Dr Frederico Gil Sander, who is World Bank senior economist for Malaysia, explained that the country&#8217;s substandard education system would affect the pool of skilled talent it needs to grow its economy to become a high-income nation, while high household debt is not necessarily a problem if the economy continues to grow and citizens are gainfully employed. Malaysia records the second highest household debt in Asia from 81.1% of Gross Domestic Product (GDP) in 2012 to 86.8% of GDP in 2013. <\/p>\n<p>DAP believes that both are equally as big a national economic threat to Malaysia and likely to derail Vision 2020 of transforming Malaysia into a developed economy. High household debt diminishes the quality of life with social records invariably showing that children\u2019s education would be amongst the first to suffer when economic distress strikes. Further our income is not growing quickly enough to provide a discernible improvement in the quality of life and our citizens are not gainfully employed with rising-income jobs. <\/p>\n<p>Labour unions claim that generally during the last decade, productivity rose by 6.7% annually but real wages inched up by just 2.6% each year. The situation in the manufacturing industry is more distressing with real wages of export-oriented industries increasing by 1.9% whilst that of domestic-oriented industries rose by 1.4% after 1997. <\/p>\n<p><!--more-->The price hikes by the BN Federal government last year in sugar, petrol, power tariffs and motor insurance premiums have highlighted the sad fact that wages can not keep up with inflation. DAP proposes a minimum monthly wage of RM 1,100 combined with a grace period for Small and Medium Entreprises(SMEs) for 5 years that would serve to increase income for Malaysians and help economic growth by protecting Malaysian SMEs. <\/p>\n<p>PR\u2019s minimum wage policy is RM 1,100 monthly is acceptable to SMEs provided that it does not cover foreign workers. After the 5 years grace period, SMEs have to pay the minimum monthly wage to all foreign and local workers. Further Malaysia loses out when foreign workers send most of their money home. Remittances by legal foreign workers doubled from RM 10 billion in 2009 to almost RM20 billion last year. This RM20 billion foreign workers\u2019 remittances last year are expected to double when the minimum wage is fully applied to foreign workers. <\/p>\n<p>For this reason, Malaysian employers and employees should be looked after first by ensuring that employees enjoy a higher minimum monthly wage of RM 1,100 and giving SMEs, a grace period of at least 5 years for SMEs to adjust before extending this minimum wage to foreign workers. Unlike BN, the PR state government in Penang is proud that we did not increase business license fees, water rates, quit rent and assessment charges. To distract attention from the price hikes by the BN Federal government in sugar, petrol, power tariffs and motor insurance premiums, BN stokes the fires of racial and religious hatred. <\/p>\n<p><strong>Bank Negara Should Reinstate Developer Interest Bearing Scheme(DIBS) And Introduce A Shared Ownership Scheme(SOS) For First-Time Buyers Of Public Housing And Affordable Homes.<\/strong><\/p>\n<p>The latest Bank Negara Annual Report 2013 has revealed that Bank Negara is being short-sighted and uncaring at best or irresponsible and unprofessional at worst towards the problem of Malaysia having the second highest level of household debt in Asia. Bank Negara dismissed the rise in the level of household debt in Malaysia from 81.1% of Gross Domestic Product(GDP) in 2012 to 86.8% of GDP in 2013 as not posing any risk to financial stability.  <\/p>\n<p>Bank Negara should realise that the reason for is that our income levels are stuck in a \u201cglacial trap\u201d with inflation outpacing wage rises. This has forced many households to rely on credit loans to make ends meet and even resort to loan sharks when they are unable to get loans from financial institutions. <\/p>\n<p>With total household borrowings at RM854.3 billion in 2013, the proportion of households having loans with those having monthly earnings of up to RM3,000, accounted for 27% of total household borrowings at RM230.l7 billion. Bank Negara also said that the aggregate leverage for households earning up to RM3,000 a month was seven times(measured as the ratio of outstanding borrowings to annual income) is high and should be reduced. <\/p>\n<p>This only proves that for lower income groups, their incomes are unable to keep up with inflation, forcing many to borrow to survive to maintain their living standard. With such high rates of outstanding borrowings that is 7 times their annual incomes, it is difficult if not impossible for lower-income groups to get approvals of housing loans from banks or financial institutions. <\/p>\n<p>How can first-time buyers from lower-income groups afford to buy their own homes when Bank Negara has reduced the maximum tenure for loans of property purchases from 45 years to 35 years? Such reduction in tenure will only increase the housing instalments payments and make it more difficult for lower-income groups to qualify for loans. <\/p>\n<p>Bank Negara should reinstate the Developer Interest Bearing Scheme(DIBS) for first-time buyers to enable them to realise their dream of owning their own homes. Up to 70% of the housing loan applications have been rejected, mainly from lower-income groups because of their low repayment ability, for low-cost and low-medium cost houses(LC\/LMC). Legal fees should be part of the DIBS package and the Finance Ministry should waive stamp duty to lower the initial entry cost for first time home buyers. <\/p>\n<p>Further the Syarikat Jaminan Kredit Perumahan(SJKP) guaranteeing LC\/LMC loans by private banks for LC\/LMCs is ineffective because there are very few applications by buyers approved in Penang. With only RM180 million of loan guarantees offered nation-wide, many applications by banks to Bank Negara for SJKP has failed. Can the Ministry increase the quantum of loans available and make it more accessible to a larger number of people, especially Penang? <\/p>\n<p>Interest rates for LC\/LMC and first time buyers of affordable housing should be fixed at Base Lending Rate or BLR if the Bank Negara is sincere in helping them. It is sad that high-end loans get lower interest rates than LC\/LMC and affordable housing loans. <\/p>\n<p>To assist the lower income groups to get bank loans, the Penang state government has introduced the Shared Ownership Scheme(SOS) for low-cost houses to help lower-income groups. Under the SOS,the property is jointly owned by the government in giving out as government loans of up to 30% of the property price to lower-income groups interest-free. Many lower-income groups are able to qualify if they need to borrow only 70% of the property price. <\/p>\n<p>For the sake of housing democracy, DAP urges Bank Negara to introduce a SOS for affordable homes and public housing to help first-time buyers qualify for loans to buy their own homes. <\/p>\n<p><strong>Making teaching a high-status profession again<\/strong><\/p>\n<p>DAP agrees with Dr Sander that Malaysians should be &#8220;alarmed&#8221; that their children were doing worse in school than children in Thailand and Vietnam, which are poorer than Malaysia. The Programme for International Students Assessment or PISA 2012 ranked Malaysian students at 52 out 65 as compared to Vietnamese students ranking of 17 out of 65. <\/p>\n<p>Malaysia&#8217;s poor PISA results contradicted BN\u2019s claim that Malaysia has a world