First Solar Setting Up Their Shared Services Outsourcing(SSO) Facility In Penang And Not In Kulim, Provides Confidence That Heavy Investment By The Federal Government In Kedah Would Also Ultimately Benefit Penang.<\/strong>
\nPenang is proud to have the USD 80 million investments by NI, a global market leader of robotic software with annual revenues of USD 1.15 billion. With a headcount of 410 employees that is expected to increase to 1,500 in 10 years time, NI\u2019s new facility here just feels like a carbon copy of NI\u2019s headquarters in Austin Texas, which I visited in 2009.<\/p>\n

Malaysia and Penang\u2019s economy has shifted from extraction in the 1960s to industrialisation, from the export of raw commodities to manufacturing. In other words, Penang\u2019s economy was factor-driven by relying on basic commodities before being efficiency-driven by relying on manufacturing. Penang needs to be not only efficiency-driven but also innovation-driven in manufacturing, services and even the public sector.<\/p>\n

Penang wishes to learn from NI to upgrade our manufacturing industries and expand to services so that we can move up to the next level. The key to future economic success is not an over-reliance on one sector but to seek convergence of not only the manufacturing sector but also both the services and government sector. Services sector includes not only tourism, medical treatment and education but shared services such as finance, accounting and data processing.<\/p>\n

The government plays an important role as an enabler between manufacturing and services sector. Government must also invest and innovate. The government must invest in infrastructure, people, incentives and subsidies. The government must also innovate with new policies that stresses on:-
\n\u00b7 liberalisation of the existing rules and to reduce red-tape,
\n\u00b7 divestment from non-core businesses or accept that the \u201cbusiness of government is to stay out of business\u201d,
\n\u00b7 permit free and fair competition; and
\n\u00b7 encourage human capital formation where human talent is now the new oil of the global economy.<\/p>\n

There is no doubt that Penang has the necessary conditions to realise our potential as one of the 31 future Business Processing Outsourcing(BPOs) hubs of the future as predicted by KPMG international accounting firm. Two years ago, the state government embarked on a bold decision to focus on the services sector as they employ almost 100% local workers with high paying jobs.<\/p>\n

I did not expect the good response from the service sector as Penang has almost run out of Grade A office space. Top companies which recently opened this year include Air Asia which moved their IT, procurement and human resources shared services from Bangkok to Penang. Wilmar, the global edible food giant with revenues of USD 45 billion just opened their shared services hub in Penang.<\/p>\n

And Citigroup just opened their new process outsourcing for financial services. Employing more than 1,000 local employees to run their largest regional trade and cash processing centre for the transaction services business with an annual volume of 20 million transactions worth USD 5.8 trillion!<\/p>\n

Penang\u2019s successes in the services sector has even attracted First Solar, the world\u2019s leader in solar energy, to set up their shared services outsourcing hub not in their factory in Kulim but in Penang. This gives us confidence that heavy investment by the Federal government in Kedah would also ultimately benefit Penang.<\/p>\n

What we need to do is to ensure a partnership of equals between the 3 sectors of manufacturing, services and government. In other words, a partnership with capital, labour, innovators with the government as an enabler. Penang\u2019s future prosperity depends on whether our manufacturing, services and government sector can be both efficiency-driven and innovation-driven.<\/p>\n

First Solar membina kemudahan Shared Services Outsourcing (SSO) di Pulau Pinang dan Bukannya di Kulim , Menunjukkan Keyakinan Tinggi Bahawa Pelaburan oleh Kerajaan Persekutuan di Kedah akan Menguntungkan Pulau Pinang.<\/strong><\/p>\n

Pulau Pinang berbangga mendapatkan pelaburan USD 80 juta daripada NI, peneraju pasaran global perisian robotik dengan pendapatan tahunan US $ 1.15 bilion. Dengan jumlah pekerja sebanyak 410 pekerja yang dijangka meningkat kepada 1,500 dalam masa 10 tahun, kemudahan baru NI di sini persis pejabat NI di Austin Texas, yang saya lawati pada tahun 2009. <\/p>\n

