PPSB managing director Datuk Ahmad Ibnihajar had confirmed that the Transport Ministry and Penang Port Commission(PPC), and not PPSB, was to blame for the failed RM43 million Tanjung City marina project, which fell into disrepair following a storm in 2009.<\/p>\n<p>Ahmad said the failed marina was due to bad design and PPSB had in 2006 told PPC that the design was faulty in 2006. Clearly the Transport Ministry and PPC must bear full responsibility for mishandling the design, construction as well as failing to maintain the Tanjung city marina from 2006 until now when the entire marina has sunk to the bottom of the sea.<\/p>\n<p><!--more-->All those involved in the PPC and Transport Ministry from this period 2006-2012 should respond to Ahmad\u2019s expose that the design fault in the Tanjung City Marina, was doomed to fail right from the very beginning. A full explanation must be given on why the PPC and Transport Ministry wasted RM43 million in public funds to implement a doomed to fail project and whether there are any more of doomed to fail projects.<\/p>\n<p>The next public concern is whether the important Swettenham Pier is also one of those projects as it serves a critical link in serving cruise ships that cater to growing number of foreign tourists. The PPC and Transport Ministry\u2019s poor management has caused a complete loss of public confidence. The state government is willing to take over and is confident of turning around the Swettenham Pier, Tanjung City Marina and the ferry services. Even the ferry services can be well run by engaging professionals with expertise as was done in the past.<\/p>\n<p>The state government would also press the Federal government to fulfil its obligations as operator of Penang Port by immediately undertaking the RM355 million project of deepening of the north channel from 11 meters to 15 meters. Deepening the channel is necessary to handle bigger container ships to ensure sustainable revenue growth, which was only RM329 million last year and a slight increase this year, which is low for a significant port like Penang serving one of the most dynamic manufacturing clusters in the world.<\/p>\n<p>&#8212;&#8211;BM version &#8212;&#8211;<\/p>\n<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang Lim Guan Eng pada 21.12.12 di Komtar, George Town<\/p>\n<p><strong>Kerajaan Negeri Pulau Pinang bersedia untuk membantu Penang Port Sdn Bhd (PPSB) daripada terus menanggung kerugian tahunan lebih daripada RM18 juta dengan mengambil alih Tanjung City Marina, jeti Swettenham dan perkhidmatan feri.<\/strong><\/p>\n<p>Kerajaan Negeri Pulau Pinang bersedia untuk membantu Penang Port Sdn Bhd (PPSB) daripada terus menanggung kerugian tahunan lebih daripada RM18 juta dengan mengambil alih Tanjung City Marina, Jeti Swettenham dan perkhidmatan feri. Pengarah Urusan PPSB Datuk Ahmad Ibnihajar telah mengesahkan bahawa Kementerian Pengangkutan dan Suruhanjaya Pelabuhan Pulau Pinang (PPC) , dan bukannya PPSB harus dipersalahkan atas kegagalan projek RM43 juta Tanjung City Marina yang rosak berikutan ribut pada tahun 2009.<\/p>\n<p>Ahmad berkata kegagalan Tanjung City Marina disebabkan oleh reka bentuk yang teruk dan PPSB pada tahun 2006 telah memberitahu PPC bahawa reka bentuk tersebut adalah salah pada tahun 2006. Jelas Kementerian Pengangkutan dan PPC mesti menanggung tanggungjawab sepenuhnya atas kegagalan menangani reka bentuk, pembinaan dan jua kegagalan untuk mengekalkan Tanjung City Marina dari tahun 2006 sehinga sekarang apabila keseluruhan Tanjung City Marina telah tenggelam ke dasar laut.<\/p>\n<p>Semua yang terlibat dalam PPC dan Kementerian Pengangkutan dari tempoh 2006 \u2013 2012 harus bertanggungjawab ke atas pendedahan Ahmad berikutan kegagalan reka bentuk Tanjung City Marina, daripada awal projek ini dijalankan. Penjelasan penuh harus diberikan oleh PPC dan Kementerian Pengangkutan atas pembaziran RM43 juta dana awam bagi melaksanakan projek yang ditakdirkan gagal dan sama ada terdapat lagi projek- projek lain yang ditakdirkan gagal.<\/p>\n<p>Kebimbangan awam yang seterusnya ialah sama ada Jeti Swettenham yang penting itu juga merupakan salah satu projek yang gagal kerana Jeti Swettenham merupakan pautan kritikal untuk kapal- kapal layarbagi meningkatkan bilangan pelancong asing. Pengurusan yang kurang cekap oleh PPC dan Kementerian Pengangkutan menyebabkan keyakinan awam telah hilang sepenuhnya. Kerajaan Negeri bersedia untuk mengambil alih dan yakin dapat memulihkan Jeti Swettenham, Tanjung City Marina dan perkhidmatan feri. Malah perkhidmatan feri juga boleh dijalankan dengan lancar dengan melibatkan para profesional yang berpengalaman seperti mana yang telah dilakukan pada masa lalu.<\/p>\n<p>Kerajaan Negeri juga mendesak Kerajaan Persekutuan untuk memenuhi tanggungjawab sebagai pengendali Pelabuhan Pulau Pinang dengan mengambil alih segera projek RM355 juta mendalamkan saluran utara dari 11 meter kepada 15 meter. Pendalaman saluran tersebut adalah perlu bagi membolehkan kapal kontena yang lebih besar untuk masuk bagi memastikan pertumbuhan pendapatan yang lebih mampan. Tahun lepas, hanya RM329 juta telah diperolehi dengansedikit peningkatan tahun ini. Ini sangat rendah bagi pelabuhan yang penting seperti Pulau Pinang yang berkhidmat sebagai salah satu kelompok pembuatan yang paling dinamik di dunia.<\/p>\n<p>========= Mandarin Version