class educaton system on par with United Kingdom highlighting instead the weakness of our school system despite education receiving the largest share of national budget annually. Global management consulting firm McKinsey has come up with an answer that most of us already know instinctively that is the quality of teaching as reported in The Edge. <\/p>\n<p>It studied 25 of the world&#8217;s school systems, including the top performers in PISA tables. Schools it says need to do three things:get the best teachers, get the best out of teachers and step in when pupils start to lag behind. Malaysia has huge room for improvement to meet its objective of being in the top third in the PISA ranking. <\/p>\n<p>Chart 1 shows countries participating in PISA 2012 by performance ranking and their cumulative spending per student (eduex), in comparison to their per capita gross domestic product (pcGDP). Eduex is the total amount spent on education per student in the six to 15 years age range, over a 10 year period. Per capita GDP is often considered an indicator of a country&#8217;s standard of living. <\/p>\n<p>Almost all of the performers in the top third spend more than 100% in eduex above their pcGDP. The OECD average is 147%. Malaysia on the other hand is at the bottom of the PISA spectrum and spends the least amount compared with all the countries listed in the chart \u2013 a mere 12% on eduex above pcGDP. Even Thailand with a lower pcGDP than us, spends 43%. The highest spender is Slovenia, with 244% on eduex above pcGDP. It is ironic that Malaysia&#8217;s education budget allocates a huge amount for education, but lags behind on this chart. <\/p>\n<p>Chart 2 shows the per capita GDP trends from 2004 to 2012 of seven countries that participated in PISA 2012. Our pcGDP is within the range of that of Turkey, Poland and Estonia. Estonia and Poland are in the top third tier in their PISA ranking and spend 176% and 188% on eduex over pcGDP, respectively. <\/p>\n<p>If we aim to be in the top third in the PISA ranking, it is apparent that we need to bump up our education expenditure by leaps and bounds. If we need to choose a country we should benchmark ourselves against, it would be Poland. Not only are we within the range of its pcGDP, but Poland&#8217;s population of 38 million compares with Malaysia&#8217;s 30 million . <\/p>\n<p>DAP agrees with Dr Sander\u2019s solution of decentralisation to give more power to schools to make their own decisions based on their local circumstances. Further, schools can be more efficient by grading them on performance and merit which will compel them to seek better trained teachers. Ultimately it is the school teachers that makes the difference and can inspire students towards excellence. <\/p>\n<p>The question is whether the BN government is bold enough to adopt these changes suggested by the World Bank. Or the egos and false pride of those in charge of our education system will continue to prevent Malaysia from breaking out from our stagnation at the bottom quarter of quality education system in the world, eventually losing out not only to Thailand and Vietnam but even to Indonesia.<\/p>\n<p>&#8212;BM Version &#8212;<\/p>\n<p>Ucapan oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng semasa perbahasan Bajet Tambahan 2014 di Dewan Rakyat, Kuala Lumpur pada 31.3.2014<\/p>\n<p>Kualiti Sistem Pendidikan Malaysia Yang Merosot Membawa Ancaman Ekonomi Yang Sama Besar Dengan Peningkatan Hutang Isi Rumah Yang Mampu Merosakkan Wawasan 2020 Untuk Mentransformasikan Malaysia Kepada Negara Maju.