The Penang PR State Government Does Not Seek Political Vengeance Against Housing Developers Who Opposed PR By Pouring Huge Sums Of Money In The Last General Elections But Will Adhere To Rules And Procedures That Promotes Certainty, Clarity, Competency And Continuity.<\/strong><\/p>\n

I want to refer to a letter to the Prime Minister Datuk Seri Najib Tun Razak by a young 27 year old Malaysian woman Siti Hajar questioning the wisdom of the government\u2019s decision to increase petrol prices. She revealed that the middle-income group is feeling the pinch with the rising costs of living because their salaries are not low enough to qualify them to receive the BR1M RM 1,000 aid, but not high enough to buy their own homes because of escalating house prices.<\/p>\n

REDHA has played an important role representing the interests of developers in Penang.\u00a0 In seeing development, the crying need of those who are less wealthy, who have yet to own a home, have to be met.\u00a0 For this reason, the state government has undertaken to build 22,172 units of affordable housing throughout the 5 districts of Penang and adopt controls to ensure that housing developers do their fair share of building affordable housing.<\/p>\n

I urge REHDA members to support the state government\u2019s initiatives in building affordable homes and raise any concerns with the state government. The state government does not believe in political vengeance nor in discriminating Penangites based on race, religion, political background or social standing.<\/p>\n

We realize that some housing developers had fervently opposed this Penang state government to the extent of pouring huge sums of money during the recent general elections. This debunks the oft-repeated allegations by certain irresponsible and opportunistic elements that this state government sides with its so-called \u201cdeveloper friends\u201d.<\/p>\n

Whilst this state government is aware that we had no \u201cdeveloper friends\u201d, we want to be friends with everyone. That can only be achieved by establishing rule of law and adhering to set rules and procedures which promote certainty, clarity, competency and continuity. Here, I hope REHDA members will continue to uphold certainty, clarity, competency and continuity whenever they deal with the state government.<\/p>\n

REHDA should boldly raise concerns or any perceived improprieties by the relevant local authorities. The state government is unable to act to cut red-tape or improve both productivity and efficiency if REHDA chooses to remain silent. Silence is not golden. As Edmund Burke said \u201cEvil exists because good people choose to do nothing\u201d.<\/p>\n

The state government\u2019s CAT governance of competency, accountability and transparency has benefited both the business community and the people by providing annual surplus budgets, reduced state debts of 95% and a 50% increase in state assets.<\/p>\n

Whatever revenue that is derived from various charges by the state government has been channelled back as improvement and refurbishment to infrastructure, amenities and welfare for the public. The state government have spent the money prudently and we are accountable for the reserves and assets that we have accumulated since we took power. CAT governance of competency, accountability and transparency will be strictly pursued to cut down leakages and improve efficiency.<\/p>\n

The proposed RM6.3 billion undersea tunnel and 3 major by-pass highways will provide an added fillip to the State\u2019s economy and brighten prospects for all. Now more than before, we will use this mandate to deliver to Penangites built on integrity, honesty, concern and welfare for the needy where everyone will have a place under the Malaysian sun.<\/p>\n

Pesanan Ketua Menteri Pulau Pinang, Lim Guan Eng kepada Persatuan Pemaju Hartanah Dan Perumahan Malaysia, Cawangan Pulau Pinang (REHDA) sempena Sambutan Ulang Tahun ke-39 REHDA, dikeluarkan di Komtar, Pulau Pinang Pada 17.10.2013<\/p>\n

Kerajaan PR Negeri Pulau Pinang Tiada Dendam Politik Terhadap Agen Pemaju Perumahan yang Menentang PR Dengan Mencurahkan Sejumlah Wang Pada Pilihan Raya Umum Yang lalu Tetapi Akan Memastikan Pematuhan Kepada Peratusan Dan Prosedur Yang Berdasarkan Kepastian, Kejelasan, Kecekapan dan Kesinambungan.<\/p>\n

Saya ingin merujuk kepada surat kepada Perdana Menteri Datuk Seri Najib Tun Razak yang dikarang oleh Siti Hajar, 27 tahun yang mempersoalkan kewajaran keputusan kerajaan untuk menaikkan harga petrol. Beliau mendedahkan bahawa kumpulan berpendapatan pertengahan berasa kesannya dengan kos sara hidup kerana gaji mereka tidak cukup rendah untuk melayakkan mereka untuk menerima bantuan BR1M RM 1,000 tetapi tidak cukup tinggi untuk membeli rumah mereka sendiri kerana harga rumah yang semakin meningkat .<\/p>\n

