The Federal Government Should Refocus The Police On Fighting Crime And Not Dealing With Political Opponents Of BN By Increasing The Police Personnel Fighting Crime From The Present 14.2% To At Least 50%.

\n3 shootings yesterday, including the murder in broad daylight of Arab-Malaysian Development Bank founder Hussain Ahmad Najadi in the centre of Kuala Lumpur, proves that rising crime is no longer a perception but an indictment of the police failure and the urgent need to move away from its unhealthy obsession on political opponents of BN. The other two shootings was a murder in Ipoh and injury in Bukit Mertajam.<\/p>\n

Previously the police had blamed the abolition of the Emergency Ordinance that permitted many gangsters to be released for the proliferation of gangland murders and rising crime. The police can no longer blame the abolition of the Emergency Ordinance on the murder of Hussain as he is no criminal but a respected international banker.<\/p>\n

These latest murders has shocked Malaysians who reaslise how seriously the Federal government has failed to ensure public order and security, especially with the shooting in Bahau last Saturday also in broad daylight of MyWatch chairperson R Sri Sanjeevan. With allegations swirling around that R Sri Sanjeevan shooting was related to cops\u2019 links with the underworld, the credibility and integrity of the police has plunged to new lows.<\/p>\n

The time has come for the Federal government to let the police focus on its core business on fighting crime and not be exploited as a political tool for BN. Statistics do not lie and in a written parliamentary repy to the DAP MP for Kulai Teo Nie Ching this month, the Minister of Home Affairs said that,\u201d of a total 112,583 police personnel in uniform, 10,150(9%) are in the Criminal Investigation Department,4,224(3.8%) in the Narcotic Criminal Investigation and 1,663(1.4%) in Commercial Investigation Department.\u201d The Home Minister refused to mention how many police personnel were in the Special Branch.<\/p>\n

It is unacceptable that only 9% of the police personnel are directly involved in fighting crime in the streets. Even if we include the Narcotics and Commercial Crime, only 14.2% of police personnel are focused on fighting crime in the streets. These numbers are too low. The number of police personnel involved in fighting crime should not be 14.2% but at least 50%. In other words there should be at least 56,000 police personnel in uniform patrolling the streets and not the present 16,037.<\/p>\n

Even though Penang remains one of the safest states in Malaysia, the Penang state government is working closely with the Penang police to ensure Penang remains one. Apart from establishing the Voluntary Patrol Teams(VTP) to conduct community policing on their own housing estates, flats and kampongs, the state government is actively installing CCTVs to marry manpower with technology.<\/p>\n

The Penang state government has directed that by the end of this year, the Penang Municipal Council (MPPP) and Seberang Perai Municpal Council(MPSP) must install an additional 70 CCTVs and 55 CCTVs respectively. This is on top of the existing 60 CCTVs in MPPP and 44 CCTVs in MPSP. The additional 125 CCTVs will cost an additional 3 million.<\/p>\n

To overcome the problem of insufficient number of police personnel to monitor the increased CCTVs round-the-clock, the Penang state government has offered to employ at its own expense staff to do the monitoring. This will allow uniformed personnel to perform their core duties of patrolling the streets to keep the public safe from crime.<\/p>\n

The main emphasis should be on the Federal Government refocusing the police on fighting crime and not dealing with political opponents of BN, by increasing the police personnel fighting crime from the present 14.2% to at least 50%.<\/p>\n

Kerajaan Persekutuan Harus Memfokuskan Kembali Pasukan Polis untuk Membanteras Jenayah dan Bukannya Berurusan Dengan Musuh Politik BN Melalui Cara Meningkatkan Anggota Polis Bagi Membanteras Jenayah Daripada 14.2% Kini Kepada Sekurang-kurangnya 50%.<\/strong><\/p>\n

Tiga kes tembakan berlaku semalam, termasuk pembunuhan Hussain Ahmad Najadi, Pengasas Bank Pembangunan Arab-Malaysian di tengah-tengah Kuala Lumpur pada waktu siang hari, membuktikan bahawa jenayah yang semakin meningkat bukan lagi persepsi tetapi bukti kegagalan polis dan keperluan mendesak untuk keluar dari obsesi terhadap musuh politik BN. Dua kes tembakan lain menyebabkan seorang terbunuh di Ipoh dan cedera di Bukit Mertajam.<\/p>\n

