I hope that you will allow the state government to explain the rationale for this \u201cdesperate\u201d effort to decongest traffic congestion on the island and bring about smoother traffic flow on the mainland of Seberang Perai.<\/p>\n<p>I used the word \u201cdesperate\u201d deliberately because for the 5 years that the PR state government has been in power, we attempted to implement a public transport system in Penang. Initially we hopped on to the Federal government\u2019s proposal of an elevated monorail even though we felt that reviving the tram system would be the preferred option for Penang as George Town is a UNESCO World Heritage city.<\/p>\n<p><!--more-->Every year during the Federal budget wish-list, we put in the monorail proposal without any positive response. Out of desperation, we thought outside the box by paying Rapid Penang to give free bus services in the George Town heritage city enclave \u2013 which was extremely well received. We extended this programme to free bus services back and forth from the mainland to Bayan Lepas Free Industrial Zone and Balik Pulau during peak hours again paid for by the state government.<\/p>\n<p>The Federal government refused to respond when we proposed our local councils to run bus services. Our final effort to pay the Federal government RM10 million yearly for Rapid Penang to offer free bus services throughout Penang state during peak hours was unceremoniously rebuffed.<\/p>\n<p>Much as we prefer the public transport option, one must not forget that public transport in whatever form is the exclusive prerogative of the Federal government. Even if it is funded by the state governemnt, nothing can be done without the sanction of the Federal government. Therefore, regurgitating the homily that we should be investing in public transport instead is akin to beating a dead horse.<\/p>\n<p>As the Federal government appears determined to choke our roads to death, the Penang state government decided to act decisively. We can not do nothing and wait passively. That is why we decided to improve our road network by building alternative roads in the most heavily congested areas. And also connect to the mainland to bring both parts of the state closer as well as ensure that the Seberang Perai Utara area is not left out of economic growth.<\/p>\n<p>Let The People Decide<br \/>\nThe PR Penang state government will listen and submit to the will of 1.6 million Penangites. Consequently, the state government has taken the unprecedented step of engaging with the public and civil society since the proposal was first mooted in 2011. This was no rush job. We are still continuing such town hall meetings.<\/p>\n<p>The project, which was first announced in 2011 when the tender was called, consists of a 6.5 km underwater tunnel connecting Gurney Drive to Bagan Ajam, a 12km dual carriageway between Tanjung Bungah and Teluk Bahang, a 4.2km bypass connecting Gurney Drive to Tun Dr Lim Chong Eu Expressway and a 4.6km bypass connecting the same expressway to Bandar Baru Air Itam.<\/p>\n<p>The state government had awarded the tender to Consortium Zenith BUCG, a special purpose vehicle company set up by a joint venture between local company Construction Zenith, China Railway Construction Corporation Ltd (CRCC) along with Beijing Urban Construction Group, Sri Tinggi Sdn Bhd and Juteras Sdn Bhd. Beijing Urban Construction Group, a major Chinese construction company that built the Beijing Olympic Stadium Bird Nest, and CRCC built most of China\u2019s railroads including the highest railroad to Tibet. These are not RM 2 companies as alleged by our detractors.