d\u6c34\u548c\u6210\u529f\u5be6\u65bd20\u5104\u5f9e\u9739\u9742\u6cb3\u8f38\u6c34\u5230\u6ab3\u57ce\u7684\u751f\u6c34\u4f9b\u5e94\u8ba1\u5212\uff08SPRWS\uff09\uff0c\u90a3\u9ebc\u8abf\u9ad8\u6c34\u8cbb\u5c31\u5fc5\u9700\u8fdb\u884c\u3002<br \/>\n<\/strong><br \/>\n\u505a\u4e3a\u4e00\u4e2a\u4ee5\u6c11\u4e3a\u672c\u7684\u653f\u5e9c\uff0c\u5dde\u653f\u5e9c\u4e3a\u907f\u514d\u914d\u6c34\u800c\u8abf\u6574\u6c34\u8cbb\u6642\uff0c\u5c07\u8003\u616e\u4eba\u6c11\u548c\u975e\u653f\u5e9c\u7d44\u7e54\u7684\u610f\u898b\uff0c\u5305\u62ec\u65e9\u524d\u6c11\u773e\u5efa\u8b70\u4e0d\u8981\u8abf\u9ad8\u999620\u7acb\u65b9\u7c73\uff0c\u5373\u6bcf\u7acb\u65b9\u7c7322\u4ed9\u7684\u6c34\u50f9\uff0c\u4ee5\u56de\u994b\u7bc0\u7701\u7528\u6c34\u7684\u4eba\u6c11\u7684\u770b\u6cd5\u3002<\/p>\n<p>\u6211\u5411\u69df\u5dde\u4f9b\u6c34\u673a\u6784\u603b\u7ecf\u7406\u6770\u745f\u5c3c\u91cd\u7533\uff0c\u8c03\u9ad8\u6c34\u4ef7\u540e\u4e00\u5b9a\u8981\u964d\u4f4e\u69df\u5dde\u7684\u7528\u6c34\u91cf\uff0c\u540c\u65f6\u4e0d\u80fd\u52a0\u91cd\u8d2b\u7a77\u5bb6\u5ead\u7684\u8d1f\u62c5\uff0c\u4e5f\u4e0d\u80fd\u60e9\u7f5a\u6709\u8d23\u4efb\u7684\u7528\u6c34\u6237\u3002\u69df\u5dde\u4f9b\u6c34\u673a\u6784\u4e5f\u53d7\u6307\u793a\uff0c\u5373\u4f7f\u662f\u6c34\u8d39\u8c03\u6da8\u540e\uff0c\u4ed6\u4eec\u4e5f\u987b\u786e\u4fdd\u69df\u57ce\u7684\u99963\u4e075000\u516c\u5347\u5bb6\u5ead\u7528\u6c34\u4ef7\uff0c\u4f9d\u7136\u662f\u5168\u56fd\u6700\u4f4e\u7684\u4ef7\u683c\u3002<\/p>\n<p>\u69df\u5dde\u4f9b\u6c34\u673a\u6784\u6709\u6548\u5730\u7ba1\u7406\u5dde\u5185\u4f9b\u6c34\uff0c\u66f4\u521b\u4e0b\u5168\u56fd\u6700\u4f4e\u7684\u65e0\u6536\u76ca\u6c34\u8bb0\u5f55\uff0c\u4e5f\u5373\u662f17.6%\uff0c\u6bd4\u5168\u56fd\u5e73\u5747\u65e0\u6536\u76ca\u6c3436.4%\u66f4\u4f4e\u3002\u5c3d\u7ba1\u69df\u5dde\u6c34\u8d39\u4e3a\u5168\u56fd\u6700\u4f4e\uff0c\u5e76\u6bcf\u5e74\u4e3a\u4f4e\u5ec9\u6c34\u8d39\u800c\u6d25\u8d34\u8fd17000\u4e07\u4ee4\u5409\uff0c\u4f46\u69df\u5dde\u4f9b\u6c34\u673a\u6784\u4ecd\u7136\u80fd\u591f\u7ef4\u6301\u5176\u76c8\u5229\u3002<\/p>\n<p>\u9057\u61be\u7684\u662f\uff0c\u5168\u56fd\u6700\u4f4e\u6c34\u4ef7\u5df2\u5bfc\u81f4\u69df\u5dde\u6210\u4e3a\u5168\u56fd\u5bb6\u5ead\u4eba\u5747\u7528\u6c34\u91cf\u6700\u9ad8\uff0c\u5373\u6bcf\u4eba\u6bcf\u5929311\u516c\u5347\u3002\u69df\u5dde\u4eba\