In fact Tan Sri Nor  is the person doing things backwards when he refused to come clean on his role in the scandal of causing Bank Negara foreign exchange losses of RM 15.8 billion in 1992-93 before he was appointed as 2nd Finance Minister in 2004.<\/p>\n<p>The Penang state government had started public consultations before the open tender was called in 2011 and continued such engagement with all sectors of civil society and the public right up to the award of the tender in February this year. The public still has the opportunity to give inputs as the contract will only be formalized after extensive deliberations expected to take months. Such an intensive public engagement is unprecedented as it has never been done by the Federal government, which awards projects in an opaque and unaccountable manner by negotiated tender.<\/p>\n<p><!--more-->In contrast, the Penang state government awarded the contract based on an open competitive tender exercise. Evaluation and recommendation was made by 2 separate committees headed respectively by the State Secretary Dato Farizan bin Darus and State Financial Officer Dato Mokhtar bin Mohd Jait. The Chief Minister was neither a member nor involved in the deliberations of these 2 committees.<\/p>\n<p><strong>Where Is The Monorail Promised Since 2006 And 200 Extra Rapid Penang Buses Promised Since 2010?<\/strong><br \/>\nThe federal government controls public transport. Tan Sri Nor should explain why both BN\u2019s promise to build the monorail since 2006 and Prime Minister Dato Seri Najib Tun Razak\u2019s promise of 200 extra buses made in 2010 for Rapid Penang have still not been fulfilled. Instead the monorail promise has been recycled again by BN for the coming general elections.<\/p>\n<p>Presently RapidPenang has 350 buses of which only 200 buses are on the road as the remaining 150 buses are under repairs. Tan Sri Nor should also explain the reasons behind the refusal of the Federal government to accept a yearly payment of RM10 million in exchange for Rapid Penang buses giving free bus rides during peak hours throughout Penang state.<\/p>\n<p>Clearly this sabotage on public transportation by the Federal government is intended to choke Penang to death with traffic congestion. As the state government refuses to do nothing and wait to die, this RM6.3 billion road infrastructure project is planned to help alleviate traffic congestion, improve connectivity and enhance business efficiency.<\/p>\n<p><em>No Adverse Impact On The Environment Or Penang Port Operations.<\/em><br \/>\nThe proposed under seabed tunnel is only one of the 4 highway projects. It must fulfill Detailed Environment Impact Assessment(DEIA) requirements or else the project would simply not proceed.  Penang Port Sdn Bhd should not be concerned about the under seabed tunnel affecting their port operations as the tunnel would be at least 15 meters below the seabed which would mean at least 30 meters from the sea-level.<\/p>\n<p>For this reason  a tunnel is more environmentally-friendly than a bridge to marine life. At that depth of 30 meters below sea-level, there is more than enough room for even bigger vessels to dock in Penang. There are no immediate concern as the tunnel would be expected to be completed only by 2025 and work can only begin in 5 years time.<\/p>\n<p>Tan Sri Nor should spend more time answering the question on whether the present management of PPSB would be running Penang Port as Penang Port has already been privatized to companies owned by Tan Sri Syed Mohkhar Al-Bokhary.  The fate of Penang Port is uncertain on whether Tan Sri Syed Mokhtar would downgrade it into a feeder port or whether it can be transformed into an international port.<\/p>\n<p>Finally BN continues to harp on one simple and ordinary typo error made in a state government statement on 13 September 2011 which stated that the total projected cost of the 4 highway projects is RM4.08 billion, much less than the RM6.3 billion awarded by open competitive tender. This typo error should read RM8.08 billion, not RM4.08 billion. If out of 10 statements made, all 9 mentioned RM8 billion whilst only one mentioned RM4 billion because of the typo error, why choose the single statement that mentioned RM4 billion as correct but not the 9 statements that mentioned RM8 billion?