<\/p>\n<p>No To Monorail Yes To Tram<br \/>\nShould PR win power in Putrajaya, PR is also proposing a tram system throughout the state linking both the island and the mainland. BN\u2019s monorail is inappropriate for a world heritage city like Penang, as its elevated structure will destroy Penang\u2019s charms. As a tram system on level ground would match Penang\u2019s heritage, new alternative roads are required so that existing roads can make way for tram lines.<\/p>\n<p>BN\u2019s monorail project will not happen even if BN wins in Penang because of two reasons. One, the monorail would not be permitted by UNESCO and its construction would cause George Town to lose its UNESCO World Heritage city status. Two, BN has never fulfilled its promise when the monorail was first made by former Prime Minister Tun Abdullah Ahmad Badawi in 2006. Neither was this promised delivered when Datuk Seri Najib Tun Razak became the Prime Minister. Clearly we have to wait until Dato Seri Anwar Ibrahim becomes the Prime Minister, then only then will there be a tram system.<\/p>\n<p>No To Entry Charges To George Town, Penang.<br \/>\nI wish to categorically deny wild allegations that these four road improvement projects were not included in the proposed Public Transport Masterplan(PTM). The only difference is the timing. The PTM called for the completion of the tunnel by 2025-2030 whereas the state government hopes to bring it forward by 2023, a difference of 2 years. The 10 year period required to build the tunnel 3rd link is to satisfy all the feasibility and safety requirements including environmental protection. Should environmental safeguards not be complied with, then the project would simply not proceed.<\/p>\n<p>PR has firmly rejected extreme calls for entry charges for all vehicles entering George Town, Penang as PR is committed to free movement of people within Penang as well as those from outside Penang. To adopt this \u201cSingapore model\u201d to reduce traffic congestion is elitist at best in reserving George Town for existing residents and discriminatory at worse by only ensuring that the well-off can enter George Town, Penang.<\/p>\n<p>The Federal government was aware of this proposed project as far back as April 2011 when both Prime Minister Dato Seri Najib Tun Razak and Chinese Premier Wen Jia Bao witnessed the exchange of Memorandum of Understanding attended by me for these 4 highway and tunnel projects in Kuala Lumpur. The open competitive tender was called in 14.11.2011 and public engagement with the public was carried out in 2011 briefing them of the project.<\/p>\n<p>The evaluation and recommendation of the winning tender bid was made by two committees headed by the Penang State Secretary Dato Farizan bin Darus and the Penang State Finanical Officer Dato Haji Mokhtar bin Mohd Jait without any involvement of the Chief Minister. The entire tender exercise was a transparent and accountable process.<\/p>\n<p>Out Of 24 Participants, Only 1 Objected, 9 Supported Whilst The Remainder Sought More Information.<\/p>\n<p>How can these four project be done with amazing speed when the first of the highway projects will be completed after 2017 and the underwater sea tunnel by 2023-25? The long construction time is due to the need to comply with Environmental Impact Assessment(EIA) requirements. Failure to comply with EIA would mean that the 4 projects would not go on.<\/p>\n<p>The formal contract is still subject to discussion and is expected to be formalized and signed in a few months time after the next general elections and it will not proceed if rejected by the people. Input from public consultations and town hall meetings will assist the state government to refine our position when the contract is formalized over the next few months.