For 2011, Malaysia is behind giants Russia (US$191.14 billion), China (US$151.35 billion) and India (US$84.93 billion).<\/p>\n<p>According to Washington-based financial watchdog Global Financial Integrity (GFI) Report, despite a smaller population Malaysia has a higher illicit funds outflow than many larger populated countries in the world from 2002-11 of USD 370.38 billion.<\/p>\n<p><!--more-->Crime, corruption and tax evasion has been identified as amongst the main causes. With a total of RM1.2 trillion or USD 370.38 billion lost from dirty money between 2002-11, this huge loss of funds from dirty money is larger than Malaysia\u2019s GDP this year or next year.<\/p>\n<p>Every country on the top 10 list of shame, has a population larger than Malaysia. There is no doubt that on a per capita basis, Malaysia wins hands down as the world champion of corruption validating the new title awarded by Transparency International and Wall Street Journal over the last one year.<\/p>\n<p>The BN Government should address this shameful title accorded to Malaysia by punishing those responsible for huge financial scandals such as the RM 52 billion bumis shares scandal where ordinary Malays missed out on these shares which disappeared presumably to BN leaders, the RM14 billion Port Klang Free Trade Zone scandal and the annual exposes of financial malpractices highlighted in the annual Auditor-General Report(involving amounts of RM 6.5 billion  in 2012). To date no one has been punished.<\/p>\n<p>Clearly Bank Negara Malaysia (BNM) has been ineffective and incompetent at best and at worst downright irresponsible and criminally negligent in stopping the illicit outflow of funds despite setting up a task force in 2010 to implement measures to stop the outflow of dirty money. Perhaps Malaysia should follow the British model of creating the world&#8217;s first central public registry of corporate beneficial ownership information to stop dirty money.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;&#8212;BM Version &#8212;&#8211;<\/p>\n<p>Kenyataan Media oleh Setiausaha Agung DAP, Lim Guan Eng di Kuala Lumpur pada 12 Disember 2013.<\/p>\n<p><strong>Benarlah Malaysia juara dunia korupsi dengan USD370.38 bilion (RM1.2 trilion) aliran wang haram ke luar negara antara 2002-2011 hasil daripada jenayah, rasuah dan pengelakan cukai.<\/strong><\/p>\n<p>Prestasi cemerlang Malaysia sebagai juara korupsi dunia diwajarkan dengan RM173.84 bilion (USD54.18 bilion) aliran keluar wang haram dari Malaysia pada tahun 2011, keempat paling teruk di dunia. Bagi tahun tersebut, kedudukan Malaysia berada di belakang Rusia (USD191.14 bilion), China (USD151.35 bilion) dan India (USD84.94 bilion).<\/p>\n<p>Menurut laporan pemerhati kewangan berpusat di Washington, Global Financial Integriti, walaupun populasi Malaysia kecil, ia memiliki aliran keluar wang haram yang lebih tinggi berbanding negara dengan populasi lebih besar di dunia antara tahun 2002-2011 dengan jumlah USD370.38 bilion.