We were clearly ahead of both Korea an Taiwan 50 years ago.  Today, Malaysia is way behind being only half as rich as Korea and Taiwan. While Korea and Taiwan have made the leap into high income economies, Malaysia has been stuck in the middle-income trap despite its obvious natural advantages compared to those countries.<\/p>\n<p>For this reason, the Penang Institute, led by world renowned economist Executive Director Prof Datuk Woo Wing Thye(Economic Advisor to US Treasury An, has drawn up a 10-year comprehensive development plan the \u201cPenang Paradigm\u201d, in order to make Penang No. 1 in Malaysia by 2023. The Penang Paradigm seeks to:<br \/>\n\u2022        restore economic dynamism to Penang;<br \/>\n\u2022        upgrade significantly the liveability of Penang, and the sustainability of its natural environment; and<br \/>\n\u2022        accelerate social development in Penang to entrench social harmony and to widen social inclusion. <\/p>\n<p><!--more-->We believe that the key policies proposed for Penang are also applicable to the rest of Malaysia. After all, what is good for Penang is also good for Malaysia, being that Penang is a significant contributor to the national economy, making up nearly half of total electrical and electronics exports and 9% of the country\u2019s GDP.<\/p>\n<p>For this reason, we have decided to also launch the Penang Paradigm in Kuala Lumpur, not only to share our development plan but also to gather feedback from other stakeholders beyond our State in order to improve the plan. In other words, the Penang state government is adopting the crowd sourcing approach by considering changes from feedback to this Penang Paradigm Report. This novel crowd sourcing approach and willingness to concede to superior proposals and policies are new and unlike previous development plans which are implemented without genuine public engagement and consultation.<\/p>\n<p>In the last few years, the Federal Government has introduced an alphabet soup of programmes such as the Economic Transformation Programme (ETP), Government Transformation Programme (GTP) and many others in order to free Malaysia from the middle-income trap. Unfortunately, none have been successful for the simple reason that they are superficial remedies that have largely ignored the fundamental reasons for our economic malaise, which are:<br \/>\n\u2022        the abuse of socio-economic policies and the use of relationship instead of performance in government selections that have caused massive brain drain and huge capital flight;<br \/>\n\u2022        the over-centralization of power at the Federal level that is preventing the local governments from providing the necessary infrastructure to support local development; and<br \/>\n\u2022        the lack of transparency in Federal government operations, such as closed, negotiated government contracts which breed incompetence and corruption.<\/p>\n<p>The negative effects on GDP growth from the the above factors were not clearly visible prior to 1995 because they had been more than offset by massive inward Foreign Direct Investment or FDI, and by large state and GLC investments funded predominantly by the post-1974 growth in oil and gas revenue.<\/p>\n<p>However, the post-1990 expansion of globalization to other parts of Asia has caused the proportion of global FDI received by Malaysia to drop significantly. This drop in Malaysia&#8217;s share of global FDI share, together with the weaker financial strength of the Federal Government and of the GLCs after years of mismanagement, have brought about an investment collapse in the 2000s, thus miring Malaysia in the middle-income trap for the last decade and a half.<\/p>\n<p>Since March 2008, the Penang state government has put into place three sets of policies to reduce the deleterious effects of the Federal policy regime on Penang:<br \/>\n\u2022        replacing crony capitalism with fair competition, e.g. having open competitive tenders for public projects;<br \/>\n\u2022        beginning the process of decentralising decision-making, e.g. pushing for local council elections; and<br \/>\n\u2022        stopping the decline in the quality of government services, e.g. using CAT (competency-accountability-transparency) principles in governance.