{"id":2872,"date":"2013-02-07T11:37:44","date_gmt":"2013-02-07T03:37:44","guid":{"rendered":"http:\/\/limguaneng.com\/?p=2872"},"modified":"2013-02-07T17:26:01","modified_gmt":"2013-02-07T09:26:01","slug":"doing-more-for-penang-by-undertaking-the-largest-effort-by-any-state-government-in-history-by-building-19172-affordable-housing-units-encn","status":"publish","type":"post","link":"https:\/\/limguaneng.com\/index.php\/2013\/02\/07\/doing-more-for-penang-by-undertaking-the-largest-effort-by-any-state-government-in-history-by-building-19172-affordable-housing-units-encn\/","title":{"rendered":"Doing More For Penang By Undertaking The Largest Effort By Any State Government In History By Building 19,172 Affordable Housing Units.(en\/bm\/cn)"},"content":{"rendered":"<p>Speech by Penang Chief Minister Lim Guan Eng During The Official Launch of The Registration Of Affordable Housing In Komtar,  George Town On 7 February 2013.<\/p>\n<p><strong>Doing More For Penang By Undertaking The Largest Effort By Any State Government In History By Building 19,172 Affordable Housing Units.<\/strong><\/p>\n<p>First and foremost, I would like to welcome all of you to this simple but meaningful occasion to launch the registration of interest for 1,840 affordable homes in 2 locations namely Jalan SP Chelliah(1,320 units) on the island and Bandar Cassia, Batu Kawan(520 units) on the mainland. Today\u2019s launching is the initialization or commencement of the ambitious RM500 million Affordable Housing programme undertaken by the Penang state government through Penang Development Corporation(PDC) to build 19,172 units throughout Penang, including on the island.<\/p>\n<p>This RM 500 million was made available following the sale of government land by open tender. We want to do more for Penang by undertaking the largest effort by any state government in history by building 19,172 affordable housing units. The state government wishes to stress that this first batch of 1,840 units of affordable homes is additional to the other low cost and low-medium cost houses that will be built by private developers and PDC, which will be calculated separately.  <\/p>\n<p><!--more-->The state government does not build any housing but builds them through PDC following the same model as the Federal government in not building housing directly but through their agency, Syarikat Perumahan Awam Negara(SPAN). This dispels baseless attacks by certain irresponsible parties that the state government does not build a single low cost house.<\/p>\n<p>This morning, I am pleased to inform that a total of 1,320 units of low medium cost flats and affordable housing apartments will be made available in Jalan SP Chelliah alone. This comprise  770 units of 700 sq ft low medium cost apartments of RM72,500 each, 303 units of 800 sq ft apartments  of RM200,000 , 165 units of  900 sq ft apartments of RM300,000 and only 82 units of 1000 sq ft apartments of RM400,000. I would like to emphasise that the apartments costing RM 400,000 comprise only 6.2% of the total 1,320 units in Jalan S.P. Chelliah.