Ekonomi Malaysia dan Pulau Pinang telah beralih daripada perlombongan pada 1960-an kepada perindustrian, daripada eksport komoditi bahan mentah kepada pembuatan. Dalam erti kata lain, ekonomi Pulau Pinang bergantung kepada komoditi asas yang kemudiannya beralih kepada kecekapan pembuatan. Pulau Pinang bukan sahaja perlu kecekapan tetapi juga inovasi dalam pembuatan, perkhidmatan dan juga sektor awam. <\/p>\n

Pulau Pinang ingin belajar daripada NI untuk menaiktarafkan industri pembuatan negeri ini dan mengembangkan perkhidmatan supaya kita boleh bergerak ke peringkat seterusnya. Kunci kepada kejayaan ekonomi masa depan bukan pergantungan lebih kepada hanya satu-satu sektor tetapi juga sektor pembuatan, sektor perkhidmatan dan kerajaan. Sektor perkhidmatan termasuk bukan sahaja pelancongan, rawatan perubatan dan pendidikan tetapi perkongsian perkhidmatan seperti kewangan, perakaunan dan pemprosesan data. <\/p>\n

Kerajaan memainkan peranan yang penting sebagai penggerak antara pembuatan dan sektor perkhidmatan. Kerajaan juga mesti melabur dan berinovasi. Kerajaan perlu melabur dalam infrastruktur, modal insan, insentif dan subsidi. Kerajaan juga perlu berinovasi dengan dasar-dasar baru yang menekankan pada: <\/p>\n

Tidak syak lagi bahawa Pulau Pinang memiliki kondisi yang tepat untuk merealisasikan potensi sebagai salah satu daripada 31 hab Business Processing Outsourcing(BPOs) masa depan seperti yang dijangkakan oleh firma perakaunan antarabangsa, KPMG. Dua tahun lalu, kerajaan negeri telah memulakan satu keputusan yang berani untuk memberi tumpuan kepada sektor perkhidmatan dengan menggunakan hampir 100% pekerja tempatan dengan bayaran yang tinggi. <\/p>\n

Saya tidak jangka sambutan yang baik daripada sektor perkhidmatan sehingga Pulau Pinang hampir kehabisan ruang pejabat dengan Gred A. Syarikat-syarikat terkemuka yang baru dibuka tahun ini termasuk Air Asia yang memindahkan perkhidmatan perkongsian sumber IT, pemerolehan dan sumber manusia dari Bangkok ke Pulau Pinang. Wilmar, syarikat gergasi makanan global dengan pendapatan sebanyak US $ 45 bilion baru sahaja membuka pusat perkhidmatan perkongsian mereka di Pulau Pinang. <\/p>\n

Manakala Citigroup baru sahaja membuka process outsourcing baru bagi perkhidmatan kewangan. Syarikat ini mempunyai lebih daripada 1,000 pekerja tempatan untuk menjalankan perdagangan serantau terbesar dan pusat pemprosesan tunai bagi perniagaan perkhidmatan transaksi dengan jumlah tahunan sebanyak 20 juta urus niaga yang bernilai US $ 5.8 trillion! <\/p>\n

Kejayaan Pulau Pinang dalam sektor perkhidmatan juga telah menarik First Solar, peneraju dunia dalam tenaga solar, untuk menubuhkan shared services outsourcing hub milik syarikat ini, bukan di kilang mereka di Kulim tetapi di Pulau Pinang. Ini memberikan kita keyakinan bahawa pelaburan yang besar oleh Kerajaan Persekutuan di Kedah juga akan akhirnya memberi manfaat kepada Pulau Pinang. <\/p>\n

Apa yang perlu kita lakukan adalah untuk memastikan perkongsian bersama antara 3 sektor ini, pembuatan, perkhidmatan dan kerajaan. Dalam erti kata lain, perkongsian dengan modal, buruh, inovasi dengan kerajaan sebagai penggerak. Kemakmuran masa depan Pulau Pinang bergantung kepada sama ada pembuatan, perkhidmatan dan sektor kerajaan mampu dibina berasaskan kecekapan dan inovasi. <\/p>\n
