BN justifies the increase in toll charges by arrogantly asking Malaysians to use alternative shoddy toll-free roads instead of admitting to selling out the interests of ordinary Malaysians and small businesses to satisfy the insatiable greed of their cronies.<\/p>\n<p><!--more-->If Minister in the Prime Minister&#8217;s Department Abdul Wahid Omar can urge motorists to choose to use alternative routes if they were unhappy with impending increases in highway toll charges, Malaysians could ask why they were not given the freedom not to choose these toll concessionaires that were granted without open competitive tenders? The double-standards of the BN government recycles itself in being able to afford to pay RM400 million in compensation for not increasing toll charges before the general elections but not being able to afford to pay RM400 million once the elections are over.<\/p>\n<p>Despite signing the contract, the BN government can still escape from the unfair terms by renegotiating a new contract. BN has continued to claim that the scheduled toll hike is done in accordance to the contract and it is the government\u2019s duty to honour the sanctity of the contract terms or to pay huge compensation.<\/p>\n<p>Renegotiating The Toll Contracts Done Before<br \/>\nWe should be reminded that barely 3 years ago on 15 October 2010, then first term PM Najib Razak announced a 5-year cap on toll rate for the North-South Expressway and four other associated expressways when tabling the 2011 Budget in the Dewan Rakyat.  The BN government then claimed success in renegotiating a new deal with PLUS so that a 5-year freeze on toll increase was put in place. <\/p>\n<p>For this reason, BN should not lie that highway contracts cannot be renegotiated to stop toll rates hike for companies that had recouped their investment or construction cost when BN has successfully renegotiated such contracts in 2010 to forestall toll rates increases in preparation of the 2013 general elections.<\/p>\n<p>Further, beyond 2015 when the moratorium period expired, toll increases will be fixed at a \u2018milder\u2019 5% every 3 years as opposed to the original 10%.  PLUS will also waive RM6.2 billion of compensation claims against the government.<\/p>\n<p>The 2010 5-year Moratorium showed us that the federal government could do a lot more by renegotiating a more acceptable deal for rakyat rather than succumbing to the insatiable greed of cronies for excessive profits.<\/p>\n<p>Let us take Lebuhraya Damansara-Puchong (LDP) for example.  The road users are paying RM1.60 for each toll and it may increase to RM2.00 or more.  The LDP concessionaire holder, LITRAK, made RM127.2 million of net profit on top of RM370.7 million of revenue (The revenue is inclusive of a RM86.5 million compensation paid by the federal government for keeping the toll rate unchanged in 2012) for financial year 2013. <\/p>\n<p>Even without government\u2019s compensation, LITRAK will make at least RM 41 million of net profit. For the past 5 years, LITRAK\u2019s cumulative net profit was close to RM 500 million with RM 1.65 billion of revenue.  Year on year, revenue and profits has been growing at about 5% and profit after tax is within the range of 30% \u2013 35%.  All this is achieved without any toll hikes.