Sebelum ini polis menyalahkan pemansuhan Ordinan Darurat yang membenarkan banyak samseng dibebaskan yang menyebabkan berlakunya peningkatan jenayah bunuh kalangan gangster. Pihak polis tidak lagi boleh menyalahkan pemansuhan Ordinan Darurat terhadap pembunuhan Hussain kerana beliau bukan penjenayah, tetapi seorang tokoh bank antarabangsa yang dihormati.<\/p>\n

Kes pembunuhan terbaru ini mengejutkan rakyat Malaysia yang menyedari betapa serius kegagalan Kerajaan Persekutuan untuk memastikan ketenteraman dan keselamatan awam, terutamanya dengan kes tembakan pengerusi MyWatch, R Sri Sanjeevan, di Bahau Sabtu lalu yang juga berlaku di siang hari. Kes tembakan terhadap R Sri Sanjeevan ini pula dikaitkan hubungan polis dengan kongsi gelap, yang menyebabkan kredibiliti dan integriti pihak polis merosot teruk.<\/p>\n

Masanya telah tiba untuk Kerajaan Persekutuan membenarkan polis memberi tumpuan kepada matlamat terasnya iaitu membanteras jenayah dan tidak boleh lagi dipergunakan sebagai alat politik BN. Statistik tidak pernah berdusta dan dalam jawapan bertulis kepada Ahli Parlimen DAP Kulai, Teo Nie Ching bulan ini, Menteri Dalam Negeri berkata, \u201csejumlah 112,583 anggota polis berpakaian seragam, 10,150 (9%) berada dalam Jabatan Siasatan Jenayah, 4224 (3.8%) dalam Siasatan Jenayah Narkotik dan 1,663 (1.4%) di Jabatan Siasatan Komersial.\u201d Menteri Dalam Negeri enggan menyatakan berapa ramai anggota polis yang berada di Cawangan Khas.<\/p>\n

Hanya 9% daripada anggota polis yang terlibat secara langsung dalam membanteras jenayah di luar sana dan kenyataan ini tidak boleh diterima. Malah jika kita sertakan sekali Narkotik dan Jenayah Komersial, hanya 14.2% daripada keseluruhan pasukan polis memberi tumpuan kepada membanteras jenayah di jalanan. Angka ini jelas terlalu rendah. Bilangan anggota polis yang terlibat dalam membanteras jenayah tidak harus 14.2% tetapi sekurang-kurangnya 50%. Dalam erti kata lain perlu ada sekurang-kurangnya 56,000 anggota polis berpakaian seragam berkawal di tempat awam dan bukan 16,037 orang sahaja.<\/p>\n

Walaupun Pulau Pinang kekal sebagai salah sebuah negeri yang paling selamat di Malaysia, Kerajaan Negeri Pulau Pinang sedang bekerjasama rapat dengan pasukan polis Pulau Pinang untuk memastikan Pulau Pinang kekal selamat. Selain daripada penubuhan Pasukan Peronda Sukarela (PPS) untuk menjalankan kawalan komuniti di taman perumahan, rumah pangsa dan kampung, kerajaan negeri secara aktif memasang CCTV untuk menggabungkan tenaga kerja manusia dengan teknologi.<\/p>\n

Kerajaan Negeri Pulau Pinang telah mengarahkan, menjelang akhir tahun ini, Majlis Perbandaran Pulau Pinang (MPPP) dan Majlis Perbandaran Seberang Perai (MPSP) perlu memasang 70 dan 55 CCTV tambahan di kawasan masing-masing. Ini adalah tambahan kepada 60 CCTV di MPPP dan 44 CCTV di MPSP sedia ada. Tambahan 125 CCTV ini akan menelan kos tambahan sebanyak RM 3 juta.<\/p>\n

Bagi mengatasi masalah kekurangan anggota polis bagi memantau 24 jam CCTV yang telah bertambah ini, Kerajaan Negeri Pulau Pinang menawarkan untuk mengambil kakitangan atas perbelanjaan sendiri bagi melakukan tugas pemantauan. Ini akan membolehkan anggota beruniform melaksanakan tugas-tugas teras mereka, meronda jalan raya untuk memastikan keselamatan orang awam daripada jenayah.<\/p>\n

Penekanan utama harus diberikan kepada Kerajaan Persekutuan bagi menumpukan semula pasukan polis dalam membanteras jenayah dan bukannya berurusan dengan musuh-musuh politik BN, dengan meningkatkan anggota polis memerangi jenayah daripada 14.2% kini kepada sekurang-kurangnya 50%.<\/p>\n
