BN\u2019s sabotage of public transport efforts by the state government includes:-<br \/>\n\u00b7        failure to deliver the 200 extra buses to Rapid Penang promised since 2010;<br \/>\n\u00b7        refusal to allow Penang Municipal Council (MPPP) to buy our own buses to provide public transport; and<br \/>\n\u00b7        rejection of the Penang state government\u2019s offer of RM10 million yearly in exchange for free bus services throughout Penang during peak hours.<\/p>\n<p><!--more-->The Penang state government will neither keep passively silent nor do nothing but will pro-actively plan a traffic dispersal project, comprising of 3 major highways and a under sea-bed tunnel connecting Gurney Drive to the mainland in Bagan Ajam costing RM6.3 billion. BN continues such sabotage by opposing this RM6.3 billion project financed with 110 acres of reclaimed land through dishonest twisting of facts, misinformation and outright lies.<\/p>\n<p>BN had alleged that the state government had given the 110 acres of reclaimed land free to the contractor as the under sea-bed tunnel was given a 30-year concession to collect toll(the other 3 highways are toll-free). BN claimed that with 60,000 car users and RM10 as toll charges each, would add up to 21.9 million cars or RM6.57 billion over 30 years. This RM6.57 billion collection would earn the contractor RM270 million, after deducting the construction cost of RM6.3 billion.<\/p>\n<p>These figures are not true. BN once again lied. The number of vehicles using the Penang Bridge now, is not BN\u2019s claim of a daily 120,000 during normal days and 150,000 during holidays but 80,000 and 108,000 vehicles respectively. The toll collection for the tunnel will not be RM 10 as claimed by BN as it is fixed at the same rate as the Penang 2nd Bridge, which has been announced at less than the RM10. Further the toll concession period for the tunnel is only 30 years which is less than the 45 year old concession period granted by BN to the Penang 2nd Bridge.<\/p>\n<p>Therefore BN\u2019s basis of calculation of toll revenue for the tunnel is grossly inflated and wrong. But even using the RM6.57 billion wrong figure by BN over 30 years, the cost of maintenance and financing charges taken for RM6.3 billion in loans over the 30 years has not been taken into account. Such financing and maintenance cost would easily exceed another RM6.3 billion over more than 30 years. For this reason, 110 acres of land is needed to finance the project.<\/p>\n<p>I have just returned from Sarawak where I was shocked to hear that the Sarawak state government replaced a RM200 million outstanding payment with over 100,000 acres of land. Contrast the exchange of 100,000 acres of land for only RM200 million by the Sarawak BN state government with a mere 110 acres for this RM6.3 billion highway projects. Further, why did BN not explain the reasons for the previous Penang BN government selling 980 acres of reclaimed land at only RM1 per square foot?<\/p>\n<p>The state government agreed to a toll for only 30 years as we did not want to go to a state of war with the Federal government by not charging toll, as then the Federal government will have legal grounds to stop the tunnel project by claiming that we are deliberately sabotaging the toll collection for the 2nd Bridge. That is the reason why the state government has fixed the toll rate for the tunnel at the same rate as the 2nd Bridge.<\/p>\n<p>Finally, the Penang state government has created history by not giving a traffic volume guarantee, where compensation has to be paid by the government should there be insufficient vehicles using the tunnel. Unlike other BN toll concessionaires, the tunnel operator will have to bear the risk of losses and not get any compensation if insufficient vehicles use the tunnel.<\/p>\n<p>For the first time ever, a dialogue on these highway projects will be held in the mainland at the Sungai Dua Public Hall tomorrow 10am Sunday 24.3.2013. Despite the demonstrations by BN supporters yesterday against these projects, the Penang state government is confident that the 1.6 million Penangites will support the RM6.3 billion traffic dispersal project of 3 highways and one under sea-bed tunnel because we refuse to let BN Federal government choke Penang to death with traffic congestion.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;BM Version&#8212;&#8212;&#8212;<br \/>\nKenyataan Akhbar oleh Ketua Menteri Pulau Pinang Lim Guan Eng di Komtar, George Town pada 23.3.2013<\/p>\n<p><strong>Walaupun Dibantah Oleh Penyokong BN, Rakyat Pulau Pinang Akan Terus Menyokong Projek RM6.3 Bilion Untuk 3 Lebuhraya Dan 1 Terowong Bawah Dasar Laut Kerana Kita Enggan Dicekik Dengan Kesesakan Trafik Oleh Kerajaan Persekutuan BN.