Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 27.3.2014.<\/p>\n

The mysterious privatisation of Penang Port under a restricted tender raises serious questions of public interest, accountability and transparency. This follows the revelation in a written answer to my parliamentary question by Minister in the Prime Minister Deparment Dato’ Sri Abdul Wahid Omar that the agreement between the successful bidder Seaport Terminal (Johore) Sdn Bhd was finalised in a supplemental agreement on 23 November 2013.<\/p>\n

Unless a full public announcement is made by the Transport Ministry, this privatisation will be seen as just another piratisation exercise similar to the highway toll concessionaires. The refusal of the Transport Ministry so far to make any public clarification of how this privatisation exercise benefits public interest smacks of arrogance, secretiveness and mismanagement which is steeped in the BN ethos of reciprocal favours, patronage and conspiracy.<\/p>\n

Penswastaan Pelabuhan Pulau Pinang Secara Misteri Melalui Tender Terhad Menimbulkan Persoalan Serius Mengenai Kepentingan Awam, Kebertanggungjawaban Dan Ketelusan.<\/strong><\/p>\n

Penswastaan Pelabuhan Pulau Pinang secara misteri di bawah tender terhad menimbulkan persoalan serius mengenai kepentingan awam, kebertanggungjawaban dan ketelusan. Ini berikutan pendedahan dalam jawapan bertulis kepada soalan Parlimen saya daripada Menteri di Jabatan Perdana Menteri Dato’ Sri Abdul Wahid Omar bahawa perjanjian antara pembida yang berjaya, Seaport Terminal (Johor) Sdn Bhd telah dimuktamadkan dalam perjanjian tambahan pada 23 November 2013.<\/p>\n

Melainkan pengumuman penuh dibuat oleh Kementerian Pengangkutan, penswastaan ini akan dilihat sebagai satu lagi tindakan melanun harta rakyat sebagaimana yang dilakukan oleh syarikat konsesi tol lebuh raya. Keengganan Kementerian Pengangkutan setakat ini untuk membuat sebarang penjelasan awam bagaimana penswastaan ini bermanfaat untuk kepentingan awam jelas memperlihatkan keangkuhan, kerahsiaan dan salah urus yang merangkumi etos BN yang penuh dengan pilih kasih, politik naungan dan konspirasi.<\/p>\n

Berdasarkan jawapan bertulis Menteri di Jabatan Perdana Menteri pada 24.3.2014 sebagaimana berikut:

\n\u69df\u57ce\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2014\u5e743\u670827\u65e5\u5728\u4e54\u6cbb\u5e02\u5149\u5927\u53d1\u8868\u7684\u6587\u544a<\/p>\n

\u4ee5\u9650\u5236\u62db\u6a19\u7684\u5f62\u5f0f\u795e\u79d8\u5730\u79c1\u6709\u5316\u6ab3\u5dde\u6e2f\u53e3\uff0c\u5728\u516c\u773e\u5229\u76ca\u3001\u554f\u8cac\u548c\u900f\u660e\u5ea6\u4e0a\u5df2\u5f15\u8d77\u8cea\u7591<\/strong><\/p>\n

\u4ee5\u9650\u5236\u62db\u6a19\u7684\u5f62\u5f0f\u795e\u79d8\u5730\u79c1\u6709\u5316\u6ab3\u5dde\u6e2f\u53e3\uff0c\u5728\u516c\u773e\u5229\u76ca\u3001\u554f\u8cac\u548c\u900f\u660e\u5ea6\u4e0a\u5df2\u5f15\u8d77\u8cea\u7591\u3002\u5f9e\u9996\u76f8\u7f72\u90e8\u957f\u62ff\u7763\u65af\u91cc\u963f\u90fd\u534e\u5e0c\u5965\u9a6c\u4ee5\u66f8\u9762\u56de\u7b54\u56de\u61c9\u6211\u5728\u570b\u6703\u4f5c\u51fa\u7684\u63d0\u554f\u4e0a\u63ed\u9732\uff0c\u8207\u6295\u6a19\u4eba\u67d4\u4f5b\u6d77\u6e2f\u7d42\u7ad9\uff08Seaport Terminal Johore\uff09\u7c3d\u7f72\u7684\u5408\u7d04\uff0c\u5df2\u7ecf\u4e8e2013\u5e7411\u670823\u5728\u9644\u52a0\u5354\u8b70\u4e0b\u5b8c\u6210\u3002<\/p>\n

\u9664\u975e\u4ea4\u901a\u90e8\u5b8c\u6574\u5730\u4f5c\u51fa\u5ba3\u4f48\uff0c\u4e0d\u7136\u9019\u9805\u79c1\u6709\u5316\u8a08\u5283\u5c07\u88ab\u89c6\u4e3a\u548c\u5927\u9053\u6536\u8cbb\u7279\u8a31\u7d93\u71df\u4e00\u6837\u7684\u53e6\u4e00\u9805\u201c\u5927\u76d7\u201d\u8a08\u5283\u800c\u5df1\u3002\u4ea4\u901a\u90e8\u81f3\u76ee\u524d\u70ba\u6b62\u4ecd\u62d2\u7d55\u516c\u958b\u8bf4\u660e\uff0c\u5728\u56fd\u9635\u4ecd\u65e7\u6c89\u6d78\u5728\u4e92\u60e0\u4e92\u5229\u3001\u5b98\u5b98\u76f8\u536b\u5171\u8b00\uff0c\u800c\u5bfc\u81f4\u56c2\u5f35\u3001\u9690\u7792\u548c\u7ba1\u7406\u4e0d\u5584\u7684\u98ce\u6c14\u4e4b\u4e0b\uff0c\u8fd9\u9879\u79c1\u6709\u5316\u8ba1\u5212\u5230\u5e95\u5982\u4f55\u80fd\u60e0\u53ca\u516c\u4f17\u5229\u76ca\u3002<\/p>\n

