(en\/bm\/cn)"},"content":{"rendered":"<p>Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 19.12.12. <\/p>\n<p>The Attorney-General&#8217;s Chambers Tan Sri Abdul Gani Patail should not only withhold prosecution of individuals who have been penalised through the Automated Enforcement System (AES) but also refund all monies paid by those who settled the summons. Nearly 300,000 summonses has been issued since the AES 1Malaysia cameras were first installed in 14 locations on September 23 2012.<\/p>\n<p>More summonses will be issued when the remainder 817 locations, making up a total of 831 throughout the country, will be installed over the course of the next one year. Abdul Gani\u2019s suspension of prosecuting motorists penalised with 300,000 traffic summonses under the AES is a vindication of the bold and correct decision by the Penang state government of being the first state in Malaysia to bar AES from being installed<\/p>\n<p><!--more-->Even though Abdul Gani tried to soften the huge blow to the BN and Federal government\u2019s credibility by claiming that the move stems from public concern over &#8220;the law and other technicalities&#8221; related to the system, it is clear that AES has lost public credibility. There should be no more unnecessary delay in putting an end to this sordid scheme of allowing 2 BN crony companies to profit based on commissions imnposed on every traffic summons disguised as enforcement to reduce accidents.<\/p>\n<p>Abdul Gani is legally correct that the AES summonses issued by the Road Transport Department were still valid. Transport Minister Datuk Seri Kong Cho Ha should step in exercise his powers to cancel these RTD summonses to atone for his support for AES. Should Kong not do so, he should resign for being identified as a discredited supporter of AES, to the extent of vilifying the Penang state government as encouraging accidents to happen.<\/p>\n<p>The BN government should just not withold prosecution of  summons under the AES but admit that PR was right abolishing the AES and refund all summonses paid because of public anger at this crony project.<\/p>\n<p>Lim Guan Eng <\/p>\n<p>&#8212;-BM Version&#8212;<\/p>\n<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang pada 19.12.2012 di Komtar, George Town<\/p>\n<p><strong>Kerajaan BN seharusnya tidak hanya menarik balik tuntutan saman di bawah Sistem Penguatkuasaan Automatik (AES) tetapi mengaku bahawa Pakatan Rakyat (PR) adalah betul dalam memansuhkan AES dan membayar balik semua saman yang telah dibayar atas kemarahan rakyat terhadap projek kroni ini.<\/strong><\/p>\n<p>Peguam Negara Tan Sri Abdul Gani Patail seharusnya tidak hanya menarik balik dakwaan terhadap individu yang telah dihukum melalui Sistem Penguatkuasaan Automatik (AES) tetapi juga memulangkan semua wang yang telah dibayar oleh mereka yang sudah menyelesaikan saman tersebut. Hampir 300,000 saman telah dikeluarkan sejak kamera AES 1Malaysia dipasang di 14 lokasi pada 23 September 2012.