<\/p>\n<p>PDC has set this bottom line in terms of number, size and price of units as minimum requirements in our Request for Proposals(RFP) by open competitive tender to develop the Jalan SP Chelliah affordable housing project following feedback from some developers. In other words, this open competitive tender system practised by the Penang State Government has allowed PDC to give more back to the people of Penang based on this \u2018Reserved Price\u2019 concept. So far 17 companies have sent in bids.<\/p>\n<p>As the Affordable Housing programme is undertaken by PDC, I have instructed Dato Rosli Jafar to comply with the pricing range and guidelines set by the Federal government. Dato Rosli has followed the ceiling price set by the Prime Minister Datuk Seri Najib Tun Razak in last September\u2019s 2013 Budget of RM72,500 to RM400,000 in the urban areas and RM 72,500 to RM220,000 in the rural areas.<\/p>\n<p>Naturally the price ceiling of RM 400,000 was set for an urban area like George Town and the price ceiling RM 220,000 for a rural area like Batu Kawan. I regret that the state government and a professional architect like Dato Rosli have been unfairly attacked by lies through the BN-controlled media that only RM 400,000 apartments are built. Those who are not even professionals want to talk like architects. Let professional architects do their work.<\/p>\n<p>Clearly, it is okay for the Prime Minister to do so but not ok for the state government to follow what the Prime Minister has done. Today the people of Penang can see through their lies because most of the houses are between the RM72,500 to RM220,000 range. Further it is also untrue that PDC will profit from this programme as this is part of PDC\u2019s corporate social responsibility.<\/p>\n<p>As for Bandar Cassia, Batu Kawan, the entire project will see more than 11,800 units of  affordable housing being built over a 10-15 year period. Currently, for Phase 1 Bandar Cassia, Batu Kawan, there will be 149 units of 800 sq ft low medium cost apartments of RM72,500 each. There will be 98 units  900 sq ft of RM168,000 and 273 units  1,000 sq ft of RM220,000 for registration.<\/p>\n<p>However, for the next phase and depending on market demand, PDC is planning to gradually increase the number of affordable priced at RM168,000 more than 60%. What is more important is the determination of PDC to build the best quality affordable homes in Malaysia.<\/p>\n<p>The Batu Kawan project will be designed by Surbana International Consultants, who was responsible for the world-famous Singapore HDB homes. What we see as the public housing in Singapore will hopefully be available in a few years in Batu Kawan in terms of quality, design and concept.<\/p>\n<p>I welcome the public to take the opportunity to register for the affordable homes at Komtar Concourse, MPSP Office at Bandar Perda and PDC Office, Bayan Baru from today till 7th March 2013, from 9am- 5pm every day, including public holidays during this Chinese New Year period.<\/p>\n<p>Anyone with a monthly basic household income not exceeding RM3,500 is eligible to apply for the low medium cost units, while those with monthly basic household income exceeding RM3,501 are eligible to apply for the affordable apartments. I am pleased to now launch the registration of affordable homes in Jalan SP Chelliah and Bandar Cassia, Batu Kawan. Pelancaran hari ini adalah permulaan kepada program bercita-cita besar RM500 juta Rumah Mampu Milik yang dijalankan kerajaan negeri Pulau Pinang melalui Perbadanan Pembangunan Pulau Pinang (PDC) untuk membina 19,172 unit di seluruh Pulau Pinang, termasuklah di bahagian pulau.