Japan is a good lesson of the dangers of a property bubble.<\/p>\n<p>The state government has set up a RM500 million Public And Affordable Housing Fund to build 20,000 units of public housing and affordable housing in all 5 districts of Penang. This is the largest amount set aside by any state government in Malaysian history to build affordable and public housing.<\/p>\n<p>As a people-centric government, the Penang state government wants to achieve housing democracy that allows every working family to own their own home. Ensuring that public housing (low cost and low medium cost houses) is owned by the poor and genuine first time buyers is our priority.<\/p>\n<p>The Penang state EXCO had during its last meeting refined the new housing rules for clarity and certainty as follows:<\/p>\n<p>1,       Public Housing \u2013 Low Cost And Low Medium Cost Housing<br \/>\nAll low cost homes(up to RM42,000) and low-medium cost homes(up to RM72,500) purchased can not be sold for 10 years. Those who wish to sell during the first 10 years must appeal to the state government and can only be sold to \u201clisted buyers\u201d. Listed buyers are those who have registered with the Housing Department of the state government and are certified as low income groups that are qualified to purchase low-cost or low-medium cost housing. This 10 year rule will cover all past and future purchases. The balloting of houses will be subject to oversight by an auditing firm.<\/p>\n<p>2.       Affordable Housing<br \/>\nAffordable housing is classified as houses which were initially purchased below RM400,000 on the island and RM 250,000 on the mainland. Affordable housing purchased can not be sold for 5 years. Those who wish to sell during the first 5 years must appeal to the state government and can only be sold to \u201clisted buyers\u201d. Listed buyers are those who have registered with the Housing Department of the state government and are certified as middle-income groups that are qualified to purchase affordable housing. This 5 year rule will cover all past and future purchases. The balloting of houses will be subject to oversight by an auditing firm.<\/p>\n<p>3.       Purchases By Non-Citizens<br \/>\nNon-residents can only purchase properties in Penang in excess of RM1 million and for landed property on the island must exceed RM2 million. All purchases of properties by non-residents will be subject to a 3% levy on the transacted price from 1 February 2014. Exemptions are provided for purchases for industry purposes or for a purpose that promotes employment, education, human talent or promoting Penang as an international and intelligent city.<\/p>\n<p>4.       