u5747\u7528\u6c34\u91cf\u6bd4\u5168\u56fd\u4eba\u5747\u7528\u6c34\u91cf\u7684212\u516c\u5347\u9ad8\u51fa50%\u3002\u65b0\u52a0\u5761\u4eba\u5747\u7528\u6c34\u91cf\u4e3a151\u516c\u5347\uff0c\u800c\u8054\u5408\u56fd\u5efa\u8bae\u4e3a100\u516c\u5347\u3002\u5c3d\u7ba1\u69df\u5dde\u8fd96\u5e74\u6765\u7684\u53d1\u5c55\uff0c\u6bd4\u8fc7\u53bb\u768418\u5e74\u66f4\u84ec\u52c3\uff0c\u4f46\u662f\u6ca1\u6709\u4efb\u4f55\u4e00\u9879\u5de5\u7a0b\uff0c\u56e0\u4e3a\u6c34\u6e90\u77ed\u7f3a\u6216\u914d\u6c34\u800c\u88ab\u903c\u5c55\u671f\u3002<\/p>\n<p>\u622a\u81f3\u76ee\u524d\u4e3a\u6b62\uff0c\u69df\u57ce\u6bd4\u5176\u4ed6\u5dde\u5c5e\u5e78\u8fd0\uff0c\u56e0\u4e3a\u65e0\u9700\u914d\u6c34\u3002\u4e0d\u8fc7\uff0c\u6211\u4eec\u4e5f\u5bf9\u6c14\u8c61\u5c40\u9884\u6d4b\u672a\u67655\u4e2a\u6708\uff08\u4ece5\u6708\u81f39\u6708\uff09\u7684\u957f\u65f1\u611f\u5230\u62c5\u5fc3\u3002\u5728\u8fd9\u5177\u6311\u6218\u7684\u73af\u5883\u4e0b\uff0c\u6211\u4eec\u4e0d\u80fd\u82e5\u65e0\u5176\u4e8b\u5730\u201c\u7167\u5e38\u8425\u4e1a\u201d\u3002\u69df\u5dde\u653f\u5e9c\u6709\u8d23\u4efb\u91c7\u53d6\u5404\u9879\u63aa\u65bd\uff0c \u5305\u62ec\u8c03\u9ad8\u6c34\u4ef7\u3001\u964d\u4f4e\u7528\u6c34\u91cf\uff0c\u4ee5\u907f\u514d\u914d\u6c34\u3002<\/p>\n<p>\u6211\u4eec\u4e3a\u907f\u514d\u914d\u6c34\u800c\u5728\u7528\u6c34\u9700\u6c42\u4e0a\u7684\u52aa\u529b\uff0c\u5374\u62db\u6765\u4e00\u4e9b\u4e3b\u6d41\u5a92\u4f53\u8d28\u7591\uff0c\u8d28\u7591\u4e3a\u4f55\u6211\u4eec\u6ca1\u6709\u628a\u76f8\u7b49\u7684\u4e13\u6ce8\u529b\uff0c\u7528\u5728\u5bfb\u627e\u65b0\u6c34\u6e90\uff0c\u6216\u989d\u5916\u6c34\u6e90\u4e0a\u3002\u5bfb\u627e\u5230\u65b0\u6c34\u6e90\u540e\uff0c\u610f\u5473\u7740\u5c31\u4e0d\u9700\u8981\u900f\u8fc7\u8c03\u9ad8\u6c34\u8d39\u6765\u51cf\u4f4e\u7528\u6c34\u91cf\u3002\u663e\u7136\uff0c\u4e00\u4e9b\u4e3b\u6d41\u4f53\u5df2\u5ffd\u7565\u4e86\u5dde\u653f\u5e9c\u591a\u756a\u8981\u6c42\u843d\u5b9e\u603b\u989d20\u4ebf\u4ee4\u5409\u7684\u9739\u96f3\u6cb3\u8f93\u6c34\u5230\u69df\u57ce\u7684\u751f\u6c34\u4f9b\u5e94\u8ba1\u5212\uff08SPRWS\uff09\u4e0a\u7684\u52aa\u529b\u3002<\/p>\n<p>\u69df\u5dde\u653f\u5e9c\u65e0\u6cd5\u53d6\u5f97\u8054\u90a6\u653f\u5e9c3\u4ebf\u4ee4\u5409\u7684\u6ce8\u8d44\uff0c\u4ee5\u63a8\u884c\u9739\u96f3\u6cb3\u8f93\u6c34\u5230\u69df\u57ce\u7684\u751f\u6c34\u4f9b