<\/p>\n<p>RM500 juta ini dapat disediakan berikutan penjualan tanah kerajaan melalui tender terbuka. Kami mahu melakukan lebih lagi untuk Pulau Pinang dengan menjalankan usaha paling besar berbanding mana-mana kerajaan negeri dengan membina 19,172 unit rumah mampu milik. Kerajaan negeri ingin menegaskan bahawa  1,840 unit pertama akan dibina oleh pemaju swasta dan PDC, yang mana akan dikira berasingan.<\/p>\n<p>Kerajaan negeri tidak membina apa-apa rumah tetapi membinanya melalui PDC mengikut model yang sama dengan kerajaan Persekutuan yang tidak membina rumah secara terus tetapi melalui agensi mereka, Syarikat Perumahan Awam Negara(SPAN). Ini menolak serangan tidak berasas oleh sesetengah pihak tidak bertanggungjawab bahawa kerajaan negeri tidak membina satu pun rumah kos rendah.<\/p>\n<p>Pagi ini, saya dengan sukacita memaklumkan bahawa sejumlah 1,320 unit rumah pangsa kos sederhana rendah dan pangsapuri mampu milik akan dibina di Jalan SP Chelliah sahaja. Ini terdiri daripada 770 unit pangsapuri 700 kaki persegi kos sederhana rendah RM72,500 sebuah, 303 unit pangsapuri 800 kaki persegi berharga RM200,000, 165 unit pangsapuri 900 kaki persegi berharga RM300,000 dan hanya 82 unit pangsapuri 1000 kaki persegi berharga RM400,000. Saya ingin menekankan bahawa pangsapuri bernilai RM400,000 terdiri daripada 6.2% daripada keseluruhan 1,320 unit di Jalan S.P. Chelliah.<\/p>\n<p>PDC telah menetapkan dasar ini dari segi bilangan, saiz dan harga unit sebagai keperluan minimum di dalam Permintaan Cadangan (RFP) dengan tender terbuka yang berdaya saing untuk membangunkan projek rumah mampu milik Jalan SP Chelliah mengikut maklumbalas daripada beberapa pemaju. Dalam erti kata lain, sistem tender terbuka berdaya saing yang diamalkan Kerajaan Negeri Pulau Pinang membolehkan PDC memberikan lebih banyak kepada rakyat Pulau Pinang berdasarkan konsep \u2018Harga Rizab\u2019. Setakat ini 17 syarikat telah menghantar tawaran.<\/p>\n<p>Memandangkan program Rumah Mampu Milik dijalankan oleh PDC, saya telah mengarahkan Dato Rosli Jafar untuk mematuhi julat harga dan garis panduan yang ditetapkan kerajaan Negeri. Dato Rosli telah mengikut harga siling yang ditetapkan Perdana Menteri Datuk Seri Najib Tun Razak dalam Belanjawan 2013 September lalu iaitu RM72,500 hingga RM400,000 di kawasan bandar dan RM 72,500 hingga RM220,000 di kawasan luar bandar.<\/p>\n<p>Sememangnya siling harga RM400,000 ditetapkan untuk kawasan bandar seperti George Town dan siling harga RM 220,000 untuk kawasan luar bandar seperti Batu Kawan. Saya kesal apabila kerajaan negeri dan arkitek profesional seperti Dato Rosli telah diserang dengan penipuan melalui media kawalan BN bahawa hanya pangsapuri RM400,000 sahaja yang dibina. Mereka yang bukannya profesional pun mahu bercakap seperti seorang arkitek. Biarlah arkitek profesional melakukan kerja mereka.