Whilst  Bank Negara may feel that imposition of more stringent guidelines on household loans, is necessary to bring down household debt, focus should be on car and not housing loans.<\/p>\n<p>Bank Negara Governor Tan Sri Dr Zeti Akhtar Aziz had said that in comparison, Thailand\u2019s household debt ratio stands at 30%, Indonesia at 15.8%, Hong Kong at 58%, Taiwan at 82%, Japan at 75% and Singapore at 67%. Only the United States at 91.7%, United Kingdom at 114%, Australia at 113%, New Zealand at 91%, and South Korea at 91% have higher household debt to GDP.<\/p>\n<p><!--more-->The three biggest contributors to Malaysian household debt are at April 2013 housing loans of RM 316.2 billion, cars of RM 145 billion, personal loans of RM55.8 billion and credit card of RM32.3 billion. In other words car loans comprise around 20% of Malaysia\u2019s total household debt. Focus should be on reducing non-essential loans instead of basic housing needs.<\/p>\n<p>Purchasing a house is of higher priority and necessity than a car. Restrictions on property loans, especially first time buyers, will deprive them a basic aspiration of having a roof over their heads that is owner-occupied.  By focusing on imposing restrictions on car loans will hopefully help to reduce our household debt, car ownership and traffic congestion.<\/p>\n<p>Under the new Bank Negara Malaysia rules to help reduce household debt in the country, property buyers can now take loans for up to 35 years instead of the previous 45 years, while personal loans could be paid back over a period of up to 10 years instead of the 25 years.<\/p>\n<p>Whilst it is necessary to reduce Malaysia\u2019s household-debt-to-Gross Domestic Product (GDP) ratio of  83%, restricting car loans than housing loans is more sustainable. Let us not deny the young from owning their own home where rising housing prices and the new restrictions in property loans purchases will combine to make owning their home an impossible dream.<br \/>\n                                                                                          LIM GUAN ENG<\/p>\n<p>&#8212;-BM version &#8212;<\/p>\n<p>Kenyataan Media oleh Setiausaha Agung DAP merangkap Ahli Parlimen Bagan, Lim Guan Eng di Kuala Lumpur pada 16 Julai 2013.<\/p>\n<p><strong>Bank Negara patut mengembalikan semula tempoh pinjaman hartanah untuk pembeli kali pertama sehingga 45 tahun yang sepatutnya ditawarkan bank serta menumpukan terhadap usaha mengehadkan pinjaman kenderaan bagi menurunkan hutang isi rumah yang kini berada pada kadar 83% daripada KDNK, kedua tertinggi di Asia.<\/strong><\/p>\n<p>DAP menyeru Bank Negara supaya mengembalikan tempoh pinjaman hartanah untuk pembeli kali pertama sehingga tempoh maksima 45 tahun yang mesti ditawarkan bank, serta menumpukan terhadap usaha mengehadkan pinjaman kenderaan bagi menurunkan hutang isi rumah yang kini berada pada kadar 83% daripada KDNK, kedua tertinggi di Asia. Sementara Bank Negara mungkin berpendapat bahawa mengenakan syarat lebih ketat untuk pinjaman isi rumah itu penting untuk menurunkan hutang isi rumah, fokus sepatutnya diberikan terhadap pinjaman kereta dan bukan pinjaman perumahan.<\/p>\n<p>Gabenor Bank Negara Tan Sri Dr Zeti Akhtar Aziz telah menyebut sebagai perbandingan bahawa, kadar pinjaman isi rumah Thailand adalah pada 30%, Indonedia 15.7%, Hong Kong 58%, Taiwan 82%, Jepun 75% dan Singapura 67%. Hanya Amerika Syarikat pada kadar 91.7%, United Kingom 114%, Australia 113%, Nw Zealand 91% dan Korea Selatan 91% yang mempunyai kadar hutang isi rumah yang tinggi berbanding KDNK.<\/p>\n<p>Tiga penyumbang terbesar terhadap hutang isu rumah setakat April 2013 adalah, pinjaman perumahan sebanyak RM316.2 bilion, pinjaman kereta sebanyak RM145 bilion, pinjaman peribadi sebanyak RM55.8 bilion dan hutang kad kredit sebanyak RM32.3 bilion. Dengan kata lain, pinjaman kenderaan membentuk sekitar 20% daripada jumlah hutang isi rumah seluruh Malaysia. Fokus seharusnya diletakkan untuk mengurangkan pinjaman tidak perlu berbanding keperluan asas perumahan.<\/p>\n<p>Membeli rumah adalah lebih penting daripada membeli kereta. Sekatan terhadap pinjaman hartanah, terutama sekali pembeli kali pertama akan menafikan mereka daripada memiliki aspirasi asas untuk mempunyai tempat untuk berteduh yang diduduki oleh pemilik. Dengan memberi fokus kepada sekatan terhadap pinjaman kenderaan, adalah diharapkan supaya hutang isi rumah, milikan kenderaan dan kesesakan lalulintas dapat dikurangkan.<\/p>\n<p>Di bawah peraturan Bank Negara yang baru, untuk mengurangkan hutang isi rumah dalam negara, pembeli hartanah kini boleh mengambil pinjaman sehingga 35 tahun berbanding 45 tahun sebelum ini, sementara pinjaman peribadi boleh dibayar semula dalam tempoh 10 tahun berbanding 25 tahun.<\/p>\n<p>Walaupun adalah amat perlu bagi Malaysia menurunkan kadar hutang isi rumah kepada KDNK yang kini sebanyak 83% , mengehadkan pinjaman kenderaan adalah lebih mampan berbanding mengehadkan pinjaman perumahan.
