Over the last 5 years the PR leadership in Penang has worked hard to reduce income inequality and introduced CAT governance of competency, accountability and transparency to accumulate record budget surpluses to implement social programmes, carry out traffic infrastructure works and build affordable housing.<\/p>\n<p>Under PR\u2019s Agenda Economic Sosial(AES) or Social Economic Agenda, Penang will be the first state in Malaysia to wipe out poverty by ensuring every household\/family has an income of at least RM770 per month. The poverty line is RM763 per month for every household\/family in Peninsular Malaysia.<\/p>\n<p><!--more-->Those families with less than RM770 monthly income will have the difference topped up by the state government every month. In other words, a family with RM600 monthly income will receive RM170 monthly under the PR AES programme. AES will cost the Penang state government at least RM20 million yearly and a huge majority of the recipients will be Malays.<\/p>\n<p>At the same time, construction will begin for the first of 18,000 units of affordable housing throughout Penang, including on the island. 2013 will see the selection by open competitive tender of contractors for 5 major roadworks including the proposed third link of a underwater sea tunnel between Gurney Drive and Bagan Ajam in Butterworth.<\/p>\n<p>Fighting corruption will be continue to top the agenda as only a clean government can ensure a knowledgeable, fair, progressive and prosperous society. Corruption has turned Malaysians generally into 3rd class economic citizens. The first class economic citizens are BN leaders whereas the 2nd class are BN cronies and followers.<\/p>\n<p>The Malays have become 3rd class economic citizens as a result of financial scandals such as the RM 52 billion bumi share scandal. RM54 billion of shares were allocated to bumis but none of the ordinary Malays or bumis from Sabah and Sarawak received a single share and only RM2 billion remain. To date the BN government has refused to investigate the loss of RM52 billion of bumi shares.<\/p>\n<p>The Chinese have also become 3rd class economic citizens, being forced to finance Chinese schools when MCA Ministers and BN leaders were more interested in the RM13.85 billion Port Klang Free Trade Zone scandal. Whereas the Indians have become 3rd class economic citizens with the unresolved and failed MAIKA scandal.<\/p>\n<p>In Sabah and Sarawak, two of the richest states in natural resources in Malaysia, also have the highest poverty levels because the leaders are more interested in enriching themselves or their families. 28 million Malaysians are 3rd class economic citizens following the expose of RM871 billion outflow of illicit funds or \u201cblack\u201d money from 2001-2010 by the Washington-based financial watchdog 2012 Global Financial Integrity (GFI) Report.<\/p>\n<p>Penang has succeeded in stemming corruption following strict enforcement of 6 integrity steps of:<br \/>\n1.       Instituting public declaration of assets of the Chief Minister and the EXCO members vetted by an international accounting firm.<br \/>\n2.       Implementing open competitive tenders.<br \/>\n3.       Bar family members from involvement in government contracts.<br \/>\n4.       Protect genuine whistleblowers.<br \/>\n5.       