MAS\u2019 huge financial losses over the last 3 years amounting to RM 4.1 billion would have allowed BR1M recipients to receive RM 1,200 as promised under the 2013 BN General Election Manifesto instead of the reduced RM 650. MAS incurred losses of RM 1.17 billion last year, RM 433 million in 2012 and a record loss of RM 2.5 billion in 2011. These RM 4.1 billion in losses over 3 years would nearly make up for the additional sum required to top up the difference in BR1M payments from RM650 (which costs RM4.5 billion) to RM 1,200. <\/p>\n
There is no sense of crisis or a turnaround plan at MAS to stem the bleeding of financial losses. Whilst MAS may think that these losses are sustainable because MAS still have cash balances of M3.9 billion as at end of last year, it would be irresponsible if not suicidal to continue with the \u201cbusiness as usual\u201d attitude. MAS owners, Khazanah, must seek decisive surgical solutions by coming to terms with the fact that MAS, with its current cost structure, is just not viable.<\/p>\n
Singapore Business Times have even suggested that MAS file for bankruptcy to allow its replacement the fresh start needed to resuscitate the ailing airline because MAS is bogged down by overstaffing and \u201clopsided procurement contracts\u201d from maintenance to catering. No one is surprised that cronyism and hanky-panky is one of the main causes of MAS continued decline. <\/p>\n
DAP does not agree with MAS filing for bankruptcy not only because it is shameful but its adverse impact on MAS\u2019 workers. However Khazanah must come up with a concrete plan to rescue MAS, which must include the adoption of international practices of open competitive tenders and performance-based assessment for all workers, including top management. <\/p>\n
Despite the subsidies and grants of tens of billions given by Malaysian taxpayers, MAS has shown that it cannot compete with Air Asia, which is a miraculous success story for Malaysian entrepreneurship despite not getting a single cent from Malaysian taxpayers. Worse, the new budget carrier Malindo Air would only impact negatively on MAS\u2019s profits.<\/p>\n
The Transport Ministry does not appear to have a clue about undertaking cost-effective infrastructure projects as seen by the scandalous escalation of cost overruns and delays in the KLIA2 project. From an initial budget of RM1.6 billion, KLIA2\u2019s costs has soared to RM 4 billion and the project has been 3 years late in missing completion datelines 3 times, with public safety cited as the reason for the latest delays to the project. <\/p>\n
The time has come for Transport Minister Datuk Seri Hishamuddin Tun Hussein Onn to put aside egos for the national interest by working with Air Asia founder Tan Sri Tony Fernandes. Malaysia only loses if Hishamuddin refuses to accept Tony Fernandes\u2019 expertise, who pointedly said that the Low-Cost Carrier Terminal in Sepang only costs RM 250 million, a pittance compared to KLIA2\u2019s RM 4 billion price tag. <\/p>\n

Sekiranya Malaysia Airlines (MAS) tidak mengalami kerugian besar berjumlah RM4.1 bilion untuk tiga tahun terakhir, maka penerima Bantuan Rakyat 1Malaysia (BR1M) dapat menikmati RM1,200 sebagaimana dijanjikan dalam Manifesto PRU13 Barisan Nasional dan bukannya dikurangkan kepada RM650.<\/strong><\/p>\n Sekiranya Malaysia Airlines (MAS) tidak mengalami kerugian besar berjumlah RM4.1 bilion dalam tempoh 3 tahun yang lalu, maka penerima BR1M dapat menikmati RM1,200 seperti yang dijanjikan di bawah Manifesto PRU13 BN, dan bukannya dikurangkan kepada RM650 sebagaimana kini. MAS mengalami kerugian sebanyak RM1.17 bilion tahun lepas, RM433 juta pada tahun 2012 dan RM2.5 bilion pada tahun 2011. Kerugian tiga tahun ini yang berjumlah RM4.1 bilion hampir mencukupi untuk menampung perbezaan RM650 (yang berjumlah RM4.5 billion) yang diperlukan untuk menaikkan bayaran BR1M kepada RM1,200.<\/p>\n Langsung tidak ada rasa krisis atau pelan pemulihan yang dilaksanakan MAS untuk mengekang kerugian kewangan berterusan ini. Walaupun MAS mungkin berfikir bahawa kerugian ini mampan kerana MAS masih mempunyai baki tunai sebanyak RM3.9 bilion pada akhir tahun lepas, adalah sangat tidak bertanggungjawab dan berbahaya untuk meneruskan \u201cperniagaan seperti biasa\u201d. Khazanah, iaitu pemilik MAS, mesti mendapatkan penyelesaian tuntas dengan menerima hakikat bahawa MAS tidak berdaya maju dengan struktur kos semasa.<\/p>\n Singapore Business Times telah pun mencadangkan MAS diisytiharkan muflis bagi membenarkan permulaan baru yang diperlukan untuk memulihkan semula syarikat penerbangan yang bermasalah ini kerana MAS buntu dalam menyelesaikan masalah lebihan kakitangan dan \u201ckontrak perolehan berat sebelah\u201d dalam hal penyelenggaraan sehingga ke katering makanan. Tiada siapa yang terkejut bahawa kronisme dan tipu muslihat adalah salah satu punca utama MAS terus merosot.<\/p>\n DAP tidak bersetuju dengan cadangan mengisytiharkan MAS muflis, kerana bukan sahaja memalukan tetapi memberi kesan buruk ke atas pekerja MAS. Walau bagaimanapun, Khazanah mesti menyediakan satu pelan konkrit untuk menyelamatkan MAS, termasuk melaksanakan tender terbuka kompetitif yang menjadi amalan antarabangsa dan penilaian berasaskan prestasi untuk semua pekerja, termasuk pengurusan tertinggi.<\/p>\n Walaupun dengan subsidi dan geran berpuluh-puluh bilion yang diberikan oleh pembayar cukai Malaysia, MAS telah menunjukkan bahawa syarikat tersebut tidak boleh bersaing dengan Air Asia, yang merupakan kejayaan luar biasa keusahawanan Malaysia walaupun tidak mendapat satu sen pun daripada pembayar cukai Malaysia. Tambahan pula, syarikat tambang murah baru Malindo Air hanya akan memburukkan lagi prestasi MAS.<\/p>\n Kementerian Pengangkutan nampaknya tidak berusaha menjalankan projek-projek infrastruktur secara kos efektif, sepertimana yang dibuktikan dengan peningkatan limpahan kos dan kelewatan dalam projek KLIA2. Daripada bajet awal sebanyak RM1.6 bilion, kos KLIA2 telah melonjak kepada RM4 bilion dan mengalami kelewatan 3 tahun serta melanggar tarikh akhir sebanyak 3 kali. Keselamatan awam digunakan sebagai alasan bagi kelewatan ini.<\/p>\n Masanya telah tiba untuk Menteri Pengangkutan, Datuk Seri Hishamuddin Tun Hussein Onn mengenepikan ego demi kepentingan negara dengan bekerjasama dengan pengasas Air Asia, Tan Sri Tony Fernandes. Jika Hishamuddin enggan menerima kepakaran Tony Fernandes, yang dengan tajam mengingatkan bahawa Terminal Penerbangan Kos Rendah di Sepang hanya bernilai RM250 juta berbanding KLIA2 yang kini mencecah RM4 billion, maka negara kita yang akan rugi.<\/p>\n Lim Guan Eng<\/p>\n
