DAP Member of Parliament for Serdang Ong Kian Ming had estimated a total of RM 6.5 billion was involved in the 64 cases of questionable dealings in Federal government agencies studied under the 2012 AG report.<\/p>\n<p>The 2012 AG\u2019s Report had highlighted the repeated annual problems of overspending, under-utilised, sub-standard or paid well above market prices in the procurement of works, goods and services such as:-<br \/>\n\u2022RM1.3 milion worth of equipment by the police force that went missing, including 156 handcuffs, 44 weapons and 29 vehicles were missing.<br \/>\n\u2022the Department of Broadcasting\u2019s purchase of 20 wall clocks at RM3,810 each, 38 times more than the estimated RM100 each, and three A4 size scanners at RM14,670 a unit, more than 70 times the estimated price of RM200 each;<br \/>\n\u2022the Customs Department\u2019s having to destroy RM600,000 worth of shoes it had purchased because they did not suit its officers;<br \/>\n\u2022the Melaka state government\u2019s illegal building of its Customs and Immigration Quarantine Complex on private land, which eventually cost it an extra RM10.8 million to compensate the landowner, plus an extra RM40 million in building costs that had shot up because of the delay;<br \/>\n\u2022Ministry of Youth spending RM3 million excessively and imprudently for the National Youth Day celebrations, including RM 1.6million to bring in K-Pop groups from Korea.<br \/>\n\u2022RM1.3 billion in additional costs over the USD 2.3 billon Bakun Dam project and paying USD$133 million (RM430 million) in compensation to two foreign contractors for losses incurred which suffered delays of up to four years in civil engineering works; and<br \/>\n\u2022\u201csignificant weaknesses\u201d in the standard of the guards although the Education Ministry spent RM2.052bil on security services from 2010 to 2012.<\/p>\n<p><!--more-->Ernest &#038; Young had revealed that more than one in three company executives feel that corruption is not only rampant but on the rise in Malaysia, until Malaysia is perceived as the second most corrupt country in the region after Indonesia. The survey by global management consultancy Ernst &#038; Young (EY) garnered the views of 681 executives, senior managers and working level employees from March to May 2013 in Australia, China, Indonesia, Malaysia, New Zealand, Singapore, South Korea and Vietnam.<\/p>\n<p>39% of respondents say that bribery or corrupt practices happen widely in Malaysia, which is nearly double the Asia-Pacific average of 21 %. However Malaysia is world champion in private companies taking the \u201ceasy way out\u201d(corruption) when economic times are tough. 54 % of the respondents said they would take \u201cthe easy way out\u201d as compared to China\u2019s 34% and Indonesia\u2019s 29%.