REDHA telah memainkan peranan penting yang mewakili kepentingan pemaju di Pulau Pinang. Bagi memastikan pembangunan, keperluan mereka yang kurang berkemampuan, untuk memiliki rumah, perlu dipenuhi. Atas sebab ini, kerajaan negeri memutuskan akan membina 22,172 unit rumah mampu milik di seluruh 5 daerah di Pulau Pinang dan mengawal projek ini untuk memastikan pemaju perumahan melakukan tangungjawab mereka untuk membina perumahan mampu milik.<\/p>\n

Saya menyeru ahli-ahli REHDA untuk menyokong inisiatif kerajaan negeri untuk membina rumah mampu milik dan menimbulkan sebarang kebimbangan kepada kerajaan negeri. Kerajaan negeri tidak percaya dalam dendam politik mahupun membezakan rakyat negeri ini berdasarkan bangsa, agama, latar belakang politik atau kedudukan sosial.<\/p>\n

Kami sedar bahawa sesetengah pemaju perumahan memang bersungguh-sungguh menentang kerajaan negeri Pulau Pinang dengan mencurah sejumlah besar wang semasa pilihan raya umum lalu. Tindakan ini hasil dakwaan berulang oleh anasir yang tidak bertanggungjawab dan oportunis bahawa ini pihak kerajaan negeri memihak dengan apa yang dipanggil “rakan pemaju”.<\/p>\n

Hakikatnya kerajaan negeri sedar bahawa kami tidak mempunyai “rakan-rakan pemaju”, kami mahu berkawan dengan semua orang, yang hanya boleh dicapai dengan mewujudkan kedaulatan undang-undang dan mematuhi ketetapan peraturan dan prosedur yang menggalakkan kepastian, kejelasan, kecekapan dan kesinambungan. Di sini, saya berharap ahli-ahli REHDA akan terus mendukung kepastian, kejelasan, kecekapan dan kesinambungan apabila mereka berurusan dengan kerajaan negeri.<\/p>\n

REHDA berani harus menimbulkan kebimbangan atau mana-mana salah laku yang dilihat oleh pihak berkuasa tempatan. Kerajaan negeri tidak dapat bertindak untuk mengurangkan karenah birokrasi atau meningkatkan produktiviti dan kecekapan jika REHDA memilih untuk berdiam diri. Senyap bukan emas. Sebagaimana kata Edmund Burke “Kejahatan wujud kerana orang yang baik memilih untuk tidak berbuat apa-apa”.<\/p>\n

Pentadbiran CAT kerajaan negeri yang berteraskan kecekapan, akauntabiliti dan ketelusan telah mendapat memberi manfaat kepada komuniti perniagaan dan rakyat dengan menyediakan belanjawan lebihan tahunan, mengurangkan hutang negeri sebanyak 95% dan peningkatan sebanyak 50% dalam aset negeri.<\/p>\n

Apa sahaja hasil yang diperolehi daripada pelbagai cukai oleh kerajaan negeri telah disalurkan kembali sebagai pembaikan dan pemulihan infrastruktur, kemudahan dan kebajikan untuk orang ramai. Kerajaan negeri telah membelanjakan wang secara berhemah dan kita bertanggungjawab terhadap rizab dan aset yang kita terkumpul sejak kita mengambil kuasa. Pentadbiran CAT yang berteraskan kecekapan, akauntabiliti dan ketelusan akan terus dilaksanakan dengan tegas untuk mengurangkan ketirisan dan meningkatkan kecekapan.<\/p>\n

Cadangan terowong dasar laut yang bernilai RM6.3 bilion dan 3 lebuh raya pintasan utama akan memberi perangsang tambahan kepada ekonomi negeri dan mencerahkan prospek untuk semua. Sekarang, lebih daripada sebelum ini, kami akan menggunakan mandat ini untuk berkhidmat demi rakyat Pulau Pinang atas prinsip integriti, kejujuran, keprihatinan dan kebajikan mereka yang memerlukan di mana semua orang akan mempunyai tempat di bawah matahari Malaysia.<\/p>\n