<\/p>\n<p>The state government was pleasantly surprised that at the last town hall meeting on 10 March 2013, out of the 24 who gave their views only 1 objected. Nine had supported whilst the remainder 14 sought more information. What was noteworthy was that all the younger members who spoke supported the proposed project whole-heartedly as they said they did not want to spend their life stuck in traffic jams.<\/p>\n<p>The Penang state government is determined to win the future by investing in the future so that our young do not become the traffic jam generation.<\/p>\n<p><strong>Can Teng Chang Yeow Explain Why BN Sold The 940 Acres Of Reclaimed Land in Tanjung Pinang At Only RM1 Per Square Feet?<\/strong><\/p>\n<p>Further, the final tender price is not the estimated RM8 billion but RM 6.3 billion awarded to the lowest tenderer, Consortium Zenith BUCG Sdn Bhd. No cash will be paid but payment will be made in the form of 110 acres reclaimed land in Tanjung Pinang. This reclaimed land was approved by the previous BN state government, just as former Penang Chief Minister Tan Sri Dr Koh Tsu Koon had also supported a half tunnel project from Tanjung Bungah to Butterworth.<\/p>\n<p>For BN Penang Chair Teng Chang Yeow to claim that the reclaimed land is non-existent is a shameless lie as BN had approved the reclamation of 940 acres at a shocking price of RM1 per sq foot and 10% of the land to be given to the state government. Can Teng explain why BN had sold the land at such a low and illogical price of RM1 per sq ft? The PR Penang state government had managed to increase the amount of land to be given the state from 10% to more than 20%, which will be used to finance the construction of the 4 major highways.<\/p>\n<p>The horrible traffic congestion 2 weeks ago on the 1st Penang Bridge due to repairs works reminds us of the importance of having this 3rd link for the future. Whilst the 3 highways will assist in mitigating the traffic congestion accessing to Batu Ferringhi, around George Town as well as to Bandar Baru Air Itam and Farlim area, the 3rd underwater sea tunnel serves another function to spur economic development in Seberang Perai Utara(SPU).<\/p>\n<p>The Penang state will not sit back and do-nothing on traffic congestion by taking the easy way out in blaming the Federal government for failing to provide public transport. Neither will we adopt an island-centric approach but instead develop a state-centric approach that encompasses the needs of the mainland.  If there is a bridge linking the island in both Seberang Perai Tengah and Seberang Perai Selatan, there should be a link at Seberang Perai Utara to advance economic growth.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>==========================================<br \/>\nSurat Terbuka kepada Rakyat Pulau Pinang oleh Ketua Menteri Pulau Pinang Lim Guan Eng pada 15.3.2013<\/p>\n<p><strong>Demi Kejayaan Masa Depan, Kerajaan Negeri Pulau Pinang Harus Melabur Dalam Masa Depan Agar Anak-Anak Kita Tidak Akan Menjadi Generasi Kesesakan Lalulintas.<br \/>\n<\/strong><\/p>\n<p>Saya merujuk kepada dakwaan-dakwaan mengelirukan oleh sesetengah NGO dan BN yang menentang cadangan tiga projek lebuhraya dan satu terowong laluan penghubung ketiga yang telah dianugerahkan oleh kerajaan negeri Pulau Pinang melalui tender terbuka yang kompetitif pada harga RM6.3 bilion. Saya harap agar anda akan memberi peluang kepada kerajaan negeri untuk menjelaskan rasional di sebalik usaha \u201cterdesak\u201d ini untuk mengurangkan kesesakan lalulintas dalam kawasan pulau serta memudahkan aliran lalulintas di kawasan Seberang Perai.