Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 27.7.2013, <\/p>\n
The Penang state government invites Deputy Health Minister Datuk Seri Dr Hilmi Yahaya to my office in Komtar on Wednesday 31 July 2013 to show proof that I had verbally agreed to investigate the allegation by UMNO Pinang Tunggal ADUN Dato Roslan Saidin that 3 Chinese doctors in government hospitals in Penang practised racism by refusing to treat Malay patients. <\/p>\n
Hilmi had told Bernma that the Health Ministry is still waiting for the investigation report from the Penang government on the allegations as verbally promised by Chief Minister Lim Guan Eng. He added that the Health Ministry will decide on the next course of action only after receiving the state government\u2019s report.<\/p>\n
This claim by Hilmi is shocking because it is completely untrue. I have never promised verbally or in writing to investigate the serious allegations by Roslan because I have no such powers to investigate. Hilmi is clearly not fit to be Deputy Health Minister if he does not know that government hospitals are under the purview and exclusive jurisdiction of the Health Ministry and Federal government, not the state government. <\/p>\n
This is the reason why I had written to the Health Minister Datuk Seri Dr S. Subramaniam 2 weeks ago to ask that he verify the serious allegations made by Roslan in the Penang state Assembly on July 3. If true then action should be taken against the doctors but if untrue then Roslan must publicly apologise for making such unfounded allegations that have smeared the reputation and image of all doctors in Malaysia.<\/p>\n
Clearly Hilmi is trying to run away and hide from the responsibility by passing the buck to the state government that no action will be taken until the state government sends in the report to the Health Ministry. However what report is there for the state government to send when there is no such verbal promise by me and the state government has no authority to conduct investigations over doctors in government hospitals. Is this the way out for the Health Ministry not to investigate on the false premise that no report has been received from the state government? <\/p>\n
The state government is willing to investigate if Hilmi is willing to hand over full authority of government hospitals in Penang to the state government. For this reason, Hilmi is invited to my office on Wednesday to either show proof that I had made such a verbal promise or else hand over full authority to the state government over Penang government hospitals. <\/p>\n

\nMenjemput Datuk Seri Dr Hilmi Yahaya ke Pejabat Saya Di Komtar Pada Hari Rabu 31 Julai 2013 Bagi Menunjukkan Bukti Saya Secara Lisan Bersetuju Untuk Menyiasat Dakwaan ADUN UMNO, Dato Roslan Saidin Bahawa Tiga Doktor Cina Di Hospital Kerajaan Mengamalkan Perkauman Dengan Menolak untuk Merawat Pesakit Melayu.<\/p>\n
Kerajaan Negeri Pulau Pinang menjemput Timbalan Menteri Kesihatan, Datuk Seri Dr Hilmi Yahaya ke pejabat saya di Komtar pada hari Rabu 31 Julai 2013 untuk menyerahkan bukti bahawa saya telah bersetuju secara lisan bagi menyiasat dakwaan ADUN UMNO Pinang Tunggal, Dato Roslan Saidin bahawa 3 doktor Cina di hospital kerajaan di Pulau Pinang mengamalkan perkauman dengan menolak untuk merawat pesakit Melayu.<\/p>\n
Hilmi memberitahu Bernama bahawa Kementerian Kesihatan masih menunggu laporan siasatan daripada Kerajaan Negeri Pulau Pinang berkenaan dakwaan tersebut sebagaimana yang dijanjikan secara lisan oleh Ketua Menteri Lim Guan Eng. Beliau berkata Kementerian Kesihatan akan membuat keputusan berkenaan tindakan lanjut hanya selepas menerima laporan Kerajaan Negeri.<\/p>\n
Dakwaan Hilmi ini mengejutkan kerana jelas tidak benar sama sekali. Saya tidak pernah berjanji secara lisan atau secara bertulis untuk menyiasat dakwaan serius oleh Roslan kerana saya tidak mempunyai apa-apa kuasa untuk menyiasat. Hilmi jelas tidak layak untuk menjadi Timbalan Menteri Kesihatan jika beliau tidak tahu bahawa semua hospital kerajaan adalah di bawah bidang kuasa dan pengawasan Kementerian Kesihatan dan Kerajaan Persekutuan, bukan Kerajaan Negeri.<\/p>\n
Oleh sebab inilah saya menulis surat kepada Menteri Kesihatan, Datuk Seri Dr S. Subramaniam 2 minggu lalu untuk meminta beliau mengesahkan dakwaan serius yang dibuat oleh Roslan di dalam Dewan Negeri Pulau Pinang pada 3 Julai lalu. Jika benar, maka tindakan perlu diambil terhadap doktor terbabit tetapi jika tidak benar maka Roslan mesti memohon maaf secara terbuka kerana membuat tuduhan tidak berasas yang merosakkan reputasi dan imej semua doktor di Malaysia.<\/p>\n
Jelas Hilmi cuba melarikan diri dan mengelak daripada tanggungjawab serta melepaskannya kepada Kerajaan Negeri dengan berhelah bahawa tiada tindakan akan diambil sehingga Kerajaan Negeri menghantar laporan kepada Kementerian Kesihatan. Namun bagaimana mungkin Kerajaan Negeri menghantar laporan jika tiada janji dibuat secara lisan oleh saya dan apatah lagi Kerajaan Negeri tidak mempunyai kuasa untuk menjalankan siasatan ke atas doktor di hospital-hospital kerajaan? Adakah ini jalan keluar untuk Kementerian Kesihatan tidak menyiasat dakwaan palsu bahawa tiada laporan telah diterima dari Kerajaan Negeri?<\/p>\n
Kerajaan Negeri bersedia menjalankan siasatan jika Hilmi sanggup menyerahkan kuasa penuh hospital kerajaan di Pulau Pinang kepada Kerajaan Negeri. Atas sebab ini, Hilmi dijemput ke pejabat saya pada hari Rabu sama ada untuk menunjukkan bukti bahawa saya telah membuat janji lisan atau menyerahkan kuasa penuh terhadap semua hospital kerajaan di Pulau Pinang kepada Kerajaan Negeri.<\/p>\n