2% Levy On Property Purchased After 1.2.2014 Sold Within 3 Years<br \/>\nA 2% levy will be imposed on the seller for all property sold within 3 years from the date of the Sales &#038; Purchase Agreement(SPA) signed from 1 February 2014. In other words, this is not retrospective. Properties bought with the SPA signed before 1 February 2014 will not be subject to this levy. Only properties bought with the SPA from 1 February 2014 will be subject to the 2% levy if sold within 3 years. This 2% levy is not applicable to affordable housing.<\/p>\n<p>Preliminary discussions were held between some property players and housebuyers but the state government is prepared for further discussions with all stakeholders<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8212;BM Version &#8212;-<\/p>\n<p>Kenyataan Media Ketua Menteri Pulau Pinang Lim Guan Eng di Komtar, George Town Pada 8.12.2013.<\/p>\n<p>Peraturan perumahan baru yang berkuatkuasa pada 1 Februari, 2014 akan melindungi Pulau Pinang daripada terjejas akibat gelembung hartanah dan memastikan perumahan awam dan perumahan mampu dimiliki dibeli oleh pembeli tulen kali pertama yang layak daripada kumpulan berpendapatan rendah dan sederhana.<\/p>\n<p>Peraturan perumahan baru yang diumumkan pada  Belanjawan 2014 Pulau Pinang di Dewan Undangan Negeri Pulau Pinang dan diusulkan untuk berkuatkuasa pada 1 Februari, 2014 direka untuk melindungi Pulau Pinang daripada terjejas oleh gelembung hartanah dan memastikan perumahan awam dan perumahan mampu dimiliki dibeli oleh pembeli tulen kali pertama yang layak daripada kumpulan berpendapatan rendah dan sederhana.<\/p>\n<p>Sebagai kerajaan yang bertanggungjawab bagi memastikan pertumbuhan ekonomi yang mapan dan kekal membangun, kerajaan negeri Pulau Pinang sentiasa berhati-hati untuk mengelakkan diri daripada terperangkap dalam mana-mana gelembung hartanah yang kelak menjejaskan rakyat dan merosakkan ekonomi. Jepun adalah satu pengajaran yang baik mengenai bahaya gelembung hartanah.<\/p>\n<p>Kerajaan negeri telah menubuhkan Dana Perumahan Awam dan Mampu Milik berjumlah RM500 juta untuk membina 20,000 unit perumahan awam dan perumahan yang mampu dimiliki dalam semua 5 daerah di Pulau Pinang. Ini adalah peruntukan terbesar oleh mana-mana kerajaan negeri dalam sejarah Malaysia untuk membina perumahan awam yang mampu dimiliki.<\/p>\n<p>Sebagai kerajaan yang berjiwa rakyat, kerajaan negeri Pulau Pinang mahu mencapai demokrasi perumahan yang membolehkan setiap keluarga yang bekerja memiliki rumah mereka sendiri. Memastikan perumahan awam (rumah kos rendah dan kos rendah sederhana) dimiliki oleh pembeli kali pertama miskin dan tulen adalah keutamaan kami.<\/p>\n<p>Exco Pulau Pinang pada mesyuarat terakhir lalu telah memperhalusi peraturan perumahan baru untuk kejelasan dan kepastian semua pihak sebagaimana di bawah:<\/p>\n<p>1,       Perumahan Awam \u2013 Kos Rendah dan Kos Sederhanan Rendah<\/p>\n<p>Semua rumah kos rendah (sehingga RM42, 000) dan rumah-rumah kos sederhana rendah (sehingga RM72, 500) yang dibeli tidak boleh dijual dalam tempoh 10 tahun. Mereka yang ingin menjual dalam