<\/p>\n<p>Being obsessed with simple and ordinary typo errors is so ridiculous that both Deputy Prime Minister Tan Sri Muhyiddin Yassin and Deputy Finance Minister Datuk Lim Siang Chai ignored the typo error and referred to the cost of the projects as RM8 billion in remarks to the press published on 17 November 2011 and 27 November 2011 respectively.(see attached statement)<\/p>\n<p>In fact even today\u2019s New Straits Times report of  \u201cDAP doing things backwards\u201d contained the following typo error,<br \/>\n\u201cBN Youth had on Monday said that the figure given by the state government in 2001 for the four projects was RM4.08 billion. Lim, however, put the figure at RM6.3 billion after the state government reduced it from RM8 billion.\u201d<\/p>\n<p>Clearly the year should read 2011 and not 2001, a clear but simple and ordinary typo error by New Straits Times. Why is BN Penang not behaving consistently in issuing the same condemnation on New Straits Times they now make on the Penang state government? It is such hypocrisy and double-standards by BN that caused the people of Penang to totally reject BN at the 2008 general elections.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;&#8211;BM version &#8212;-<br \/>\nKenyataan Media Ketua Menteri Pulau Pinang Lim Guan Eng Di Komtar, George Town Pada 30.3.3013.<\/p>\n<p>Tan Sri Nor Mohamad Yakcop Buat Kerja Terbalik Apabila Beliau Enggan Mengakui Peranannya Dalam Menyebabkan Kerugian Kepada Bank Negara Pertukaran Asing Sebanyak RM15.8 Bilion Dalam Tahun 1992-93 Sebelum Beliau Dilantik Sebagai Menteri Kewangan 2 Pada tahun 2004.<br \/>\n_______________________________________<br \/>\nKerajaan Negeri Pulau Pinang terkejut dengan dakwaan yang dibuat oleh Menteri di Jabatan Perdana Menteri Tan Sri Nor Mohamed Yakcop dalam-laporan akhbar New Straits Times hari ini bertajuk &#8220;DAP doing things backwards&#8221; kononnya kerajaan negeri membuat keputusan terlebih dahulu sebelum mendapatkan maklum balas tentang projek bernilai RM6. 3 bilion untuk 3 buah lebuh raya dan terowong bawah dasar laut sepanjang 7.2km dari Persiaran Gurney ke Bagan Ajam, Butterworth. Malah sebenarnya, Tan Sri Nor lah yang melakukan kerja terbalik apabila dia enggan untuk mengakui peranan beliau dalam skandal tukaran asing yang menyebabkan Bank Negara kerugian RM 15.8 bilion dalam 1992-93 sebelum beliau dilantik sebagai Menteri Kewangan 2 dalam tahun 2004.<\/p>\n<p>Kerajaan Negeri Pulau Pinang sebenanrya telah memulakan perundingan awam sebelum proses tender terbuka diumumkan pada tahun 2011 dan meneruskan interaksi tersebut dengan semua sektor masyarakat sivil dan orang awam sehinggalah tender tersebut dianugerahkan pada Februari tahun ini. Orang ramai masih mempunyai peluang untuk memberikan input memandangkan kontrak hanya akan menjadi formal selepas perbincangan secara beterusan yang dijangka mengambil beberapa bulan. Rundingan awam yang intensif seperti ini tidak pernah berlaku sebelum ini kerana ia tidak pernah dilakukan oleh kerajaan Persekutuan, yang menganugerahkan projek secara tidak telus dan tanpa akauntabiliti secara rundingan terus.<\/p>\n<p>Berbeza dengan Kerajaan Persekutuan, kerajaan negeri Pulau Pinang menganugerahkan kontrak berdasarkan tender terbuka yang kompetitif. Penilaian dan rekomendasi telah dibuat oleh dua jawatankuasa yang berasingan masing-masing diketuai oleh Setiausaha Kerajaan Negeri Dato Farizan bin Darus dan Pegawai Kewangan Negeri, Dato Mokhtar bin Mohd Jait. Ketua Menteri bukan ahli dan tidak terlibat dalam perbincangan dua jawatankuasa ini.<\/p>\n<p>Di Manakah Monorel Yang Dijanjikan Sejak tahun 2006 Dan 200 BAS Tambahan Rapid Penang Yang Dijanjikan Sejak 2010?