<\/p>\n<p>Don\u2019t use toll roads<br \/>\nIt is difficult to believe that Wahid is not aware of the excessive profits enjoyed by BN crony companies when he is a banker. But as a rich banker, perhaps Wahid is not aware for many Malaysians toll roads are their only routs. Whenever it is possible to do so, Malaysians drivers are doing their best to bypass tolled and jammed highways.  This has contributed to only further traffic complications along the trunk roads and smaller roads in the housing areas.<\/p>\n<p>We have 27 private tolled expressways nationwide with a total length of about 1500 kilometres, operated by 20 companies.  At least one third of these tolled roads concentrated in the Klang Valley. With public transport usage in the urban areas only at 20%, how is that possible for ordinary Malaysians to avoid travelling by cars and pay tolls, no matter how unwillingly?  It is only our BN Ministers, chauffeured around in their tinted saloon escorted by convoy, who are disconnected with the everyday suffering of an ordinary Malaysian.<\/p>\n<p>By raising fuel and sugar prices, electricity prices and this will soon be followed by toll hikes, school bus fares, buses and trains tickets prices as well as the 300% increase in assessment charges in Kuala Lumpur, the increase in the yearly Bantuan Rakyat 1Malaysia(BR1M) to RM650 for each family with a monthly household income below RM3,000 has been rendered ineffective and meaningless to help poor income groups. Worse middle-class families who are not qualified to such assistance would be even worse off following the spiralling price hike.  Such inflationary effects is a sign of poor mismanagement by the BN government and will only make inclusive economic growth even more elusive.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8212;BM Version &#8212;-<\/p>\n<p>Kenyataan Media Setiausaha Agung DAP Lim Guan Eng Di Kuala Lumpur Pada 18.12.2013<\/p>\n<p>BN tidak harus berbohong bahawa perjanjian lebuh raya tidak boleh dirunding semula bagi menghalang kenaikan kadar tol untuk syarikat-syarikat yang telah mendapat balik pelaburan mereka atau kos pembinaan apabila BN telah berjaya merundingkan semula perjanjian tersebut pada tahun 2010 bagi mengelakkan kadar tol meningkat menjelang Pilihan Raya Umum 2013.<\/p>\n<p>Berikutan kenaikan tarif elektrik yang diumumkan pada 2 Disember 2013, rakyat Malaysia akan berdepan dengan kenaikan besar bayaran tol melibatkan 13 lebuh raya pada tahun 2014. BN dengan angkuhnya menjustifikasikan kenaikan bayaran tol dengan menyarakankan rakyat Malaysia menggunakan jalan alternatif bebas tol yang kurang bermutu daripada mengakui telah menggadaikan kepentingan rakyat Malaysia biasa dan peniaga kecil untuk memuaskan ketamakan kroni-kroni mereka.<\/p>\n<p>Jika Menteri di Jabatan Perdana Menteri Abdul Wahid Omar boleh menggesa pemandu untuk memilih menggunakan laluan alternatif jika mereka tidak berpuas hati dengan kenaikan yang akan berlaku dalam bayaran tol lebuh raya, mengapa rakyat Malaysia tidak diberikan kebebasan untuk bertanyakan berhubung pemilihan syarikat konsesi tol yang telah diberikan tanpa tender kompetitif terbuka? Sikap pilih kasih kerajaan BN berulang lagi apabila sebenarnya mereka mampu membayar RM400 juta sebagai pampasan bagi mengelakkan kenaikan bayaran tol sebelum pilihan raya umum tetapi tidak mampu membayar RM400 juta sebaik sahaja pilihan raya berlalu.