<\/p>\n<p>Jelas, adalah okey untuk Perdana Menteri melakukan sedemikain tetapi tidak okey untuk kerajaan negeri mengikut apa yang telah dilakukan Perdana Menteri. Hari ini rakyat Pulau Pinang dapat melihat terbongkarnya penipuan mereka kerana kebanyakkan rumah berharga antara RM72,500 hingga RM220,000. Malah juga tidak benar bahawa PDC akan mengaut keuntungan daripada program ini memandangkan ini ialah sebahagian daripada tanggungjawab sosial korporat PDC.<\/p>\n<p>Untuk Bandar Cassia, Batu Kawan, keseluruhan projek akan memperlihatkan lebih daripada 11,800 unit rumah mampu milik dibina dalam tempoh 10-15 tahun. Buat masa ini, untuk Bandar Cassia Fasa 1, Batu Kawan, akan terdapat 149 unit pangsapuri 800 kaki persegi kos sederhana rendah RM72,000 sebuah. Akan terdapat 98 unit 900 kaki persegi berharga RM168,000 dan 273 unit 1,000 kaki persegi berharga RM220,000 untuk pendaftaran.<\/p>\n<p>Bagaimanapun, fasa seterusnya bergantung kepada permintaan pasaran, PDC bercadang untuk meningkatkan secara berperingkat bilangan harga berpatutan pada RM168,000 lebih daripada 60%. Apa yang penting adalah keazaman PDC untuk membina rumah mampu milik dengan kualiti terbaik di Malaysia.<\/p>\n<p>Projek Batu Kawan akan direka oleh Surbana International Consultants, yang bertanggungjawab terhadap rumah HDB Singapura yang terkenal di serata dunia. Apa yang kita nampak pada perumahan awam di Singapura dari segi kualiti, rekaan dan konsep harapnya akan ada di Batu Kawan dalam tempoh beberapa tahun.<\/p>\n<p>Saya mengalu-alukan orang ramai untuk mengambil peluang mendaftar bagi rumah mampu milik di Komtar Concourse, MPSP Office di Bandar Perda dan pejabat PDC, Bayan Baru bermula hari ini sehingga 7 Mac 2013, dari 9 pagi \u2013 5 petang setiap hari, termasuklah pada cuti umum ketika Tahun Baru Cina ini.<\/p>\n<p>Sesiapa dengan pendapatan seisi rumah bulanan tidak melebihi RM3,500 adalah layak untuk memohon unit kos sederhana rendah, manakala mereka yang pendapatan seisi rumah bulanan melebihi RM3,501 layak untuk memohon pangsapuri mampu milik. Saya dengan sukacitanya melancarkan pendaftaran bagi rumah mampu milik di Jalan SP Chelliah dan Bandar Cassia, Batu Kawan. &#8212;-<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u4e8e2013\u5e742\u67087\u65e5\u4e8e\u53ef\u8d1f\u62c5\u623f\u5c4b\u5f00\u653e\u767b\u8bb0\u63a8\u4ecb\u793c\u4e0a\u53d1\u8868\u6f14\u8bb2\uff0c\u91cd\u70b9\u5982\u4e0b:<\/p>\n<p><strong>\u5dde\u653f\u5e9c\u625b\u4e0b\u91cd\u4efb\uff0c\u7834\u5176\u5b83\u5dde\u653f\u5e9c\u7684\u8bb0\u5f55\uff0c\u5174\u5efa1\u4e079172\u4e2a\u623f\u5c4b\u5355\u4f4d\uff0c\u4e3a\u69df\u5dde\u505a\u5f97\u66f4\u591a\u3002<\/strong><\/p>\n<p>\u76ee\u524d\u5171\u67091840\u4e2a\u53ef\u8d1f\u62c5\u623f\u5c4b\u63a5\u53d7\u767b\u8bb0\uff0c\u5206\u522b\u5174\u5efa\u5728\u4e24\u4e2a\u5730\u70b9\uff0c\u5373\u69df\u5c9b\u7684SP\u9f50\u4e9a\u6765\u8def(1320\u4e2a\u5355\u4f4d)\u53ca\u5a01\u7701\u5cc7\u90fd\u52a0\u6e7e\u7684\u6842\u82b1\u57ce\uff08520\u5355\u4f4d\uff09\u3002\u4eca\u5929\u662f\u603b\u503c5\u4ebf\u4ee4\u5409\u53ef\u8d1f\u62c5\u623f\u5c4b\u7684\u63a8\u4ecb\u793c\uff0c\u69df\u5dde\u653f\u5e9c\u901a\u8fc7\u69df\u5dde\u53d1\u5c55\u673a\u6784\u8bbe\u7acb\u57fa\u91d1\u5728\u5168\u69df\u5174\u5efa1\u4e079172\u4e2a\u5355\u4f4d\u3002<\/p>\n<p>\u8fd9\u7b145\u4ebf\u4ee4\u5409\u7684\u57fa\u91d1\u6765\u81ea\u5dde\u653f\u5e9c\u516c\u5f00\u62db\u6807\u62cd\u5356\u571f\u5730\u3002\u6211\u4eec\u625b\u4e0b\u91cd\u4efb\uff0c\u7