Remove leaders with extravagant lifestyles.<br \/>\n6.       Come clean on political donations.<\/p>\n<p>Establishing integrity will not only bring human dignity but also economic dignity to Penangites that reward hard work and gives equal opportunities to all. Only with economic dignity can Penang develop into an international and intelligent city that is clean, green, safe and healthy.<\/p>\n<p>&#8212;&#8211;BM Version &#8212;&#8211;<\/p>\n<p>Perutusan Tahun Baru Pulau Pinang 2013 oleh Ketua Menteri Pulau Pinang Lim Guan Eng di Komtar, George Town pada 1.1.2013<\/p>\n<p>Bagi Pulau Pinang, 2013 Akan Mendatangkan Penghapusan Kemiskinan Dan Meneruskan Kejayaan Memerangi Rasuah Supaya Tidak Akan Ada Rakyat Kelas Ketiga Dari Segi Ekonomi.<\/p>\n<p>Bagi Pulau Pinang, 2013 akan mendatangkan penghapusan kemiskinan dan meneruskan kejayaan memerangi rasuah supaya tidak akan ada rakyat kelas ketiga dari segi ekonomi. Dalam tempoh 5 tahun yang lepas, kepimpinan PR di Pulau Pinang telah bertungkus lumus untuk mengurangkan jurang pendapatan dan memperkenalkan tadbir urus CAT yang berdasarkan prinsip cekap, akauntabaliti dan telus untuk mengumpul lebihan bajet yang paling tinggi demi melaksanakan program-program sosial, membina infrastruktur trafik serta menyediakan perumahan mampu milik.<\/p>\n<p>Di bawah Agenda Ekonomi Sosial (AES), Pulau Pinang akan menjadi negeri pertama di Malaysia untuk menghapuskan kemiskinan dengan memastikan setiap keluarga\/isi rumah mempunyai pendapatan minima RM770 sebulan. Paras garis kemiskinan adalah RM763 sebulan untuk setiap keluarga\/isi rumah di Semenanjung Malaysia.<\/p>\n<p>Mana-mana keluarga yang mempunyai pendapatan kurang daripada RM770 sebulan akan ditambah nilai oleh kerajaan negeri setiap bulan. Dengan kata lain, sebuah keluarga dengan pendapatan bulanan RM600 akan menerima RM170 sebulan di bawah program AES PR. AES akan menelan belanja sebanyak RM20 juta setahun untuk kerajaan negeri dan majoriti penerimanya adalah orang Melayu.<\/p>\n<p>Pada masa yang sama, kerja pembinaan akan bermula untuk 18,000 unit perumahan mampu milik di seluruh negeri Pulau Pinang, termasuk di Pulau. Dalam tahun 2013 juta, pemilihan kontraktor-kontraktor melalui tender terbuka akan dibuat untuk 5 projek kerja raya yang besar, termasuk laluan ketiga terowong bawah air di antara Gurney Drive dan Bagan Ajam di Butterworth.<\/p>\n<p>Usaha memerangi rasuah akan diteruskan kerana hanya kerajaan yang bersih boleh memastikan masyarakat yang berpengetahuan, adil, progresif dan makmur. Rasuah sudah pun menjadikan rakyat terbanyak di Malaysia kepada rakyat kelas ketiga dari segi ekonomi. Rakyat kelas pertama adalah pemimpin BN manakala rakyat kelas kedua adalah kroni-kroni BN dan pengikut-pengikut mereka.<\/p>\n<p>Malah orang Melayu sendiri sudah menjadi rakyat kelas ketiga dari segi ekonomi, ekoran skandal-skandal kewangan seperti saham Bumi bernilai RM52 bilion. RM54 bilion saham telah diperuntukkan untuk rakyat Bumiputera, tetapi Bumiputera biasa di kalangan Melayu dan dari Sabah dan Sarawak tidak mendapat walau satu saham. Kini hanya RM2 bilion yang tinggal. Sampai hari ini, kerajaan BN enggan menyiasat kerugian RM52 bilion saham Bumi.