Furthermore there is no 20% discount for \u201cTouch and Go\u201d card users from Penang unlike that given for the First Penang Bridge for the RM7 toll rate.(RM5.60 for Penangites) <\/p>\n<p>The Malaysian Highway Authority(MHA) announced that the rate is RM1.70 for motorcycle (Class 0); RM8.50 for cars except taxis and buses (Class 1), RM30.50 for two-axle and six-wheeled vehicles except buses (Class 2), RM70.10 for three-axle or more vehicles except buses (Class 3), RM8.50 for taxis (Class 4) and RM26.20 for buses (Class 5). <\/p>\n<p><!--more-->Already there have been complaints that the landing point of the SAHMS Bridge in Batu Maung on the Penang island is choked with traffic congestion because the access highway roads out to George Town or to Bayan Lepas has still not commenced. This is poor planning and foresight by the authorities because such access highways should have been built at the same time and completed together with the SAHMS Bridge. Instead work is only about to commence for the access highways costing about RM850 million by the end of the year. <\/p>\n<p>MHA should realise that the longer SAHMS Bridge of 24km compared to the First Penang Bridge of 13.5 km means a higher petrol cost for motorists. If the toll rate were the same, motorists may still consider choosing the SAHMS Bridge. However, with a toll rate that is RM1.50 higher than the First Penang Bridge, no 20% discount for Touch &#038; Go users from Penang and the traffic choke points caused by the lack of access highways would cause motorists would shy away from SAHMS and prefer the First Penang Bridge. <\/p>\n<p>How then would this help to reduce traffic congestion on the First Penang Bridge? MHA should consider charging the same toll rate for SAHMS Bridge as the First Penang Bridge until the access highways in Batu Maung are completed in 3 years time. When the access highways are completed, motorists then do not mind paying more provided they can have a smooth ride without traffic congestion.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;- English Version &#8212;-<br \/>\nKenyataan Media Ketua Menteri Pulau Pinang Lim Guan Eng di Komtar, George Town Pada 2014\/03\/31. <\/p>\n<p>Penetapan kadar tol RM8.50 bagi kereta di Jambatan Sultan Abdul Halim Mu\u2019adzam Shah, iaitu 21.4% lebih tinggi daripada kadar tol Jambatan Pertama Pulau Pinang, tidak akan membantu mengurangkan kesesakan lalu lintas di kawasan sesak (choke point) Jambatan Pertama Pulau Pinang. <\/p>\n<p>Penetapan kadar tol sebanyak RM8.50 bagi pengguna kereta yang melalui Jambatan Sultan Abdul Halim Mu\u2019adzam Shah (SAHMS), iaitu 21.4 % lebih tinggi daripada kadar tol Jambatan Pertama Pulau Pinang, tidak akan membantu untuk mengurangkan kesesakan lalu lintas di kawasan sesak (choke point) Jambatan Pertama Pulau Pinang. Tambahan pula, diskaun 20% tidak diberikan kepada pengguna kad \u201cTouch and Go\u201d dari Pulau Pinang seperti yang diberikan kepada pengguna Jambatan Pertama Pulau Pinang dengan kadar tol RM7.00 (RM 5.60 untuk penduduk Pulau Pinang). <\/p>\n<p>Lembaga Lebuhraya Malaysia (LLM), telah mengumumkan bahawa kadar tersebut