<\/p>\n<p>The Penang Paradigm<br \/>\nThe operational component of the Penang Paradigm is divided into strategies and targets for (i) economic dynamism, (ii) liveability and sustainability, and (iii) social development and inclusion. All three systemic properties are interdependent, in which the viability of each property requires the existence of the other two.<\/p>\n<p>Economic Dynamism<br \/>\nThe Penang Paradigm seeks to strengthen the process of restoring economic dynamism by proposing specific policy measures to boost:<br \/>\n\u2022        the growth of high-tech manufacturing and of the high-tech bio-agro sector, e.g. the expansion of the electrical and electronic sector, the medical device industry, the halal food industry, and the aquaculture industry;<br \/>\n\u2022        the emergence of high-value modern services activities e.g. becoming a global centre for outsourced business processing (OBP);<br \/>\n\u2022        the blossoming of high-yield tourism, e.g. becoming the regional medical centre, and becoming the preferred winter retreat for residents in the temperate zone;<br \/>\n\u2022        the establishment of a regional educational hub;<br \/>\n\u2022        the transition of SMEs to world-class exporters i.e. to replicate the Taiwanese experience;<br \/>\n\u2022        the provision of high-quality infrastructure services, e.g. supplying superfast internet to support the OBP centres, and being the international port to serve the logistical needs of the IMT-GT; and<br \/>\n\u2022        the development of a centre of excellence in science and technology.  <\/p>\n<p>The success of the above seven areas is dependent on the availability of sufficient human talent. Thus, the Penang Paradigm also presents practical suggestions on how to train, retrain, retain and attract the required human talent to Penang. <\/p>\n<p>Liveability and Sustainability<br \/>\nAmong the key policy recommendations on &#8220;Liveability and Sustainability&#8221; are measures:<br \/>\n\u2022        to make housing affordable to all by reforming development guidelines, introducing incentive-based zoning and building affordable housing through open tender;<br \/>\n\u2022        to reduce traffic congestion and improve connectivity by aligning land-use planning with transport planning, favouring mixed-use developments where people can live, work and play, encourage cycling and walking, and to construct strategic bypasses to ease congestion, as well as a third link between Northern Seberang Perai and the Island;<br \/>\n\u2022        to improve the quantity and quality of open public space by restructuring open space requirements, creating coastal linear parks in new reclaimed land, adapting under-utilised land for public use such as the proposed Prangin Heritage Square and engaging the local business communities in urban regeneration; and<br \/>\n\u2022        to enhance the sustainability of the natural environment by requiring GBI certification, greening urban areas, designing new draining and water-harvesting plans, and reducing water demand through education and pricing.<\/p>\n<p>Social Development &#038; Inclusion<br \/>\nThirdly, the Penang Paradigm will also aim to speed up social development and broaden social inclusion in Penang by implementing concrete programmes:<br \/>\n\u2022        to combat poverty, inequality and discrimination by ensuring a minimum household income of RM770 a month, expanding micro-credit schemes to the poor, facilitating mobility and accessibility for senior citizens and the disabled as well as to establish a Social Inclusion and Equal Opportunities Committee;<br \/>\n\u2022        to strengthen family and community support by expanding access to childcare and elderly care, establishing a network of community centres, improving preventive care, setting up mobile community clinics, providing assistance for \u201cstateless\u201d Malaysians and establishing a unit under the Penang Women\u2019s Development Corporation to provide child welfare and