\u5e94\u8ba1\u5212\u3002\u5728\u8fd9\u9879\u8ba1\u5212\u4e0b\uff0c\u69df\u5dde\u4f9b\u6c34\u673a\u6784\u4e5f\u5c06\u51fa\u8d4417\u4ebf\u4ee4\u5409\uff0c\u5efa\u8bbe\u6240\u9700\u7684\u6c61\u6c34\u5904\u7406\u5382\u3002\u80fd\u6e90\u4e36\u7eff\u8272\u79d1\u6280\u548c\u6c34\u52a1\u90e8\u90e8\u957f\u9ea6\u897f\u6155\u4e8e2013\u5e749\u670818\u65e5\u56de\u51fd\u7ed9\u6211\uff0c\u62d2\u7edd\u6ce8\u8d443\u4ebf\u4ee4\u5409\u7684\u9739\u96f3\u6cb3\u8f93\u6c34\u5230\u69df\u57ce\u7684\u751f\u6c34\u4f9b\u5e94\u8ba1\u5212\uff0c\u5e76\u8bf4\u660e\u69df\u5dde\u653f\u5e9c\u5e94\u4e13\u6ce8\u4e8e\u5904\u7406\u964d\u4f4e\u5bb6\u5ead\u7528\u6c34\u91cf\uff0c\u800c\u4e0d\u662f\u4e13\u6ce8\u5728\u9739\u96f3\u6cb3\u8f93\u6c34\u5230\u69df\u57ce\u7684\u751f\u6c34\u4f9b\u5e94\u8ba1\u5212\u3002<\/p>\n<p>\u69df\u5dde\u4f9b\u6c34\u673a\u6784\u66fe\u5c1d\u8bd5\u900f\u8fc7\u63d0\u9ad8\u9192\u89c9\u610f\u8bc6\u53ca\u6559\u80b2\u65b9\u6848\u8981\u4eba\u6c11\u8282\u7ea6\u7528\u6c34\uff0c\u66f4\u63a8\u884c\u4e86\u201c\u6c34\u6e90\u4fdd\u62a4\u9644\u52a0\u8d39\uff08WCS\uff09\u201d\u4ee5\u60e9\u7f5a\u8fc7\u91cf\u7528\u6c34\u7684\u4eba\u6c11\u3002\u53ef\u60dc\uff0c\u8fd9\u4e00\u4e9b\u8ba1\u5212\u90fd\u5931\u8d25\u4e86\uff0c\u69df\u5dde\u7684\u5bb6\u5ead\u7528\u6c34\u91cf\u4ecd\u4ece2011\u5e74285\u516c\u5347\u4eba\u5747\u7528\u6c34\u91cf\u4e0a\u5347\u81f32014\u5e743\u67081\u65e5\u7684311\u516c\u5347\u4eba\u5747\u7528\u6c34\u91cf\u3002<\/p>\n<p>\u5982\u679c\u8c03\u9ad8\u5bb6\u7528\u6c34\u8d39\u624d\u80fd\u591f\u964d\u4f4e\u5bb6\u5ead\u8017\u6c34\u91cf\u3001\u8ba9\u69df\u57ce\u907f\u514d\u914d\u6c34\uff0c\u548c\u6210\u529f\u5b9e\u65bd20\u4ebf\u4ee4\u5409\u4ece\u9739\u96f3\u6cb3\u8f93\u6c34\u5230\u69df\u57ce\u7684\u751f\u6c34\u4f9b\u5e94\u8ba1\u5212\uff08SPRWS\uff09\uff0c\u90a3\u8c03\u9ad8\u6c34\u8d39\u7684\u63aa\u65bd\u5c31\u5fc5\u987b\u8981\u8fdb\u884c\u3002\u73b0\u5728\u7684\u91cd\u70b9\u662f\uff1a\u5c3d\u7ba1\u90a3\u4e9b\u5728\u5176\u4ed6\u5dde\u5c5e\u3001\u8eab\u53d7\u914d\u6c34\u56f0\u6270\u7684\u4eba\u6c11\u613f\u610f\u4ed8\u66f4\u591a\u94b1\uff0c\u4ed6\u4eec\u4f9d\u7136\u65e0\u6cd5\u907f\u5f00\u9700\u914d\u6c34\u7684\u547d\u8fd0\uff0c\u56e0\u4e3a\u90a3\u91cc\u5df2\u7ecf\u6ca1\u6709\u8db3\u591f\u7684\u6c34\u6e90\u4f9b\u5e94\u3002\u56e0\u6b64\uff0c\u8ba9\u6211\u4eec\u786e\u4fdd