adalah RM1.70 untuk motosikal (kelas 0); RM 8.50 untuk kereta kecuali teksi dan bas (kelas 1); RM30.50 untuk kenderaan dua gandar dan kenderaan beroda enam kecuali bas (kelas 2); RM70.10 untuk kenderaan tiga gandar atau lebih kecuali bas (kelas 3), RM 8.50 untuk teksi (kelas 4) dan RM26.20 bagi bas (kelas 5). <\/p>\n<p>Telah terdapat aduan bahawa titik berakhirnya laluan  Jambatan SAHMS di Batu Maung, Pulau Pinang mengalami kesesakan lalu lintas yang teruk kerana susur masuk ke lebuh raya George Town atau Bayan Lepas masih belum disediakan. Perancangan yang teruk ini harus diteliti oleh pihak berkuasa kerana lebuh raya akses tersebut sepatutnya dibina dan disiapkan pada masa yang sama dengan Jambatan SAHMS. Namun, kerja membina lebuh raya akses yang berharga kira-kira RM850 juta hanya akan dimulakan menjelang akhir tahun ini. <\/p>\n<p>LLM perlu sedar bahawa panjang jambatan SAHMS ialah 24km berbanding Jambatan Pertama Pulau Pinang sepanjang 13.5km. Ini bererti kos petrol adalah lebih tinggi untuk pengguna jalan raya. Jika kadar tol adalah sama, pemilik kenderaan masih boleh mempertimbangkan untuk memilih Jambatan SAHMS. Walau bagaimanapun, dengan kadar tol RM1.50  lebih tinggi daripada Jambatan Pulau Pinang Pertama, ketiadaan diskaun 20% untuk pengguna kad \u201cTouch and Go\u201d dari Pulau Pinang, serta kawasan lalu lintas yang sesak kerana kekurangan akses lebuh raya, maka pengguna jalan raya akan menjauhkan diri daripada Jambatan SAHMS dan memilih Jambatan Pertama Pulau Pinang. <\/p>\n<p>Bagaimanakah keadaan ini dapat membantu mengurangkan kesesakan lalu lintas di Jambatan Pertama Pulau Pinang? LLM harus menetapkan kadar tol bagi Jambatan SAHMS  pada kadar yang sama seperti Jambatan Pertama Pulau Pinang sehingga lebuh raya akses di Batu Maung selesai dalam masa 3 tahun. Apabila lebuh raya akses selesai, pengguna jalan raya tidak keberatan untuk membayar lebih dengan syarat perjalanan mereka lancar tanpa kesesakan lalu lintas.<\/p>\n<p>&#8212;Mandarin version &#8212;-<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2014\u5e743\u670831\u65e5\u5728\u4e54\u6cbb\u5e02\u5149\u5927\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u5c06\u82cf\u4e39\u963f\u90fd\u54c8\u6797\u6155\u963f\u5360\u6c99\u5927\u6865\uff08\u69df\u57ce\u7b2c\u4e8c\u5927\u6865\uff09\u7684\u8fc7\u6865\u8d39\u4e3a8\u4ee4\u540950\u4ed9\uff0c\u6bd4\u69df\u57ce\u7b2c\u4e00\u5927\u6865\u7684\u8fc7\u6865\u8d39\u9ad8\u51fa21.4%\uff0c\u6839\u672c\u65e0\u52a9\u4e8e\u51cf\u7f13\u5728\u69df\u57ce\u7b2c\u4e00\u5927\u6865\u7684\u4ea4\u901a\u963b\u585e\u3002<\/strong><\/p>\n<p>\u5c06\u82cf\u4e39\u963f\u90fd\u54c8\u6797\u6155\u963f\u5360\u6c99\u5927\u6865\u7684\u8fc7\u6865\u8d39\u4e3a8\u4ee4\u540950\u4ed9\uff0c\u6bd4\u69df\u57ce\u7b2c\u4e00\u5927\u6865\u7684\u8fc7\u6865\u8d39\u9ad8\u51fa21.4%\uff0c\u6839\u672c\u65e0\u52a9\u4e8e\u51cf\u7f13\u5728\u69df\u57ce\u7b2c\u4e00\u5927\u6865\u7684\u4ea4\u901a\u963b\u585e\u3002\u518d\u8bf4\uff0c\u69df\u57ce\u7684\u201cTouch and