<\/p>\n<p>Lebih banyak saman akan dikeluarkan apabila baki 817 lokasi dipasang tahun depan, menjadikan jumlah keseluruhannya 831 kamera di seluruh negara. Penggantungan dakwaan ke atas pemandu yang dikenakan dengan 300,000 saman trafik di bawah AES membuktikan keputusan Kerajaan Negeri Pulau Pinang menjadi negeri pertama di Malaysia yang menghalang pemasangan AES adalah wajar dan benar.<\/p>\n<p>Walaupun Abdul Gani cuba untuk mengurangkan tamparan hebat kepada BN dan kredibilti Kerajaan Persekutuan dengan mendakwa bahawa langkah itu berpunca daripada kebimbangan orang ramai ke atas \u201cundang-undang dan ciri-ciri teknikal lain\u201d yang berkaitan dengan sistem, ia jelas menunjukkan bahawa AES telah hilang kredibilti awam. Seharusnya skim kotor ini, yang membenarkan 2 syarikat kroni BN untuk mengaut keuntungan berdasarkan komisen daripada setiap saman trafik, dan yang kononnya adalah untuk mengurangkan kemalangan, dihentikan tanpa melengahkan masa.<\/p>\n<p>Kenyataan Abdul Gani di sisi undang-undang adalah betul bahawa saman AES yang dikeluarkan oleh Jabatan Pengangkutan Jalan masih sah. Oleh itu, Menteri Pengangkutan Datuk Seri Kong Cho Ha harus menggunakan kuasanya untuk membatalkan saman JPJ bagi menebus kembali sokongan beliau terhadap AES. Sekiranya Kong tidak berbuat demikian, beliau harus meletakkan jawatan kerana menjadi penyokong AES, dengan cuba merosakkan nama baik Kerajaan Negeri Pulau Pinang yang kononnya menggalakkan kemalangan berlaku.<\/p>\n<p>Kerajaan BN seharusnya tidak hanya menarik balik tuntutan saman di bawah Sistem Penguatkuasa Automatik (AES)<br \/>\ntetapi mengaku bahawa PR adalah betul dalam memansuhkan AES dan membayar balik semua saman yang telah dibayar atas kemarahan rakyat terhadap projek kroni ini.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;- Mandarin Version &#8212;-<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2012\u5e7412\u670819\u65e5\u5728\u4e54\u6cbb\u5e02\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u56fd\u9635\u653f\u5e9c\u4e0d\u5e94\u53ea\u662f\u6682\u505c\u63d0\u63a7\u81ea\u52a8\u6267\u6cd5\u7cfb\u7edf\uff08AES\uff09\u8fdd\u89c4\u8005\uff0c\u4e5f\u5e94\u8be5\u627f\u8ba4\u6c11\u8054\u4e3b\u5f20\u5e9f\u9664AES\u662f\u6b63\u786e\u7684\uff0c\u5e76\u5168\u6570\u9000\u8fd8\u5df2\u7f34\u7f5a\u6b3e\uff0c\u56e0\u4e3a\u8fd9\u9879\u670b\u515a\u8ba1\u5212\u5df2\u7ecf\u5f15\u8d77\u6c11\u6028\u3002<\/strong><\/p>\n<p>\u603b\u68c0\u5bdf\u957f\u4e39\u65af\u91cc\u963f\u90fd\u5e72\u5c3c\u4e0d\u5e94\u8be5\u53ea\u662f\u6682\u505c\u63d0\u63a7AES\u8fdd\u89c4\u8005\uff0c\u4ed6\u4e5f\u5e94\u8be5\u628a\u5df2\u