<\/p>\n<p>DAP tidak bersetuju dengan Bank Dunia bahawa kualiti sistem pendidikan Malaysia yang merosot adalah lebih membimbangkan berbanding tahap hutang isi rumah. Dr Frederico Gil Sander yang merupakan ahli ekonomi kanan Bank Dunia bagi negara Malaysia, menjelaskan bahawa sistem pendidikan negara kita yang substandard akan memberi kesan dari segi ketersediaan modal insan mahir yang diperlukan untuk mencapai pertumbuhan ekonomi yang diperlukan untuk menjadi negara berpendapatan tinggi, sementara tahap hutang isi rumah yang tinggi tidak semestinya menjadi masalah sekiranya ekonomi terus bertumbuh dan rakyat mempunyai pekerjaan. Malaysia mencatat hutang isi rumah yang kedua tertinggi di Asia daripada 81.1% Keluaran Dalam Negara Kasar (KDNK) pada tahun 2012 kepada 86.8% KDNK pada tahun 2013.<\/p>\n<p>DAP percaya bahawa kedua-duanya membawa ancaman ekonomi yang sama besar kepada Malaysia dan mampu merosakkan Wawasan 2020 untuk mentransformasikan Malaysia kepada negara maju. Hutang isi rumah yang tinggi akan menurunkan kualiti kehidupan, dan rekod sosial membuktikan bahawa pendidikan anak-anak akan menjadi mangsa pertama apabila kesempitan ekonomi melanda. Tambahan pula, pendapatan kita tidak meningkat dengan cukup untuk meningkatkan kualiti kehidupan dan rakyat kita tidak mempunyai pekerjaan yang mempunyai pendapatan yang makin menaik.<\/p>\n<p>Kesatuan-kesatuan buruh mendakwa bahawa bagi dekad terakhir, produktiviti meningkat sebanyak 6.7% setiap tahun namun upah nyata (real wages) hanya meningkat 2.6% setiap tahun. Keadaan dalam industri pembuatan adalah lebih mencemaskan apabila upah nyata dalam industri berorientasikan eksport hanya meningkat 1.9% sementara industri berorientasikan tempatan meningkat 1.4% selepas 1997.<\/p>\n<p>Peningkatan harga barangan seperti gula, petrol, tarif elektrik dan premium insuran motor oleh Kerajaan Persekutuan BN tahun lepas lagi menekankan hakikat bahawa upah tidak dapat mengatasi inflasi. DAP mencadangkan gaji minima RM1,100 bersekali dengan tempoh tangguhan selama 5 tahun untuk Perusahaan Kecil dan Sederhana (PKS) yang dapat meningkatkan pendapatan rakyat Malaysia dan membantu pertumbuhan ekonomi dengan melindungi PKS Malaysia.<\/p>\n<p>Dasar gaji minima PR sebanyak RM1,100 boleh diterima oleh PKS asalkan ia tidak merangkumi pekerja asing. Setelah tempoh tangguhan 5 tahun, PKS harus membayar gaji minima kepada semua pekerja, sama ada asing atau tempatan. Tambahan, Malaysia kerugian apabila pekerja asing hanya menghantar balik kebanyakan gaji mereka. Jumlah kiriman wang oleh pekerja asing sah telah berganda daripada RM10 bilion pada tahun 2009 kepada hampir RM20 bilion tahun lepas. Angka ini dijangka akan berganda apabila gaji minima dilaksanakan ke atas pekerja asing.<\/p>\n<p>Untuk sebab ini, majikan dan pekerja Malaysia harus dijaga dengan memastikan pekerja menikmati gaji minima yang lebih tinggi, iaitu RM1,100 sebulan, dan dengan memberi PKS satu tempoh tangguhan selama 5 tahun agar mereka dapat menyesuaikan diri sebelum membayar gaji minima kepada pekerja asing. Tidak seperti BN, Kerajaan Negeri PR Pulau Pinang bangga bahawa kami tidak meningkatkan yuran lesen perniagaan, tarif air, cukai pintu dan cukai taksiran. Demi mengalih perhatian daripada kenaikan harga barangan seperti gula, petrol, tarif elektrik dan premium insuran motor oleh Kerajaan Persekutuan BN, mereka tergamak mengapi-apikan kebencian kaum dan agama.<\/p>\n<p>Bank Negara wajar mengembalikan Skim Tanggungan Faedah Pemaju (Developer Interest Bearing Scheme, DIBS) serta memperkenalkan Skim Milikan Bersama (Shared Ownership Scheme, SOS) untuk pembeli kali pertama perumahan awam dan rumah mampu milik.<\/p>\n<p>Laporan Tahunan Bank Negara 2013 yang terbaru mendedahkan bahawa Bank Negara tidak berpandangan jauh dan kurang peduli ataupun tidak bertanggungjawab dan tidak profesional terhadap masalah negara yang kini mempunyai jumlah hutang isi rumah kedua tertinggi di Asia. Bank Negara meremehkan kenaikan hutang isi rumah di Malaysia yang meningkat dari 81.1% daripada KDNK pada tahun 2012 ke 86.8% daripada KDNK pada 2013 sebagai sesuatu yang tidak mendatangkan risiko terhadap kestabilan kewangan negara.