Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 9.8.2013.<\/p>\n
The Penang State government is gravely concerned about the three separate shooting incidents on the 1st day of Hari Raya Aidilfitri in Penang causing 1 death and 1 injury. Whilst some of these shootings and casualties may be related to criminal gangland rivalry, 3 shootings in a day indicates a deteriorating crime situation that will place doubts on public safety.<\/p>\n
This morning I have called up the Penang Chief Police Officer, who is still in Penang. He briefed me on the situation and that the Penang police are doing what they can to be on top of the situation.<\/p>\n
The Penang state government is committed towards maintaining Penang\u2019s hard-earned record of being one of the safest, if not the safest state in Malaysia. The Penang state government understands the shortages of manpower and lack of resources the police in Penang may face in fighting crime. For this reason, the Penang state government is willing to lend our resources to the police to jointly combat escalating crime.<\/p>\n
Apart from establishing the Voluntary Patrol Teams(VTP) to conduct community policing on their own housing estates, flats and kampongs, the state government is actively installing CCTVs to marry manpower with technology. The Penang state government has directed that by the end of this year, the Penang Municipal Council (MPPP) and Seberang Perai Municpal Council(MPSP) must install an additional 70 CCTVs and 55 CCTVs respectively. This is on top of the existing 60 CCTVs in MPPP and 44 CCTVs in MPSP. The additional 125 CCTVs will cost an additional RM 3 million.<\/p>\n
To overcome the problem of insufficient number of police personnel to monitor the increased CCTVs round-the-clock, the Penang state government has offered to employ at its own expense staff to do the monitoring. This will allow uniformed personnel to perform their core duties of patrolling the streets to keep the public safe from crime.<\/p>\n
The most effective crime prevention is through community policing and co-operation. Not only must the public offer information to the police, but they must also be willing to lodge police reports despite the inconvenience of doing so. This is necessary to ensure accurate records of crime incidents.<\/p>\n
To demonstrate this commitment towards retaining Penang\u2019s status as safe from crime, the Penang state government has modified our slogan of Penang Clean, Green, Healthy and Safe to Penang Safe, Clean, Green and Healthy.<\/p>\n

\u69df\u5dde\u653f\u5e9c\u4e25\u91cd\u5173\u5207\u5728\u5f00\u658b\u8282\u9996\u5929\uff0c\u69df\u57ce\u5dde\u5185\u53d1\u751f\u4e09\u5b97\u67aa\u51fb\u6848\uff0c\u5e76\u9020\u6210\u4e00\u6b7b\u4e00\u4f24\u7684\u4e8b\u4ef6\u3002\u867d\u7136\u6709\u4e9b\u7c7b\u4f3c\u7684\u67aa\u6848\u53ca\u5176\u4f24\u8005\uff0c\u6216\u4e0e\u5211\u4e8b\u9ed1\u793e\u4f1a\u7eb7\u4e89\u6709\u5173\uff0c\u4f46\u662f\u4e00\u5929\u5185\u4e00\u8fde\u53d1\u751f3\u5b97\u7684\u67aa\u6848\uff0c\u663e\u793a\u72af\u7f6a\u6d3b\u52a8\u7684\u6076 \u5316\uff0c\u4e5f\u8ba9\u4eba\u5bf9\u516c\u4f17\u5b89\u5168\u4ea7\u751f\u8d28\u7591\u3002<\/p>\n
\u4eca\u5929\u4e0a\u5348\u6211\u4e0e\u5c1a\u5728\u69df\u57ce\u5883\u5185\u7684\u69df\u5dde\u603b\u8b66\u957f\u7535\u8bdd\u8054\u7cfb\uff0c\u4ed6\u5927\u7565\u5411\u6211\u6c47\u62a5\u4e86\u76f8\u5173\u7684\u60c5\u51b5 \uff0c\u5e76\u8868\u793a\u69df\u5dde\u8b66\u65b9\u6b63\u5728\u7aed\u5c3d\u5168\u529b\uff0c\u638c\u63e1\u60c5\u51b5\u3002<\/p>\n
\u69df\u5dde\u653f\u5e9c\u81f4\u529b\u4fdd\u4f4f\u5f97\u6765\u4e0d\u6613\u7684\u201c\u9a6c\u6765\u897f\u4e9a\u6700\u5b89\u5168\u5dde\u5c5e\u201d\u7684\u8bb0\u5f55\uff0c\u6216\u81f3\u5c11\u6210\u4e3a\u5176\u4e2d\u4e00\u4e2a\u6bd4\u8f83\u5b89\u5168\u7684\u5dde\u5c5e\u3002 \u69df\u5dde\u653f\u5e9c\u7406\u89e3\uff0c\u69df\u57ce\u8b66\u65b9\u5728\u5bf9\u6297\u7f6a\u6848\u65f6\uff0c\u9762\u5bf9\u4eba\u624b\u77ed\u7f3a\u53ca\u8d44\u6e90\u77ed\u7f3a\u7684\u95ee\u9898\u3002\u4e3a\u6b64\uff0c\u69df\u5dde\u653f\u5e9c\u613f\u610f\u51fa\u624b\u76f8\u808b\uff0c\u501f\u51fa\u6211\u4eec\u7684\u4eba\u529b\u8d44\u6e90\u7ed9\u8b66\u65b9\uff0c\u8054\u624b\u6253\u51fb\u4e0d\u65ad\u4e0a\u5347\u7684\u7f6a\u6848\u7387\u3002<\/p>\n
\u9664\u4e86\u8bbe\u7acb\u81ea\u613f\u5de1\u903b\u961f (VTP) \u4ee5\u5728\u4f4f\u5b85\u533a\u3001\u7ec4\u5c4b\u53ca\u67d1\u699c\u5c55\u5f00\u5de1\u903b\u5de5\u4f5c\uff0c\u5dde\u653f\u5e9c\u4e5f\u7ed3\u5408\u4eba\u529b\u4e0e\u79d1\u6280\uff0c\u6b63\u79ef\u6781\u5730\u5b89\u88c5\u95ed\u8def\u7535\u89c6\u3002\u69df\u5dde\u653f\u5e9c\u7ecf\u5df2\u6307\u793a\u69df\u5c9b\u53ca\u5a01\u7701\u4e24\u4e2a\u5730\u65b9\u653f\u5e9c\uff0c\u9700\u5728\u4eca\u5e74\u5e74\u676a\uff0c\u5206\u522b\u5b89\u88c5\u989d\u591670\u53ca55\u4e2a\u95ed\u8def\u7535\u89c6\u3002\u8fd9\u662f\u5728\u73b0\u6709\u5728\u69df\u5c9b\u768460\u4e2a\u95ed\u8def\u7535\u89c6\u53ca\u5a01\u7701\u73b0\u6709\u768444\u4e2a\u95ed\u8def\u7535\u89c6\u540e\uff0c\u989d\u5916\u589e\u8bbe\u7684\u3002\u589e\u8bbe\u7684125\u4e2a\u95ed\u8def\u7535\u89c6\u5c06\u8017\u8d44300\u4e07\u4ee4\u5409\u3002<\/p>\n