protection;<br \/>\n\u2022        to promote economic empowerment through education by setting up a One-Stop Centre and forming Public-Private Partnerships for establishing preschools and early childhood education, starting creative learning programmes, providing alternative education pathways and expanding the agenda to train, retrain, retain and attract human talent; and<br \/>\n\u2022        to institutionalise democratic empowerment by mandating compulsory asset declarations of all state legislators, implementing the Freedom of Information Enactment, providing greater public access to state information, decentralising and rationalising powers between all three levels of government and improving public consultation processes.<br \/>\nIn short, the Penang Paradigm is a framework for creating a balanced society: one that is economically dynamic, one that is liveable and sustainable, and one that provides democratic empowerment and social justice for all. Only by achieving this would Penang be able to fulfil the threefold \u201cchoice\u201d, that is, to be the habitat of choice for residents, the destination of choice for tourists and the location of choice for investors in setting up business.<\/p>\n<p>The ultimate outcome of the Penang Paradigm is to make Penang No. 1 in Malaysia as a balanced society and in international and intelligent State. We believe that if implemented nationally, Malaysia too will be able to escape the middle-income trap and become an international and intelligent country.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;&#8211;BM Version &#8212;-<br \/>\nKenyataan Akhbar oleh Ketua Menteri Pulau Pinang dan Pengerusi Penang Institute Lim Guan Eng di Garden Hotel, Kuala Lumpur pada 27.2.2013<\/p>\n<p><strong>Mengamalkan Pendekatan \u201cPenyumberan Ramai\u201d Untuk Mendapat Pandangan Umum Dan Pakar Bagi Laporan Paradigma Pulau Pinang 2013-2023 Untuk Menjadikan Pulau Pinang No. 1 di Malaysia.<\/strong><\/p>\n<p>Semasa pembentukan Malaysia pada tahun 1963, pendapatan Malaysia mencapai 13.6% daripada pendapatan AS, manakala pendapatan Korea dan Taiwan kedua-duanya lebih rendah masing-masing pada 10.7% dan 12.6%. Kini, lima puluh tahun berlalu, Malaysia jauh ketinggalan dengan hanya separuh kekayaan dimiliki Korea dan Taiwan. Sementara Korea dan Taiwan sudah melonjak menjadi ekonomi berpendapatan tinggi, Malaysia masih lagi terjerat dalam perangkap pendapatan sederhana, walaupun mempunyai banyak kelebihan semulajadi berbanding negara-negara tersebut.<\/p>\n<p>Untuk sebab ini, Penang Institute yang diterajui oleh ahli ekonomi terkenal Pengarah Eksekutif Prof Datuk Woo Wing Thye (Penasihat kepada Perbendaharaan Amerika Syarikat) telah mengusahakan pelan 10-tahun yang menyeluruh iaitu Paradigma Pulau Pinang, bagi menjadikan Pulau Pinang No. 1 menjelang 2023. Paradigma Pulau Pinang akan:<br \/>\n\u2022\tmemulihkan dinamisme ekonomi ke Pulau Pinang;<br \/>\n\u2022\tmeningkatkan tahap kesesuaian untuk didiami di Pulau Pinang dan kelestarian alam sekitar;<br \/>\n\u2022\tmempercepatkan pembangunan sosial di Pulau Pinang dalam mengukuhkan keharmonian sosial dan memperluas penyertaan sosial.<\/p>\n<p>Kami percaya dasar-dasar utama yang kami cadangkan untuk Pulau Pinang juga dapat digunapakai Malaysia secara keseluruhan. Apa yang memanfaatkan Pulau Pinang akan juga memanfaatkan Malaysia, memandangkan Pulau Pinang merupakan penyumbang hampir setengah jumlah eksport barangan elektrik dan elektronik serta 9% KDNK negara.<\/p>\n<p>Kerana ini, kami telah mengambil keputusan untuk melancarkan Paradigma Pulau Pinang di Kuala Lumpur juga, bukan sahaja untuk berkongsikan pelan pembangunan kami, tetapi juga untuk mendapat maklumbalas daripada semua untuk memperhalusi lagi pelan tersebut. Dengan kata lain, kerajaan negeri Pulau Pinang mengamalkan pendekatan penyumberan ramai (crowd sourcing) untuk mendapat maklumbalas bagi memantapkan lagi laporan Paradigma Pulau Pinang. Pendakatan penyumberan ramai dan keterbukaan untuk menerima cadangan dan dasar yang lebih baik adalah pendekatan yang baru dan tidak sama dengan pelan-pelan pembangunan lama yang dilaksanakan tanpa rundingan umum yang tulen.