<\/p>\n<p>Saya menggunakan perkataan \u201cterdesak\u201d kerana dalam 5 tahun pentadbiran kerajaan negeri PR, kami telah mencuba untuk melaksanakan sistem pengangkutan awam di Pulau Pinang. Pada mulanya, kami telah setuju dengan cadangan kerajaan Persekutuan untuk membina monorel yang ditinggikan walaupun kami berasa bahawa sistem trem adalah paling sesuai untuk Pulau Pinang kerana George Town adalah Bandar Warisan Dunia UNESCO.<\/p>\n<p>Setiap tahun semasa proses merangka belanjawan Persekutuan, kami selalu memasukkan cadangan monorel ke dalam \u201csenarai idaman\u201d tetapi tidak pernah mendapat maklumbalas yang positif. Kerana terdesak, kami telah mengambil pendekatan di luar kotak dengan membayar Rapid Penang untuk menyediakan perkhidmatan bas percuma di perkarangan bandar warisan George Town \u2013 dan usaha ini telah diterima baik. Kami telah pun melanjutkan program ini dengan perkhidmatan bas ulang-alik percuma dari Seberang Perai ke Zon Perindustrian Bebas Bayan Lepas ke Balik Pulau pada waktu puncak. Program-program ini semuanya dibayar oleh kerajaan negeri.<\/p>\n<p>Kerajaan Persekutuan juga enggan memberi maklumbalas apabila kami mencadangkan agar pihak berkuasa tempatan mengoperasikan perkhidmatan bas sendiri. Sebagai usaha terakhir, kami telah menawar untuk membayar RM10 juta kepada kerajaan Persekutuan untuk perkhidmatan bas percuma di seluruh negeri Pulau Pinang semasa waktu puncak. Cadangan ini juga telah ditolak dengan begitu sahaja.<\/p>\n<p>Walaupun kami lebih suka pilihan pengangkutan awam, hakikatnya adalah pengangkutan awam dalam apa sahaja bentuk merupakan prerogatif di bawah bidang kuasa kerajaan Persekutuan semata-mata. Meskipun dibiayai oleh kerajaan negeri, tidak ada apa-apa yang boleh dilakukan tanpa kelulusan kerajaan Persekutuan. Oleh itu, tindakan mengulang saranan untuk melabur dalam pengangkutan awam adalah sama dengan tindakan menulis di atas air.<\/p>\n<p>Memandangkan kerajaan Persekutuan berazam untuk mencekik jalanraya kita, kerajaan negeri Pulau Pinang telah mengambil keputusan untuk bertindak dengan tegas. Kami tidak boleh duduk berdiam sahaja. Oleh itu, kami telah mengambil keputusan untuk memperluaskan rangkaian jalanraya dengan membina jalan-jalan alternatif di kawasan-kawasan yang paling sesak. Pada masa yang sama, Seberang Perai akan dihubungkan ke Pulau untuk merapatkan jurang antara kedua-dua kawasan tersebut serta memastikan bahawa Seberang Perai Utara tidak akan ketinggalan dalam pertumbuhan ekonomi.<\/p>\n<p>Biar Rakyat Yang Menentukan<\/p>\n<p>Kerajaan negeri PR Pulau Pinang akan mendengar dan berserah kepada kehendak 1.6 juta rakyat Pulau Pinang. Oleh itu, kerajaan negeri telah mengambil langkah yang tidak pernah dibuat sebelum ini dengan melibatkan pihak awam dan masyarakat sivil sejak projek ini mula dicadangkan pada tahun 2011. Ia tidak dilakukan dengan tergesa-gesa. Proses rundingan awam dengan rakyat masih lagi diteruskan.<\/p>\n<p>Projek yang telah diumumkan pada tahun 2011 apabila tender dipanggil ini terdiri daripada sebuah terowong bawah laut sepanjang 6.5km yang menghubungkan Gurney Drive ke Bagan Ajam, jalanraya berkembar 12km dari Tanjung Bungah ke Teluk Bahang, jalan pintas 4.2km yang menghubungkan Gurney Drive ke Lebuhraya Tun Dr Lim Chong Eu dan jalan pintas 4.6km yang menghubungkan Lebuhraya tersebut ke Bandar Baru Air Itam.<\/p>\n<p>Kerajaan negeri telah menganugerahkan tender tersebut kepada Consortium Zenith BUCG, sebuah syarikat kegunaan khas yang telah ditubuhkan sebagai usahasama di antara syarikat tempatan Construction Zenith, China Railway Construction Corporation Ltd (CRCC) bersama Beijing Urban Construction Group, Sri Tinggi Sdn Bhd serta Juteras Sdn Bhd. Beijing Urban Construction Group merupakan sebuah syarikat pembinaan utama dari negara China yang telah membina Stadium Olimpik \u201cSarang Burung\u201d Beijing, dan CRCC telah membina kebanyakan daripada landasan kereta api di China termasuk landasan kereta api yang tertinggi ke Tibet. Semua syarikat ini bukan syarikat RM2 seperti yang didakwa oleh sesetengah pihak.