<\/p>\n<p>Orang Cina juga dijadikan rakyat kelas ketiga dari segi ekonomi, apabila dipaksa untuk membiayai sekolah-sekolah Cina manakala Menteri-menteri MCA dan pemimpin BN lebih berminat dalam skandal RM13.85 bilion Port Klang Free Zone. Orang India pula menjadi rakyat kelas ketiga dari segi ekonomi dengan kegagalan skandal MAIKA yang belum diselesaikan.<\/p>\n<p>Sabah dan Sarawak pula, dua negeri yang terkaya dari segi sumber asli di Malaysia, mempunyai taraf kemiskinan yang tertinggi kerana pemimpin-pemimpin mereka lebih berminat untuk memperkaya diri sendiri dan keluarga mereka. 28 juta rakyat Malaysia sudah menjadi rakyat kelas ketiga dari segi ekonomi ekoran pendedahan wang haram RM871 bilion yang dialirkan keluar dari 2001-2010 dalam Laporan Global Financial Integriti yang disediakan oleh pemerhati kewangan yang berpusat di Washington.<br \/>\nPulau Pinang telah berjaya untuk membanteras rasuah dengan memenuhi 6 langkah integriti seperti berikut:<br \/>\n1.       Menginstitusikan pengisytiharan harta secara terbuka oleh Ketua Menteri dan barisan EXCO.<br \/>\n2.       Melaksanakan tender terbuka.<br \/>\n3.       Tidak membenarkan ahli keluarga untuk melibatkan diri dalam kontrak kerajaan.<br \/>\n4.       Melindungi pemberi maklumat yang tulen.<br \/>\n5.       Menggugurkan pemimpin yang hidup mewah.<br \/>\n6.       Berterus terang dalam sumbangan politik.<\/p>\n<p>Jika integriti dimantapkan, bukan sahaja martabat insan malah martabat ekonomi akan dikembalikan kepada rakyat Pulau Pinang, di mana usaha akan dibalas dengan ganjaran dan peluang akan diberi kepada semua. Hanya dengan martabat ekonomi bolehlah Pulau Pinang membangun untuk menjadi bandaraya antarabangsa dan pintar yang bersih, hijau, selamat dan sihat.<\/p>\n<p>&#8212;-Mandarin Version &#8212;-<br \/>\n\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2013\u5e741\u67081\u65e5\u5728\u5149\u5927\u4e54\u6cbb\u5e02\u53d1\u8868\u69df\u5dde\u65b0\u5e74\u732e\u8bcd\uff1a<\/p>\n<p>\u69df\u5dde\u5c06\u57282013\u5e74\u7ec8\u7ed3\u8d2b\u7a77\uff0c\u5e76\u4e14\u4fdd\u6301\u53cd\u8d2a\u7684\u6210\u5c31\uff0c\u8ba9\u5dde\u5185\u6ca1\u6709\u4e09\u7b49\u7ecf\u6d4e\u516c\u6c11\u3002<\/p>\n<p>\u69df\u5dde\u5c06\u57282013\u5e74\u7ec8\u7ed3\u8d2b\u7a77\uff0c\u5e76\u4e14\u4fdd\u6301\u53cd\u8d2a\u7684\u6210\u5c31\uff0c\u8ba9\u5dde\u5185\u6ca1\u6709\u4e09\u7b49\u7ecf\u6d4e\u516c\u6c11\u3002\u8fc7\u53bb\u4e94\u5e74\uff0c\u6c11\u8054\u5728\u69df\u5dde\u4e0d\u65ad\u5730\u52aa\u529b\u7f29\u77ed\u8d2b\u5bcc\u60ac\u6b8a\uff0c\u5e76\u63a8\u5e7f\u80fd\u5e72\u3001\u516c\u4fe1\u53ca\u900f\u660e\u65bd\u653f\uff0c\u4ee5\u7d2f\u79ef\u521b\u8bb0\u5f55\u7684\u8d22\u653f\u9884\u7b97\u76c8\u4f59\uff0c\u4ee5\u63a8\u5e7f\u793e\u4f1a\u798f\u5229\u8ba1\u5212\u3001\u4ea4\u901a\u57fa\u5efa\u53ca\u5174\u5efa\u53ef\u8d1f\u62c5\u623f\u5c4b\u3002<\/p>\n<p>\u5728\u6c11\u8054\u7684\u793e\u4f1a\u7ecf\u6d4e\u8bae\u7a0b\uff08AES\uff09\u5e95\u4e0b\uff0c\u69df\u5dde\u5c06\u4f1a\u662f\u5168\u9a6c\u7b2c\u4e00\u4e2a\u626b\u9664\u8d2b\u7a77\u7684\u5dde\u5c5e\uff0c\u6211\u4eec\u5c06\u786e\u4fdd\u6bcf\u6237\u5bb6\u5ead\u6bcf\u6708\u6536\u5165\u81f3\u5c11770\u4ee4\u5409\u3002\u9a6c\u6765\u534a\u5c9b\u6bcf\u6237\u5bb6\u5ead\u7684\u8d2b\u7a77\u7ebf\u662f\u6bcf\u6708\u6536\u5165763\u4ee4\u5409\u3002<\/p>\n<p>\u90a3\u4e9b\u6708\u5165\u4f4e\u5165770\u4ee4\u5409\u7684\u5bb6\u5ead\uff0c\u5dde\u653f\u5e9c\u5c06\u4f1a\u6bcf\u4e2a\u6708\u201c\u52a0\u989d\u201d\u8865\u8d34\u51d1\u6570\u3002