<\/strong><\/p>\n<p>Keengganan BN untuk menunaikan janji pada tahun 2007 untuk membina monorel serta tindakan mereka untuk mensabotaj usaha kerajaan negeri untuk melaksanakan pengangkutan awam yang efektif jelas merupakan cubaan untuk mencekik Pulau Pinang dengan kesesakan trafik. Sabotaj BN ke atas usaha-usaha pengangkutan awam kerajaan negeri adalah seperti:<br \/>\n\u00b7         Kegagalan untuk menyampaikan 200 buah bas kepada Rapid Penang seperti yang dijanjikan pada tahun 2010;<br \/>\n\u00b7         Keengganan untuk memberi kebenaran kepada Majlis Perbandaran Pulau Pinang (MPPP) untuk memiliki bas sendiri bagi tujuan pengangkutan awam; dan<br \/>\n\u00b7         Menolak tawaran RM10 juta kerajaan negeri Pulau Pinang untuk menyediakan perkhidmatan bas percuma di seluruh negeri Pulau Pinang semasa waktu puncak.<\/p>\n<p>Kerajaan negeri Pulau Pinang tidak akan duduk berdiam atau tidak membuat apa-apa tetapi akan mengambil tindakan proaktif dengan projek penyelerakan trafik RM6.3 bilion yang terdiri daripada 3 lebuhraya utama dan 1 terowong bawah dasar laut yang akan menghubungkan Gurney Drive ke Bagan Ajam di Seberang Perai. BN terus mensabotaj projek RM6.3 bilion yang bakal dibiayai oleh 110 ekar tanah tebusguna dengan memutar belit fakta, maklumat yang salah dan fitnah.<\/p>\n<p>BN mendakwa bahawa kerajaan negeri telah memberi 110 ekar tanah tebusguna untuk percuma kepada kontraktor kerana terowong bawah dasar laut telah diberi konsesi 30 tahun untuk mengutip tol (3 lebuhraya lain adalah percuma). BN mendakwa bahawa dengan 60,000 pengguna kereta pada kadar RM10, jumlahnya adalah 21.9 juta kereta atau RM6.57 bilion dalam tempoh 30 tahun.  Kutipan RM6.57 bilion ini akan mendatangkan keuntungan RM270 juta selepas mengambil kira kos pembinaan RM6.3 bilion. <\/p>\n<p>Perangkaan ini adalah tidak benar. BN menipu sekali lagi. Jumlah kenderaan yang menggunakan Jambatan Pulau Pinang sekarang bukanlah 120,000 pada hari biasa dan 150,000 pada hari cuti seperti yang didakwa BN tetapi 80,000 dan 108,000 masing-masing. Kutipan tol bagi terowong bukanlah RM10 seperti yang didakwa BN tetapi akan ditetapkan pada kadar yang sama dengan Jambatan Kedua Pulau Pinang yang telah diumumkan akan kurang daripada RM10. Tambahan lagi, tempoh konsesi hanyalah 30 tahun, iaitu kurang daripada 45 tahun tempoh konsesi yang diberi kepada BN untuk Jambatan Pulau Pinang Kedua.<\/p>\n<p>Oleh itu, asas pengiraan BN bagi hasil tol untuk terowong adalah terlalu tinggi dan salah. Tetapi andainya angka RM6.57 bilion yang salah digunakan sekalipun, kos penyelenggaraan dan kos pembiayaan kewangan untuk pinjaman RM6.3 bilion selama tempoh 30 tahun tidak diambil kira. Kos kewangan dan penyelenggaraan akan mencapai tambahan RM6.3 bilion selama tempoh 30 tahun. Untuk sebab ini, 110 ekar tanah diperlukan untuk membiayai projek ini.<\/p>\n<p>Saya baru sahaja kembali dari Sarawak di mana saya terkejut mendengar bahawa kerajaan negeri Sarawak telah menggantikan bayaran tertunggak RM200 juta dengan 100,000 ekar tanah. Bandingkanlah penukaran 100,000 ekar tanah untuk RM200 juta sahaja oleh kerajaan negeri BN Sarawak dengan di Pulau Pinang di mana 110 ekar ditukar dengan projek lebuhraya yang bernilai RM6.3 bilion. Tambahan pula, kenapakah BN tidak menjelaskan sebab-sebab kerajaan BN Pulau Pinang terdahulu telah menjual 980 ekar tanah tebusguna pada harga RM1 sekaki persegi?<\/p>\n<p>Kerajaan negeri telah bersetuju untuk membenarkan tempoh tol 30 tahun kerana kami tidak ingin berperang dengan kerajaan Persekutuan dengan tidak mengenakan caj tol. Ini kerana kerajaan Persekutuan akan mempunyai dasar undang-undang untuk menghentikan projek terowong dengan dakwaan bahawa kami sengaja mensabotaj kutipan tol Jambatan Kedua. Inilah sebabnya mengapa kerajaan negeri telah menetapkan kadar tol terowong pada kadar yang sama dengan Jambatan Kedua.<\/p>\n<p>Akhrnya, kerajaan negeri Pulau Pinang telah mencatat sejarah dengan tidak memberi jaminan jumlah trafik yang akan melibatkan pampasan oleh kerajaan sekiranya jumlah kenderaan yang menggunakan terowong tidak mencukupi. Ini adalah berbeza dengan konsesi-konsesi tol BN, di mana pengendali tol akan diberi pampasan jika jumlah kenderaan tidak mencukupi.<\/p>\n<p>Untuk kali pertama, dialog mengenai projek-projek lebuhraya ini akan diadakan di Seberang Perai di Dewan Besar Sungai Dua pada hari esok, jam 10 pagi, Ahad 24.3.2013. Walaupun dibantah oleh penyokong BN semalam, kerajaan negeri Pulau Pinang yakin bahawa 1.6 juta rakyat Pulau Pinang akan terus menyokong projek penyelerakan trafik RM6.3 bilion yang terdiri daripada 3 lebuhraya dan 1 terowong bawah dasar laut kerana kami enggan membenarkan kerajaan Persekutuan BN untuk mencekik Pulau Pinang dengan kesesakan trafik.<\/p>\n<p>=========Mandarin Version