<\/p>\n<p>Tidak Kepada Monorel, Ya Kepada Trem<\/p>\n<p>Sekiranya PR memenangi kuasa di Putrajaya, PR akan cadangkan sistem trem di seluruh negeri untuk menghubungkan Pulau dan Seberang Perai. Monorel yang dicadangkan BN adalah tidak sesuai untuk bandar warisan dunia seperti Pulau Pinang, dan strukturnya yang ditinggikan akan merosakkan keindahan Pulau Pinang. Kerana sistem trem yang bergerak atas tanah adalah sesuai dengan warisan Pulau Pinang, jalan-jalan alternatif baru diperlukan supaya jalan-jalan sedia ada dapat digunakan untuk landasan trem.<\/p>\n<p>Projek monorel BN tidak akan menjadi kenyataan walaupun BN menang di Pulau Pinang atas dua sebab. Pertama, monorel tidak akan diizinkan oleh UNESCO dan pembinaannya akan mengakibatkan kehilangan taraf Bandar Warisan Dunia UNESCO. Kedua, BN tidak pernah menepati janji monorel dahulu yang dibuat oleh mantan Perdana Menteri Tun Abdullah Ahmad Badawi pada tahun 2006. Janji ini tidak ditepati juga oleh Dato\u2019 Sri Najib Tun Razak apabila beliau menjadi Perdana Menteri. Jelas, kita harus menunggu sehingga Dato\u2019 Seri Anwar Ibrahim menjadi Perdana Menteri untuk merealisasikan sistem trem.<\/p>\n<p>Tidak kepada Caj Kemasukan ke George Town, Pulau Pinang<\/p>\n<p>Saya ingin menafikan dengan tegas dakwaan liar bahawa keempat-empat projek naiktaraf jalanraya ini tidak termasuk dalam Pelan Induk Pengangkutan Awam (PTM). Sebenarnya, perbezaannya hanya dalam isu masa. PTM mencadangkan persiapan terowong menjelang tahun 2025-2030 sementara kerajaan negeri ingin membawanya ke depan ke tahun 2023, iaitu perbezaan 2 tahun sahaja. Tempoh 20 tahun yang diperlukan untuk membina terowong penghubung ketiga ini adalah untuk memenuhi semua keperluan kebolehlaksanaan dan keselamatan termasuk perlindungan alam sekitar. Sekiranya syarat-syarat keselamatan alam sekitar tidak dipatuhi, maka projek itu tidak akan diteruskan.<\/p>\n<p>PR dengan tegas menolak cadangan ekstrim untuk mengenakan caj kemasukan bagi semua kenderaan yang memasuki George Town, Pulau Pinang kerana PR komited kepada pergerakan bebas orang dalam dan dari luar negeri Pulau Pinang. Pengamalan \u201cmodel Singapura\u201d ini untuk mengurangkan kesesakan trafik adalah elitis kerana mengehadkan George Town kepada penghuni sedia ada dan bersifat diskriminasi kerana memastikan hanya orang yang berada dapat memasuki George Town, Pulau Pinang.<\/p>\n<p>Kerajaan Persekutuan sedar tentang cadangan projek ini sejak April 2011 apabila kedua-dua Perdana Menteri Dato\u2019 Sri Najib Tun Razak dan Premier China Wen Jia Bao telah menjadi saksi kepada pertukaran Memorandum Persefahaman yang dihadiri saya di Kuala Lumpur untuk 4 projek lebuhraya dan terowong. Tender terbuka telah dipanggil pada 14.11.2011 dan rundingan awam telah dilakukan pada tahun 2011 untuk memaklumkan rakyat mengenai projek tersebut.<\/p>\n<p>Penilaian dan cadangan untuk pemenang tender tersebut telah dilakukan oleh dua jawatankuasa yang diterajui Setiausaha Kerajaan Negeri Dato\u2019 Farizan bin Darus dan Pegawai Kewangan Negeri Dato\u2019 Haji Mokhtar bin Mohd Jait tanpa penglibatan Ketua Menteri. Seluruh proses tender telah dijalankan dengan telus dan bertanggungjawab.<\/p>\n<p>Daripada 24 Peserta, Hanya 1 Menentang, 9 Sokong Sementara Yang Lain Ingin Maklumat Tambahan<\/p>\n<p>Bagaimanakah mungkin ia dikatakan bahawa keempat-empat projek ini akan dilakukan dalam masa yang singkat apabila projek lebuhraya pertama hanya akan siap selepas tahun 2017 dan terowong bawah laut menjelang 2023-25? Masa pembinaan yang lama diperlukan untuk memastikan pematuhan kepada keperluan Penilaian Impak Alam Sekitar (EIA). Kegagalan untuk mematuhi EIA akan bermaksud bahawa 4 projek tersebut tidak akan diteruskan.