The RM10 million would have given 1.6 million Penangites free bus rides from 6-9am and 4.30-8.30pm. Prasarana is responsible for the country&#8217;s LRT and Monorail systems as well as operates RapidKL and RapidPenang.<\/p>\n<p>The Auditor-General&#8217;s Report 2012 revealed that seven Government-linked corporations(GLCs) rewarded their employees with bonuses despite recording combined losses amounting to RM2bil in 2011. Prasarana paid its employees between 1.5 months to two months bonus despite suffering a loss of RM763 million in 2011, whilst Cyberview paid its staff two and a half months bonus despite losing RM 254 million as shown below.  <\/p>\n<p><a href=\"http:\/\/limguaneng.com\/wp-content\/uploads\/2013\/10\/Goverment-link-bonus-and-losses.jpg\"><img decoding=\"async\" loading=\"lazy\" src=\"http:\/\/limguaneng.com\/wp-content\/uploads\/2013\/10\/Goverment-link-bonus-and-losses-300x187.jpg\" alt=\"\" title=\"Goverment-link bonus and losses\" width=\"300\" height=\"187\" class=\"aligncenter size-medium wp-image-3592\" srcset=\"https:\/\/limguaneng.com\/wp-content\/uploads\/2013\/10\/Goverment-link-bonus-and-losses-300x187.jpg 300w, https:\/\/limguaneng.com\/wp-content\/uploads\/2013\/10\/Goverment-link-bonus-and-losses.jpg 864w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p><!--more-->DAP supports the giving of annual bonuses to government employees to help them reduce the high cost of living, even though the Federal government\u2019s budget has been in deficit for the past 15 years. In 2011 Federal government employees were given a one month bonus or a minimum RM1,000. The question asked by the public and the 1.2 million civil servants not working in the GLCs, is why does those staff working in GLCs receive higher bonuses than the ordinary civil servant?<\/p>\n<p>This issue would not be controversial if the GLCs were making profits. No one questions those who receive one-month bonus, similar in amount given to the 1.2 million civil servants. But why should the staff working GLCs receive more if they were making losses just like the Federal government\u2019s losses from the budget deficit.<\/p>\n<p>Prasarana group managing director Datuk Shahril Mokhtar said they were providing public services and operating under government-controlled tariffs or fares, which could not be increased to reflect rising costs. Shahril said of the RM763 million in losses, RM400 million was depreciation cost and RM 300 million financing cost due to heavy investment in public transportation.<\/p>\n<p>If this is the case, he should explain why Prasarana continuously and consistently refused to accept the RM10 million annually offered by the Penang state government to provide free bus services throughout Penang to Rapid Penang during 7 peak hours. The refusal to accept money offered to help increase public transport usage in Penang is not only irrational and unprofessional but also irresponsible of Prasarana.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212; BM version &#8212;<\/p>\n<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang Lim Guan Eng di Komtar, George Town Pada 13.10.2013.<\/p>\n<p>SYARIKAT Prasarana Negara Berhad (Prasarana) boleh mengurangkan kerugian sebanyak RM 763,000,000 pada 2011 dengan menerima RM10 juta setahun yang ditawarkan oleh Kerajaan Negeri PR Pulau Pinang untuk menyediakan bas percuma selama 7 jam di Pulau Pinang pada waktu puncak.<\/p>\n<p>SYARIKAT Prasarana Negara Berhad (Prasarana) boleh mengurangkan kerugian sebanyak RM 763,000,000 pada 2011 dengan menerima RM10 juta setahun yang ditawarkan oleh Kerajaan Negeri PR Pulau Pinang untuk menyediakan bas percuma selama 7 jam di Pulau Pinang pada waktu puncak. RM10 juta akan membolehkan 1.6 juta rakyat Pulau Pinang menaiki bas percuma dari pukul 6 hingga 9 pagi dan dari 4.30 petang hingga 8.30 malam. Prasarana bertanggungjawab terhadap LRT dan sistem Monorel serta operasi RapidKL dan Rapid Penang.<\/p>\n<p>Laporan Ketua Audit Negara 2012 mendedahkan bahawa tujuh syarikat berkaitan kerajaan (GLC) memberi ganjaran bonus kepada pekerja mereka walaupun mencatat kerugian terkumpul berjumlah RM2 bilion pada tahun 2011. Prasarana membayar pekerja mereka antara 1.5 bulan hingga dua bulan bonus walaupun mengalami kerugian sebanyak RM763 juta pada 2011, manakala Cyvberview membayar kakitangan mereka dua setengah bulan bonus walaupun mengalami kerugian RM 254 juta seperti yang ditunjukkan di bawah.