7f34\u7684\u7f5a\u6b3e\u9000\u8fd8\u3002\u81ea\u4eceAES\u4e00\u4e2a\u9a6c\u6765\u897f\u4e9a\u7535\u773c\u57282012\u5e749\u670823\u65e5\u4e8e14\u4e2a\u5730\u70b9\u5b89\u88c5\u4ee5\u6765\uff0c\u5f53\u5c40\u5171\u53d1\u51fa\u4e8630\u4e07\u5f20\u4f20\u7968\u3002<\/p>\n<p>\u5982\u679c\u5176\u4f59\u7684817\u5730\u70b9\u90fd\u5b89\u88c5\u4e86AES\uff0c\u5168\u56fd\u5404\u5730\u5c06\u51fa\u73b0\u603b\u6570831\u4e2aAES\uff0c\u5c4a\u65f6\u5c06\u4f1a\u6709\u66f4\u591a\u4eba\u5f97\u5230\u4f20\u7968\u3002\u963f\u90fd\u5e72\u5c3c\u6682\u505c\u63d0\u63a730\u4e07\u4e2aAES\u8fdd\u89c4\u8005\uff0c\u8bc1\u660e\u69df\u5dde\u653f\u5e9c\u7684\u51b3\u5b9a\u662f\u5927\u80c6\u3001\u6b63\u786e\u7684\uff0c\u6211\u4eec\u662f\u5168\u9a6c\u7b2c\u4e00\u4e2a\u7981\u6b62\u5b89\u88c5AES\u7535\u773c\u7684\u5dde\u5c5e\u3002<\/p>\n<p>\u867d\u7136\u963f\u90fd\u5e72\u5c3c\u89e3\u91ca\uff0c\u4ed6\u7684\u51b3\u5b9a\u662f\u7531\u4e8e\u201c\u516c\u4f17\u5bf9\u4e8e\u6709\u5173\u6cd5\u5f8b\u53ca\u6280\u672f\u95ee\u9898\u201d\u5b58\u7591\uff0c\u8bd5\u56fe\u7f13\u89e3\u8fd9\u4e2a\u505a\u6cd5\u5bf9\u56fd\u9635\u53ca\u8054\u90a6\u653f\u5e9c\u516c\u4fe1\u529b\u7684\u51b2\u51fb\uff0c\u4f46\u662f\uff0c\u5f88\u660e\u663e\u5730\uff0cAES\u5df2\u7ecf\u4e27\u5931\u4e86\u516c\u4fe1\u529b\u3002\u5f53\u5c40\u6839\u672c\u65e0\u9700\u518d\u803d\u6401\uff0c\u5e94\u8be5\u9a6c\u4e0a\u7ed3\u675f\u8fd9\u9879\u540a\u8be1\u7684\u8ba1\u5212\uff0c\u5b83\u7adf\u7136\u8ba9\u4e24\u5bb6\u670b\u515a\u516c\u53f8\uff0c\u85c9\u6267\u6cd5\u51cf\u5c11\u4ea4\u901a\u610f\u5916\u4e3a\u7531\uff0c\u4ee5\u62bd\u4f63\u65b9\u5f0f\uff0c\u4ece\u6bcf\u4e00\u5f20\u4f20\u7968\u4e2d\u8c0b\u5229\u3002<\/p>\n<p>\u963f\u90fd\u5e72\u5c3c\u7684\u6cd5\u5f8b\u7406\u7531\u662f\u5bf9\u7684\uff0c\u4ed6\u8bf4AES\u4f20\u7968\u662f\u9646\u8def\u4ea4\u901a\u5c40\u53d1\u51fa\u7684\u3002\u4ea4\u901a\u90e8\u957f\u62ff\u7763\u65af\u91cc\u6c5f\u4f5c\u6c49\u5e94\u8be5\u4ecb\u5165\uff0c\u884c\u4f7f\u4ed6\u7684\u6743\u529b\uff0c\u64a4\u9500\u8fd9\u4e9b\u4f20\u7968\uff0c\u4ee5\u5f25\u8865\u4ed6\u5bf9AES\u7684\u9519\u8bef\u62e5\u62a4\u3002\u5982\u679c\u6c5f\u4f5c\u6c49\u505a\u4e0d\u5230\uff0c\u4ed6\u5e94\u8be5\u8f9e\u804c\uff0c\u4ed6\u5bf9AES\u8fc7\u5ea6\u62e5\u62a4\uff0c\u751a\u81f3\u8bfd\u8c24\u69df\u5dde\u653f\u5e9c\uff0c\u6307\u6211\u4eec\u4e0d\u652f\u6301AES\u7b49\u4e8e\u9f13\u52b1\u4ea4\u901a\u610f\u5916\u3002<\/p>\n<p>\u56fd\u9635\u653f\u5e9c\u4e0d\u5e94\u53ea\u662f\u6682\u505c\u63d0\u63a7\u81ea\u52a8\u6267\u6cd5\u7cfb\u7edf\uff08AES\uff09\u8fdd\u89c4\u8005\uff0c\u4e5f\u5e94\u8be5\u627f\u8ba4\u6c11\u8054\u4e3b\u5f20\u5e9f\u9664AES\u662f\u5bf9\u7684\uff0c\u5e76\u5168\u6570\u9000\u8fd8\u5df2\u7f34\u7f5a\u6b3e\uff0c\u56e0\u4e3a\u8fd9\u9879\u670b\u515a\u8ba1\u5212\u5df2\u7ecf\u5f15\u8d77\u6c11\u6028\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 19.12.12.