<\/p>\n<p>Jenayah, rasuah dan pengelakan cukai telah dikenalpasti sebagai penyumbang utama. Dengan jumlah kerugian besar sebanyak RM1.2 trilion atau USD370.38 bilion dalam bentuk wang haram antara tahun 2002-2011 ini, jelas sekali bahawa jumlah kerugian daripada wang haram ini adalah lebih besar daripada KDNK Malaysia untuk tahun ini mahupun tahun hadapan.<\/p>\n<p>Setiap negara di kedudukan 10 tertinggi dalam senarai terbabit mempunyai bilangan jumlah penduduk yang lebih ramai berbanding Malaysia. Tidak dapat dinafikan bahawa secara per kapita, Malaysia muncul juara dunia dalam gejala rasuah dan mengesahkan gelaran yang diberikan Transparency International dan Wall Street Journal dalam jangka setahun yang lalu.<\/p>\n<p>Kerajaan Barisan Nasional mesti mengambil tindakan ke atas penganugerahan gelaran yang begitu memalukan kepada negara ini dengan mengambil tindakan terhadap mereka yang bertanggungjawab di atas skandal-skandal kewangan seperti skandal saham Bimputera bernilai RM52 bilion, di mana orang Melayu biasa terlepas peluang mendapatkan saham-saham ini yang barangkali ghaib ke tangan-tangan pemimpin BN; skandal RM14 bilion Port Klang Free Trade Zone serta pendedahan saban tahun pihak Ketua Audit Negara tentang kegagalan mengurus kewangan (yang melibatkan dana berjumlah RM6.5 bilion dalam tahun 2012). Sehingga ke hari ini, tidak ada seorang pun yang menerima sebarang hukuman.<\/p>\n<p>Jelas sekali Bank Negara Malaysia (BNM) tidak efektif dan tidak cekap; malah langsung tidak bertanggungjawab dan lalai dalam menghentikan pengaliran keluar wang haram ini, walaupun telah mewujudkan jawatankuasa bertindak pada tahun 2010 untuk melaksanakan langkah-langkah bagi menghentikan aliran keluar wang haram. Barangkali Malaysia harus mencontohi model British yang mewujudkan pendaftaran awam berpusat bagi maklumat pemilikan berfaedah korporat bagi menghentikan aliran wang haram. <\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8211;Mandarin Version &#8212;&#8211;<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u6797\u51a0\u82f1\u4e8e2013\u5e7412\u670812\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u9a6c\u6765\u897f\u4e9a\u6210\u4e3a\u4e16\u754c\u8d2a\u6c61\u51a0\u519b\uff0c\u57282002\u5e74\u81f32011\u5e74\u4e4b\u95f4\uff0c\u67093703\u4ebf8000\u4e07\u7f8e\u5143\uff081.2\u5146\u4ee4\u5409\uff09\u7684\u9ed1\u94b1\u6216\u8fdd\u6cd5\u8d44\u91d1\uff0c\u901a\u8fc7\u7f6a\u6848\u3001\u8d2a\u6c61\u53ca\u9003\u7a0e\u6d41\u51fa\u56fd\u5916\u3002<\/strong><\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u201c\u72ec\u6811\u4e00\u5e1c\u201d\uff0c\u6210\u4e3a\u8d2a\u6c61\u51a0\u519b\uff0c\u57282011\u5e74\uff0c\u975e\u6cd5\u5916\u6d41\u8d44\u91d1\u6216\u9ed1\u94b1\u8fbe1738\u4ebf4000\u4e07\u4ee4\u5409\uff08541\u4ebf8000\u4e07\u7f8e\u5143\uff09\uff0c\u4f4d\u5c45\u4e16\u754c\u7b2c\u56db\u7cdf\u7684\u56fd\u5bb6\u30022011\u5e74\uff0c\u9a6c\u6765\u897f\u4e9a\u9ed1\u94b1\u5916\u6d41\u6392\u540d\u5728\u4fc4\u7f57\u65af\uff081911\u4ebf4000\u4e07\u7f8e\u5143\uff09\u3001\u4e2d\u56fd\uff081513\u4ebf5000\u4e07\u7f8e\u5143\uff09\u53ca\u5370\u5ea6\uff08849\u4ebf3000\u4e07\u7f8e\u5143\uff09\u4e4b\u540e\u3002 <\/p>\n<p>\u603b\u90e8\u8bbe\u4e8e\u534e\u76db\u987f\u7684\u5168\u7403\u8d22\u52a1\u5ec9\u6d01\u62a5\u544a\u6307\u51fa\uff0c\u867d\u7136\u9a6c\u6765\u897f\u4e9a\u7684\u4eba\u53e3\u5f88\u5c11\uff0c\u4f46\u662f\uff0c\u6211\u56fd\u975e\u6cd5\u8d44\u91d1\u5916\u6d41\u57282002\u5e74-2011\u5e74\u671f\u95f4\u8fbe3703\u4ebf8000\u4e07\u7f8e\u5143\uff0c\u60c5\u51b5\u6bd4\u5176\u5b83\u4eba\u53e3\u4f17\u591a\u7684\u56fd\u5bb6\u8fd8\u9ad8\u3002<\/p>\n<p>\u7f6a\u6848\u3001\u8d2a\u6c61\u53ca\u9003\u7a0e\u5df2\u7ecf\u88ab\u89c6\u4e3a\u662f\u975e\u6cd5\u8d44\u91d1\u5916\u6d41\u7684\u6700\u4e3b\u8981\u539f\u56e0\u3002\u57282002\u5e74\u81f32011\u5e74\u671f\u95f4\uff0c\u6211\u56fd\u635f\u5931\u4e861.2\u5146\u4ee4\u5409\u62163703\u4ebf8000\u4e07\u7f8e\u5143\uff0c\u8fd9\u7b14\u5916\u6d41\u7684\u5de8\u989d\u975e\u6cd5\u8d44\u91d1\uff0c\u6bd4\u4eca\u5e74\u6216\u660e\u5e74\u6211\u56fd\u56fd\u5185\u751f\u4ea7\u603b\u503c\u8fd8\u591a\u3002<\/p>\n<p>\u8fd9\u4e2a\u53ef\u803b\u7684\u8d2a\u6c61\u6392\u884c\u699c\u999610\u4e2a\u56fd\u5bb6\uff0c\u5404\u56fd\u7684\u4eba\u53e3\u90fd\u591a\u8fc7\u9a6c\u6765\u897f\u4e9a\u3002\u65e0\u7591\uff0c\u5c31\u4eba\u53e3\u6bd4\u4f8b\u800c\u8a00\uff0c\u9a6c\u6765\u897f\u4e9a\u201c\u51fb\u8d25\u201d\u4f17\u56fd\uff0c\u6210\u4e3a\u8d2a\u6c61\u7684\u4e16\u754c\u51a0\u519b\uff0c\u786e\u8ba4\u4e86\u53bb\u5e74\u56fd\u9645\u900f\u660e\u53ca\u534e\u5c14\u8857\u65e5\u62a5\u6240\u7ed9\u7684\u65b0\u5c01\u53f7\u3002<\/p>\n<p>\u56fd\u9635\u653f\u5e9c\u5e94\u8be5\u8981\u56de\u5e94\u8fd9\u4e2a\u52a0\u5728\u6211\u56fd\u7684\u53ef\u803b\u5c01\u53f7\uff0c\u4e25\u60e9\u90a3\u4e9b\u5bfc\u81f4\u5de8\u989d\u91d1\u878d\u4e11\u95fb\u7684\u6d89\u6848\u4eba\u58eb\uff0c\u6bd4\u5982520\u4ebf\u4ee4\u5409\u571f\u8457\u80a1\u6743\u4e0d\u77e5\u6240\u8e2a\uff0c\u666e\u901a\u9a6c\u6765\u4eba\u5e76\u6ca1\u6709\u83b7\u5f97\u8fd9\u4e9b\u80a1\u7968\uff0c\u5927\u6982\u5df2\u7ecf\u7ed9\u4e86\u56fd\u9635\u9886\u8896\u3001140\u4ebf\u4ee4\u5409\u5df4\u751f\u81ea\u7531\u6e2f\u53e3\u8d38\u6613\u533a\u4ee5\u53ca\u6bcf\u5e74\u603b\u7a3d\u67e5\u62a5\u544a\u6240\u7a81\u51fa\u7684\u8d22\u52a1\u7ba1\u7406\u4e0d\u5f53\uff082012\u5e74\u5bfc\u81f4\u7ea665\u4ebf\u4ee4\u5409\u635f\u5931\uff09\u3002\u81f3\u4eca\u90fd\u6ca1\u6709\u4eba\u88ab\u5bf9\u4ed8\u3002<\/p>\n<p>\u5f88\u660e\u663e\u5730\uff0c\u56fd\u5bb6\u94f6\u884c\u5145\u5176\u91cf\u5e76\u65e0\u6548\u7387\u4e5f\u4e0d\u80fd\u5e72\uff0c\u6700\u7cdf\u7684\u662f\u5728\u8fd9\u4e2a\u95ee\u9898\u4e0a\u5b8c\u5168\u5c55\u73b0\u5176\u65e0\u529b\u963b\u6b62\u975e\u6cd5\u8d44\u91d1\u5916\u6d41\u7684\u4e0d\u8d1f\u8d23\u4efb\u548c\u8fc7\u5931\uff0c\u5c3d\u7ba1\u5f53\u5c40\u5df2\u7ecf\u57282010\u5e74\u8bbe\u7acb\u7279\u522b\u5c0f\u7ec4\u6765\u6267\u884c\u4efb\u52a1\u963b\u904f\u975e\u6cd5\u8d44\u91d1\u5916\u6d41\u3002\u6216\u8bb8\u9a6c\u6765\u897f\u4e9a\u5e94\u8be5\u50cf\u82f1\u56fd\u90a3\u6837\uff0c\u8bbe\u7acb\u4e16\u754c\u7b2c\u4e00\u4e2a\u4f01\u4e1a\u5168\u90e8\u5b9e\u76ca\u8d44\u6599\u7684\u516c\u5171\u767b\u8bb0\u4e2d\u5fc3\uff0c\u4ee5\u675c\u7edd\u9ed1\u94b1\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press Statement By DAP Secretary-General Lim Guan Eng In Kuala Lumpur On 12.12.2013.