834\u5176\u5b83\u5dde\u653f\u5e9c\u7684\u8bb0\u5f55\uff0c\u5174\u5efa1\u4e079172\u4e2a\u623f\u5c4b\u5355\u4f4d\uff0c\u4e3a\u69df\u5dde\u505a\u5f97\u66f4\u591a\u3002\u5dde\u653f\u5e9c\u8981\u5f3a\u8c03\uff0c\u7b2c\u4e00\u6279\u53ef\u8d1f\u62c5\u623f\u5c4b\u5171\u67091840\u4e2a\u5355\u4f4d\uff0c\u8fd9\u4e2a\u6570\u5b57\u4e0e\u5176\u5b83\u79c1\u4eba\u53d1\u5c55\u5546\u53ca\u69df\u5dde\u53d1\u5c55\u673a\u6784\u6240\u5174\u5efa\u7684\u5ec9\u4ef7\u5c4b\u53ca\u4e2d\u5ec9\u4ef7\u5c4b\u5206\u5f00\u8ba1\u7b97\u3002<\/p>\n<p>\u5dde\u653f\u5e9c\u4e0d\u5efa\u623f\u5c4b\uff0c\u800c\u662f\u901a\u8fc7\u69df\u5dde\u53d1\u5c55\u673a\u6784\uff08PDC\uff09\u5174\u5efa\u623f\u5c4b\u3002\u6b63\u5982\u8054\u90a6\u653f\u5e9c\u4e0d\u5174\u5efa\u623f\u5c4b\uff0c\u800c\u662f\u7531\u56fd\u5bb6\u516c\u5171\u623f\u5c4b\u516c\u53f8\uff08SPAN\uff09\u5174\u5efa\u3002\u8fd9\u9a73\u65a5\u4e86\u90a3\u4e9b\u4e0d\u8d1f\u8d23\u4efb\u7684\u8bb2\u6cd5\uff0c\u5c31\u662f\u5dde\u653f\u5e9c\u4e00\u95f4\u5ec9\u4ef7\u5c4b\u90fd\u6ca1\u6709\u5efa\u3002<\/p>\n<p>\u6211\u8981\u901a\u77e5\u5927\u5bb6\uff0c\u76ee\u524d\u5728SP\u9f50\u4e9a\u6765\u8def\u7684\u53ef\u8d1f\u62c5\u623f\u5c4b\u5171\u67091320\u4e2a\u4e2d\u5ec9\u4ef7\u7ec4\u5c4b\u53ca\u53ef\u8d1f\u62c5\u516c\u5bd3\u3002\u8fd9\u5305\u62ec770\u4e2a700\u5e73\u65b9\u5c3a\u4ef7\u503c7\u4e072500\u4ee4\u5409\u7684\u5355\u4f4d\u3002303\u4e2a800\u5e73\u65b9\u5c3a\u4ef7\u503c20\u4e07\u4ee4\u5409\u7684\u516c\u5bd3\uff0c165\u4e2a900\u5e73\u65b9\u5c3a\u4ef7\u503c30\u4e07\u4ee4\u5409\u5355\u4f4d\u53ca82\u4e2a1000\u5e73\u65b9\u5c3a\u4ef7\u503c40\u4e07\u4ee4\u5409\u7684\u5355\u4f4d\u3002\u6211\u8981\u5f3a\u8c03\uff0c40\u4e07\u4ee4\u5409\u7684\u516c\u5bd3\u53ea\u5360SP\u9f50\u4e9a\u6765\u8def\u623f\u5c4b\u603b\u65701320\u4e2a\u5355\u4f4d\u76846.2%\u3002<\/p>\n<p>\u5728\u542c\u53d6\u4e00\u4e9b\u623f\u5c4b\u53d1\u5c55\u5546\u7684\u610f\u89c1\u540e\uff0c\u69df\u5dde\u53d1\u5c55\u673a\u6784\u5df2\u7ecf\u5728\u6570\u91cf\u3001\u9762\u79ef\u53ca\u4ef7\u683c\u65b9\u5728\u8bbe\u4e0b\u5e95\u7ebf\uff0c\u505a\u4e3a\u516c\u5f00\u7ade\u4e89\u62db\u6807\u5f81\u6c42\u610f\u89c1\u4e66\u7684\u6700\u4f4e\u8981\u6c42\uff0c\u53d1\u5c55SP\u9f50\u4e9a\u6765\u8def\u7684\u53ef\u8d1f\u62c5\u623f\u5c4b\u3002\u6362\u53e5\u8bdd\u8bf4\uff0c\u69df\u5dde\u653f\u5e9c\u7684\u516c\u5f00\u7ade\u4e89\u62db\u6807\u5236\u5ea6\u8ba9\u69df\u5dde\u53d1\u5c55\u673a\u6784\u4ee5\u201c\u5e95\u4ef7\u201d\u6982\u5ff5\uff0c\u4e3a\u69df\u5dde\u4eba\u6c11\u63d0\u4f9b\u66f4\u591a\u3002\u5171\u670917\u4e2a\u516c\u53f8\u53c2\u4e0e\u7ade\u6807\u3002<\/p>\n<p>\u81f3\u4e8e\u69df\u5dde\u53d1\u5c55\u673a\u6784\u7684\u53ef\u8d1f\u62c5\u623f\u5c4b\u8ba1\u5212\uff0c\u6211\u5df2\u7ecf\u6307\u793a\u62ff\u7763\u7f57\u65af\u91cc\u4f9d\u636e\u8054\u90a6\u653f\u5e9c\u8bbe\u5b9a\u7684\u623f\u4ef7\u53ca\u6307\u5357\u3002\u62ff\u7763\u7f57\u65af\u91cc\u4e5f\u4f9d\u636e\u9996\u76f8\u62ff\u7763\u65af\u91cc\u7eb3\u5409\u5728\u53bb\u5e749\u6708\u63d0\u5448\u76842013\u5e74\u8d22\u653f\u9884\u7b97\u6848\u6240\u8bbe\u7684\u9876\u4ef7\uff0c\u628a\u57ce\u533a\u623f\u4ef7\u8bbe\u5b9a\u57287\u4e072500\u4ee4\u5409\u81f340\u4e07\u4ee4\u5409\u4e4b\u95f4\uff0c\u90ca\u533a\u623f\u5c4b\u5219\u8bbe\u5b9a\u57287\u4e072500\u81f322\u4e07\u4ee4\u5409\u4e4b\u95f4\u3002<\/p>\n<p>\u81ea\u7136\u5730\uff0c
