For the last 6 years, focus has been on water supply management to meet not only increasing demands from Penang\u2019s growing population but also accelerated development and investment projects. This is proven by Penang\u2019s Non-Revenue Water(NRW) of 17.6%, the lowest in the country, as compared to the national average of 36.4%.<\/p>\n<p>There is no doubt that the pace of development in Penang over the last 6 years is more than the previous 18 years. Penang as a location of choice for investment is demonstrated by being the top FDI recipient in Malaysia for the period of 2010 to August 2013, of RM 19.7 billion or nearly 20% of Malaysia\u2019s total FDI of RM103 billion. Previously Penang was never the top investment state in Malaysia but achieved that distinction twice in 2010 and 2011.<\/p>\n<p><!--more--> Any water rationing would be disastrous not only for residents but also for the business community. Whilst the efficient and effective water supply management has been effective in meeting the growing water needs from 865 million liters per day in 2007 to 1,035 million liters per day(more than 1 billion liters per day) as at March 2014, there must also be efficient and effective water demand management. There can only be so much water sources we can take.<\/p>\n<p>Water demand management depends on pricing, water saving features and education. The Penang state government had earlier opted not to increase pricing even though the last time there was a hike in domestic tariffs was in 1993. However the failure of education programs and water conservation surcharge to penalise those who waste water has resulted in Penang recording the highest consumption of 311 liters per capita per day which is nearly 50% more than the national average of 212.<\/p>\n<p>Such high water consumption is just not sustainable and if left unchecked would leave Penang no choice but to do water rationing in future. Climate change may result in a prolonged drought this year. Worse this drought may recur annually for an extended period for 5 years as had happened in Australia. We must remember that the prospect for a drought is very real with the ASEAN Specialised Meterological Centre in Singapore predicting lower rainfall in April to May and a dry spell between June to October this year.<\/p>\n<p>Let us not forget it is not only Selangor and Johor that are carrying out water rationing. Even the wettest town in Peninsular Malaysia, Taiping,  has started water rationing today. The people of Penang has no choice but to reduce water consumption. If higher water tariffs is necessary to reduce water consumption to avoid water rationing, then the state government will bite the bullet and raise water tariffs.<\/p>\n<p>The Penang state government stresses that even after we raise water tariffs, Penang will still enjoy the lowest water tariffs in Malaysia. The Penang Water Supply Corporation or PBAPP had subsidised nearly RM 70 million last year to maintain the domestic tariffs to be the lowest in the country at 31 cents for the first 35,000 liters per month. Selama 6 tahun yang lalu, tumpuan telah diberikan kepada pengurusan bekalan air bagi memenuhi bukan sahaja permintaan yang bertambah daripada penduduk Pulau Pinang yang semakin meningkat, tetapi juga projek-projek pembangunan dan pelaburan yang pesat. Ini terbukti apabila Air Tanpa Hasil atau Non-Revenue Water (NRW) Pulau Pinang hanyalah 17.6%, iaitu paling rendah di negara ini, berbanding dengan purata negara sebanyak 36.4%.