<br \/>\nDAP menyokong pemberian bonus tahunan kepada kakitangan kerajaan untuk membantu mereka mengurangkan kos kehidupan yang tinggi, meskipun belanjawan Kerajaan Persekutuan telah mengalami defisit sejak 15 tahun yang lalu. Pada tahun 2011 kakitangan kerajaan Persekutuan telah menikmati bonus satu bulan gaji atau minima RM1,000. Tiada siapa mempersoalkan mereka yang menerima bonus satu bulan, sebagaimana yang dinikmati oleh 1.2 juta kakitangan awam. Tetapi mengapa perlu kakitangan GLC menerima lebih jika mereka mengalami kerugian seperti kerugian Kerajaan Persekutuan akibat belanjawan defisit?<\/p>\n<p>Pengarah Urusan Kumpulan Prasarana, Datuk Shahril Mokhtar berkata, mereka menyediakan perkhidmatan awam dan beroperasi berdasarkan tarif kawalan kerajaan atau tambang, yang tidak dapat dinaikkan untuk mencerminkan kenaikan kos. Shahril berkata, daripada RM763 juta kerugian, RM400 juta adalah kos susut nilai dan RM 300 juta kos pembiayaan disebabkan oleh pelaburan yang besar dalam pengangkutan awam.<\/p>\n<p>Jika ini isunya, beliau perlu menjelaskan mengapa Prasarana berterusan enggan menerima RM10 juta setahun yang ditawarkan oleh Kerajaan Negeri Pulau Pinang untuk menyediakan perkhidmatan bas percuma di Pulau Pinang untuk Rapid Penang selama 7 jam waktu puncak. Keengganan menerima peruntukan yang ditawarkan bagi membantu meningkatkan penggunaan pengangkutan awam di Pulau Pinang bukan sahaja tidak rasional dan tidak profesional tetapi juga tidak bertanggungjawab oleh Prasarana.\t\t\t\t\t\t\t\t\t<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212; Chinese version &#8212;<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2013\u5e7410\u670813\u65e5 \u5728\u69df\u57ce\u4e54\u6cbb\u5e02\u5149\u5927\u53d1\u8868\u7684\u58f0\u660e\uff1a<\/p>\n<p>\u56fd\u5bb6\u57fa\u5efa\u516c\u53f8\uff08Prasarana\uff09\u82e5\u613f\u610f\u63a5\u53d7\u69df\u5dde\u6c11\u8054\u653f\u5e9c\u6bcf\u5e74\u7f34\u4ed81000\u4e07\u4ee4\u5409\uff0c\u5728\u6bcf\u4e2a\u5de5\u4f5c\u5929\u76847\u4e2a\u5c0f\u65f6\u4ea4\u901a\u5c16\u5cf0\u65f6\u6bb5\uff0c\u63d0\u4f9b\u514d\u8d39\u5df4\u58eb\u670d\u52a1\uff0c\u90a3\u5c31\u80fd\u591f\u51cf\u5c11\u8be5\u516c\u53f8\u57282011\u5e74\u9762\u5bf9\u76847\u4ebf6300\u4e07\u4ee4\u5409\u4e8f\u635f\u3002<\/p>\n<p>\u56fd\u5bb6\u57fa\u5efa\u516c\u53f8\uff08Prasarana\uff09\u82e5\u613f\u610f\u63a5\u53d7\u69df\u5dde\u6c11\u8054\u653f\u5e9c\u6bcf\u5e74\u7f34\u4ed81\u5343\u4e07\u4ee4\u5409\uff0c\u5728\u6bcf\u4e2a\u5de5\u4f5c\u5929\u76847\u4e2a\u5c0f\u65f6\u4ea4\u901a\u5c16\u5cf0\u65f6\u6bb5\uff0c\u63d0\u4f9b\u514d\u8d39\u5df4\u58eb\u670d\u52a1\uff0c\u90a3\u5c31\u80fd\u591f\u51cf\u5c11\u8be5\u516c\u53f8\u57282011\u5e74\u9762\u5bf9\u76847\u4ebf6300\u4e07\u4ee4\u5409\u4e8f\u635f\u3002\u8fd91000 \u4e07\u4ee4\u5409\uff0c\u5c06\u4ece\u5468\u4e00\u81f3\u5468\u4e94\uff0c\u4e0a\u53486\u65f6\u81f39\u65f6\uff0c\u53ca\u4e0b\u53484\u65f6\u534a\u81f38\u65f6\u534a\uff0c\u4e3a\u69df\u57ce160\u4e07\u4eba\u6c11\u63d0\u4f9b\u514d\u8d39\u7684\u5df4\u58eb\u670d\u52a1\u3002\u56fd\u5bb6\u57fa\u5efa\u516c\u53f8\u76ee\u524d\u8d1f\u8d23\u7ecf\u8425\u6211\u56fd\u7684\u5730\u94c1\u53ca\u8f7b\u5feb\u94c1\u7cfb\u7edf\uff0c\u5e76\u540c\u65f6\u7ecf\u8425\u5409\u9686\u5761\u5feb\u6377\u901a\u5df4\u58eb\u670d\u52a1\u53ca\u69df\u57ce\u5feb\u6377\u901a\u5df4\u58eb\u670d\u52a1\u3002<\/p>\n<p>2012\u5e74\u56fd\u5bb6\u603b\u7a3d\u67e5\u53f8\u62a5\u544a\u6307\u51fa\uff0c\u56fd\u51857\u5bb6\u5b98\u8054\u673a\u6784\uff08GLCs\uff09\u5c3d\u7ba1\u57282011\u5e74\u9762\u5bf9\u603b\u989d\u8fd120\u4ebf\u4ee4\u5409\u7684\u4e8f\u635f\uff0c\u4ecd\u7136\u5206\u53d1\u82b1\u7ea2\u5956\u52b1\u4ed6\u4eec\u7684\u5458\u5de5\u3002\u57282011\u5e74\uff0c\u56fd\u5bb6\u57fa\u5efa\u516c\u53f8\u9762\u5bf97\u4ebf6300\u4e07\u4ee4\u5409\u4e8f\u635f\u7684\u5f53\u513f\uff0c\u4ecd\u7136\u5206\u53d1\u4ecb\u4e8e1\u4e2a\u6708\u534a\u81f3\u4e24\u4e2a\u6708\u7684\u82b1\u7ea2\u7ed9\u5458\u5de5\uff0c\u800cCyberview\u5219\u5728\u4e8f\u635f2\u4ebf5400\u4e07\u4ee4\u5409\u7684\u60c5\u51b5\u4e0b\uff0c\u4f9d\u7136\u652f\u4ed8\u5458\u5de52\u4e2a\u6708\u534a\u7684\u82b1\u7ea2\uff0c\u8be6\u60c5\u5982\u4e0b\uff1a<\/p>\n<p><a