<\/p>\n<p>Dalam beberapa tahun yang lepas, Kerajaan Persekutuan telah memperkenalkan pelbagai program seperti Program Transformasi Ekonomi (ETP), Program Transformasi Kerajaan (GTP) dan lain-lain lagi sebagai langkah untuk membebaskan Malaysia daripada perangkap pendapatan sederhana. Namun begitu, mereka tidak berjaya kerana penyelesaian yang dicadangkan hanya bersifat superfisial dan tidak menghiraukan sebab-sebab asas kemelesetan ekonomi, iaitu:<br \/>\n\u2022\tpenyalahgunaan dasar-dasar sosio-ekonomi dan juga pemilihan berdasarkan hubungan dan bukanya pencapaian di sektor kerajaan menyebabkan penghijrahan modal insan \u2018brain drain\u2019 yang ketara dan pengaliran keluar modal yang besar;<br \/>\n\u2022\tpemusatan kuasa yang melampau di peringkat Persekutuan menghalang kerajaan tempatan menyediakan infrastruktur yang diperlukan untuk mendukung pembangunan tempatan; dan<br \/>\n\u2022\tdalam kekaburan operasi kerajaan Persekutuan, misalnya kontrak kerajaan yang tertutup dan dirundingkan, justeru membiakkan ketidakcekapan dan korupsi.<\/p>\n<p>Kesan negatif kepada pertumbuhan KDNK akibat faktor-faktor di atas tidak terserlah sebelum 1995 kerana telah diimbangi oleh kemasukan FDI secara besar-besaran, dan oleh pelaburan negeri dan GLC yang kebanyakannya dibiayai pertumbuhan pasca-1974 dalam hasil minyak dan gas.<\/p>\n<p>Walau bagaimanapun, perkembangan globalisasi pasca-1990 negara-negara Asia yang lain telah menyebabkan sebahagian daripada FDI global yang diterima oleh Malaysia merosot dengan ketara. Penurunan penerimaan FDI global oleh Malaysia, bersama dengan daya kewangan Kerajaan Persekutuan dan GLC yang lebih lemah selepas bertahun-tahun salah urus, telah menyebabkan keruntuhan pelaburan pada tahun 2000, menjerat Malaysia dalam perangkap pendapatan pertengahan bagi sedekad setengah yang lalu.<\/p>\n<p>Sejak bulan Mac 2008, kerajaan negeri Pulau Pinang memperkenalkan tiga kumpulan dasar untuk mengurangkan kesan mudarat rejim dasar Persekutuan di Pulau Pinang:<br \/>\n\uf0a7  menggantikan kapitalisme kroni dengan persaingan yang adil, misalnya tender terbuka untuk projek-projek awam;<br \/>\n\uf0a7  memulakan desentralisasi dalam proses membuat keputusan, contohnya mendesak untuk pilihan raya pihak berkuasa tempatan;<br \/>\n\uf0a7  menghentikan kemerosotan dalam kualiti perkhidmatan kerajaan, contohnya menggunakan prinsip CAT (kompetensi-kebertanggungjawaban-ketelusan) dalam tadbir urus.<\/p>\n<p>Paradigma Pulau Pinang<\/p>\n<p>Komponen operasi Paradigma Pulau Pinang dibahagikan kepada strategi dan sasaran bagi (i) dinamisme ekonomi, (ii) kesesuaian didiami dan kelestarian, dan (iii) pembangunan dan keterangkuman sosial. Ketiga-tiga sifat tersebut adalah saling bergantung antara satu sama lain.<\/p>\n<p>Dinamisme Ekonomi<\/p>\n<p>Paradigma Pulau Pinang bertujuan memperkukuh proses pemulihan dinamisme ekonomi dengan mencadangkan langkah-langkah dasar yang khusus dalam meningkatkan:<br \/>\n\u2022\tpertumbuhan pembuatan berteknologi tinggi dan sektor berteknologi tinggi bio-pertanian, contohnya pengembangan sektor elektrik dan elektronik, industri peranti perubatan, industri makanan halal, dan industri akuakultur;<br \/>\n\u2022\tkemunculan aktiviti perkhidmatan moden bernilai tinggi seperti menjadi sebuah pusat global bagi pemprosesan perniagaan sumber luar (OBP);<br \/>\n\u2022\tkerancakan pelancongan berpulangan tinggi, contohnya menjadi pusat perubatan serantau, dan menjadi tempat percutian kegemaran bagi penduduk zon beriklim semasa musim sejuk;<br \/>\n\u2022\tpenubuhan hab pendidikan serantau;<br \/>\n\u2022\tperalihan PKS menjadi pengeksport bertaraf dunia, iaitu meniru pengalaman Taiwan;<br \/>\n\u2022\tpenyediaan perkhidmatan infrastruktur berkualiti tinggi, contohnya membekalkan internet teramat laju untuk menyokong pusat OBP, dan menjadi pelabuhan antarabangsa untuk memenuhi keperluan logistik IMT-GT;<br \/>\n\u2022\tpembangunan pusat kecemerlangan dalam sains dan teknologi.<\/p>\n<p>Kejayaan dalam setiap satu daripada tujuh bidang di atas bergantung kepada ketersediaan modal insan yang mencukupi. Oleh itu, Paradigma Pulau Pinang juga membentangkan cadangan-cadangan yang praktikal tentang bagaimana untuk melatih, melatih semula, mengekalkan dan menarik modal insan ke Pulau Pinang.