<\/p>\n<p>For this reason Deputy Minister in the Prime Minister\u2019s Department Datuk Razali Ibrahim is lying for claiming only 5% of Malaysians have been involved directly or indirectly in corruption. Until the BN Federal government not only take serious action on the Auditor-General\u2019s Report against the culprits and accept facts instead of relying on sentiments, Malaysians would continue to loses tens of billions of ringgit every year from wastage and financial wrongdoings. <\/p>\n<p>LIM GUAN ENG<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2013\u5e7410\u670813\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u7684\u58f0\u660e\uff1a<br \/>\n\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014<br \/>\n\u5b89\u6c38\u8054\u5408\u4f1a\u8ba1\u5e08\u4e8b\u52a1\u6240\uff08Ernest &#038; Young) \u5bf9\u4e1a\u52a1\u6267\u884c\u4eba\u5458\u3001\u9ad8\u9636\u7ba1\u7406\u4eba\u548c\u96c7\u5458\u5c55\u5f00\u7684\u8c03\u67e5\u62a5\u544a\u6307\u9a6c\u6765\u897f\u4e9a\u9ad8\u5ea6\u8d2a\u6c61\u7684\u73b0\u8c61\uff0c\u53ef\u4ece2012\u5e74\u56fd\u5bb6\u603b\u7a3d\u67e5\u53f8\u62a5\u544a\u4e2d\u6240\u63ed\u53d1\u7684\u9ad8\u8fbe65\u4ebf\u4ee4\u5409\u8fc7\u5ea6\u6325\u970d\u4e36\u6d6a\u8d39\u548c\u7406\u8d22\u4e0d\u5f53\u7684\u884c\u4e3a\u4e2d\u83b7\u5f97\u786e\u5b9a\u3002<br \/>\n\u5b89\u6c38\u8054\u5408\u4f1a\u8ba1\u5e08\u4e8b\u52a1\u6240\uff08Ernest &#038; Young) \u5bf9\u4e1a\u52a1\u6267\u884c\u4eba\u5458\u3001\u9ad8\u9636\u7ba1\u7406\u4eba\u548c\u96c7\u5458\u5c55\u5f00\u7684\u8c03\u67e5\u62a5\u544a\u6307\u9a6c\u6765\u897f\u4e9a\u9ad8\u5ea6\u8d2a\u6c61\u7684\u73b0\u8c61\uff0c\u53ef\u4ece2012\u5e74\u56fd\u5bb6\u603b\u7a3d\u67e5\u53f8\u62a5\u544a\u4e2d\u6240\u63ed\u53d1\u7684\u9ad8\u8fbe65\u4ebf\u4ee4\u5409\u8fc7\u5ea6\u6325\u970d\u4e36\u6d6a\u8d39\u548c\u7406\u8d22\u4e0d\u5f53\u7684\u884c\u4e3a\u4e2d\u786e\u5b9a\u3002\u884c\u52a8\u515a\u6c99\u767b\u56fd\u4f1a\u8bae\u5458\u738b\u5efa\u6c11\u4f30\u8ba1\uff0c\u8fd965\u4ebf\u4ee4\u5409\u53ea\u5305\u62ec2012\u5e74\u56fd\u5bb6\u603b\u7a3d\u67e5\u53f8\u62a5\u544a\u4e2d\u6240\u8c03\u67e5\u768464 \u5b97\u8054\u90a6\u653f\u5e9c\u673a\u6784\u7684\u53ef\u7591\u4ea4\u6613\u4e2a\u6848\u3002<\/p>\n<p>2012\u5e74\u56fd\u5bb6\u603b\u7a3d\u67e5\u53f8\u62a5\u544a\u4e00\u518d\u91cd\u590d\u663e\u9732\u5e74\u5ea6\u8d85\u652f\u7684\u95ee\u9898\uff0c\u6ca1\u6709\u5584\u7528\u4e36\u4e0d\u9644\u5408\u6807\u51c6\u548c\u91c7\u8d2d\u8d85\u8fc7\u5e02\u573a\u4ef7\u683c\u7684\u5de5\u7a0b\u4e36\u4ea7\u54c1\u548c\u670d\u52a1\uff0c\u6bd4\u5982\uff1a-<\/p>\n<p>\u2022\t\u8b66\u961f\u4ef7\u503c130\u4e07\u4ee4\u5409\u7684\u914d\u5907\u5931\u8e2a\uff0c\u5305\u62ec156\u4e2a\u624b\u62f7\uff0c44\u652f\u67aa\u68b0\u53ca29\u8f86\u8b66\u7528\u4ea4\u901a\u5de5\u5177\u3002<br \/>\n\u2022\t\u5e7f\u64ad\u5c40\u4ee5\u5355\u4f4d\u4ef73810\u4ee4\u5409\u8d2d\u4e7020\u4e2a\u6302\u949f\uff0c\u6bd4\u5e02\u4ef7\u6bcf\u4e2a100\u4ee4\u5409\u4ef7\u9ad8\u51fa38\u500d\u3002\u4e09\u53f0A4\u7eb8\u626b\u63cf\u5668\u5355\u4f4d\u4ef71\u4e074670\u4ee4\u5409\uff0c\u6bd4\u5e02\u4ef7200\u4ee4\u5409\u9ad8\u51fa70\u500d\u3002<br \/>\n\u2022\t\u5173\u7a0e\u5c40\u5fc5\u987b\u9500\u6bc1\u4ef7\u503c60\u4e07\u4ee4\u5409\u7684\u978b\u5b50\uff0c\u56e0\u4e3a\u5b83\u4eec\u4e0d\u9002\u5408\u5b98\u5458\u3002<br \/>\n\u2022\t\u9a6c\u516d\u7532\u5dde\u653f\u5e9c\u7684\u5173\u7a0e\u53ca\u68c0\u75ab\u5927\u53a6\u975e\u6cd5\u5efa\u7b51\u4e8e\u79c1\u4eba\u5730\u6bb5\uff0c\u5bfc\u81f4\u5dde\u653f\u5e9c\u5fc5\u987b\u82b1\u8d39\u989d\u59161080\u4e07\u4ee4\u5409\u8d54\u507f\u5730\u4e3b\uff0c\u52a0\u4e0a\u5efa\u7b51\u8d39\u56e0\u62d6\u5ef6\u800c\u589e\u52a04000\u4e07\u4ee4\u5409\u3002<br \/>\n\u2022\t\u9752\u5e74\u90e8\u5728\u56fd\u5bb6\u9752\u5e74\u65e5\u989d\u5916\u82b1\u8d39300\u4e07\u4ee4\u5409\uff0c\u5305\u62ec\u82b1160\u4e07\u4ee4\u5409\u8bf7\u6765\u97e9\u56fd\u6d41\u884c\u6b4c\u66f2\u7ec4\u7ec7K-Pop\u3002<br \/>\n\u2022\t\u4ef7\u503c23\u4ebf\u7f8e\u5143\u7684\u5df4\u6606\u6c34\u575d\u989d\u5916\u652f\u51fa\u6bd4\u6210\u672c\u9ad8\u51fa13\u4ebf\u4ee4\u5409\u7684\u8d39\u7528\uff0c\u5e76\u4e14\u56e0\u4e3a\u5728\u571f\u6728\u5de5\u7a0b\u65bd\u5de5\u5ef6\u671f4\u5e74\uff0c\u800c\u9700\u8d54\u507f1\u4ebf3300\u4e07\u7f8e\u5143\uff08\u7ea64\u4ebf3000\u4e07\u4ee4\u5409\uff09\u7ed9\u4e24\u5bb6\u5916\u56fd\u627f\u5305\u5546\u3002<br \/>\n\u2022\t\u8b66\u536b\u670d\u52a1\u7684\u6807\u51c6\u662f\u201c\u663e\u8457\u7684\u5f31\u70b9\u201d\uff0c\u5c3d\u7ba1\u6559\u80b2\u90e8\u57282010\u5e74\u81f32012\u5e74\u7ecf\u5728\u8b66\u536b\u4fdd\u5b89\u670d\u52a1\u4e0a\u82b1\u8d392.052\u4ebf\u4ee4\u5409\u3002<\/p>\n<p>\u5b89\u6c38\u8054\u5408\u4f1a\u8ba1\u5e08\u4e8b\u52a1\u6240\u900f\u9732\uff0c3\u95f4\u63a5\u53d7\u8c03\u67e5\u7684\u516c\u53f8\u4e2d\uff0c\u8d85\u8fc71\u95f4\u516c\u53f8\u7684\u6267\u884c\u4eba\u5458\u611f\u89c9\u5230\u9a6c\u6765\u897f\u4e9a\u7684\u8d2a\u6c61\u60c5\u51b5\u4e0d\u4ec5\u7316\u7357\uff0c\u8fd8\u6709\u4e0a\u5347\u7684\u8d8b\u52bf\uff0c\u9a6c\u6765\u897f\u4e9a\u751a\u81f3\u88ab\u89c6\u4e3a\u672c\u533a\u57df\u5185\uff0c\u7ee7\u5370\u5c3c\u4e4b\u540e\uff0c\u6700\u8d2a\u6c61\u7684\u56fd\u5bb6\u3002\u8fd9\u9879\u62a5\u544a\uff0c\u662f\u7531\u5168\u7403\u5168\u7403\u7ba1\u7406\u54a8\u8be2\u5b89\u6c38\u8054\u5408\u4f1a\u8ba1\u5e08\u4e8b\u52a1\u6240\u4e8e2013\u5e743\u6708\u81f35\u6708\uff0c\u4ece\u8bbf\u95ee\u6fb3\u6d32\u3001\u4e2d\u56fd\u3001\u5370\u5c3c\u3001\u9a6c\u6765\u897f\u4e9a\u3001\u7ebd\u897f\u5170\u3001\u65b0\u52a0\u5761\u3001\u97e9\u56fd\u548c\u8d8a\u5357\u7684681\u540d\u4e1a\u52a1\u6267\u884c\u4eba\u5458\u3001\u9ad8\u9636\u7ba1\u7406\u4eba\u548c\u96c7\u5458\u540e\uff0c\u53d6\u5f97\u7684\u610f\u89c1\u3002<\/p>\n<p>\u5927\u9a6c39%\u7684\u53d7\u8bbf\u8005\u5766\u627f\uff0c\u884c\u8d3f\u4e0e\u8d2a\u6c61\u98ce\u6c14\u975e\u5e38\u7316\u7357\uff0c\u51e0\u4e4e\u662f\u8fd9\u4efd\u4e9a\u592a\u533a\u57df\u8c03\u67e5\u62a5\u544a\u4e2d\u5e73\u5747\u503c21%\u7684\u4e00\u500d\u3002\u5728\u7ecf\u6d4e\u4e0d\u666f\u65f6\uff0c\u9a6c\u6765\u897f\u4e9a\u79c1\u4eba\u516c\u53f8\u7528\u201c\u53d6\u5de7\u201d(\u8d2a\u6c61)