tempoh 10 tahun pertama perlu merayu kepada kerajaan negeri dan hanya boleh dijual kepada &#8220;pembeli tersenarai&#8221; (listed buyers). Pembeli yang disenaraikan adalah mereka yang telah berdaftar dengan Bahagian Perumahan kerajaan negeri dan disahkan sebagai golongan berpendapatan rendah yang layak untuk membeli rumah kos rendah atau rumah kos sederhana rendah. Peraturan 10 tahun akan meliputi semua belian yang lepas dan akan datang. Pengundian rumah akan tertakluk kepada pengawasan oleh sebuah firma audit.<\/p>\n<p>2.       Perumahan Mampu Milik<\/p>\n<p>Perumahan mampu miliki diklasifikasikan sebagai rumah yang pada mulanya dibeli di bawah RM400, 000 di dalam pulau dan RM 250,000 di Seberang. Perumahan mampu milik yang dibeli tidak boleh dijual selama 5 tahun. Mereka yang ingin menjual dalam tempoh 5 tahun pertama perlu merayu kepada kerajaan negeri dan hanya boleh dijual kepada &#8220;pembeli tersenarai&#8221;. Pembeli yang disenaraikan adalah mereka yang telah berdaftar dengan Bahagian Perumahan kerajaan negeri dan disahkan sebagai kumpulan berpendapatan pertengahan yang berkelayakan untuk membeli perumahan mampu milik. Peraturan 5 tahun akan meliputi semua belian yang lepas dan akan datang. Pengundian rumah tertakluk kepada pengawasan oleh sebuah firma audit.<\/p>\n<p>3.       Pembelian oleh Bukan Warganegara<\/p>\n<p>Bukan pemastautin hanya boleh membeli hartanah di Pulau Pinang yang melebihi RM1 juta dan bagi tanah dan bangunan di pulau ini mesti melebihi RM2 juta. Semua pembelian hartanah oleh bukan pemastautin akan dikenakan levi 3% atas harga transaksi pada 1 Februari 2014. Pengecualian disediakan untuk pembelian yang bertujuan industri atau untuk tujuan menggalakkan pekerjaan, pendidikan, bakat manusia atau mempromosikan Pulau Pinang sebagai bandar antarabangsa dan pintar.<\/p>\n<p>4.      Levi 2% Untuk Hartanah yang Dibeli Selepas 1.2.2014 Dijual dalam 3 Tahun Pertama<\/p>\n<p>Levi 2% akan dikenakan ke atas penjual untuk semua hartanah yang dijual dalam tempoh 3 tahun dari tarikh Perjanjian Jual Beli (SPA) yang ditandatangani pada 1 Februari 2014. Dalam erti kata lain, ini tidak retrospektif. Hartanah yang dibeli dengan SPA ditandatangani sebelum 1 Februari 2014 tidak akan dikenakan levi ini. Hanya hartanah dibeli dengan SPA dari 1 Februari 2014 akan tertakluk kepada levi 2% jika dijual dalam tempoh 3 tahun. Levi 2% ini tidak terpakai untuk perumahan mampu milik.<\/p>\n<p>Perbincangan awal telah diadakan antara beberapa syarikat hartanah dan pembeli rumah tetapi kerajaan negeri bersedia untuk mengadakan  perbincangan lanjut dengan semua pihak berkepentingan.