<br \/>\nKerajaan persekutuan mengawal pengangkutan awam. Tan Sri Nor harus menjelaskan mengapa kedua-dua janji BN untuk membina monorel sejak 2006 dan janji Perdana Menteri Dato Seri Najib Tun Razak untuk 200 buah bas tambahan yang dibuat pada tahun 2010 kepada Rapid Penang tidak ditepati. Sebaliknya janji monorel telah dikitar semula sekali lagi oleh BN untuk pilihan raya umum akan datang.<\/p>\n<p>RapidPenang kini mempunyai 350 bas dengan hanya 200 buah bas berada di jalan raya dan baki 150 buah sedang dibaiki. Tan Sri Nor juga perlu menjelaskan sebab-sebab di sebalik keengganan kerajaan Persekutuan untuk menerima bayaran tahunan sebanyak RM10 juta bagi membolehkan bas Rapid Penang memberi perkhidmatan bas percuma semasa waktu puncak di seluruh negeri Pulau Pinang.<\/p>\n<p>Jelas sabotaj terhadap pengangkutan awam oleh Kerajaan Persekutuan bertujuan \u2018membunuh\u2019 Pulau Pinang dengan kesesakan lalu lintas. Memandangkan kerajaan negeri enggan untuk tidak berbuat apa-apa dan hanya menunggu untuk mati, projek infrastruktur jalan bernilai RM6.3 bilion ini dirancang untuk membantu mengurangkan kesesakan lalu lintas, meningkatkan keterhubungan dan meningkatkan kecekapan perniagaan.<\/p>\n<p>Tiada Kesan buruk Pada Alam Sekitar Atau Operasi Pelabuhan Pulau Pinang.<br \/>\nCadangan terowong bawah dasar laut adalah hanya salah satu daripada 4 projek lebuh raya. Ia mesti memenuhi keperluan Penilaian Impak Alam Sekitar Terperinci (DEIA), jika tidak projek itu tidak akan diteruskan. Penang Port Sdn Bhd tidak perlu bimbang tentang terowong bawah dasar laut menjejaskan operasi pelabuhan mereka memandangkan terowong akan berada sekurang-kurangnya 15 meter di bawah dasar laut yang bermakna sekurang-kurangnya 30 meter di bawah aras laut.<\/p>\n<p>Atas sebab ini terowong adalah lebih mesra alam berbanding jambatan kepada kehidupan marin. Pada kedalaman 30 meter di bawah aras laut, terdapat lebih daripada ruang yang cukup untuk kapal yang lebih besar berlabuh di Pulau Pinang. Tidak terdapat sebarang kerisauan dalam masa terdekat kerana terowong tersebut dijangka siap menjelang tahun 2025 dan kerja-kerja hanya boleh bermula dalam masa 5 tahun lagi.<\/p>\n<p>Tan Sri Nor sepatutnya menghabiskan lebih banyak masa menjawab soalan sama ada pengurusan PPSB sekarang akan terus menguruskan Pelabuhan Pulau Pinang memandangkan Pelabuhan Pulau Pinang telah diswastakan kepada syarikat-syarikat yang dimiliki oleh Tan Sri Syed Mohkhar Al-Bokhary. Nasib Pelabuhan Pulau Pinang menjadi tidak menentu, sama ada Tan Sri Syed Mokhtar akan menurunkan tarafnya menjadi pelabuhan \u2018feeder\u2019 atau sama ada ia boleh berubah menjadi sebuah pelabuhan antarabangsa.<\/p>\n<p>Akhirnya BN hanya terus kecoh tentang satu kesilapan mudah yang dibuat dalam satu kenyataan kerajaan negeri pada 13 September 2011 yang menyatakan bahawa jumlah kos yang dijangka untuk 4 projek lebuh raya RM4.08 bilion, jauh lebih endah daripada RM6.3 bilion yang dianugerahkan oleh melalui tender terbuka. Kesilapan ini seharusnya dibaca sebagai RM8.08 bilion, bukan RM4.08 bilion. Jika daripada 10 kenyataan yang dibuat, 9 daripadanya menyebut RM8 bilion manakala hanya satu disebut RM4 bilion kerana salah taip, mengapa memilih kenyataan salah yang menyebut RM4 bilion sebagai betul tetapi tidak 9 kenyataan lain yang menyebutkan RM8 bilion?<\/p>\n<p>Taksub dengan kesilapan kecil itu adalah begitu tidak masuk akal hatta kedua-dua Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin dan Timbalan Menteri Kewangan, Datuk Lim Siang Chai pun mengabaikan kesilapan itu dan merujuk kepada kos projek sebagai RM8 bilion dalam kenyataan akhbar yang disiarkan pada 17 November 2011 dan 27 November 2011 masing-masing. Lim, however, put the figure at RM6.3 billion after the state government reduced it from RM8 billion.\u201d<\/p>\n<p>Jelas sekali tahun yang sepatutnya ialah 2011 dan bukan tahun 2001, sebuah kesilapan yang jelas dan mudah serta biasa dilakukan oleh New Straits Times. Mengapa BN Pulau Pinang tidak berkelakuan konsisten dengan mengutuk New Straits Times seperti yang mereka lakukan kini terhadap kerajaan negeri Pulau Pinang? Ia adalah hipokrasi dan double-standard oleh BN yang menyebabkan rakyat Pulau Pinang benar-benar menolak BN pada pilihan raya umum 2008.<br \/>\n