<\/p>\n<p>Walaupun telah menandatangani perjanjian, kerajaan BN masih dapat melepaskan diri daripada terma tidak adil melalui rundingan semula perjanjian baru. BN terus mendakwa bahawa kenaikan tol yang dijadualkan dilakukan mengikut perjanjian dan menjadi tanggungjawab kerajaan untuk menghormati terma perjanjian atau membayar pampasan yang besar.<\/p>\n<p> <strong>Rundingan Semula Perjanjian tol yang Dimeterai Sebelum ini<br \/>\n<\/strong>Perlu diingatkan bahawa hampir 3 tahun yang lalu pada 15 Oktober 2010, pentadbiran tahun pertama Perdana Menteri Najib Razak mengumumkan had 5 tahun kadar tol bagi Lebuhraya Utara-Selatan dan empat lebuh raya lain yang berkaitan ketika membentangkan Bajet 2011 di Dewan Rakyat. Kerajaan BN kemudian mendakwa kejayaan dalam rundingan semula perjanjian baru dengan PLUS untuk pembekuan 5 tahun kenaikan tol.<br \/>\nAtas sebab ini, BN tidak harus berbohong bahawa perjanjian lebuh raya tidak boleh dirundingkan semula bagi menghentikan kenaikan kadar tol untuk syarikat-syarikat yang telah mendapatkan balik pelaburan mereka atau kos pembinaan apabila BN telah berjaya merunding semula perjanjian tersebut pada tahun 2010 untuk mengelakkan kadar tol meningkat menjelang  Pilihan Raya Umum 2013.<\/p>\n<p>Selanjutnya, selepas 2015 apabila tempoh moratorium tamat, kenaikan tol akan ditetapkan pada kadar \u2018sederhana\u2019 5% setiap 3 tahun berbanding dengan 10% yang asal. PLUS juga akan mengetepikan tuntutan pampasan RM6.2 bilion terhadap kerajaan. Moratorium 5 tahun pada 2010 menunjukkan Kerajaan Persekutuan boleh melakukan lebih banyak rundingan semula perjanjian yang lebih diterima rakyat dan bukan tunduk kepada ketamakan untuk memperolehi keuntungan kepada kroni-kroni mereka.<\/p>\n<p>Marilah kita mengambil Lebuhraya Damansara-Puchong (LDP) sebagai contoh. Para pengguna jalan raya membayar RM1.60 untuk setiap tol dan ia boleh meningkat kepada RM2.00 atau lebih. Pemegang konsesi LDP, LITRAK, membuat RM127.2 juta keuntungan bersih daripada RM370.7 juta hasil (pendapatan itu termasuk pampasan RM86.5 juta yang dibayar oleh Kerajaan Persekutuan untuk mengekalkan kadar tol  agar tidak berubah pada tahun 2012) bagi tahun kewangan 2013.<\/p>\n<p>Walaupun tanpa pampasan kerajaan, LITRAK akan tetap mendapat sekurang-kurangnya RM 41 juta keuntungan bersih. Sejak 5 tahun lalu, keuntungan bersih terkumpul LITRAK adalah hampir RM500 juta daripada RM 1.65 bilion hasil. Tahun ke tahun, pendapatan dan keuntungan telah meningkat pada kira-kira 5% dan keuntungan selepas cukai adalah dalam lingkungan 30% &#8211; 35%. Semua ini dicapai tanpa sebarang kenaikan tol.<\/p>\n<p><strong> Jangan Guna Jalan Bertol<br \/>\n<\/strong>Adalah sukar untuk mempercayai bahawa Wahid tidak sedar keuntungan berlebihan yang dinikmati oleh syarikat-syarikat kroni BN memandangkan beliau seorang ahli bank. Tetapi sebagai ahli bank yang kaya, mungkin Wahid tidak sedar bagi kebanyakan rakyat Malaysia jalan bertol merupakan hanya laluan yang ada. Sekiranya memperolehi peluang, pemandu Malaysia akan melakukan yang terbaik bagi mengelakkan lebuhraya bertol dan berdepan dengan kesesakan lebuhraya. Ini sekaligus telah mendorong kepada kesesakan trafik di sepanjang jalan utama dan jalan-jalan kecil di kawasan-kawasan perumahan.