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8212;Mandarin Version &#8212;&#8212;-<\/p>\n<p>\u69df\u57ce\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2013\u5e7412\u67088\u65e5\u5728\u5149\u5927\u4e54\u6cbb\u5e02\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>2014\u5e742\u67081\u65e5\u8d77\u7684\u65b0\u623f\u5c4b\u6761\u4f8b\u662f\u4e3a\u4e86\u4fdd\u62a4\u69df\u57ce\u514d\u4e8e\u623f\u4ea7\u6ce1\u6cab\u7684\u8d1f\u9762\u5f71\u54cd\uff0c\u540c\u65f6\u786e\u4fdd\u516c\u5171\u623f\u5c4b\u53ca\u53ef\u8d1f\u62c5\u623f\u5c4b\u7684\u4e70\u4e3b\u662f\u771f\u6b63\u6765\u81ea\u4f4e\u6536\u5165\u53ca\u4e2d\u7b49\u6536\u5165\u7684\u7b2c\u4e00\u6b21\u8d2d\u5c4b\u8005\u3002<\/strong><\/p>\n<p>\u69df\u57ce\u7acb\u6cd5\u8bae\u4f1a\u57282014\u5e74\u8d22\u653f\u9884\u7b97\u6848\u63d0\u5448\u5efa\u8bae\uff0c2014\u5e742\u67081\u65e5\u5f00\u59cb\u63a8\u884c\u7684\u65b0\u623f\u5c4b\u6761\u4f8b\uff0c\u662f\u4e3a\u4e86\u4fdd\u62a4\u69df\u57ce\u514d\u4e8e\u623f\u4ea7\u6ce1\u6cab\u7684\u8d1f\u9762\u5f71\u54cd\uff0c\u540c\u65f6\u786e\u4fdd\u516c\u5171\u623f\u5c4b\u53ca\u53ef\u8d1f\u62c5\u623f\u5c4b\u7684\u4e70\u4e3b\u662f\u771f\u6b63\u6765\u81ea\u4f4e\u6536\u5165\u53ca\u4e2d\u7b49\u6536\u5165\u7684\u7b2c\u4e00\u6b21\u8d2d\u5c4b\u8005\u3002<\/p>\n<p>\u505a\u4e3a\u4e00\u4e2a\u8d1f\u8d23\u4efb\u7684\u653f\u5e9c\uff0c\u6211\u4eec\u8981\u8ffd\u6c42\u53ef\u6301\u7eed\u7ecf\u6d4e\u6210\u957f\u53ca\u53d1\u5c55\uff0c\u69df\u5dde\u653f\u5e9c\u6b63\u5c0f\u5fc3\u7684\u907f\u514d\u91cd\u8e48\u623f\u5730\u4ea7\u6ce1\u6cab\uff0c\u56e0\u8fd9\u5c06\u8ba9\u4eba\u6c11\u9677\u5165\u56f0\u5883\u3001\u7834\u574f\u7ecf\u6d4e\u3002\u65e5\u672c\u5c31\u662f\u623f\u4ea7\u6ce1\u6cab\u5371\u673a\u7684\u6700\u597d\u6559\u8bad\u3002<\/p>\n<p>\u5dde\u653f\u5e9c\u8bbe\u7acb\u4e865\u4ebf\u4ee4\u5409\u7684\u516c\u5171\u53ca\u53ef\u8d1f\u62c5\u623f\u5c4b\u57fa\u91d1\uff0c\u4ee5\u5728\u5168\u69df\u4e94\u4e2a\u53bf\u5174\u5efa2\u4e07\u4e2a\u516c\u5171\u623f\u5c4b\u53ca\u53ef\u8d1f\u62c5\u623f\u5c4b\u3002\u8fd9\u662f\u9a6c\u6765\u897f\u4e9a\u53f2\u4e0a\u627f\u62c5\u6700\u591a\u53ef\u8d1f\u62c5\u53ca\u516c\u5171\u623f\u5c4b\u6570\u91cf\u7684\u5dde\u653f\u5e9c\u3002<\/p>\n<p>\u505a\u4e3a\u4ee5\u6c11\u4e3a\u672c\u7684\u653f\u5e9c\uff0c\u69df\u5dde\u653f\u5e9c\u8981\u5b9e\u73b0\u623f\u5c4b\u6c11\u4e3b\u5316\uff0c\u8ba9\u5c45\u8005\u6709\u5176\u5c4b\uff0c\u786e\u4fdd\u516c\u5171\u623f\u5c4b\uff08\u5ec9\u4ef7\u53ca\u4e2d\u5ec9\u4ef7\u5c4b\uff09\u662f\u4f4e\u6536\u5165\u8005\u53ca\u771f\u6b63\u7684\u7b2c\u4e00\u6b21\u4e70\u4e3b\u3002<\/p>\n<p>\u69df\u5dde\u884c\u653f\u8bae\u4f1a\u5728\u4e0a\u4e00\u6b21\u4f1a\u8bae\u4e2d\u5df2\u7ecf\u91cd\u65b0\u5236\u8ba2\u65b0\u7684\u623f\u5c4b\u6761\u4f8b\uff0c\u4ee5\u6f84\u6e05\u53ca\u786e\u5b9a\u4e0b\u5217\u4e8b\u9879\uff1a<\/p>\n<p>1,       \u516c\u5171\u623f\u5c4b\uff0d\u5ec9\u4ef7\u53ca\u4e2d\u5ec9\u4ef7\u5c4b<br \/>\n\u6240\u6709\u5ec9\u4ef7\u5c4b\u53ca\u4e2d\u5ec9\u4ef7\u5c4b\u8d2d\u4e70\u540e10\u5185\u4e0d\u80fd\u51fa\u552e\u3002\u90a3\u4e9b\u6709\u610f\u572810\u5e74\u5185\u552e\u5c4b\u7684\u4eba\u58eb\u5fc5\u987b\u5411\u653f\u5e9c\u7533\u8bf7\uff0c\u5e76\u4e14\u53ea\u80fd\u51fa\u552e\u7ed9\u201c\u5ec9\u4ef7\u623f\u5c4b\u7533\u8bf7\u8005\u201d\u3002\u8fd9\u4e9b\u7533\u8bf7\u8005\u662f\u90a3\u4e9b\u5df2\u7ecf\u5411\u5dde\u653f\u5e9c\u623f\u5c4b\u90e8\u767b\u8bb0\uff0c\u5e76\u8bc1\u5b9e\u662f\u4f4e\u6536\u5165\u7fa4\uff0c\u7b26\u5408\u8d44\u683c\u8d2d\u4e70\u5ec9\u4ef7\u6216\u4e2d\u5ec9\u4ef7\u5c4b\u3002\u8fd9\u4e2a10\u5e74\u4e0d\u80fd\u552e\u5c4b\u7684\u6761\u4f8b\u5c06\u6db5\u76d6\u6240\u6709\u4e4b\u524d\u53ca\u672a\u6765\u8d2d\u4e70\u7684\u623f\u5c4b\u3002\u623f\u5c4b\u62bd\u7b7e\u5c06\u7531\u4e00\u5bb6\u7a3d\u67e5\u516c\u53f8\u76d1\u7763\u3002<\/p>\n<p>2.      \u53ef\u8d1f\u62c5\u623f\u5c4b<br \/>\n\u53ef\u8d1f\u62c5\u623f\u5c4b\uff0c\u5dde\u653f\u5e9c\u5236\u5b9a\u69df\u5c9b\u7684\u9876\u4ef7\u662f40\u4e07\u4ee4\u5409\uff0c\u5a01\u7701\u7684\u9802\u4ef7\u5247\u662f25\u4e07\u4ee4\u5409\u3002\u53ef\u8d1f\u62c5\u623f\u5c4b5\u5e74\u5185\u4e0d\u5f97\u51fa\u552e\u3002\u6709\u610f\u5728\u4e94\u5e74\u5185\u51fa\u552e\u7684\u5c4b\u4e3b\u5fc5\u987b\u5411\u5dde\u653f\u5e9c\u63d0\u51fa\u7533\u8bf7\uff0c\u53ea\u80fd\u5356\u7ed9\u5df2\u5411\u5dde\u653f\u5e9c\u623f\u5c4b\u767b\u8bb0\u7684\u201c\u53ef\u8d1f\u62c5\u623f\u5c4b\u7533\u8bf7\u8005\u201d\uff0c\u5e76\u8bc1\u5b9e\u662f\u4e2d\u7b49\u6536\u5165\u7fa4\uff0c\u88ab\u5dde\u653f\u5e9c\u8bc1\u5b9e\u4e3a\u7b26\u5408\u8d2d\u4e70\u53ef\u8d1f\u62c5\u623f\u5c4b\u8d44\u683c\u3002\u8fd9\u4e2a5\u5e74\u4e0d\u80fd\u552e\u5c4b\u7684\u6761\u4f8b\u5c06\u6db5\u76d6\u6240\u6709\u4e4b\u524d\u53ca\u672a\u6765\u8d2d\u4e70\u7684\u623f\u5c4b\u3002\u623f\u5c4b\u62bd\u7b7e\u5c06\u7531\u4e00\u5bb6\u7a3d\u67e5\u516c\u53f8\u76d1\u7763\u3002<\/p>\n<p>3.       \u975e\u516c\u6c11\u8d2d\u5c4b<br \/>\n\u975e\u516c\u6c11\u53ea\u80fd\u8d2d\u4e70\u69df\u57ce\u8d85\u8fc7100\u4e07\u7684\u623f\u4ea7\uff0c\u4ee5\u53ca\u69df\u5c9b\u8d85\u8fc7200\u4e07\u4ee4\u5409\u7684\u6709\u5730\u623f\u4ea7\u30022014\u5e742\u67081\u65e5\u5f00\u59cb\uff0c\u975e\u516c\u6c11\u5c06\u88ab\u5f81\u6536\u6210\u4ea4\u4ef7\u76843%\u7a0e\u52a1\u3002\u90a3\u4e9b\u505a\u5de5\u4e1a\u7528\u9014\u3001\u4fc3\u8fdb\u5c31\u4e1a\u3001\u6559\u80b2\u3001\u57f9\u80b2\u4eba\u624d\u3001\u63a8\u5e7f\u69df\u5dde\u4e3a\u56fd\u9645\u53ca\u667a\u80fd\u57ce\u5e02\u7684\u7528\u9014\u5219\u53ef\u8c41\u514d\u8fd9\u9879\u8bfe\u7a0e\u3002<\/p>\n<p>4.      2014\u5e742\u67081\u65e5\u4ee5\u540e\u8d2d\u4e70\u3001\u4e09\u5e74\u5185\u51fa\u552e\u4ea7\u4e1a\uff0c\u8bfe\u7a0e 2%<br \/>\n\u90a3\u4e9b\u57282014\u5e742\u67081\u65e5\u4e4b\u540e\u7b7e\u7f72\u623f\u5c4b\u4e70\u5356\u5408\u7ea6\u8005\uff0c\u82e53\u5e74\u5185\u552e\u5c4b\uff0c\u5c06\u88ab\u5f81\u7a0e2%\u3002\u6362\u53e5\u8bdd\u8bf4\uff0c\u8fd9\u4e0d\u5177\u6709\u6eaf\u53ca\u529b\u3002\u90a3\u5c31\u662f\u57282014\u5e742\u67081\u65e5\u524d\u8d2d\u4e70\u7684\u623f\u5c4b\u4e0d\u53d7\u8fd9\u9879\u8bfe\u7a0e\u5f71\u54cd\u3002\u53ea\u6709\u57282014\u5e742\u67081\u65e5\u4ee5\u540e\u8d2d\u4e70\u3001\u4e09\u5e74\u5185\u51fa\u552e\u7684\u4ea7\u4e1a\uff0c\u624d\u4f1a\u88ab\u8bfe\u7a0e