<\/p>\n<p>Kesesuaian Didiami dan Kelestarian<\/p>\n<p>Antara cadangan dasar utama tentang &#8220;Kesesuaian Didiami dan Kelestarian&#8221; termasuklah langkah-langkah:<br \/>\n\u2022\tuntuk menjadikan perumahan mampu dimiliki semua dengan membaharui garis panduan pembangunan, memperkenalkan insentif berasaskan pengezonan dan membina rumah mampu milik melalui tender terbuka;<br \/>\n\u2022\tuntuk mengurangkan kesesakan lalu lintas dan meningkatkan keterhubungan dengan menjajarkan penggunaan tanah dengan perancangan pengangkutan, mendukung penggunaan pembangunan bercampur supaya orang dapat hidup, bekerja dan bermain lebih dekat antara satu sama lain, menggalakkan budaya jalan dan basikal, membina jalan pintas strategik untuk mengurangkan kesesakan lalu lintas serta menghubungkan bahagian utara Pulau dengan bahagian utara Seberang Perai dengan laluan penghubung ketiga.<br \/>\n\u2022\tuntuk meningkatkan kuantiti dan kualiti ruang awam terbuka dengan menyusun semula keperluan ruang awam, menyediakan taman pantai lelurus di tanah tambakan baru, mengubahsuai tanah yang jarang dipakai untuk kegunaan awam seperti Dataran Warisan Prangin serta melibatkan komuniti perniagaan tempatan dalam usaha penambahbaikan bandar;<br \/>\n\u2022\tuntuk meningkatkan kelestarian alam semula jadi dengan memerlukan pensijilan GBI, menghijaukan kawasan bandar, merekabentuk saliran induk baru dan pelan penuaian air dan mengurangkan permintaan air melalui pendidikan dan kawalan harga.<\/p>\n<p>Pembangunan &#038; Keterangkuman Sosial<\/p>\n<p>Ketiga, Paradigma Pulau Pinang juga akan mempercepatkan pembangunan sosial dan meluaskan keterangkuman sosial di Pulau Pinang dengan melaksanakan program-program konkrit:<br \/>\n\u2022\tuntuk memerangi kemiskinan, ketidaksamaan dan diskriminasi dengan memastikan pendapatan isi rumah minima RM770 sebulan, memperluaskan skim kredit mikro kepada golongan miskin, memudahcarakan mobiliti dan ketercapaian untuk warga emas dan OKU serta menubuhkan Jawatankuasa Keterangkuman Sosial dan Peluang Saksama;<br \/>\n\u2022\tuntuk mengukuhkan sokongan keluarga dan masyarakat dengan memperluaskan ketercapaian penjagaan kanak-kanak dan warga emas, mewujudkan rangkaian pusat komuniti, meningkatkan rawatan pencegahan, menubuhkan klinik komuniti bergerak, menyediakan bantuan untuk rakyat Malaysia \u201ctanpa kerakyatan\u201d serta menubuhkan sebuah unit di bawah Perbadanan Pembangunan Wanita Pulau Pinang (PWDC) untuk kebajikan dan perlindungan hak kanak-kanak;<br \/>\n\u2022\tuntuk menggalakkan pemerkasaan ekonomi melalui pendidikan dengan menubuhkan Pusat Sehenti dan memudahcarakan Kerjasama Awam-Swasta untuk penubuhan prasekolah dan pusat-pusat pembelajaran awal, memulakan program pembelajaran kreatif, menyediakan laluan pendidikan alternatif, serta memperluaskan agenda untuk melatih, melatih semula, mengekalkan dan menarik modal insan; dan<br \/>\n\u2022\tmenginstitusikan pemerkasaan demokratik dengan mewajibkan pengisytiharan harta oleh semua wakil rakyat, melaksanakan Enakmen Kebebasan Maklumat, meningkatkan ketercapaian umum untuk maklumat kerajaan, mengagihkan kuasa pusat dan merasionalisasikan kuasa antara ketiga-tiga peringkat kerajaan serta meningkatkan proses perundingan awam.<\/p>\n<p>Kesimpulannya, Paradigma Pulau Pinang adalah kerangka untuk membentukkan masyarakat seimbang: yang dinamik dari segi ekonomi, sesuai didiami dan lestari, yang memerkasakan dari segi demokrasi dan menjamin keadilan sosial. Inilah formula bagi Pulau Pinang untuk mencapai \u201cpilihan\u201d tiga mata, iaitu untuk menjadi habitat pilihan untuk penduduk tempatan, tempat pilihan untuk pelancong serta lokasi pilihan untuk para pelabur dalam menubuhkan perniagaan.<\/p>\n<p>Hasilnya, Paradigma Pulau Pinang akan menjadikan Pulau Pinang No. 1 di Malaysia sebagai masyarakat seimbang serta Negeri pintar yang bertaraf antarabangsa. Kami percaya bahawa jika dilaksanakan di seluruh negara, Malaysia dapat membebaskan diri daripada perangkap pendapatan sederhana dan menjadi negara yang pintar dan bertaraf antarabangsa.<\/p>\n<p>Lim