<\/p>\n<p>Kita mempunyai 27 lebuh raya bertol swasta di seluruh negara dengan jumlah panjang kira-kira 1500 kilometer, yang dikendalikan oleh 20 syarikat. Sekurang-kurangnya satu pertiga daripada jalan-jalan bertol tertumpu di Lembah Klang. Dengan hanya 20% menggunakan pengangkutan awam di kawasan bandar, bagaimana mungkin untuk rakyat biasa mampu mengelak daripada daripada menggunakan kereta dan membayar tol? Hanya Menteri BN yang megah dalam konvoi kenderaan bercermin hitam mewah yang dapat berbuat demikian, kerana mereka telah terpisah daripada realiti kehidupan rakyat kebanyakan.<\/p>\n<p>Dengan peningkatan harga bahan api dan gula,tarif elektrik dan tidak lama lagi akan disusuli dengan kenaikan tol, tambang bas sekolah, harga tiket  bas dan kereta api serta peningkatan 300% dalam cukai pintu Kuala Lumpur, peningkatan tahunan Bantuan Rakyat 1Malaysia (BR1M) kepada RM650 bagi setiap keluarga yang berpendapatan isi rumah di bawah RM3,000 tidak berkesan dan tidak bermakna untuk membantu golongan yang kurang berkemampuan. Keluarga kelas pertengahan lebih parah, mereka tidak layak untuk apa-apa bantuan. Kesan inflasi ini adalah penanda aras lemah oleh kerajaan BN dan hanya akan menjadikan pertumbuhan ekonomi bersama semakin kabur.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8211;Mandarin Version &#8212;&#8211;<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u6797\u51a0\u82f1\u4e8e2013\u5e7412\u670818\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u7684\u6587\u544a<\/p>\n<p>\u56fd\u9635\u4e0d\u5e94\u8be5\u614c\u79f0\u9ad8\u901f\u516c\u8def\u5408\u7ea6\u65e0\u6cd5\u91cd\u65b0\u8c08\u5224\uff0c\u4ee5\u505c\u6b62\u5df2\u7ecf\u6536\u56de\u6295\u8d44\u53ca\u5efa\u7b51\u6210\u672c\u7684\u7ecf\u8425\u516c\u53f8\u8c03\u6da8\u8fc7\u8def\u8d39\uff0c\u56e0\u4e3a\u4ed6\u4eec\u57282010\u5e74\u4e3a\u4e86\u5907\u62182013\u5e74\u5927\u9009\uff0c\u5c31\u66fe\u7ecf\u6210\u529f\u91cd\u65b0\u8c08\u5224\u5408\u7ea6\u540e\u9884\u5148\u963b\u6b62\u8c03\u6da8\u8fc7\u8def\u8d39\u3002<\/p>\n<p>\u968f\u77402013\u5e7412\u67082\u65e5\u6240\u5ba3\u5e03\u7684\u7535\u8d39\u8c03\u6da8\uff0c\u5927\u9a6c\u4eba\u8fd8\u8981\u57282014\u5e74\u906d\u53d713\u6761\u4e3b\u8981\u9ad8\u901f\u516c\u8def\u6536\u8d39\u8c03\u6da8\u4e4b\u82e6\u3002\u56fd\u9635\u50b2\u6162\u7684\u79f0\u82e5\u4eba\u6c11\u4e0d\u60f3\u4ed8\u8d39\uff0c\u53ef\u4ee5\u9009\u62e9\u4f7f\u7528\u5176\u4ed6\u514d\u4ed8\u8fc7\u8def\u8d39\u7684\u9053\u8def\uff0c\u8fd9\u53d8\u76f8\u7684\u627f\u8ba4\u4e86\u56fd\u9635\u51fa\u5356\u4e86\u5927\u9a6c\u666e\u901a\u666e\u901a\u767e\u59d3\u53ca\u5c0f\u5546\u5bb6\u7684\u5229\u76ca\uff0c\u5374\u8ba9\u4ed6\u4eec\u8d2a\u5a6a\u7684\u670b\u515a\uff0c\u9700\u7d22\u65e0\u5ea6\u5730\u81ea\u80a5\u3002<\/p>\n<p>\u82e5\u9996\u76f8\u7f72\u90e8\u957f\u963f\u90fd\u74e6\u5e0c\u5965\u9a6c\u53ef\u4ee5\u56e0\u4e3a\u4eba\u4eec\u5bf9\u9ad8\u901f\u516c\u8def\u8c03\u6da8\u4e0d\u516c\u5e73\u5c31\u8981\u6c42\u9a7e\u9a76\u8005\u53e6\u62e9\u4f7f\u7528\u5176\u4ed6\u9053\u8def\uff0c\u540c\u7406\uff0c\u90a3\u5927\u9a6c\u4eba\u662f\u5426\u4e5f\u53ef\u4ee5\u62d2\u7edd\u8fd9\u4e9b\u5927\u9053\u6536\u8d39\uff0c\u56e0\u4e3a\u8fd9\u4e9b\u7ecf\u8425\u8005\u5e76\u4e0d\u662f\u900f\u8fc7\u516c\u5f00\u62db\u6807\u800c\u83b7\u5f97\u7ecf\u8425\uff1f\u56fd\u9635\u5728\u5927\u9009\u524d\uff0c\u53ef\u4ee5\u8d54\u507f4\u4ebf\u4ee4\u5409\u963