<\/p>\n<p>Bank Negara mesti menyedari bahawa perkara ini terjadi kerana tahap pendapatan kita tersekat dalam kebekuan dengan keadaan kadar inflasi pantas melampaui kadar kenaikan gaji. Ini memaksa ramai orang untuk bergantung kepada hutang kredit bagi menampung kos sara hidup malah terpaksa berhutang dengan Ah Long apabila mereka gagal mendapatkan pinjaman daripada institusi kewangan.<\/p>\n<p>Sementara jumlah besar hutang isi rumah sudah mencecah RM854.3 bilion pada tahun 2013, peratusan isi rumah berhutang yang berpendapatan sehingga RM3,000 menyumbang kepada 27% jumlah pinjaman isi rumah, iaitu RM230.17 bilion. Bank Negara juga berkata bahawa pinjaman agregat bagi isi rumah berpendapatan sehingga RM3,000 sebulan adalah tujuh kali (diukur sebagai nisbah pinjaman belum langsai kepada pendapatan tahunan). Ini adalah tinggi dan wajar dikurangkan.<\/p>\n<p>Hakikat ini hanya membuktikan bahawa, bagi golongan berpendapatan rendah, pendapatan mereka adalah tidak cukup untuk menampung inflasi, justeru memaksa mereka untuk meminjam demi mengekalkan standard kehidupan masing-masing. Dengan kadar pinjaman belum langsai yang begitu tinggi sebanyak 7 kali ganda pendapatan tahunan, adalah sukar dan hampir mustahil bagi kumpulan berpendapatan rendah untuk mendapatkan kelulusan bagi pinjaman perumahan daripada bank dan institusi kewangan.<\/p>\n<p>Bagaimanakah pembeli kali pertama daripada golongan berpendapatan rendah boleh mampu membeli rumah sendiri apabila Bank Negara mengurangkan tempoh maksima pinjaman hartanah daripada 45 tahun kepada 35 tahun sahaja? Pengurangan tempoh yang sedemikian hanya akan menambahkan bayaran bulanan pinjaman perumahan dan menjadikannya sukar untuk golongan berpendapatan rendah layak mendapat pinjaman.<\/p>\n<p>Bank Negara wajar mengembalikan Skim Tanggungan Faedah Pemaju (DIBS) untuk pembeli kali pertama bagi membolehkan mereka mencapai impian memiliki rumah sendiri. Sehingga 70% permohonan pinjaman perumahan bagi perumahan kos rendah dan kos sederhana rendah (LC\/LMC) telah ditolak, khususnya daripada golongan berpendapatan rendah akibat kelemahan keupayaan mereka untuk membayar balik pinjaman. Yuran undang-undang harus menjadi sebahagian daripada pakej DIBS dan Kementerian Kewangan harus memberi pengecualian duti setem bagi merendahkan kos bagi pembeli rumah kali pertama.<\/p>\n<p>Tambahan pula, tindakan Syarikat Jaminan Kredit Perumahan (SJKP) untuk menjamin pinjaman LC\/LMC oleh bank swasta adalah tidak berkesan kerana jumlah permohonan yang diluluskan oleh pembeli di Pulau Pinang adalah sangat kecil. Dengan hanya RM180 juta jaminan pinjaman yang ditawarkan di seluruh negara, banyak permohonan daripada bank-bank kepada Bank Negara untuk SJKP telah gagal. Bolehkah Kementerian meningkatkan kuantum pinjaman yang disediakan dan menjadikannya lebih mudah untuk diluluskan kepada orang ramai, khususnya di Pulau Pinang?<\/p>\n<p>Faedah pinjaman bagi LC\/LMC serta pembeli kali pertama perumahan mampu milik harus ditetapkan pada Base Lending Rate atau BLR sekiranya Bank Negara benar-benar ikhlas untuk membantu mereka. Ia adalah sedih apabila pinjaman perumahan mewah mendapat faedah pinjaman yang kurang berbanding pinjaman LC\/LMC dan perumahan mampu milik.<\/p>\n<p>Bagi membantu golongan berpendapatan rendah untuk mendapat pinjaman bank, kerajaan negeri Pulau Pinang telah memperkenalkan Skim Milikan Bersama (Shared Ownership Scheme, SOS) untuk perumahan kos rendah bagi membantu golongan berpendapatan rendah. Di bawah SOS, hartanah akan dimiliki secara bersama dengan kerajaan di mana pinjaman kerajaan akan diberi sehingga 30% harga hartanah tanpa riba kepada golongan berpendapatan rendah. Ramai orang berpendapatan rendah akan layak sekiranya mereka hanya perlu meminjam 70% harga hartanah.