<\/p>\n<p>Tidak syak lagi bahawa kadar pembangunan di Pulau Pinang sejak 6 tahun yang lalu telah melebihi pencapaian 18 tahun sebelumnya. Pulau Pinang sebagai lokasi pilihan untuk pelaburan dibuktikan apabila menjadi penerima FDI tertinggi di Malaysia bagi tempoh tahun 2010 hingga Ogos 2013, sebanyak RM 19.7 bilion atau hampir 20% daripada jumlah FDI Malaysia sebanyak RM103 bilion. Sebelum ini, Pulau Pinang tidak pernah tersenarai sebagai  negeri yang menerima pelaburan tertinggi di Malaysia tetapi berjaya mencapainya dua kali pada tahun 2010 dan 2011.<\/p>\n<p>Sebarang catuan air akan membawa musibah bukan sahaja untuk penduduk tetapi juga untuk komuniti perniagaan. Walaupun pengurusan bekalan air yang cekap dan berkesan telah berjaya memenuhi keperluan air yang semakin meningkat daripada 865 juta liter sehari pada tahun 2007 kepada 1,035 juta liter sehari (lebih daripada 1 bilion liter sehari) pada bulan Mac 2014, pengurusan permintaan air yang cekap dan berkesan juga penting. Sumber air kita adalah terhad.<\/p>\n<p>Pengurusan permintaan air bergantung kepada harga, ciri-ciri penjimatan air dan pendidikan. Kerajaan Negeri Pulau Pinang sebelum ini telah memilih untuk tidak meningkatkan harga walaupun kali terakhir kenaikan tarif domestik adalah pada tahun 1993. Walau bagaimanapun, kegagalan program pendidikan dan surcaj pemuliharaan air atau water conservation surcharge untuk menghukum mereka yang membazirkan air telah menyebabkan Pulau Pinang merekodkan penggunaan tertinggi sebanyak 311 liter per kapita sehari yang merupakan hampir 50% lebih daripada purata negara sebanyak 212.<\/p>\n<p>Penggunaan air yang tinggi seperti ini adalah tidak mampan dan jika tidak dikawal, Pulau Pinang tidak akan mempunyai pilihan selain melakukan catuan air pada masa akan datang. Perubahan iklim boleh menyebabkan kemarau yang berpanjangan pada tahun ini. Lebih teruk lagi, kemarau ini boleh berulang setiap tahun bagi suatu tempoh selama 5 tahun seperti yang berlaku di Australia. Kita harus ingat bahawa prospek untuk kemarau adalah amat nyata, apabila ASEAN Specialised Meterological Centre di Singapura meramalkan hujan lebih rendah pada bulan April hingga Mei dan musim kering antara Jun hingga Oktober tahun ini.<\/p>\n<p>Jangan kita lupa bahawa bukan sahaja Selangor dan Johor yang menjalankan catuan air. Malah bandar yang menerima hujan paling tinggi di Semenanjung Malaysia, Taiping, telah memulakan catuan air hari ini. Rakyat Pulau Pinang tidak mempunyai pilihan selain mengurangkan penggunaan air. Jika tarif air yang lebih tinggi adalah perlu untuk mengurangkan penggunaan air untuk mengelakkan catuan air, maka kerajaan negeri bersedia menghadapi risiko untuk menaikkan tarif air.