b\u6b62\u5927\u9053\u8fc7\u8def\u8d39\u8c03\u6da8\uff0c\u5982\u4eca\u8fc7\u4e86\u5927\u9009\u5374\u5ffd\u7136\u5c31\u65e0\u6cd5\u518d\u4ed84\u4ebf\u4ee4\u5409\u505c\u6b62\u8fc7\u8def\u8d39\u8c03\u6da8\u4e86\uff0c\u8db3\u89c1\u56fd\u9635\u662f\u4f55\u5176\u53cc\u91cd\u6807\u51c6\u3002<\/p>\n<p>\u9664\u4e86\u7b7e\u7f72\u5408\u7ea6\uff0c\u56fd\u9635\u653f\u5e9c\u5176\u5b9e\u53ef\u4ee5\u900f\u8fc7\u91cd\u65b0\u8c08\u5224\u65b0\u5408\u7ea6\uff0c\u4ee5\u907f\u514d\u5408\u7ea6\u4e2d\u79cd\u79cd\u4e0d\u516c\u5e73\u7684\u7ec6\u8282\u6761\u6587\u3002\u56fd\u9635\u4e0d\u65ad\u7684\u58f0\u79f0\u6536\u8d39\u8c03\u6da8\u662f\u6839\u636e\u5408\u7ea6\u4e2d\u7684\u8c03\u6da8\u65f6\u95f4\u8868\u800c\u5b9a\uff0c\u653f\u5e9c\u6709\u4e49\u52a1\u7ef4\u62a4\u5408\u7ea6\u7684\u795e\u5723\u6027\u6216\u9009\u62e9\u4f5c\u51fa\u9ad8\u989d\u8d54\u507f\u3002<\/p>\n<p>\u5927\u9053\u6536\u8d39\u5408\u7ea6\u66fe\u6709\u91cd\u65b0\u8c08\u5224\u6848\u4f8b<br \/>\n\u6211\u4eec\u5fc5\u987b\u8981\u63d0\u9192\u7ea6\u75653\u5e74\u524d\u76842010\u5e7410\u670815\u65e5\uff0c\u5f53\u65f6\u662f\u7eb3\u5409\u5c65\u884c\u9996\u76f8\u804c\u52a1\u7684\u7b2c\u4e00\u4e2a\u4efb\u671f\uff0c\u4ed6\u5728\u5f53\u5929\u56fd\u4f1a\u4e0b\u8bae\u9662\u5ba3\u5e032011\u5e74\u7684\u9884\u7b97\u6848\u65f6\uff0c\u5ba3\u5e03\u4e86\u5357\u5317\u5927\u9053\u53ca\u5176\u4f594\u6761\u76f8\u5173\u5feb\u901f\u5927\u9053\u7684\u6536\u8d395\u5e74\u671f\u9650\u3002\u56fd\u9635\u653f\u5e9c\u8f83\u540e\u8fd8\u58f0\u79f0\u4e0e\u5357\u5317\u5927\u9053\u516c\u53f8\u91cd\u65b0\u8c08\u5224\u6210\u529f\u62df\u51fa\u65b0\u65b9\u6848\uff0c\u90a3\u5c31\u662f\u7eb3\u5165\u51bb\u7ed3\u672a\u67655\u5e74\u7684\u5927\u9053\u8fc7\u8def\u8d39\u8c03\u6da8\u3002<\/p>\n<p>\u56e0\u6b64\uff0c\u56fd\u9635\u4e0d\u5e94\u8be5\u614c\u79f0\u9ad8\u901f\u516c\u8def\u5408\u7ea6\u65e0\u6cd5\u91cd\u65b0\u8c08\u5224\uff0c\u4ee5\u505c\u6b62\u5df2\u7ecf\u6536\u56de\u6295\u8d44\u53ca\u5efa\u7b51\u6210\u672c\u7684\u7ecf\u8425\u516c\u53f8\u8c03\u6da8\u8fc7\u8def\u8d39\uff0c\u56e0\u4e3a\u4ed6\u4eec\u57282010\u5e74\u4e3a\u4e86\u5907\u62182013\u5e74\u5927\u9009\uff0c\u5c31\u66fe\u7ecf\u6210\u529f\u91cd\u65b0\u8c08\u5224\u5408\u7ea6\u540e\u9884\u5148\u963b\u6b62\u8c03\u6da8\u8fc7\u8def\u8d39\u3002<\/p>\n<p>\u5f53\u65f6\u5408\u7ea6\u8c08\u5224\u8fd8\u6709\u8bf4\u660e2015\u5e74\u540e\uff0c\u51bb\u7ed3\u671f\u4e00\u8fc7\uff0c\u8c03\u6da8\u5e45\u5ea6\u5c06\u4f1a\u6bcf3\u5e74\u5fae\u5e45\u8c03\u65745%\u800c\u4e0d\u662f\u539f\u5148\u768410%\uff0c\u540c\u65f6\uff0c\u5357\u5317\u5927\u9053\u516c\u53f8\u4e5f\u4f1a\u514d\u9664\u653f\u5e9c62\u4ebf\u4ee4\u5409\u7684\u8d54\u507f\u3002<\/p>\n<p>2010\u5e74\u76845\u5e74\u51bb\u7ed3\u8c08\u5224\u7ed3\u679c\u663e\u793a\uff0c\u8054\u90a6\u653f\u5e9c\u522b\u65e0\u4ed6\u6cd5\u5730\u552f\u6709\u4e0d\u65ad\u7684\u91cd\u65b0\u8c08\u5224\u8fc7\u5f80\u7684\u65e7\u5408\u7ea6\uff0c\u53d6\u5f97\u5408\u7406\u7684\u65b9\u6848\uff0c\u4ee5\u5229\u4eba\u6c11\uff0c\u800c\u4e0d\u662f\u8ba9\u8d2a\u5a6a\u7684\u670b\u515a\u81ea\u80a5\u3002<\/p>\n<p>\u8ba9\u6211\u4eec\u4ee5\u767d\u6c99\u7f57- \u84b2\u79cd\u5927\u9053\u4e3a\u4f8b\u3002\u73b0\u5728\uff0c\u9053\u8def\u4f7f\u7528\u8005\u5728\u6bcf\u4e00\u4e2a\u6536\u8d39\u7ad9\uff0c\u5fc5\u9700\u7f34\u4ed81\u4ee4\u540960\u4ed9\uff0c\u800c\u8fd9\u5c06\u4f1a\u589e\u81f32\u4ee4\u5409\u6216\u66f4\u9ad8\u3002\u767d\u6c99\u7f57-