\u9996\u76f8\u7f72\u90e8\u957f\u62ff\u7763\u65af\u91cc\u963f\u90fd\u534e\u5e0c\u5965\u9a6c\u4e0a\u8bae\u5458\u4e8e2014\u5e743\u670814\u65e5\u7684\u56de\u5e94\uff0c\u5982\u4e0b\uff1a<\/p>\n

\u95ee\u9898\uff1a\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u8981\u6c42\u9996\u76f8\u56de\u5e94\u5173\u4e8e\u69df\u5dde\u6e2f\u53e3\u6709\u9650\u516c\u53f8\u7684\u60c5\u51b5\uff0c\u548c\u5173\u4e8e2014\u5e741\u6708\u69df\u5dde\u6e2f\u53e3\u6709\u9650\u516c\u53f8\u5df2\u88ab\u67d4\u4f5b\u6d77\u6e2f\u7ec8\u7ad9\u53d6\u5f97\u8425\u8fd0\u6743\u4e00\u4e8b\uff0c\u5305\u62ec\u6210\u672c\u8d39\u7528\u4e36\u671f\u9650\u4e36\u6295\u8d44\u989d\u548c\u5404\u9879\u6761\u4ef6\u5305\u62ec\u603b\u989d3.53\u4ebf\u4ee4\u540915\u5c3a\u6df1\u7684\u6d77\u5e8a\u6316\u6df1\u5de5\u7a0b\uff0c\u4e3a\u4f55\u90fd\u6ca1\u6709\u8fdb\u884c\u4efb\u4f55\u5ba3\u5e03\u3002 <\/p>\n

\u7b54\u6848\uff1a\u67d4\u4f5b\u6d77\u6e2f\u7ec8\u7ad9\u5df2\u6210\u529f\u5f97\u6807\uff0c\u53d6\u5f97\u69df\u5dde\u6e2f\u53e3\u516c\u53f8\u79c1\u6709\u5316\u8ba1\u5212\u7684\u62e5\u6709\u6743\u3002\u5176\u516c\u53f8\u8054\u5408\u53e64\u95f4\u5176\u4ed6\u516c\u53f8\u5728\u90e8\u957f\u90e8\u95e8\u548c\u76f8\u5173\u673a\u6784\u7684\u4ee3\u8868\u57fa\u4e8e\u6280\u672f\u548c\u91d1\u878d\u88ab\u5ba1\u6838\u3002\u8fd9\u9879\u62db\u6807\u91c7\u7528\u9650\u5236\u6027\u62db\u6807\u5f62\u5f0f\u8fdb\u884c\u3002<\/p>\n

\u5408\u7ea6\u4e0a\u7684\u6761\u6b3e\u5df2\u7ecf\u8fc7\u4f1a\u8c08\u4f5c\u51fa\u6700\u540e\u51b3\u5b9a\uff0c\u901a\u90e8\u4e0e\u69df\u5dde\u6e2f\u53e3\u6709\u9650\u516c\u53f8\u7406\u4e8b\u4f1a\u548c\u76f8\u5173\u516c\u53f8\u4e8e2013\u5e7411\u670823\u65e5\u7b7e\u7f72\u69df\u5dde\u6e2f\u53e3\u6709\u9650\u516c\u53f8\u79c1\u6709\u5316\u9644\u52a0\u534f\u8bae\u5408\u7ea6\u3002<\/p>\n

\u5176\u4e2d\u5305\u62ec\uff0c\u76f8\u5173\u516c\u53f8\u4e49\u52a1\u6267\u884c\u793e\u4f1a\u8d23\u4efb\uff0c\u4e3a\u6e21\u8f6e\u670d\u52a1\u4e0a\u63d0\u4f9b\u66f4\u9ad8\u7684\u6210\u672c\u3002\u8be5\u516c\u53f8\u6bcf\u5e74\u88ab\u8feb\u627f\u62c5\u7ea61600\u4e07\u4ee4\u5409\u7684\u4e8f\u635f\u3002 \u9664\u6b64\u4e4b\u5916\uff0c\u8be5\u516c\u53f8\u4e5f\u9700\u8981\u627f\u62c5\u69df\u5dde\u6e2f\u53e3\u6709\u9650\u516c\u53f8\u8d85\u8fc712\u4ebf\u7684\u503a\u52a1\uff0c\u627f\u62c5\u4ece11.5\u5c3a\u81f314.5\u5c3a\u6316\u6df1\u6d77\u5e8a\u5de5\u7a0b\u7684\u8d39\u7528\uff0c\u548c\u6e2f\u53e3\u516c\u53f8\u7684\u8d44\u672c\u6ce8\u8d44\u3002<\/p>\n