<\/p>\n<p>Kerajaan Negeri Pulau Pinang menekankan bahawa walaupun selepas kita menaikkan tarif air, Pulau Pinang masih akan menikmati tarif air terendah di Malaysia. Perbadanan Bekalan Air Pulau Pinang atau PBAPP telah memberi subsidi hampir RM70 juta pada tahun lalu untuk mengekalkan tarif domestik yang paling rendah di negara ini pada 31 sen untuk 35,000 liter pertama bagi setiap sebulan. Nilai 31 sen ini adalah lebih separuh daripada purata negara sebanyak 66 sen, dengan air yang paling mahal adalah di Johor pada 105 sen.<\/p>\n<p>Kerajaan Negeri Pulau Pinang terpaksa mengambil langkah ini untuk meningkatkan tarif air bagi masa depan anak-anak kita dengan memaksa pengguna untuk mengurangkan penggunaan air supaya generasi masa depan kita akan mempunyai peluang yang lebih tinggi untuk mengelak daripada menghadapi catuan air.<\/p>\n<p>&#8212;&#8211;Mandarin Version &#8212;&#8211;<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u6797\u51a0\u82f1\u4e8e2014\u5e744\u67083\u65e5\u5728\u4e54\u6cbb\u5e02\u5149\u5927\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u69df\u5dde\u653f\u5e9c\u7684\u9996\u8981\u4efb\u52a1\u662f\u907f\u514d\u4efb\u4f55\u914d\u6c34\u60c5\u51b5\uff0c\u90a3\u5c31\u662f\u786e\u4fdd\u6709\u6548\u7387\u7684\u6c34\u6e90\u4f9b\u5e94\u53ca\u9700\u6c42\u7ba1\u7406\u3002<\/strong><\/p>\n<p>\u69df\u5dde\u653f\u5e9c\u7684\u9996\u8981\u4efb\u52a1\u662f\u907f\u514d\u4efb\u4f55\u914d\u6c34\u60c5\u51b5\uff0c\u786e\u4fdd\u6709\u6548\u7387\u7684\u6c34\u6e90\u4f9b\u5e94\u53ca\u9700\u6c42\u7ba1\u7406\u3002\u8fc7\u53bb\u516d\u5e74\uff0c \u6211\u4eec\u4e00\u76f4\u628a\u7126\u70b9\u653e\u5728\u6c34\u6e90\u4f9b\u5e94\u7ba1\u7406\uff0c\u4e0d\u53ea\u662f\u5e94\u4ed8\u69df\u57ce\u9010\u5e74\u589e\u52a0\u7684\u4eba\u53e3\uff0c\u4e5f\u662f\u4e3a\u4e86\u50ac\u5316\u53d1\u5c55\u53ca\u6295\u8d44\u9879\u76ee\u3002\u7531\u69df\u5dde\u65e0\u6536\u5165\u6c34\u4e3a17.6%\uff0c\u6bd4\u8d77\u5168\u56fd\u65e0\u6536\u5165\u6c3436.4%\uff0c\u4e3a\u5168\u56fd\u6700\u4f4e\u3002<\/p>\n<p>\u65e0\u7591\u7684\u662f\uff0c\u69df\u57ce\u8fc7\u53bb6\u5e74\u7684\u53d1\u5c55\u811a\u6b65\uff0c\u5feb\u8fc7\u4e4b\u524d\u768418\u5e74\u3002\u69df\u57ce\u5df2\u7ecf\u6210\u4e3a\u6295\u8d44\u8005\u7684\u9996\u9009\u5730\uff0c\u4ece2010\u5e74\u52302013\u5e748\u6708\u671f\u95f4\uff0c\u6211\u4eec\u5728\u62db\u5546\u5f15\u8d44\u65b9\u9762\u662f\u5168\u56fd\u51a0\u519b\uff0c\u5916\u56fd\u6295\u8d44\u989d\u8fbe197\u4ebf\u4ee4\u5409\uff0c\u5360\u4e86\u5168\u9a6c\u5916\u56fd\u6295\u8d44\u989d1030\u4ebf\u4ee4\u5409\u768420%\u3002\u4e4b\u524d\uff0c\u69df\u57ce\u5728\u6295\u8d44\u989d\u65b9\u9762\u4ece\u6765\u6ca1\u6709\u6210\u4e3a\u7b2c\u4e00\u540d\uff0c\u4f46\u662f\u57282010\u5e74\u53ca2011\u5e74\u90fd\u8868\u73b0\u6770\u51fa\u3002<\/p>\n<p>\u5982\u679c\u9700\u8981\u8fdb\u884c\u914d\u6c34\uff0c\u4e0d\u53ea\u662f\u5c45\u6c11\u53d7\u5230\u5f71\u54cd\uff0c\u5546\u754c\u4e5f\u4f1a\u53d7\u5230\u5f71\u54cd\uff0c\u5f53\u6211\u4eec\u6709\u6548\u7387\u53ca\u6709\u6548\u529b\u7684\u6c34\u4f9b\u5e94\u7ba1\u7406\u80fd\u8ba9\u6211\u4eec\u4f9b\u5e94\u9700\u6c42\uff0c\u8ba9\u6c34\u4f9b\u4ece2007\u5e74\u6bcf\u5929\u63d0\u4f9b8650\u4ebf\u516c\u5347\u6c34\u6e90\uff0c\u81f32014\u5e743\u6708\u6bcf\u59291\u4ebf3500\u4e07\u516c\u5347\uff08\u6bcf\u5929\u8d85\u8fc710\u4ebf\u516c\u5347\uff09\uff0c\u6211\u4eec\u4e5f\u