Go\u201d\u4f7f\u7528\u8005\u4e0d\u50cf\u4f7f\u7528\u7b2c\u4e00\u5927\u6865\u90a3\u6837\u80fd\u591f\u4eab\u670920%\u6298\u6263\uff0c\u4e00\u6865\u7684\u8fc7\u6865\u8d39\u6298\u626320%\u540e\u4e3a5\u4ee4\u540960\u4ed9\uff08\u539f\u4ef77\u4ee4\u5409\uff09\u3002<\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u5927\u9053\u5c40\u5ba3\u5e03\u4e8c\u6865\u7684\u8fc7\u6865\u8d39\u4e3a\u7535\u5355\u8f661\u4ee4\u540970\u4ed9\uff080\u7ea7\uff09\u3001\u6c7d\u8f668\u4ee4\u540950\u4ed9\uff081\u7ea7\uff09\u3001\u4e24\u8f66\u8f74\u516d\u8f6e\u4ea4\u901a\u5de5\u517730\u4ee4\u540950\u4ed9\uff08\u5df4\u58eb\u9664\u5916\uff0c2\u7ea7\uff09\uff0c\u4e09\u8f66\u8f7470\u4ee4\u540910\u4ed9\uff08\u5df4\u58eb\u9664\u5916\uff0c3\u7ea7\uff09\u3001\u5fb7\u58eb8\u4ee4\u540950\u4ed9\uff084\u7ea7\uff09\u53ca26\u4ee4\u540920\u4ed9\uff08\u5df4\u58eb\u9664\u5916\uff0c5\u7ea7\uff09\u3002<\/p>\n<p>\u6211\u4eec\u5df2\u7ecf\u63a5\u5230\u6295\u8bc9\uff0c\u6307\u51fa\u5cc7\u90fd\u8305\u7684\u4e8c\u6865\u4ea4\u63a5\u5904\u5df2\u7ecf\u9762\u5bf9\u4ea4\u901a\u963b\u585e\u95ee\u9898\uff0c\u56e0\u4e3a\u4e8c\u6865\u524d\u5f80\u4e54\u6cbb\u5e02\u6216\u5cc7\u516d\u62dc\u7684\u901a\u9053\u8fd8\u6ca1\u6709\u52a8\u5de5\u3002\u8fd9\u662f\u7531\u4e8e\u5f53\u5c40\u89c4\u5212\u4e0d\u5f53\u53ca\u6ca1\u6709\u6df1\u8c0b\u8fdc\u8651\u6240\u9020\u6210\u7684\uff0c\u9ad8\u901f\u516c\u8def\u5e94\u8be5\u4e0e\u4e8c\u6865\u4e00\u8d77\u5efa \u3001\u4e00\u8d77\u5b8c\u5de5\u3002\u53cd\u4e4b\uff0c\u6709\u5173\u8017\u8d448\u4ebf5000\u4e07\u4ee4\u5409\u7684\u9ad8\u901f\u516c\u8def\u901a\u9053\u8981\u7b49\u5230\u4eca\u5e74\u5e95\u624d\u52a8\u5de5\u3002<\/p>\n<p>\u5927\u9a6c\u9ad8\u901f\u516c\u8def\u5c40\u5fc5\u987b\u77e5\u9053\uff0c\u957f\u8fbe24\u516c\u91cc\u7684\u82cf\u4e39\u963f\u90fd\u54c8\u6797\u5927\u6865\u4e0e13.5\u516c\u91cc\u957f\u7684\u69df\u57ce\u5927\u6865\u6bd4\u8f83\uff0c\u9884\u793a\u7740\u9a7e\u8f66\u4eba\u58eb\u5c06\u9700\u8981\u6d88\u8017\u66f4\u591a\u7684\u6c7d\u6cb9\u8d39\u3002\u5982\u679c\u4e24\u5ea7\u5927\u6865\u7684\u6536\u8d39\u4e00\u81f4\uff0c\u9a7e\u8f66\u4eba\u58eb\u8fd8\u53ef\u4ee5\u8003\u8651\u4f7f\u7528\u82cf\u4e39\u963f\u90fd\u54c8\u6797\u5927\u6865\u3002\u65e0\u8bba\u5982\u4f55\uff0c\u5728\u6bd4\u69df\u57ce\u5927\u6865\u8d35\u4e0a1.50\u4ee4\u5409\uff0c\u4f7f\u7528\u4e00\u89e6\u5373\u901a\u5361\u7684\u69df\u57ce\u4eba\u53c8\u6ca1\u6709\u83b7\u5f9720%\u6298\u6263\uff0c\u8fd8\u8981\u5fcd\u53d7\u56e0\u4e3a\u5bf9\u63a5\u7684\u9ad8\u901f\u516c\u8def\u6ca1\u540c\u6b65\u5efa\u597d\u800c\u5bfc\u81f4\u7684\u585e\u8f66\uff0c\u8fd9\u4e00\u5207\u5c06\u4f7f\u9a7e\u8f66\u4eba\u58eb\u5bf9\u82cf\u4e39\u963f\u90fd\u54c8\u6797\u5927\u6865\u5374\u6b65\uff0c\u5b81\u613f\u4f7f\u7528\u69df\u57ce\u5927\u6865\u3002<\/p>\n<p>\u8fd9\u8be5\u600e\u6837\u51cf\u5c11\u69df\u57ce\u5927\u6865\u7684\u4ea4\u901a\u963b\u585e\u5462\uff1f\u5927\u9a6c\u9ad8\u901f\u516c\u8def\u5c40\u5e94\u8be5\u8003\u8651\u82cf\u4e39\u963f\u90fd\u54c8\u6797\u5927\u6865\u4e0e\u69df\u57ce\u5927\u6865\u6536\u8d39\u4e00\u81f4\uff0c\u76f4\u5230\u5cc7\u516d\u62dc\u7684\u9ad8\u901f\u516c\u8def\u57283\u5e74\u5185\u5efa\u7ae3\uff0c\u5c4a\u65f6\u9a7e\u8f66\u4eba\u58eb\u53ea\u8981\u8fc7\u6865\u4ea4\u901a\u987a\u7545\uff0c\u5c31\u4e0d\u4f1a\u4ecb\u610f\u591a\u4ed8\u8fc7\u6865\u8d39 \u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 31.3.2014.