<\/p>\n<p>Demi demokrasi perumahan, DAP menyeru agar Bank Negara memperkenalkan SOS bagi perumahan mampu milik dan perumahan awam bagi membantu pembeli rumah kali pertama agar layak mendapat pinjaman untuk membeli rumah mereka.<\/p>\n<p>Mengembalikan status tinggi profesion keguruan<\/p>\n<p>DAP bersetuju dengan Dr Sander bahawa rakyat Malaysia memang sepatutnya terkejut bahawa anak-anak mereka menunjukkan prestasi yang lebih teruk berbanding dengan murid-murid di Thailand dan Vietnam, negara yang lebih miskin berbanding Malaysia. Program Penilaian Pelajar Antarabangsa (Programme for International Students Assessment, PISA) pada tahun 2012 meletakkan tahap murid Malaysia pada kedudukan 52 daripada 65, berbanding murid Vietnam yang menduduki tangga ke-17 daripada 65.<\/p>\n<p>Keputusan PISA Malaysia yang lemah ini bertentangan dengan dakwaan BN bahawa Malaysia mempunyai sistem pendidikan bertaraf dunia sehebat United Kingdom, dan sebaliknya menunjukkan dengan jelas kelemahan sistem persekolahan kita meskipun sektor pendidikan menerima bahagian peruntukan terbesar dalam belanjawan tahunan negara. Mengikut laporan The Edge, firma perunding pengurusan antarabangsa McKinsey telah mengenalpasti puncanya sebagai sesuatu yang kita semua sudah tahu, iaitu kualiti pengajaran.<\/p>\n<p>Ia mengkaji 25 sistem persekolahan dunia, termasuk yang menunjukkan prestasi terbaik dalam carta PISA. Katanya sekolah perlu melakukan tiga perkara: dapatkan guru terbaik, pastikan guru memberikan potensi terbaik dan segera membantu apabila ada murid yang mula ketinggalan. Malaysia mempunyai ruang penambahbaikan yang luas untuk menepati objektifnya bagi menduduki tempat tiga teratas dalam ranking PISA.<\/p>\n<p>Rajah 1 menunjukkan negara-negara yang mengambil bahagian dalam PISA 2012 dengan ranking prestasi dan perbelanjaan kumulatif bagi setiap seorang murid (eduex), berbanding dengan KDNK per kapita (pcGDP). Eduex adalah jumlah besar yang dibelanjakan untuk pendidikan seorang murid dalam julat umur 6 ke 15 tahun, untuk jangkamasa sepuluh tahun. KDNK per kapita selalunya dianggap sebagai petunjuk kepada standard kehidupan sesebuah negara.<\/p>\n<p>Hampir kesemua mereka yang berada di prestasi satu pertiga teratas membelanjakan lebih 100% dalam eduex melampaui pcGDP. Purata OECD ialah 147%. Dalam masa yang sama, Malaysia berada di tingkat bawah spektrum PISA dan membelanjakan jumlah paling sedikit berbanding dengan kesemua negara yang disenaraikan carta tersebut &#8211; sekadar 12% untuk eduex melebihi pcGDP. Malahan Thailand yang mempunyai pcGDP lebih rendah berbanding kita membelanjakan 43%. Sangat ironis apabila belanjawan Malaysia memperuntukan jumlah yang begitu besar untuk pendidikan, namun ketinggalan dalam carta ini.<\/p>\n<p>Rajah 2 menunjukkan pola KDNK per kapita antara tahun 2004 ke 2012 bagi tujuh negara yang mengambil bahagian dalam PISA 2012. KDNK per kapita kita berada dalam lingkungan yang sama dengan Turki, Poland dan Estonia. Estonia dan Poland berada dalam tingkat tiga tertinggi dalam ranking PISA dan membelanjakan 176% serta 188% masing-masing dalam eduex melebihi pcGDP.<\/p>\n<p>Seandainya kita meletakkan sasaran untuk berada di ranking satu pertiga tertinggi PISA, adalah jelas bahawa kita perlu menambah perbelanjaan pendidikan negara dengan jumlah yang besar. Tambahan pula, sekolah-sekolah akan menjadi lebih efisyen dengan memberikan gred kepada mereka berdasarkan prestasi dan merit, yang akan memaksa mereka untuk mendapatkan guru yang lebih terlatih. Akhirnya, guru-guru sekolah lah yang menjadi faktor perubahan dan memberi inspirasi kepada murid-murid untuk berjaya.<\/p>\n<p>Soalannya ialah sama ada kerajaan BN cukup berani untuk melaksanakan perubahan-perubahan yang dicadangkan Bank Dunia ini.