5fc5\u987b\u8fdb\u884c\u6709\u6548\u7387\u53ca\u6709\u6548\u529b\u7684\u6c34\u9700\u6c42\u7ba1\u7406\u3002\u6211\u4eec\u80fd\u7528\u7684\u6c34\u6e90\u662f\u5f88\u5c11\u7684\u3002<\/p>\n<p>\u6c34\u9700\u6c42\u7684\u7ba1\u7406\u662f\u6839\u636e\u6c34\u4ef7\u3001\u8282\u6c34\u4eea\u5668\u53ca\u6559\u80b2\u3002\u69df\u5dde\u653f\u5e9c\u4e4b\u524d\u5df2\u7ecf\u9009\u62e9\u4e0d\u589e\u52a0\u6c34\u8d39\uff0c\u5c3d\u7ba1\u6700\u540e\u4e00\u6b21\u8c03\u6574\u5bb6\u7528\u6c34\u8d39\u662f1993\u5e74\u3002\u4f46\u662f\uff0c\u7531\u4e8e\u6559\u80b2\u6d3b\u52a8\u53ca\u6c34\u6e90\u9644\u52a0\u8d39\u60e9\u6212\u6d6a\u8d39\u6c34\u6e90\u4eba\u58eb\u7684\u5931\u8d25\uff0c\u5bfc\u81f4\u69df\u57ce\u7684\u6bcf\u65e5\u4eba\u5747\u7528\u6c34\u91cf\u8fbe311\u516c\u5347\uff0c\u6bd4\u5168\u56fd\u6bcf\u65e5\u4eba\u5747\u7528\u6c34\u91cf212\u516c\u5347\u9ad8\u51fa50%.<\/p>\n<p>\u5982\u6b64\u9ad8\u7684\u6c34\u6d88\u8d39\u4e0d\u53ea\u662f\u65e0\u6cd5\u6c38\u7eed\uff0c\u5982\u679c\u653e\u7eb5\u4e0b\u53bb\uff0c\u69df\u57ce\u5c06\u4e0d\u80fd\u514d\u4e8e\u914d\u6c34\u63aa\u65bd\u3002\u6c14\u5019\u53d8\u5316\u5c06\u5bfc\u81f4\u4eca\u5e74\u7684\u65f1\u5b63\u5ef6\u957f\u3002\u66f4\u7cdf\u7684\u662f\uff0c\u8fd9\u79cd\u65f1\u5b63\u5c06\u5728\u672a\u67655\u5e74\u5185\u6bcf\u5e74\u53d1\u751f\u4e00\u6b21\uff0c\u50cf\u6fb3\u6d32\u90a3\u6837\u3002\u6211\u4eec\u5fc5\u987b\u8bb0\u5f97\u8fd9\u79cd\u65f1\u5b63\u662f\u73b0\u5b9e\uff0c\u65b0\u52a0\u5761\u7684\u4e9a\u7ec6\u5b89\u4e13\u4e1a\u6c14\u8c61\u4e2d\u5fc3\u9884\u6599\uff0c4\u6708\u52305\u6708\u96e8\u91cf\u8f83\u5c11\uff0c6\u6708\u523010\u6708\u53ef\u80fd\u518d\u6b21\u5e72\u65f1\u3002<\/p>\n<p>\u8ba9\u6211\u4eec\u522b\u5fd8\u8bb0\uff0c\u4e0d\u53ea\u96ea\u5170\u83aa\u548c\u67d4\u4f5b\u5dde\u6b63\u8fdb\u884c\u914d\u6c34\u3002\u5c31\u8fde\u9a6c\u6765\u534a\u5c9b\u96e8\u91cf\u6700\u591a\u7684\u57ce\u5e02\u592a\u5e73\u4e5f\u5728\u4eca\u5929\u5f00\u59cb\u914d\u6c34\u3002\u69df\u57ce\u4eba\u6c11\u6ca1\u6709\u9009\u62e9\uff0c\u53ea\u80fd\u51cf\u5c11\u7528\u6c34\u3002\u5982\u679c\u8c03\u9ad8\u6c34\u4ef7\u662f\u51cf\u5c11\u7528\u6c34\u3001\u907f\u514d\u914d\u6c34\u7684\u5fc5\u8981\u63aa\u65bd\uff0c\u5dde\u653f\u5e9c\u4f1a\u5fcd\u8fb1\u8d1f\u91cd\uff0c\u8c03\u9ad8\u6c34\u4ef7\u3002<\/p>\n<p>\u69df\u57ce\u653f\u5e9c\u5f3a\u8c03\uff0c\u5c31\u7b97\u6211\u4eec\u62ac\u9ad8\u6c34\u4ef7\u69df\u57ce\u4f9d\u7136\u662f\u5168\u9a6c\u6c34\u4ef7\u6700\u4f4e\u7684\u5dde\u5c5e\u3002\u69df\u57ce\u6c34\u4f9b\u673a\u6784\u5728\u53bb\u5e74\u5df2\u7ecf\u6d25\u8d34\u5c06\u8fd17000\u4e07\u4ee4\u5409\uff0c\u4ee5\u7ef4\u6301\u5168\u56fd\u6700\u4f4e\u7684\u5bb6\u5ead\u7528\u6c34\u4ef7\u683c\uff0c\u90a3\u5c31\u662f\u4e00\u4e2a\u67083\u4e075000\u4ee4\u540931\u4ed9\u3002\u8fd9\u4e2a31\u4ed9\u662f\u5168\u56fd\u5e73\u5747\u6c34\u4ef766\u4ed9\u7684\u4e00\u534a\uff0c\u6c34\u8d39\u6700\u9ad8\u7684\u662f\u67d4\u4f5b105\u4ed9\u3002<\/p>\n<p>\u4e3a\u4e86\u5b69\u5b50\u7684\u672a\u6765\uff0c\u69df\u5dde\u653f\u5e9c\u88ab\u8feb\u8c03\u9ad8\u6c34\u8d39\uff0c\u597d\u8ba9\u6d88\u8d39\u4eba\u51cf\u5c11\u7528\u6c34\uff0c\u907f\u514d\u6211\u4eec\u7684\u4e0b\u4e00\u4ee3\u9762\u5bf9\u914d\u6c34\u7684\u70e6\u607c\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press