<\/p>\n<p>Kontrak rasmi masih lagi diperbincangkan dan dijangka akan ditandatangani dalam beberapa bulan yang akan datang selepas pilihan raya dan tidak akan diteruskan jika ditolak oleh rakyat. Input daripada rundingan awam dan sesi perbincangan \u201ctown hall\u201d akan membantu kerajaan negeri untuk memperhaluskan lagi kedudukan apabila kontrak dimeterai dalam beberapa bulan yang akan datang.<\/p>\n<p>Kerajaan negeri menerima baik apabila dalam sesi \u201ctown hall\u201d pada 10 Mac 2013, daripada 24 orang yang memberi pandangan hanya seorang sahaja yang menentang. Sembilan telah menyokong manakala 14 yang lain ingin maklumat tambahan. Apa yang perlu diberi perhatian adalah bahawa peserta-peserta muda telah menyokong projek yang dicadangkan dengan sepenuh hati kerana mereka berkata bahawa mereka tidak mahu terperangkap dalam kesesakan lalulintas buat seumur hidup mereka.<\/p>\n<p>Kerajaan negeri Pulau Pinang berazam untuk memastikan kejayaan masa depan dengan melabur dalam masa depan supaya anak-anak muda kita tidak akan menjadi generasi kesesakan lalulintas.<\/p>\n<p><strong>Bolehkah Teng Chang Yeow Menjelaskan Kenapa BN Menjual Tanah 940 Ekar di Tanjung Pinang Untuk Harga RM1 Sekaki Persegi?<br \/>\n<\/strong><br \/>\nTambahan pula, harga terakhir tender bukanlah RM8 bilion tetapi RM6.3 yang telah dianugerahkan kepada pembida terendah, iaitu Consortium Zenith BUCG Sdn Bhd. Bayaran akan dibuat bukan dengan wang tunai tetapi dalam bentuk 110 ekar tanah tebusguna di Tanjung Pinang. Tanah tebusguna ini telah diluluskan oleh kerajaan negeri BN terdahulu, sepertimana mantan Ketua Menteri Pulau Pinang Tan Sri Dr Koh Tsu Koon telah menyokong projek separuh terowong dari Tanjung Bungah ke Butterworth.<\/p>\n<p>Dakwaan Teng bahawa tanah tebusguna itu tidak wujud adalah fitnah kerana BN-lah yang telah meluluskan penambakan tanah 940 ekar dengan harga mengejut RM1 sekaki persegi dengan syarat 10% tanah diberi kepada kerajaan negeri. Bolehkah Teng menjelaskan kenapa BN telah menjual tanah tersebut dengan harga yang begitu murah dan tidak masuk akal, iaitu RM1 sekaki persegi? Kerajaan negeri PR Pulau Pinang telah berjaya meningkatkan jumlah tanah yang akan diberi kepada negeri daripada 10% kepada 20%, yang akan digunakan untuk membiayai pembinaan 4 lebuhraya utama ini.<\/p>\n<p>Kesesakan lalulintas yang teruk 2 minggu lepas pada Jambatan Pulau Pinang Pertama akibat kerja pembaikan telah mengingkatkan kita semua betapa perlunya laluan penghubung ketiga untuk masa depan. Sementara 3 lebuhraya baru yang akan mengurangkan kesesakan lalulintas ke Batu Ferringhi, di sekitar George Town serta Bandar Baru Air Itam dan Farlim adalah berdasarkan keperluan, terowong bawah laut ini mempunyai fungsi lain iaitu untuk merangsangkan pembangunan ekonomi Seberang Perai Utara (SPU).<\/p>\n<p>Kerajaan negeri Pulau Pinang tidak akan duduk berdiam dalam isu kesesakan lalulintas dan mengambil jalan senang dengan menyalahkan kerajaan Persekutuan atas kegagalannya untuk menyediakan pengangkutan awam. Kita juga tidak akan mengamalkan pendekatan yang berkisar pada Pulau semata-mata dan sebaliknya akan mengambil pendekatan menyeluruh yang merangkumi keperluan Seberang Perai. Jika ada jambatan yang menghubungkan Seberang Perai Tengah dan Seberang Perai Selatan, patut ada juga penghubung kepada SPU untuk memajukan pembangunan ekonomi.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>=======================================================<br
